Similar to the boardwalk in newburyport along the Merrimack River, make a boardwalk that goes from the Salem Ferry and The Landing that goes along the water all the way to Pickering Wharf. This would bring a great pathway for citizens and tourists down to the ferry and landing for business and a quick and easy access to downtown. It would also just be a great walking spot in the morning, afternoon, and evening !
Permitted commercial uses that meet the needs of surrounding neighborhoods should be prioritized over “destination” uses that The vast majority of the waterfront area is cater to regional market to minimize traffic not for public use. The more of it we can impact. What are the convenient goods/ leverage for ANY use, the better. services/amenities that is missing in this area? A marine related use that seems neglected is facility for commercial fishing. Winter island is neither adequate nor appropriate. Might even be good to provide for retail of fresh and locally caught seafood right there on the dock.
A waterfront pedestrian walkway that goes as long as possible, a lot of green space, and mixed use commercial/residential space would be ideal! I second the other comment of having very little parking, we want to encourage people

Water-dependent Industrial Use Only Mixed-Use State Approval Process Water-dependent Industrial Use Use is licensed by MassDEP as a water-dependent industrial use or Supporting DPA use under Chapter 91. No change within the DPA: City and state processes Approval as a Planned Unit Development (City) A Designated Port Area (DPA) requires water-dependent industrial uses. Such uses could include the following: Chapter 91 license (MassDEP) Fishing Seafood processing and packaging Refrigerated warehouse Residential, Retail, Restaurant Boat building and repair Approval as a Planned Unit Development (City). Waterborne transportation Depending on final use and location, potential for Marine cargo handling and storage Marine-related R&D and manufacturing Chapter 91 license but not under the regulations Aquaculture for a DPA IF boundary of the DPA is moved closer Offshore wind to the water. Marine passenger transportation Two paths Supporting uses (direct economic and operational support) are allowed up to a certain Regulatory (Boundary Review by CZM) percentage of the site and the total DPA. Provide smart, resilient development to protect the shoreline and existing neighborhood by raising elevations and building waterfront buildings with parking underneath occupied spaces. Preserve the working waterfront and ensure sufficient area for marine industrial uses, including support for existing cruise ship and future offshore wind operations by reserving land closest to wharf for loading/ unloading of cruise ship passengers and cargo for north side WDIU. Remove fence surrounding DPA and integrate site with neighborhood by building neighborhood scale housing on the south side of the site closest to the existing neighborhood. Provide public access within the site and along the shoreline with connections between Blaney Street/Salem Wharf and Winter Island by incorporating green space along the water’s edge near Blaney Street, public access to the jetty, and public art throughout to invite the public in and through the site. Provide additional street parking for existing neighborhood by ensuring that each new unit will have sufficient parking allocated to it with additional, on street parking available for guests, neighbors, and visitors to the waterfront while avoiding large parking fields by providing off street parking underneath buildings closest to the water. Provide affordable and workforce housing including 10% of each unit type reserved for residents at or below 60% of Adjusted Median Income.
