Barker State Herbarium, Botanic Gardens, North Terrace, Adelaide, South Australia 5000 Abstract Peplidium foecunclum W.R.Barker from arid central and south-eastern Australia and Glossosti gma cleistanthum W.R.Barker from central and south-eastern Australia and New Zealand are formally named and described. Two species, respectively from the genera Peplidium and Glossostigma, are newly described to provide names for their treatment in the forthcoming Flora of New South Wales (Barker et al., in press). Both species occur in central and south-eastern arid Australia, but the Glossostigma extends into higher rainfall areas of south-eastern mainland Australia and to New Zealand. Their evolutionary relationships, adaptations and biogeography haVe been dealt with previously in a paper on the subtribe Mimulinae (Barker 1982). Stuart Highway, ca. 46 km by road S of Coober Pedy (29`25'S 134°48WE).Prolific, intermixed with Peplidium spp. (Barker 3544, 3546) and Limosella curdieana.Small claypan, dried out, in gibber plain; low open shrubland. Prostrate, large- succulent-leaved herb. Corolla reduced, but 2-lipped, the upper shorter than the lower, the lips palish blue with yellow-green spot on lower side of mouth, stigma slowly irritable. AD97925247. Isotypi: 4 duplicates to be distributed. Prostrate ?annual, moderately densely eglandular pubescent, with branches to c. 20 cm long. Leaves fleshy; petiole to 0.6 cm long; blade ovate to elliptic, to 2.5 cm long, obtuse. Flowers single, in most bract axils; pedicel 0-2 mm long. Calyx narrow cylindrical, 2-3 mm long, enlarging in fruit.Corolla obscure, c. 3-4 mm long, pale blue to ?white, with the lower side of the mouth yellow-green with no obvious palate; lips very short. Stamens 2. Capsule ovoid to -.± globular, 3-4.5 mm long; seeds 0.7-1.4 mm long, furrowed. P. foecundum is confined to the central arid regions of Australia, in all mainland states except Western Australia and Victoria. It grows in and beside ephemeral pools in clay to loam soils, often on gibber plains. 71 W.R. Barker J. Adelaide Bot. Gard. (15)1 (1592) This species is notable amongst its c,ongeners for its capacity to produce prolific fruits, from which is derived the specific epithet (from the Latin adjective foecundus meaning fruitful or bountiful). The fruits appear clustered in leaf axils, because of their being borne on axillary short shoots.It shares with P. maritimum a small corolla, but in P. foecundum the lips are not prone to spreading like all other species. Tbis characteristic together with the abundant fruits and the low pollen-ovule ratio has led to the proposal that the flowers are at least facultatively autogamous (Barker 1982). (33°261/2'S 136°16'E). Prolific in occasional rockholes. In dark brown silt sometimes with Limosella curdieana (Barker 3560); within 20 m of pool with Glossostigma sp. (Barker 3559). On slopes of mountain with granite outcropping; ephemeral pools in depressions in granite. Creeping herb, submerged in ca. 10 cm water, but 72 J. Adelaide Bot. Gard. (15)1 (1992) New species of Peplidium & Glossostigma in view of heavy rains over prior 2 days, possibly formerly exposed. Cleistogamous. Fruits hard, downturned in silt. Material fixed in ethanol. AD97930260. Isotypi: 5 duplicates to be distributed. Small, glabrous, creeping, aquatic or terrestrial, cleistogamous, ephemeral or ?short-lived perennial herb, sometimes forming dense mats. Leaves in spaced pairs, 4-45 mm long, with the mid vein apparent throughout the lower side, sometimes obscure on drying, the thin flat, white to pale green petiole gradually dilated into a more or less thick, narrow obovateor oblong, obtuse, porrect, green or reddened blade (0.15-) 0.3-1 times longer and 1-3 times broader than the petiole.Pedicels usually 0-0.5 mm long, shorter than the leaves, downturned in fruit, rarely 5-9 mm long and erect. Calyx urceolate, green, enlarging to 1.5- 3 mm long in fruit, never opening. Corolla rudimentary. Stamens 2, included. Stigmatic lobe narrow elliptic. Seed,s 0.3-0.8 mm long. G. cleistanthum is widely distributed though rare across central and south-eastern mainland Australia and in New Zealand. It grows in wet-montane to arid regions, in silt in rock pools, in clay on creekbeds, on swamp margins or river flats or in dams, and flowers and fruits whether exposed or submerged. This species is distinguished from its congeners by its flowers which neveropen, its rudimentary corolla, and its usually sessile or subsessile flowers and fruits. The specific epithet derives from the first characteristic, coming from the Greek cleistos, meaning closed, and the Latinized adjectival form of the Greek anthos, flower. The proposal that the flowers are cleistogamous is supported not only by observation, but also by an extremely low pollen-ovule ratio (Barker 1982).

Two issues are central in assessing the merit of the Wild Rivers declarations. These relate to property rights and to economic impacts, primarily for Indigenous people. This submission is directed towards economic issues. There are two questions requiring informed consideration. The first is to provide realistic appraisals of the immediate and longer-term economic opportunities in the declared catchments and riparian zones. The second is to determine the likely economic impacts of the declarations, including both positive and negative outcomes, particularly for the Indigenous people. Regional Economic Appraisal: Cape York Peninsula There are inescapable geographical impediments militating against broadscale agricultural and pastoral enterprises and against capital-intensive tourism on the peninsula. The peninsula lacks any lands of significant agricultural potential, comparable with extensive tracts in the Ord, Fitzroy or Douglas-Daly districts, capable of meeting any major impulses towards rural development in the tropical savannas. Environmental constraints are reinforced by formidable accessibility barriers, where, again, the peninsula is disadvantaged when compared with these other districts. There is a steep accessibility gradient towards the peninsula’s northern cul- de-sac. Inaccessibility leads to prohibitive cost burdens on agricultural inputs, notably fuel and fertilisers and also on marketing of outputs. In addition to the cost burdens, there are logistic impediments in ensuring reliability, frequency and timeliness in transport systems, reinforced during the Wet Season.

    OzEpsilon-1 Exploration Well Environmental Management Plan Summary 1 INTRODUCTION Statoil has planned an exploration drilling program of up to five wells to be carried out in 2014. Site and access construction are scheduled for June 2014 with the OzEpsilon-1 exploration well scheduled to be drilled in July 2014. The well site is located in EP 128 in the Georgina Basin in the eastern part of the Northern Territory approximately 420 km north east of Alice Springs. Co-ordinates for the well site are: 699244mE, 7652877mS (UTM, Zone 53). A map of the location is contained in Appendix 2. After the operations Statoil will permanently plug the OzEpsilon-1 well and carry out remediation works in consultation with the pastoral lessee. 2 MANAGEMENT APPROACH Statoil employs highly skilled and experienced engineers and consultants to ensure that the environmental risks from its operations are as low as reasonably practicable. Statoil acknowledges the importance of the sustainable development to secure its future and to ensure the ongoing relationship with all stakeholders. The drilling of OzEpsilon-1 has been planned based on the following principles: - Minimise interference with the use of the land by other persons; - Prevent unnecessary disturbance of flora, fauna and other natural resources; - Avoid pollution of soil, water or the atmosphere; - Minimise the incidence and effects of soil erosion. 3 PROJECT DESCRIPTION The core activities involved in the OzEpsilon-1 project involve access and site construction, drilling and site rehabilitation. Access to the well site and camp site will be via a cleared track from the Sandover Highway totalling approximately 500 meters.

Duties of the project include the assessment of water resource systems and production of a series of water information products (maps and technical reports). This project is funded under the auspices of the National Heritage Trust (National Landcare Program). The bibliography has been compiled for intended use as a reference resource. A comprehensive list of documents and maps relating to the Barkly region, since European settlement, has been collated and catalogued into discrete subjects; for example “water supply”, “geology”. The entries are sorted alphabetically by the author’s surname. Each entry details the title, author’s name, publisher, published date, library call number (the shelf number), and library in which it is held. The “source” of the document is its printed form; that is, a book, a journal article, a report or a seminar proceedings, etc. To assist in research, a summary (in some cases an “abstract” or “extract” is quoted) of the document is provided, along with keywords and an ease of reading category.

    Appendix D Fire history in Australia This appendix summarises the available information on major bushfire events in each state and territory as far back as records allow. There are many inconsistencies and gaps in the available information because there are no nationally agreed criteria for defining a ‘significant fire year’ or a ‘major fire event’. The available information shows the following: • Major fire events are a periodic feature in all states and territories. • The areas of land that are affected by fire continue to be significant. • There have been 59 recorded bushfire events where there has been loss of life, with a positive trend being the significant decline in the loss of life from bushfires in the last 20 years. • There have been 24 fire events resulting in major stock losses (defined as more than 1000 head). • There have been 21 fire events resulting in large-scale loss of houses (defined as more than 50 houses).
