Hailakandi was upgraded to district from Sub-Division in 1989. The district is situated in the southern most part of Assam. The district is bounded by the river Barak on the north, in the east, District on the west and the state of on the south.

It has a total geographical area of 1327 sq km consisting approximately 48% as forest area typically located mostly on the southwest, south and southeastern side bordering Mizoram. The district is having five development blocks viz. Hailakandi, Lala, , Katlichera and South Hailakandi . There are four revenue cicles – Hailakandi, Lala, Katlichera and Algapur. The district consists of 62 Gaon-Panchayats, 331 Revenue Villages, One Civil-Subdivision, One Municipality ( Hailakandi ) and one Town – Committee at Lala. The largest low-lying area named as ‘Bakrihawar’ is situated in the northern part of the district in the Algapur Block area.

The main river of the district – Dhaleswari is originated from northern part of Mizoram and is flowing towards north through the middle of the district. To give safeguard to Lala and Hailakandi township from the seasonal flooding by Dhaleswari river , long ago an artificial canal was dug out near Ganjakhouri village to divert the flow of Dhaleswari which is now bearing the name ‘ River’ and is joined to the river Barak.

The climate of the Hailakandi district is characterized by hot and humid. The summer starts from March and continues till October and the intensity of rain reduces during rainy season. Winter generally starts at the end of November and continues up to February.

The average annual rainfall of the district is 2441.94 mm with 132 average rainy days on the basis of record of the last ten years. High rainfall generally concentrates during the months of May to September though floods were also experienced during March-April due to the occurance of heavy rainfall in Mizoram draining in Dhaleswari River resulting floods in the Hailakandi district.

( - 2- ) Communication :

The Railway ( Meter Gauge ) line runs through Hailakandi district up to the border of Mizoram state. N. H. 54 passes through the East and North side of the district covering a distance of 20 km and another N. H. 154 passes through the middle of the Hailakandi district from Dhaleswari to Mizoram border covering a distance of 92 km. Besides that, 23854 km of PWD roads runs through this district. There is no airport within the District of Hailakandi except a small all weather Helipad at .

Hailakandi District Disaster Management Plan

The district of Hailakandi of Assam is vulnerable to the natural disaster like floods, cyclones, earth-quakes, etc. As the whole North-East is situated in the vulnerable seismic belt ( Zone – V ) it is much needed to plan District Disaster Management Plan for Hailakandi District with a special stress on floods which mostly becomes a seasonal disaster here.

Disaster Management covers a broad range of interventions undertaken before, during and after a disaster to prevent or minimize loss of life and property, minimize human suffering and accelerate recovery. The management of a disaster can be viewed as a series of phases including Prevention, Mitigation, Preparedness, Response, Relief and Recovery (Rehabilitation and Reconstruction.)

The district administration is the focal point for implementing all government plans and activities. The actual day-to-day functional responsibilities for administering relief and response actions lies with the Deputy Commissioner who supervise and the Circle Officers ordinates among all departments at the district level.

The D.M. Act. Of 2005 has further clarified the role of the District Authority as the district planning Circle Officer-ordination and implementing body for all disaster management related functions. These functions include mitigation and preparedness measures alongside response, relief and rehabilitation. A key role has been assigned to the local authority for ensuring training of its officers and employees, maintenance of resources so that these are readily available for use in the event of a disaster. The local authority shall also carry out relief rehabilitation and reconstruction activities in the affected areas, conforming to the guidelines for mitigation activities.

( - 3- ) Govt. of India-UNDP Disaster Risk Management Programme at Hailakandi district.

• The Disaster Risk Management Programme is a partnership between the Govt. of India and the UNDP India.

• It is built on the years of experience that the UNDP India has acquired in supporting the Governments DRM capacity.

• At the national level this programme supports Ministry of Home Affairs to launch the initiatives envisaged in the “National Disaster Management Framework.”

• The programme is spread across 169 most multi-hazard prone districts in 17 states of India.)

In Hailakandi District , Block , G.P., Village, ULB levels Disaster Management plans are being done under DRM programme and may be activated at the time of any natural disasters. The Search & Rescue and First Aid training are provided at Block and G.P. Levels. Disaster Management Committees and Disaster Management Teams are formed at Block, G.P. & Village Levels which are to be put in service to cope with disaster. Awareness and sensitization among volunteers, School & College students are being conducted time to time about Disaster Management under DRM Programme.

( - 4- ) ACTION PLAN (CIRCLE WISE.)

To oversee the Disaster Management activities, in the event of flood or any other disaster, the whole Hailakandi district has been divided into 4 (Four) Zones headed by the Circle Officer as Zonal Officer for each Zone. The Zonal Officers will be responsible for co-ordinating with all the Officers, materials and resources under each Zone. The Deputy Commissioner, Hailakandi will co-ordinate with all the Zones and the Govt.

The activities are grouped into three heading i.e. (1) Before Flood (2) During Flood and (3) after flood.

(1) Before the Flood :- Precautionary measures will be taken before the flood and those will constitute activities of the period before flood. Symptoms like incessant rain in catchments and hill areas rising of water level at Matijuri Ghat and Katakhal etc. are the indicators of occurrence of flood in this district. Water Resources Department and Central Water Commission Department (at Hailakandi district) are directed to keep strict watch and submit report immediately in case of any such symptoms to take necessary action by different departments.

(2) During the Flood :- The jobs to be performed by various Govt. Officials and availability of resources will form the main activities during the flood/ disaster. Rescue and Relief teams will be pressed into action during this stage as per Zone wise Action Plan. During that time, no Govt. Official will leave the Head Quarter without prior permission of the Deputy Commissioner.

(3) Post Flood Situation :- Post flood management activities will include rehabilitation of the affected people, health care and hygine, animal health care, supply of seeds, seedlings safe drinking water , supply of water purifier etc.

The Circle Officers will be the Zonal Officer of their concerned Circle- cum-Zone. Concerned Circle Officers are directed to immediately convene similar meeting at Circle level inviting the concerned B.D.O/ O.C.s, N.G.Os. Public Representatives and Official of other concerned Deptt. at Circle level and prepare a Micro Action plan to fight the flood.

It is decided that there will be 4 (Four) Zone in this district viz. (1) Algapur, (2) Hailakandi, (3) Lala and (4) Katlicherra .

The Zonal Officers will prepare map in big size of their respective Circle / Zone in triplicate showing vulnerable areas and road communication with proper identification. Two copies of Map shall be sent to Deputy Commissioner, Hailakandi within and one copy is to be retained with them for appraisal and guidance of the Army and others concerned.

The Circle Officers are directed to send the requirement of G.R. as per above proforma only.

During flood all Zonal Officers shall sent a W.T. Message to the Deputy Commissioner at the end of the each day indicating no. of Trucks/ Vehicles/ Boats etc. required requisitioned, amount of G.R. distributed, approximate population covered, area affected and location where Relief camps has been set up total affected families, population both adult and minor etc.

All Zonal Officers are also directed to identify high locations where rescue operations may have to be carried out and to ascertain before hand that sufficient members of boats are available for the purpose. The rescue plan alognwith requirement of additional boats/ speed boats must be submitted to the Deputy Commissioner, Hailakandi.

All Zonal Officers are directed to submit A.P.R.s. for G.R. materials distributed within 7 days after distribution and proposal of R.G. within 10 (Ten) days. As soon as distribution of G.R. is over the prepared list of affected people must be read out in presence of local leading Citizens. P.R.I.’s representative of the areas.

SMOOTH AND SPEEDY RELIEF WORKS :-

(i) All Zonal Officers with their Circle Level Committee will decide and find out ways and means for smooth and speedy distribution of relief materials to the flood affected people so that all possible delays and difficulties can be avoided. Safe places for storing relief materials may also be arranged in advance.

(ii) As regards arrangement of country boats locally, the Deputy Chief Executive Officer, Zilla Parishad, Hailakandi (with the help of G.P. President) will furnish the list of such boats available alongwith the name, address etc. of the owners.

The local Head of I.W.T. and Forest Department are directed to keep adequate no. of Machine Boats/ Rubber Boats ready after proper repairing where necessary. In case of short fall, they are directed to take up the matter with their higher authority. Action taken report must be submitted to the Deputy Commissioner.

During alarming situation of flood for rescue operation and distribution of relief materials services of Govt. Officials including the school teachers may be utilized by the Zonal Officers for saving the lives and property of the public.

HAILAKANDI ZONE (HAILAKANDI CIRCLE AREA.) : There are 67 Nos. of villages under Hailakandi Zone (Hailakandi Rev. Circle area and Municipal areas)

The Circle Officer, Hailakandi will be the Zonal Officer of Hailakandi Zone. The Zone will be divided into 4 (Four) Sector and four nos. of Sector Officers will function in their respective Sector for relief works. The 4 (Four) Sectors namely. 1. To combat the situation 3 Nos. Centraly Mobile Medical team will be constituted with medical Officer and Paramedical Staff, 18 Nos. Medical relief team will also be constituted under Algapur PHC/ Kalinagar PHC/ Lala PHC and Katlicherra PHC. All medical team will be deployed any where at any time in case of emergency. A control room will be formed centrally at head quarter with Telephone No. 222224.

NOTE :- 1. Involvement of G.P. personal/ N.G.O./ Other staff of Govt. functionaries will be much helpful during the flood to fillup the shortage of manpower.

2. The Executive Engineer, PHE, may be required provide water purifying packets for pure drinking water sof the people as flood affected areas to avoid water borne diseases during the after flood.

Hailakandi is a flood prone district where flood usually occurs at three different phases. The 1st wave of flood occurs during the month of May. But last year is occurred during 1st fortnight of April, which may affecting the flowing crops.

( - 14- ) Accordingly to recoup the loss caused by the early flood free distribution of certified H.Y.V. Sali Paddy viz. Ranjit, Bahadur, Panjab, Lakhimi, Monohor, Sali etc. 0.5 Kg. Per bigha to each affected family may be recommended after receding of flood water. For this programme the requirements of seed as well as funds etc. are as below :

The river Katakhal is one of the major Left Bank tributaries of the river Barak. The river originates at Dhaleswari from Mizo Hills and flows mainly in the north direction for about 165 KM upto the diversion point at Ganjakhauri near village Krishnapur in the plains where a blind dam across the river Dhaleswari is provided and the main course is diverted by excavating an artificial channel named Katakhal during British period in order to provide water transportation facility to the plantation areas as there was no good road communication to the tea gardens at the time. In course of time this artificial channel developed into river Katakhal and flows south to north direction almost parallel to the old Dhaleswari river and the present length of Katakhal river is 85 KM from Ganjakhauri to confluence with the river Barak at Kalinagar area. The course of Dhaleswari from Ganjakhauri to its outfall near Panchgram is called dead Dhaleswari and acts as a local drainage channel for a part of the plains of Hailakandi district. The main river Dhaleswari from its source in Mizo Hills upto foot Hills at Gharmurah a little upstream of Ganjakhouri flows through the mountains terrain in a steep gradient. The river Katakhal in a much flatter gradient from Ganjakhouri to its out falls in the plains average gradient of the river Katakhal from Ganjakhauri to Matijuri is 1 in 7500 and from Matijuri to confluence for a length of 27 KM it is about 1 in 10,000.00

Through the existing embankment of 151.23 KM there is long un-embanked portion on the right bank about 52 KM and 16 KM on left bank.

There are 4 (Four) nos. of major sluices and 43 nos. of major sluices under this division. Out of which a large number of sluices are not in operation due to mechanical defects. The mechanical wing of Water Resources Department is already informed to repair the sluices before flood.

( - 17- ) During the ever highest flood of Sept’2007, 39 nos. breaches occurred in the embankment system of Hailakandi W.R. Division. The revenue department accorded sanction for 36 nos. of breaches. Out of these 36 nos. of breaches 33 nos. is almost completed and remaining 3 breaches will be completed within a short period. Apart from this the embankment system sustained severe damages due to overtopping, settlement and sliding. These reaches were identified and estimates for these reaches were submitted to the revenue department with due countersignature of the Deputy Commissioner, Hailakandi. These estimates are yet to be sanctioned. In view of such situation some temporary precautionary measure will be taken up with earth filled cement bags per necessity of the site condition. For this purpose suitable quantity of earth is going to be stacked at different vulnerable reaches. For purchase of empty cement bags quotation has already been invited.

Apart from this following precautionary measures are taken up :

Bags at vulnerable points. 4. Suitable arrangement will be made with local Panchayat Members to fight against the flood.

1. Formation of District Level Flood Relief Committee headed by the District A.H. & Vety. Officer, Hailakandi.

2. A Control Room to be opened in the Hailakandi State Vety. Dispensary with a view to received information about Live Stock effected by Flood , Livestock lost/washed away Vety. Institution damaged etc. and for the purpose, one V.F.A. to be engaged on roaster duty in shifting manner from 8:00 A.M. to 1:00 P.M. and 1:00 P.M. to 6:00 A.M.

3. The whole district to be divided in 4 (Four) Zones and each Zone will be under a Zonal Officer and Supervising Officer.

4. The district A.H. & Vety. Officer, Hailakandi will keep close contact with the Civil Authority for Flood Relief works and also with the Central Flood Relief Committee, for the supply of Medicine, Vaccines for pro and post flood vaccination.

5. Sufficient stock of Medicine, Vaccine to be stored in the Head-Quarter well ahead of occurrence of flood and similarity all dispensaries and Sub-Centers of the District should maintain in the stock of the same in galore.

6. No Staff of the establishment will be granted any kind of leave except leave on Medical Ground during flood.

7. The nearest Tea Garden Authority (Serisphore and Aynakhal ) will be requested a head of flood for supply of sufficient quantities of Green Grass like other years.

8. The Chakki Mills (Flower Mills) owners are to be kept information a head flood to maintain a rolling reserved stock of Rice Polish, wheat bran for supply in the time of flood.

9. Some V.F.A.s will be kept reserved in the Head-Quarter under an order to be deputed during emergency time.

10. All V.A.S./E.O. (Vety) will be alerted to deploy V.F.A.s under them for rescue operation, First Aid. Treatment of Animals and also advice people have to save their Livestock during Flood as well as how to save fodder etc.

A District Level Flood Relief Committee is constituted entrusting the following personnels for performing various emergent works in the event of Floods’2008

Hailakandi District is a flood prone area. The most vulnerable area is within the jurisdiction of Algapur and Hailakandi Development Block. During most of past floods in preceding year. It was experienced that the extent of damage was substantive. As such , advance planning based on previous experience is utmost essential to combat flood and ensure minimum damage. As such the District has been divided in 4 (four) Zones with co- ordination to civil zones headed by Zonal Officer Viz. Algapur, Hailakandi, Lala, & Katlicherra.
