4 Introduction In March 2004 and July 2005 Swale Borough Council published, and invited representations on, the Swale Borough Local Plan First Review. An independent Inspector is set to consider the objections made to the Plan at a Public Local Inquiry, which is due to start in March 2006. Amongst the objections made to the Plan were a large number from landowners and developers seeking the allocation of land in the Plan for housing and/or commercial purposes. These sites are termed ‘omission’ sites because the Council has not included them in the Local Plan, as it does not consider them necessary and/or suitable for development. Consequently, the Council does not support these proposals and will be contesting them at the Inquiry. In advance of the commencement of the Inquiry, and to assist the Inspector in his consideration of the sites, the Borough Council is undertaking consultation on the omission sites, which are contained in this document. This is an important consultation. As the Inspector’s report will be binding on the Council, there will be no consultation on any of the changes to the Plan that the Inspector is minded to make. Therefore, this is the only opportunity for representations to be made on the sites that have been put forward by others. In this document the Council presents a site plan for each site together with brief details – the size of the site; who has put it forward; and what development it has been put forward for. The term Housing/Commercial will normally indicate a mixed-use development, whilst the term ‘commercial’ is not normally further defined, and the reader should examine the original objection for further details (see below). You will note that each site also has a reference number or numbers. This is the number assigned by the Council to the objection submitted to the Local Plan by the site promoter. The reference numbers that end with ‘RD’ are for sites that were submitted by way of an objection to the Re-deposited Local Plan published in July 2005, whilst those without the ‘RD’ suffix are for sites submitted in response to the first draft Plan published in March 2004. The document is presented in reference number order with those for the first draft Plan (where applicable) presented first. The individual objections made to the Local Plan may present more information about the site than is given in this document, and these can all be inspected at the Council’s planning reception in Swale House and at the Council’s District Offices in Faversham and Sheerness. For the sites submitted in response to the Re-deposited Local Plan, all the objections can also be viewed on the Council’s web-site at www.swale.gov.uk/localplan. This will take you to the Local Plan Review ‘home page’ and if you scroll down to the bottom of this page a link is provided to “Representations on Re-deposit Draft Plan”. Clicking on this link will take you to a search facility where you can enter the reference number and view the objection in full. It should be noted that the amount of information available will vary from objection to objection, depending on what the site promoter actually submitted. The purpose of this consultation is not to invite further submissions from the owners/promoters in respect of their own site(s), as they will have the opportunity to make further submissions to the Inquiry in due course. Rather, the purpose of this consultation is to provide the Inspector with an indication of the degree of support for, or objection to, the sites from others, in particular from the local communities. All the comments made will be made available to the Inquiry Inspector. Any representations on the sites should be sent in writing, to be received before 5.00pm on 9th January 2006, to Mr S.J.
