The use of performance enhancing drugs ("dope") is strictly forbidden in the world of judo. An Athlete or any Athlete Support Personnel who does not observe the regulations of the IJF with respect to doping tests, or who is found to be guilty of Using or helping the usage of such drugs in any ways is sanctioned. These Anti-Doping Rules are adopted and implemented in accordance with IJF's responsibilities under the World Anti-doping Code ( Code ), and in furtherance of IJF's continuing efforts to eradicate doping in the sport of judo and to prevent it. IJF acknowledges the Olympic Movement Medical Code because it complements and reinforces the World Anti-Doping Code and reflects the general principles recognized in the international codes of medical ethics. These Anti-Doping Rules are sport rules governing the conditions under which sport is played. Aimed at enforcing anti-doping principles in a global and harmonized manner, they are distinct in nature from criminal and civil laws, and are not intended to be subject to or limited by any national requirements and legal standards applicable to criminal or civil proceedings. When reviewing the facts and the law of a given case, all courts, arbitral tribunals and other adjudicating bodies should be aware of and respect the distinct nature of these Anti-Doping Rules implementing the Code and the fact that these rules represent the consensus of a broad spectrum of stakeholders around the world as to what is necessary to protect and ensure fair sport. Note: In the IJF Anti-Doping Rules the masculine gender is used in relation to any physical person (for example, names such as member, leader, official, participant, competitor, athlete, judge, referee, personnel, or pronouns such as he, they, them) unless there is a specific provision to the contrary, and be understood as including the feminine gender, too. Fundamental Rationale for the Code and IJF's Anti-Doping Rules Anti-doping programs seek to preserve what is intrinsically valuable about sport. This intrinsic value is often referred to as "the spirit of sport". It is the essence of Olympism, the pursuit of human excellence through the dedicated perfection of each person’s natural talents. It is how we play true. The spirit of sport is the celebration of the human spirit, body and mind, and is reflected in values we find in and through sport, including: IJF Anti-doping Rules 3 January 2015 • Ethics, fair play and honesty • Health • Excellence in performance • Character and education • Fun and joy • Teamwork • Dedication and commitment • Respect for rules and laws • Respect for self and other Participants • Courage • Community and solidarity Doping is fundamentally contrary to the spirit of sport. IJF is committed to ensure the integrity of an ethical doping free sport system. There is a strong history of IJF to implement appropriate measures consistent with the principles of the WADA Anti-Doping Code. IJF permanently encourages its Continental Unions and National Federations to actively engage in doping-free environment through educational programs towards all judo athletes to respect the values and rules of sport, including those related to anti-doping. Scope of these Anti-Doping Rules These Anti-Doping Rules shall apply to IJF and to each of its Continental Unions (Unions ) and National Federations. They also apply to the following Athletes , Athlete Support Personnel and other Persons , each of whom is deemed, as a condition of his/her membership, accreditation and/or participation in the sport of judo, to have agreed to be bound by these Anti-Doping Rules, respect the Consent Form in Appendix 3 and to have submitted to the authority of IJF to enforce these Anti-Doping Rules and to the jurisdiction of the hearing panels specified in Article 8 and Article 13 to hear and determine cases and appeals brought under these Anti-Doping Rules: a. all Athletes and Athlete Support Personnel who are members of IJF, or of any National Federation , or of any member or affiliate organization of any National Federation (including any clubs, teams, associations or leagues); b. all Athletes and Athlete Support Personnel participating in such capacity in Events , Competitions and other activities organized, convened, authorized or recognized by IJF, or any National Federation , or any member or affiliate organization of any National Federation (including any clubs, teams, associations or leagues), wherever held; c. any other Athlete or Athlete Support Personnel or other Person who, by virtue of an accreditation, a licence or other contractual arrangement, or otherwise, is subject to the jurisdiction of IJF, its Continental Unions or of any National Federation , or of any IJF Anti-doping Rules 4 January 2015 member or affiliate organization
