SEPTEMBER 2019 CHIDLOW CHATTER 11 STRUCTURE PLAN 34 RECOMMENDED FOR REFUSAL Shire of Mundaring Council voted unanimously to recommend re- fusal of the proposed North Stoneville Townsite Structure Plan 34 (SP34) at a Special Council Meeting on Tuesday night, 27th August. The meeting, held at Mundaring Arena, was attended by more than 1000 community members. Council was required to con- sider 957 public submissions, the Shire’s planning assessment and to make a rec- ommendation about the proposal to the Western Australian Planning Commission (WAPC). The Shire’s report to Council in- cluded a Traffi c Impact Assessment. It identifi ed that traffi c generated by the pro- posed development would exacerbate road network capacity constraints and would therefore compromise public safety. A motion to recommend refusal of SP34 included reasons such as traffi c management, bushfi re risks, environmen- tal damage and a lack of public transport in the proposed area. Shire President Cr John Daw said the proposal would now be considered by the WAPC, the authority responsible for determining the outcome of the develop- ment. “Council trusts that the planning commission will seriously consider our rec- ommendation and make a decision in the best interests of our community,” he said. “Of particular concern and a linch- pin reason for refusal is the inability of the traffi c network to cope with such a large volume increase in traffi c which would compromise community and bushfi re safe- ty.” Cr Daw thanked everyone who participated in the Special Council meet- ing, especially the younger member of the community who contributed. “I would also like to acknowl- edge the Chief Executive Offi cer Jonathan Throssell and the planning offi cers for their professional diligence in providing advice to Council, community members and the applicant.”
