Minutes of the Regular Council Meeting held October 10, 2013 in the Village of McCreary Council Chambers.

Mayor Cripps called the regular meeting to order at 7:25 p.m.

DELEGATIONS:

7:45 p.m. Pam Little attended representing the McCreary & District Economic Development Board concerning the Partner 4 Growth Grant. The written presentation, as provided by McCreary & District Economic Development and as had been photocopied and provided to the elected officials, was presented by Pam. The application under the Partners 4 Growth program for $10,000.00 for the Experiential Tourism Product Cluster has been approved. Anticipated outcomes of this regional project, steps to be taken and planned meetings and workshops were reviewed. Funding is being requested in the amount of $500.00 from each municipality included in the target region. This funding request is to be considered during financial planning in 2014 as it is not provided for in the 2013 Financial Plan.

Financial Statements to September 30, 2013 – TABLED.

Outstanding Taxes as of today total $341,730.96 with $29,380.80 owing for 2012 against 19 properties and the remaining $312,350.16 due on or before October 31, 2013.

Outstanding Utility Accounts as of today total $11,491.90 which includes $61.53 for disconnection or addition to property taxes, $1,245.78 which was past due as of July 31, 2013 against 28 properties and $10,184.59 due on or before October 31, 2013.

BY-LAWS:

Water and Sewer Rates By-Law #11/2013 – TABLED.

#340/2013 Kohlman – Code

BE IT RESOLVED THAT By-Law #14/2013 to regulate burning within the Village of McCreary be given third and final reading.

CARRIED UNANIMOUSLY.

This By-Law is to be provided to the McCreary Volunteer Fire Department and the Royal Canadian Mounted Police.

UNFINISHED BUSINESS:

a) McCreary Brochure: When the brochures will be available has been followed up on again.

b) Grant-In-Aid Program and Municipal Road Improvement Program:

BE IT RESOLVED THAT the tender received for the First Avenue Project be opened.

#342/2013 Kohlman – Code

BE IT RESOLVED THAT the tender submitted by C & B Stirling Enterprises Ltd. for the First Avenue Reconstruction Project in the amount of $69,300.00 be hereby accepted.

BE IT FURTHER RESOLVED THAT the Municipal Administrator be authorized to sign all documents necessary to proceed with this project.

c) Municipal Amalgamation: This matter will be further considered by the Rural Municipality of McCreary on October 11, 2013 at its regular meeting.

d) McCreary Community Centre:

Board of Directors: Letter to individuals to determine interest in sitting on the Board of Directors of the McCreary Community Centre have yet to accomplish having interested people come forward. The Craft Sale Fundraiser for the community centre is proceeding as organized by Cheryl Scott.

Stove, Fridges, Cooler/Freezer: Roncin Electrical has been asked to check the appliances and repair as necessary.

e) Royal Bank of Canada Volunteer Day Grant – Recycling Depot: The Outdoor Boxes for Recyclables and Clothing are being constructed and will be in place shortly.

f) Palliative Care Suite at McCreary/Alonsa Health Centre: The letter of concern has been forwarded with no response as yet.

g) Placement of Objects on Public Property: The letter requesting removal has been sent.

h) P.T.H. #5 – Speed Limit Request: We have received nothing further since our indication that this request is still relevant.

i) Association of Manitoba Municipalities Convention: Registration and reservations are to be confirmed for Mayor Cripps and Councillor Deslauriers.

j) Tractor Tire Replacement:

#343/2013 Kohlman – Code

BE IT RESOLVED THAT the Village Of McCreary hereby accepts the quote of Five & Fifty Sales and Service for new tires for the Tractor in the amount of $3,050.00 plus taxes.

BE IT FURTHER RESOLVED THAT this installation proceed when necessary.

l) Speed Limits in School Zones: This is to be researched and a draft by-law prepared for consideration by Council. This information was filed under Speed Limits in School Zones and Turtle River School Division. See Correspondence earlier in these minutes.

m) Annual General Meeting, Oct. 30/13, 7:00 p.m. Dauphin, Manitoba: Mayor Cripps and Councillor Deslauriers plan to attend as authorized previously.

GENERAL BUSINESS:

#344/2013 Hoskins – Kohlman

BE IT RESOLVED THAT the members of the McCreary Volunteer Fire Department be authorized to participate in the Christmas Festival Parade of Lights on Friday, November 29, 2013 and to provide transportation for Santa Claus and members of the McCreary Volunteer Fire Department only.

BE IT FURTHER RESOLVED THAT a grant of $50.00 be made to the McCreary Recreation Commission towards the Annual Christmas Festival.

AND BE IT FURTHER RESOLVED THAT the Village of McCreary be authorized to participate in the Parade of Lights on November 29, 2013.

BE IT RESOLVED THAT the Village of McCreary make a grant of $50.00 towards the McCreary Winter Carnival being hosted by the McCreary Recreation Commission.

BE IT RESOLVED THAT McCreary/Alonsa Support Services to Seniors Inc. be granted use of the McCreary Community Centre free of charge to host the Health Fair and Flu Clinic on November 4, 2013 from 11:00 a.m. to 2:00 p.m. on the understanding that the cleaning required will be done by the McCreary/Alonsa Support Services to Seniors Inc., subject to agreement by the R.M. of McCreary.

Rate Study – Review of Further Information Requested – TO BE COPIED: The information was approved for submission to The Public Utilities Board by Way To Go Consulting on our behalf.

Municipal Water and Wastewater Infrastructure Fund Application for Funding: We have had no response to our requests.

Renewal of Drinking Water Operating License: We have had no response since our application to renew.

Manitoba Water and Wastewater Association Conference and Trade Show: Tyler McFadyen plans to attend and accommodations have been reserved for him.

The Wastewater Systems Effluent Regulations: The Village of McCreary’s sewer system capacity and volumn is below the levels requiring regulation and reporting.

BE IT RESOLVED THAT Tyler McFadyen be authorized to attend the Water Meter Maintenance workshop being hosted by the Manitoba Water and Wastewater Association in Winnipeg, Manitoba on Tuesday, November 5, 2013 on the understanding that the registration fees of $150.00 plus GST, accommodations for the night of November 4, 2013, meals not included in the registration fee and mileage at current set rates will be at the cost of the Village of McCreary

BE IT RESOLVED THAT Tyler McFadyen be authorized to attend the Filter Surveillance workshop being hosted by the Manitoba Water and Wastewater Association in Portage la Prairie, Manitoba on November 19 and 20, 2013 on the understanding that the registration fees of $350.00 plus GST, accommodations for the nights of November 18 and 19, 2013, meals not included in the registration fee and mileage at current set rates will be at the cost of the Village of McCreary

a) Agassiz Planning District (Deslauriers - Code): The September, 2013 Activity Report & Expense Claim was reviewed.

Mapping Project: The Province of Manitoba, Community Planning Department, is working on our maps.

b) McCreary & District HandiVan Committee (Hoskins - Deslauriers): Nothing new to report.

c) Parkland Regional Library/McCreary District Library (Deslauriers - Hoskins): No report available at this time.

d) McCreary Recreation Commission (Kohlman - Code):

Curling Club Kitchen Renovation Project: An interim claim has been made to Western Economic Diversification.

It is to be suggested that McCreary Alpine Manor Inc. at 435 Broderick Street be included on the Parade Route for the 2014 Christmas Festival.

e) Turtle River Watershed Conservation District #2 – Sub-District #2 (Code - Deslauriers):

Approved Minutes of August 21, 2013 were received and filed for information.

JOINT COMMITTEE REPORTS:

a) Cemetery (Deslauriers - Code): Problems tracking use of plots for cremations and our receipt of proper documentation was discussed. Use of a columbarium for cremated remains was discussed. Costs and regulations are to be researched.

b) Sports Grounds (Kohlman - Code): Nothing to report.

c) Emergency Measures Plan (Hoskins - Kohlman):

Review of New Template – COPIED PREVIOUSLY: The R.M. of McCreary is to be asked to suggest joint meeting dates to review the plan.

d) Fire Department (Hoskins - Kohlman):

MPI Claim – September 17, 2013 MVA and Fire Response: The claim will be completed once all the necessary information has been received from the Royal Canadian Mounted Police and the McCreary Volunteer Fire Department.

e) Waste Disposal Site and Recycling Programs (Deslauriers – Cripps):

Signs, Stop Sign, Locking Gate, Signs for Bio-Tech: Signs are in place. Moving of Gate etc. will again be considered in 2014.

Controlled Burn – Fall: This has been referred to the McCreary Volunteer Fire Department.

Renewal of Agreement with Reliable Tire: After several letters and telephone messages, we have had no response. Further follow up is to be sent.

Signs for Recycling Depot: The format suggested by the Public Works Foreman was agreeable.

Waste Disposal Grounds and Recycling Depot Contract Tender: With a closing date of October 15, 2013, this matter may be considered at the upcoming joint meeting.

Hazardous Waste Disposal: Depot collection sites at the point of sale of products were identified.

Disposal of Aerosol Cans for products other than paint are still an issue.
