Reports 2.1.1 Brexit contingency measures Proposal for amending Regulation (EU) No 508/2014 as regards certain rules relating to the European Maritime and Fisheries Fund by reason of the withdrawal of the United Kingdom from the Union COM(2019)48 - 2019/0009(COD) Proposal for amending Regulation (EU) 2017/2403 as regards fishing authorisations for Union fishing vessels in United Kingdom waters and fishing operations of United Kingdom fishing vessels in Union waters COM(2019)49 - 2019/0010(COD) These two “Brexit contingency” legislative proposals adopted by the Commission on 23 January 2019 were announced in Plenary on 30 January; adoption and publication in the OJ are to be scheduled before 29 March 2019. Decision: The Coordinators approved at a very large majority (EFDD Group voting against) the Chair’s proposal to apply to both draft measures the “urgency procedure” under Rule 154 RoP, with the aim of adopting them in March I plenary session. Accordingly, the Chair was mandated to address, on behalf of the PECH Committee, a letter to President Tajani as specified in Annex I. Should the urgency procedure be confirmed by Plenary, one technical amendment (a recital as formulated in Annex II) will have to be tabled by our Committee for the plenary vote on the first proposal (EMFF). This technical AM is deemed necessary, as the tight adoption schedule would not allow for the normal eight-week consultation period of National Parliaments foreseen by the Treaty. 2.2. Extraordinary PECH Committee meetings The Chair proposed to call for two extraordinary PECH Committee meetings on: Thursday 7 March from 14.00 to 15.30 in Brussels (vote EMFF) Monday 25 March, from 19.00 to 20.30 in Strasbourg (vote Control) Decision: The Coordinators approved by majority the proposed meeting dates, with the ECR and the EFDD Groups voting against the second proposal (25/3). It is understood that the meeting slot on 8 April (ordinary PECH meeting: 15.00-18.30) is kept in reserve to vote on the Fisheries Control file, if needed. 5.2. EU-Vietnam Free Trade Agreement (EVFTA) The deadline for submitting contributions to article 13(9) of the EU-Vietnam Free Trade Agreement (reference to IUU fishing) had been extended to 1 February and no additional inputs were received. PV\1177689EN.docx 7/16 PE636.115v01-00 EN Decision: The Coordinators adopted the draft recommendation in Annex III and mandated the Chair to forward it to the INTA Committee. 5.3 High-Level Conference „The Future of the Blue Planet“ - 19 March 2019 A high-level conference dedicated to the Oceans, jointly organised by Commission and Parliament, will take place in the Brussels Hemicycle on 19 March 2019 (14.00- 18.30) with the participation of Members of the relevant Committees (ENVI, PECH, TRAN, ITRE). Decision: The Coordinators took note of the draft programme in annex IV and some critical comments were raised on proposed non-EP speakers.

As these topographic databases were designed for a broad range of applications, they model geographic reality in terms of single objects such as houses, streets, and lawns. However, many applications require specific higher order geographic phenomena that are not available in these general purpose databases, such as the extent of a city centre. Hence methods are needed to abstract these higher order geographic phenomena from the detailed representations of topographic databases. The ambition of this research is to automate abstractions from the detailed concepts offered by topographic datasets to produce higher order geographic phenomena by means of cartographic pattern recognition. Up to now, cartographic pattern recognition was mainly employed for optimising visual appearance. It can be argued, however, that it is primarily a task of modelling geographical content. The rationale of this research is to develop and evaluate an approach to cartographic pattern recognition that explicitly models semantic assumptions behind higher order geographic phenomena. With respect to this overall rationale, the research pursues the following three objectives: 1) Methods for knowledge acquisition to inform cartographic pattern recognition shall be explored; 2) instruments to model knowledge and compile the data enrichment process from semantically rich descriptions shall be developed; and 3) the role of uncertainty in the proposed approach shall be investigated.

Hintergrund der Planungen der Bahngesellschaften ist die durch die Studie „Verkehrsführung im Raum Basel“ vom Juni 2002 getroffene Prognose, dass die bestehenden Schie- nenwege im Raum Basel einem zu erwartenden Zuwachs des Bahnverkehrs in den kommenden Jahrzehnten nicht mehr gewachsen sind. Kernstück der „Best- variante“ der Studie „Verkehrsführung im Raum Basel“, die in der trinationalen „Plattform Basiliensis“ dargestellt wird und für die die Bahngesellschaften be- reits eine Planungsstudie in Auftrag gegeben haben, ist deshalb die Schaffung alternativer Strecken für den Güterverkehr unter Umgehung des Bereiches Ba- sel SBB entlang des Ober- und Hochrheines auf deutscher Seite. Im Zuge des so genannten Bypasses sollen Güterzüge zwischen Frankreich und der Schweiz über die Strecken Mulhouse–Neuenburg–Müllheim (Baden) und Straßburg– Kehl–Appenweier auf die deutsche Rheinseite überführt werden, um dann in Richtung Lötschberg über den Rangierbahnhof Muttenz bzw.

Mr KALFIN indicated in particular that the DK Presidency had presented a new version of the Negotiating Box to be approved in June. He considered that the new version was not "helpful" in the view of the EP. He mentioned the suggestions for - inclusion of ITER, GALILEO and GMES within the MFF, which he said caused some difficulties; - inclusion of the fund for emergency response and the EU solidarity fund and flexibility; - discontinuing the globalisation fund. 11793/12 GC/jl 1 DRI E He also mentioned the addition of some wording ín the document which describes the budget as an instrument for investment, economic recovery and for the creation of growth and which in his view was aimed at accommodating the EP, but which he considered was not satisfactory to the EP. Referring to the last informal GAC in Denmark, he said that the EP delegation had the opportunity to convey the message that the EP would insist on its role, and noted that reactions by Council members were more positive than one would have expected.

Radicioni and Marco Cruciani Preface In memory of Roberto Cordeschi This book of Proceedings contains the accepted papers of the second International Workshop on Artificial Intelligence and Cognition (AIC 2014), held in Turin (Italy) on November 26th and 27th, 2014. The series of workshop AIC was launched in 2013 with the idea of fostering the collaboration between the researchers (coming from the fields of computer science, philosophy, engineering, psychology, neuro- sciences etc.) working at the intersection of the Cognitive Science and Artificial Intelligence (AI) communities, by providing an international forum of discussions and communication of the research results obtained. In this workshop proceedings appear 3 abstracts of the talks provided by the keynote speakers and 15 peer reviewed papers accepted by the Program Commit- tee Members through a process of peer-review. Specifically, 10 full papers (31% acceptance rate) and 5 short papers were selected out of 32 submissions coming from researchers of 18 different countries from all the continents. In the follow- ing, a short introduction to the content of the volume (full and short papers) is presented. In the paper “An Interdisciplinary Approach for a Holistic and Embodied Emotion Model in Humanoid Agents”, by Samer Schaat, Matthias Huber, Klaus Doblhammer, Dietmar Dietrich, the authors survey contributions from different disciplines (such as Neuroscience, Psychoanalysis, Neuropsychoanalysis, and in Agent-based Systems) to a holistic and embodied emotion model. In particular, the paper investigates how models from relevant disciplines can be beneficial in building Agents Systems.
