    VICTORIA’S LEVEL CROSSING REMOVAL PROJECT USES INEIGHT TECHNOLOGY TO BETTER MANAGE AND CONTROL PROJECT DOCUMENTS Red-faced and white-knuckled – common symptoms of rush-hour commuters in Melbourne as they waited at one of the many level crossings (or rail crossings as they’re called in the U.S.). Looking to unclog some of the city’s busiest roads, the Victorian state government has taken the bold move of eliminating 75 of these dangerous and congested level crossings, including nine between the suburbs of Caulfield and Dandenong. The Level Crossing Removal Project (LXRP) and Lendlease, a leading international property and infrastructure group that is part of an alliance responsible for level crossing removals, wanted to transform the way they approached the project. Because the project was highly complex with so many stakeholders involved, LXRP needed to develop a cutting-edge technological approach that would help increase efficiency and collaboration. It selected a collaborative document management software solution from InEight, a leading developer of capital project management software. LXRP mandated that Lendlease use the document management solution, InEight® Document, to manage, protect and control project documents throughout the Caulfield to Dandenong (CTD) project. With InEight Document, CTD project teams now have an online document repository for capturing, controlling, versioning and distributing project documents, while tracking the complete history of every project document. This includes project documents, workflows, photos, emails and their attachments. The ability to track the complete history of every project document led to improved communication and collaboration on this monumental project. This resulted in greater efficiency throughout the project.

REGULATORY SIGNS 2B-1 Application of Regulatory Signs Regulatory signs inform highway users of traffic laws or regulations and indicate the applicability of legal requirements that would not oth- erwise be apparent. These signs shall be erected wherever needed to fulfill this purpose, but unnecessary mandates should be avoided. The laws of many States specify that certain regulations are enforceable only when made known by official signs. Some regulatory signs are related to operational controls but do not impose any obligations or prohibitions. For example, signs giving ad- vance notice of or marking the end of a restricted zone are included in the regulatory group. Regulatory signs normally shall be erected at those locations where regulations apply. Boarnet, University of Southern California Policy Description Because stop-and-go traffic reduces fuel efficiency and increases greenhouse gas (GHG) emissions, strategies to reduce traffic congestion are sometimes proposed as effective ways to also reduce GHG emissions. Although transportation system management (TSM) strategies are one approach to alleviating traffic congestion,1 traffic congestion has traditionally been addressed through the expansion of roadway vehicle capacity, defined as the maximum possible number of vehicles passing a point on the roadway per hour. Capacity expansion can take the form of the construction of entirely new roadways, the addition of lanes to existing roadways, or the upgrade of existing highways to controlled-access freeways. One concern with this strategy is that the additional capacity may lead to additional vehicle travel. The basic economic principles of supply and demand explain this phenomenon: adding capacity decreases travel time, in effect lowering the “price” of driving; when prices go down, the quantity of driving goes up (Noland and Lem, 2002). An increase in vehicle miles traveled (VMT) attributable to increases in capacity is called “induced travel.” Any induced travel that occurs reduces the effectiveness of capacity expansion as a strategy for alleviating traffic congestion and offsets any reductions in GHG emissions that would result from reduced congestion.

    Non-Motorized Vehicles in Asia: Lessons for Sustainable Transport Planning and Policy by Michael Replogle Abstract This paper provides an overview of the current use of non-motorized vehicles (NMVs) in Asian cities, the characteristics of NMVs and facilities that serve them, and policies that influence their use. The paper identifies conditions under which NMV use should be encouraged for urban transport, obstacles to the development of NMVs, and identifies desirable steps that might be taken to develop a Non-Motorized Transport Strategy for a city or region, in Asia and other parts of the world. NMVs offer low cost private transport, emit no pollution, use renewable energy, emphasize use of labor rather than capital for mobility, and are well suited for short trips in most cities regardless of income, offering an alternative to motorized transport for many short trips. Thus, they are appropriate elements in strategies dealing with poverty alleviation, air pollution, management of traffic problems and motorization, and the social and economic dimensions of structural adjustment. NMVs have a most important role to play as a complementary mode to public transportation. Cities in Asia exhibit widely varying modal mixes. NMVs -- bicycles, cycle-rickshaws, and carts -- now play a vital role in urban transport in much of Asia. NMVs account for 25 to 80 percent of vehicle trips in many Asian cities, more than anywhere else in the world. Ownership of all vehicles, including NMVs, is growing rapidly throughout Asia as incomes increase. However, the future of NMVs in many Asian cities is threatened by growing motorization, loss of street space for safe NMV use, and changes in urban form prompted by motorization.
