It’s July, the middle of summer, and time for AALL’s Annual Meeting. If you attend the meeting, we hope you have (or had) an enjoyable and informative time. If the meeting isn’t part of your plans, rest assured that you can read all about it in the September/October issue of AALL Spectrum. We have plenty to offer in this month’s issue as we look at such diverse topics as the privacy of court records, training law librarians, finding information on foreign law, and the current state of the USA PATRIOT Act. Balancing the privacy interests of those involved in legal cases with the public’s right to know has become a political hot potato as the Internet allows unprecedented access to court information. Internet access to court records has great benefits for court personnel and those with legitimate need for the information, but it can also provide unwarranted access for those hoping to use personal information for nefarious purposes. These are thorny issues—ones that require careful thought and study. The National Conference on Privacy and Public Access to Court Records, held in February, addressed this issue. Judy Meadows and Bob Oakley of AALL attended the conference and have provided us with a description of what went on there. Recruiting new law librarians is a topic that has gotten a fair amount of attention from Spectrum for the last two years. It is a real problem that won’t go away soon. This month we feature one approach to the issue—an innovative dual degree program in law librarianship at SUNY Buffalo. Jim Milles writes about the program that he designed and runs with the cooperation of the law school and the library school. There are a number of other programs in the country that allow people to learn about law librarianship, but not nearly enough of them. As Jim points out in his article, we need to get the word out about the profession and provide training opportunities for people starting from almost any point. Programs like the one in Buffalo let people train from whatever point they are at: a lawyer can get an MLS, a librarian can get a JD, or someone in library school can learn about the profession and the many opportunities that come with an MLS. The AALL Annual Meeting in Boston will address the increasing globalization of law and law librarianship. In keeping with that theme, Mary Rumsey, foreign, comparative, and international law librarian at the University of Minnesota Law Library, has provided us with an article about finding sources of international law. As Mary points out, all kinds of law libraries—from large academic to court and public to firm—are fielding an increasing number of questions about international law. In response, Mary’s article explores the most common types of foreign legal research questions and explains how foreign legal research specialists try to answer them. In the process she outlines some of her favorite sources for dealing with such questions. The article is helpful and fun. Mary is a past winner of the AALL Spectrum Article of the Year Award, and her work is always worth reading. The USA PATRIOT Act is a perennial hot topic with librarians. It is easy to find commentary about it and calls to action, but it can be harder to find solid information about the act itself and what is currently happening in relation to it. Leah Sandwell-Weiss has written an excellent article that explains the act’s more controversial sections and brings us up to date on the changes that are being proposed or considered. She also provides some resources for finding current information about it. The USA PATRIOT Act is of vital importance to librarians. Leah’s article is a useful awareness tool on the topic. This is the last issue of Volume 8 of AALL Spectrum. With the September/October 2004 issue we begin a new volume year, and, as is often the case, we will be making some changes. This year we would like to try a new feature on our back page. We have long considered adding a “Letters to the Editor” feature to the magazine, but I have also been interested in something a bit broader. We would like readers to send us not only letters, but also anecdotes, questions, gripes, comments, or interesting points that will pique the interest of other Spectrum readers. As long as the subject is AALL or law librarianship, we’d like to see it. Of course, we can’t promise we’ll publish everything sent to us, and items that do get published will be subject to editing. Our hope is to have a monthly feature on the back page that will be interesting, provocative, and perhaps funny. Give it some thought, and send us your ideas.

The Basics As law librarians, most of us know the history of the PATRIOT Act. Congress passed the 131-page law in a time of deep national trauma—six weeks after the terrorist attacks of September 11, 2001. While library organizations and civil libertarian groups raised immediate concerns, the administration eventually pushed a version through Congress, even though it had not been thoroughly reviewed. There were no hearings; little legislative history exists. The act passed the House by a vote of 357 to 66 and the Senate by a vote of 98 to 1. The PATRIOT Act amended more than 15 existing statutes.
