Dr. Martin Luther King Jr. Blvd. St. Paul, Minnesota 55155-1611 Dear Governor Walz: The Red Lake Band of Chippewa Indians (the Tribe) has applied to the U.S. Environmental Protection Agency for program authorization under sections 518, 303, and 401 of the Clean Water Act (CWA). Approval of the application would allow the Tribe to adopt, review, and revise water quality standards pursuant to Section 303(c) of the CWA and to certify that discharges comply with those water quality standards pursuant to Section 401 of the CWA, for all surface waters within the Red Lake Reservation and on certain tribally held trust lands outside the Reservation. In accordance with Title 40 of the Code of Federal Regulations (C.F.R.) §131.8(c)(2)-(3), EPA is requesting comments from the State of Minnesota on the Tribe’s assertion of authority to regulate surface water quality on the lands described above. A copy of the complete application and supporting maps can be found online at: https://www.epa.gov/mn/red-lake-band-chippewa- indians-minnesota-application-treatment-state-water-quality-standards. In addition to this written notice, EPA will issue a public notice in the Bemidji Pioneer and the Red Lake Nation News. The public notice will notify interested parties of the request for comments and, at the request of the Minnesota Pollution Control Agency (MPCA), will advise them to send comments on the Tribe’s assertion of authority to EPA rather than to the State of Minnesota. -

April 15, 1998 1 Preface The work of the Department of Human Services has a long history in Minnesota, dating back almost to the inception of statehood. From the opening of the State Institute at Faribault in 1863 and St. Peter State Hospital in 1866, to the development and implementation of such programs as MinnesotaCare and the Minnesota Family Investment Program (MFIP), the Department has helped millions of Minnesotans and their families in need. The origins of the Departments programs almost exclusively began with the history of institutions in this State. Over the years, programs have evolved, taking form under the auspices of each successor; the State Board of Correction and Charities in 1883, the State Board of Control in 1901, the Department of Social Security in 1939, the Depart ment of Public Welfare in 1953, and finally under the name of the Department of Human Services, in 1983. Regardless of the title, the charge has remained steadfast, to serve the citizens of this State. This booklet provides a glimpse of our Department and its activities over those many years. -

Miller Research Associate, Center for Study of Politics and Governance Associate Professor, Department of Political Science According to a Minnesota Public Radio News and Humphrey Institute poll, Mark Dayton starts the election season leading his rivals in the Democratic Party primary among likely voters and Dayton may also enjoy a slight edge over the presumptive Republican gubernatorial candidate, Tom Emmer, among Minnesota adults. Dayton leads Emmer by a 35% to 31% margin, which is within the margin of error and is a toss-up in statistical terms. Emmer is deadlocked with the two other contenders for the Democratic Party’s nomination, the Democratic Party’s endorsed candidate Margaret Anderson Kelliher and Matt Entenza. These are fluid races in which a quarter or more have not made up their mind and the endorsed Independence Party candidate, Tom Horner, is drawing about 10%. U.S. Senator Amy Klobuchar wins the popularity contest among Minnesota politicians, with a majority favoring her re-election in 2012 while Governor Tim Pawlenty’s popularity sank to its lowest level in polling by MPR News/Humphrey and has reached a near record low according to other polls that date back to his 2003 inauguration. The survey was conducted of 701 Minnesota adults between May 13 to May 16, 2010, which follows the endorsing conventions by the three major parties in Minnesota. -

Office on the Economic Status of Women WOMEN IN MINNESOTA EXECUTIVE OFFICES Fact Sheet 2010 GENERAL ELECTION RESULTS Three of the five* statewide offices are held by women as a result of the 2010 general election. Governor No woman has been elected to the position of Governor in Minnesota. Lieutenant Governor Six women have served in the position of Lieutenant Governor. The office of lieutenant governor in Minnesota has been filled continuously by a woman since 1983. • The first female Lieutenant Governor, Marlene Johnson (DFL), was elected in 1982. Johnson was re-elected in 1986 and served a total of two terms. • The second female Lieutenant Governor, Joanell Dyrstad (IR), was elected in 1990 and served for one term. • Mae Shunk (elected as Independence Party, changed to Reform Party) was elected in 1998 and served for one term as the fourth female lieutenant governor. • Carol Molnau (R), the state’s fifth female lieutenant governor, was elected in the 2002 general election and served for two terms. • Yvonne Prettner Solon, the state’s sixth and current lieutenant governor, was elected with Mark Dayton in the 2010 general election. Attorney General The first female Attorney General in Minnesota, Lori Swanson, was elected in 2006 and re-elected in 2010. Secretary of State Three women have been elected to the position of Secretary of State in Minnesota. • The first female Secretary of State was Mrs. Mike Holm (R). Introduction THE PAPERS AND OFFICIAL RECORDS of Alexander Ramsey are the sixth collection to be microfilmed by the Minnesota Historical Society under a grant of funds from the National Historical Publications Commission. They document the career of a man who may be charac terized as a 19th-century urban pioneer par excellence. Ramsey arrived in May, 1849, at the raw settlement of St. Paul in Minne sota Territory to assume his duties as its first territorial gov ernor. The 33-year-old Pennsylvanian took to the frontier his family, his education, and his political experience and built a good life there. Before he went to Minnesota, Ramsey had attended college for a time, taught school, studied law, and practiced his profession off and on for ten years. His political skills had been acquired in the Pennsylvania legislature and in the U.S. Congress, where he developed a subtlety and sophistication in politics that he used to lead the development of his adopted city and state. Ram sey1s papers and records reveal him as a down-to-earth, no-non sense man, serving with dignity throughout his career in the U.S. -

During an election year campaign committees of candidates who file for office are required to file three Reports of Receipts and Expenditures: pre-primary, pre-general, and year-end. Campaign committees of candidates whose office is not up for election and candidates who chose not to file for office file one year-end report. Offices open for election in 1998 were: Constitutional, House of Representatives, and certain Judicial seats. Political party units, political committees, and political funds that attempt to influence state elections also filed pre-primary, pre-general, and year-end reports. This summary is based on reports for election year 1998, as filed with the Board by principal campaign committees of candidates for five constitutional offices (36 candidates filed), 134 state representative seats (290 candidates filed), and by 17 candidates for elective judicial seats. Hedin Editor, MLHP ------- ※------- (2016) 1 FOREWORD The Office of Attorney General of Minnesota is established by the constitution; its duties are set by the legislature; and its occupant is chosen by the voters. 1 The first question any historian of the office confronts is this: why is the attorney general elected and not appointed by the governor? Those searching for answers to this question will look in vain in the debates of the 1857 constitutional convention. That record is barren because there was a popular assumption that officers of the executive and legislative branches of the new state government would be elected. This expectation was so deeply and widely held that it was not even debated by the delegates. An oblique reference to this sentiment was uttered by Lafayette Emmett, a member of the Democratic wing of the convention, during a debate on whether the judges should be elected: I think that the great principle of an elective Judiciary will meet the hearty concurrence of the people of this State, and it will be entirely unsafe to go before any people in this enlightened age with a Constitution which denies them the right to elect all the officers by whom they are to be governed. 2 Contemporary editorialists were more direct and strident. When the convention convened in St. Paul in July 1857, the Minnesota Republican endorsed an elected judiciary and opposed placing appointment power in the chief executive: The less we have of executive patronage the better.
