SOIL Report 2009 Tries to Make the Overall Picture of the Livelihood Situation Accessible to All Those Who Are Engaged in Livelihood Promotion Efforts State of India’s Livelihoods The 4 P Report Edited By: Dr. Sankar Datta and Vipin Sharma Sponsored by India ACCESS Development Services, set up in March 2006, is a not-for-profit company whose overall aim is to incubate new institutions to enable their self-sufficiency and self-sustainability. To this end, it offers specialized technical assistance under two verticals: microfinance and livelihoods. The raison d’être of setting up ACCESS was to build and consolidate the successful experiences of a large microfinance programme funded by DFID and implemented by CARE to contribute to the future growth and evolution of the microfinance sector in India. The initial mission of ACCESS was to incubate and build the capacities of fledgling microfinance institutions in India and meet the demand for financial services from the poor. But it soon became clear that improving the condition of the poor required a more comprehensive approach. As a consequence, besides expanding its programming strategies within the ambit of microfinance, ACCESS has also developed a strong portfolio under its Livelihoods Programme Unit. ACCESS has thus transitioned from a narrow microfinance resource agency to a much more diversified field of programming competences. Under the Livelihoods Program Unit, ACCESS impacts the lives of the poor by developing sustainable solutions for upscaling their income generation activities. To optimize its resources and maximize the results of its interventions, ACCESS believes in partnering with key stakeholders in the sector in order to develop mutually reinforcing strategies, bring convergence of competencies and build consensus on key issues. The Livelihood School has been set up, by the BASIX Group, a premier livelihood promotion institution, to impact livelihoods of millions of poor and other disadvantaged sections of the society, especially of Bharat, in a sustainable, socially and economically equitable manner, by building knowledge about processes, methods and principles of livelihood promotion and disseminating the same to enhance the capacities of practitioners, whose work affects the livelihoods of a large number. Since its inception in 1997, it has offered 251 Livelihood Education Programs, reaching to 9,123 participants, including elected representatives of Panchayati Raj Institutions, BDOs/ CEOs, officers of various Government Programs including Ajeevika and UPASaC Livelihood Project of Uttrakhand Government, Orissa Forest Sector Development Project in Orissa, NABARD, and professionals from NGO and multilateral agencies, engaged in promoting/supporting livelihoods. It has been accepted as the Knowledge Partner for various programs on livelihood promotion, with ACCESS, NIRD and CDAC. The School has been engaged in nation-wide study on “Savings Behaviour of Poor”, supported by NABARD, Ford Foundation, ING Vaysya Bank and international study on “Post disaster livelihood approaches in the context of Tusnami” in Tamilnadu (India) and Srilanka supported by Action-Aid. It has a series 0of other publications including case studies and research papers. The first BRICS meeting to be held in India was hosted Tin New Delhi on 29 March 2012. The big announcement was the possible establishment of a BRICS Bank – an alternative and supplement to the World Bank and IMF that currently dominate international development financing today. The rest of the world is skeptical about what they see as diverse developing nations trying their hand at institu- tional financial independence. But given the stresses that are threatening the most ambitious financial integration project – the Euro – a new international financial alliance that can keep in mind the lessons from the Euro’s strains, may be a worthwhile experiment for the developing economies. A key concern: Keeping the Renminbi as a partner currency, and making sure it does not dominate (page 7). Meantime, the BRICS are experiencing troubles of their own: India and China are slowing down economically, and as Gateway House points out, while China is by design, while India’s is involuntary. Putin’s re-election has evoked public protest, but there is also a new xenophobic dimension of nationalism in the country which is noteworthy (page 26). Brazil’s currency is too strong and growth has slowed significantly for the grouping to benefit from each others’ strengths, they must learn from each other – and India and Brazil provide some examples (page 31).

Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning.

Rajagopalachari An Indian independence activist, statesman, and lawyer, Rajagopalachari was the only Indian and last Governor-General of independent India. He was Chief Minister of Madras Presidency (1937–39) and Madras State (1952–54); and founder of Indian political party Swatantra Party. Sarvepalli He served as India's first Vice- Radhakrishnan President (1952–62) and second President (1962–67). Since 1962, his birthday on 5 September is observed as "Teachers' Day" in India. C. V. Jawaharlal Nehru Independence activist and author, Nehru is the first and the longest-serving Prime Minister of India (1947–64). 1957 Govind Ballabh Pant Independence activist Pant was premier of United Provinces (1937–39, 1946–50) and first Chief Minister of Uttar Pradesh (1950– 54). He served as Union Home Minister from 1955–61. 1958 Dhondo Keshav Karve Social reformer and educator, Karve is widely known for his works related to woman education and remarriage of Hindu widows.
