DETAILS OF THE EMERGENCY:

As a result of flood, southern Russia has once again become an emergency area. According to official data, some 30,000 people have been affected and 171 people were killed in the flash flood caused by torrential rains. Several thousand people have been evacuated from their houses. The elements hit on the night of July 7, striking communities in the Krymsky District of the Region, located between the cities of and Gelendjik. The flash flood has deluged over 7,000 houses in the three cities of Gelendjik, Krymsk, Novorossiysk, and neighboring villages. Power, gas and water supply systems and car and railroad traffic have been disrupted.

The greatest damage has been done to the Nizhnebakansky community located in the foothills along the Krasnodar-Novorossiysk highway. It is estimated that the sharply raised water in the Bakanka River has washed away over one hundred houses and grounds. Over two hundred houses have been destroyed in the city of Krymsk. The flood has taken the toll of 148 people in that area.

According to the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (Emercom) data, 3.910 people asked for medical aid, including 400 people suffering from severe and moderate severe traumas. The local authorities and the Emercom have begun to evacuate people, as debris is cleared, the water and sewage systems are repaired and the list of those affected and the damage caused is clarified. At present, the water has almost subsided, though some streets are still flooded. In almost all the damaged houses, people themselves have to scoop out the slush consisting of soil, mud and silt brought by the flood. Sometimes found in this slush are decomposing carcasses of animals, which are also often seen hanging from fences or stuck in them like in a sieve, nailed by the wave of the flood. At present, medics fear of a possible surge of intestinal diseases in the Krymsky District. Governmental and non-governmental organizations are bringing in foodstuffs, drinking water, clothes, tents, medicines and sanitary packs. The local authorities and the government have stated that those who have lost their houses and property will get compensation.

ACTIONS TO DATE, AND EMERGENCY NEEDS:

The Russian Orthodox Church has begun to give emergency aid to the victims. At present, over 40 tons of various goods, which have been collected by the Church in Moscow and in southern Russia, have been distributed. Clergy and volunteers are also giving psychological aid and spiritual support to those affected.

In the city of Krymsk, a church headquarters has been organized to give aid to victims. The headquarters is running a soup-kitchen providing hot meals and a medical station. According to this headquarters and the ROC parishes in the region, despite the aid given, those affected urgently need sanitary packs and antiseptics.

PROPOSED EMERGENCY RESPONSE:

- OBJECTIVE(S) OF THE EMERGENCY RESPONSE:

Project Goal To meet urgent hygiene needs in the places most affected by the catastrophe in the Krasnodar Region and to offer victims some hope by providing emergency life sustaining assistance.

Project Objectives:  Provide individual unisex hygiene kits to 1.350 men and women,  Provide 230 children’s individual hygiene kits,  Provide 400 women individual hygiene kits,  Provide 450 individual antiseptics kits.

- TARGET POPULATIONS:

The beneficiaries will be 1.800 victims of the flood standing in the greatest need in the Krymsky District of the Krasnodar Region, namely, in the city of Krymsk and the Nizhnebakansky community. At present, they have to stay in their damaged and damp houses or to stay in the open next to their damaged or ruined houses. The reason for this is that it its warm out of doors (20-30 C) and victims prefer to stay by their damaged property rather than in temporary accommodation stations to which many have been evacuated during the flood. The project will use statistical data collected by Emercom, local authorities and ROC headquarters in Krymsk and parishes.

Based on the preliminary information that ROC/RRT has received from the parishes, local authorities and Emercom, we estimate the following age and sex ratio:

Non-Food Items: Hygiene All the distributions will be carried out within a month. Distributions of different sets will be done simultaneously.

In the course of its implementation, the project will take into account information about the aid coming from other sources, including local authorities, Emercom, international and local organizations, etc. In particular, the project does not plan to distribute medicines, water, foodstuffs and clothes as such distributions have been already organized by the local authorities and Emercom. They have also organized reception by various medical doctors.

The project will be coordinated with all the humanitarian actors to avoid duplication and would like to reserve from the very beginning a certain flexibility in the composition and number of aid kits.

The items to be purchased and distributed are 1.350 individual unisex hygiene kits - generic items to be distributed in kit form, while special sanitary items for children (230 kits) and women (400 kits) will be distributed as separate items in an appropriate and sensitive way.

In addition to the sanitary kits above, the following items will be handed out:  400 hygiene kits for women/girls will consist of 3 pieces of sanitary pads and 3 pieces of panties.  230 hygiene kits for children will consist of 2 pieces of diapers  Items to be purchased and distributed as 450 unisex antiseptics kits. Each consists of 3 pieces of antiseptic tissues/gel, and 3 pieces of antiseptic drugs.

- IMPLEMENTATION ARRANGEMENTS:

Supplies. The lists of items for distribution have been prepared in co-operation with the local authorities, Emercom, ROC headquarters in Krymsk and ROC parishes in the region, using ROC/RRT experiences in implementation emergency projects.

Procurement. Purchases will be made locally depending on availability – either in the distribution areas or in the neighboring regions. The purchases will be made after a detailed market assessment and collection of information from several potential suppliers. Quantity and quality of products will be controlled by ROC/RRT.

Distribution and Accounting. Project staff in co-operation with the local authorities will carry out the distributions. Beneficiaries will sign special relief reception forms developed by ROC/RRT. To enhance transparency and open character of distributions, local authorities will be invited to observe distributions and will verify distribution documentation.

Visibility and Communication. Communities, local authorities, the press and public will be informed in advance about the time and place of the distributions. ROC/RRT will hold meetings with beneficiaries to inform them about the plans and tasks of project. In addition, special information sheets and ACT logo will be posted up at distribution places to keep the public informed about the work of ACT/ROC/RRT, aims of the distributions and components of the aid distributed. Photographing will be made by project staff, while ROC/RRT representatives will be responsible for reports, articles, stories and public relations in addition to their other duties.

PROJECT ADMINISTRATION

Finance. ROC/RRT will be responsible for finances and reporting to ACT. The money transfer details will be sent under separate cover. An independent auditor licensed by the Russian Federation Finance Ministry, member of the Russian Auditors Union, will audit accounts and financial reports.

Monitoring. ROC/RRT will carry out monitoring of the project. An expert from ROC/RRT will be present in the project area and direct the project. The ROC/RRT accountant will be responsible for accounting and reporting documentation.

Reporting. ROC/RRT Moscow HQ will be responsible for reporting to the АСТ (financial and narrative report). Final financial and narrative reports will be submitted to the ACT Secretariat by 31 October 2012.

Office. ROC/RRT will open a field office in the city of Krymsk (Krasnodar Region). This office will coordinate the work; rooms for staff accommodation will be in place in the office.

Staff. The RRT has as its disposal the necessary working contacts, infrastructure and experienced staff in the region. These contacts will be used to allow ROC/RRT direct access to the affected places. It will also enable the project to ensure independent organization of aid distribution and logistical and transport facilities for warehousing and shipping of the relief items. An expert from ROC/RRT will direct the project. The ROC/RRT accountant will be responsible for accounting and reporting documentation.

ROC/RRT will hire 1 person as logistician, 1 person as translator and 2 persons as transport monitors. A driver with a car will be hired for the travels to the project regions. The ROC volunteers, parishes and church structures will support project implementation.

Evaluation. At the close phase of the project, an evaluation meeting will be held at the ROC/RRT field office in Krymsk. ROC/RRT representatives, project staff, local authorities and social institutions, church parishes and affected communities will participate. The meeting will provide analysis of the project implementation and discuss future rehabilitation plans.

Coordination. While preparing this project proposal ROC/RRT used verified information provided by local authorities, Emercom, ROC headquarters in Krymsk and church parishes and organizations in the region. In implementing the project, contacts and exchange of information and plans will be maintained with all of them, as well as governmental and non-governmental organizations working in the region. ROC/RRT will attend coordination meetings of the organizations involved in giving aid to the flood victims. ROC/RRT is also keeping in contact with fellow ACT members planning to respond to this emergency (Hungarian Interchurch Aid, Armenia Round Table).

- PLANNED IMPLEMENTATION PERIOD:

Implementation period. One month from the receipt of funds (approximately July-August, 2012). In keeping with the ACT terms for RRF, the final report will be prepared and presented by ROC/RRT to ACT CO within a month after the project is completed.

ACTION

The ACT Secretariat has approved the use of US 49,984 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment. Should there be an appeal for this emergency, the RRF payment will be considered as an advance.
