We look forward to discussing the project with you further and hope you will find the session helpful and interesting. During these Stage 2 Events we will be summarising the feedback that we received during Stage 1, discussing with you a set of Draft Development Principles that we have compiled in the light of what you told us, and to start discussing with you what these principles mean for how the development might be masterplanned. 1. Feedback and Key Themes from Stage 1 2. Emerging Development Principles 3. Shaping the Masterplan The Stage 2 Events will have a similar format and feel to those held during Stage 1. We will be starting each event with a short presentation from the project team, before breaking out into smaller groups to discuss the Draft Development Principles and a number of questions and issues that flow from them. In this Note, we are providing you with some advanced information on the matters that we are going to cover during the Stage 2 Events, so that you can give some thought in advance to comments you might wish to make during the break out sessions. Emerging Development Principles Having reviewed the feedback from Stage 1 we have drafted 10 Development Principles, which we think capture the essence of what you have told us you would like the RAF Henlow development to achieve. We would like to hear your thoughts on these. They are important as, once agreed, they will be used to shape the masterplan for the site. The 10 Draft Development Principles for RAF Henlow are as follows: The development will be one that: 1. Fully integrates with Henlow Camp and Lower Stondon and helps create a new village identity and a new heart that gels the community 2. Provides a range of new community services and facilities meaning that people won’t need to travel to other towns and villages day to day 3. Respects and reflects the history of the base 4. Provides a variety of high-quality open spaces for sport, play and recreation 5. Is landscape-led and delivers enhancements in terms of biodiversity 6. Minimises the amount of traffic, and reduces the need for residents to travel by car, by improving footways, cycleways and bus services to / from the site and between the village, other villages and railway stations 7. Delivers a range of high-quality new homes, including genuinely affordable homes, that are well designed and sustainably constructed 8. Community - What community facilities should be on site, and which should be funded by off-site developer contributions? - What are the key priorities for community facilities? - Where should the local centre be located? Heritage - What are your thoughts on how the listed buildings should be used? - Do you have any views on what should be done with the historic buildings on site which aren’t listed? Movement - How should the site connect with Henlow Camp, Lower Stondon and Arlesey Station? - How should cycle and bus links be improved in the local area? - How should walking routes from the site link to the wider area? We had considered a ‘pub’ style sign like many of those across the country, but felt that due to the amount of trees planted on The Green, it would be hidden in the foliage and missed by many. The background would be red with white writing and some of you will recognize the photo reproduced by kind permission of John Whitehall. So we are just awaiting permission from CBC Highways/Street furniture folk to see if it would be acceptable and can be located in place of the current plain “SHILLINGTON” sign currently on display.

Members Present: Mr John Clark Mrs Tracey Forsyth Ms Alison Graham (also CBC ward member) Mr Tony Howells Mr Ben Jepps Revd Angus McCormick Mr David Mott Mrs Sally Stapleton (Chair) Mr David Simkins Mr Derek Turner Also present: Karen Cousins (Clerk to the Council). 1) No apologies for absence were received. 2) No declarations of interest were received from members. 3) Minutes of the ordinary meeting held 7 February 2017 were agreed and signed. 4) MATTERS ARISING NOT COVERED BY THE AGENDA: (Information only). • Cllr Alison Graham reported that Martin Freeman and John Chandler at CBC were both dealing with the removal of the wooden boundary fence at 68 Bury Road which was encroaching on the verge. • The Clerk to the Council had contacted The Bedfordshire and River Ivel Internal Drainage Board regarding dredging work in High Road and a decision regarding reseeding was awaited from the Board. Cllr Alison Graham was asked to seek assistance from CBC Councillors who are members of the Board. A review of grasscutting in that area would need to be carried out upon completion of the dredging work. 5) COMMUNITY PROJECT An update on the new community building was deferred until April pending further information from North Herts Homes / Rowan Homes. 6) PLANNING: a) DECISIONS from Central Bedfordshire Council: i) CB/16/03165/FULL. Chamberlain Holdings PLC, Former Pig Pen, Higham Road, Higham Gobion. Alterations and extension to redundant agricultural building to form office accommodation, modification to access and creation of parking area.
