Jahncke reviewed the TKDA update memo and discussed the meeting at the BOA.

Background:

The BOA contacted the City at the end of April about transferring entitlements. The FAA is clearing out the 2014 and 2015 money that needs to be spent in 2020. The City of Portage has $212,020.26 that needs to be spent or transferred. There are over 20 GA that need to clear funding from the books and therefore no airports are looking to trade. The City would be releasing funds for other airports to use. Mark has tentatively penciled in West Bend as the recipient for the funding.

Since there is a saturation of old money in the state there are no current trade partners. There are over 20 airports in Wisconsin that will have to release funding in 2020. We can release these funds to whomever but the money needs to be spent in 2020. West Bend has an extensive planning project and is able to spend the funds this summer.

Mark is taking over as the entitlement manager and he is tracking the airports that are releasing the funds and will be putting together a priority list. The BOA cannot guarantee future matching funds but they will try to get funding to the airports on the priority list as they need it.

Recommendation:

Staff recommends that airport commission approve and forward onto Council for final approval the transfer of entitlement funds to West Bend in the amount of $212,020.26. if approved this would go to council on May 28.

MEMORANDUM

To: Airport Commission From: Aaron J. Jahncke, P.E., Director of Public Works/City Engineer Subject: Cares Act Date: May 8, 2019

Background:

On May 4, 2020 Eric Peterson received an email from Matt Malicki stating that the Portage Municipal Airport was eligible for up to $30,000 of Cares Act funding, staff had questions for the BOA that included whether this would obligate the Airport. The BOA was unable to get a direct answer from the FAA but Mark advised the City to apply for it and if it affects any obligations in the future they will write us out of the grant.

Since staff only had a week to apply and the mayor approved this on Monday, May 11th. The City requested the Cares Act to fund operational needs only. The City has an operating budget of $39,958 and debt service of $5,251.25.

Staff mentioned the possibility that the FAA already considers the airport obligated in the February meeting. We received an initial finding that the Airport was obligated is based on our Exhibit A project with Cooper engineering. The City has emails from the BOA stating that we would not be obligated but the current opinion from the FAA is that we are. The city has requested a meeting with the FAA to discuss further before the FAA makes a written determination. This meeting has been delayed due to the pandemic.

Dear Airport Sponsor,

In preparation for the upcoming Coronavirus Aid, Relief, and Economic Security (CARES) Act Airport Grant (Coronavirus Stimulus) Program, the Wisconsin Department of Transportation - Bureau of Aeronautics (BOA) is sharing the most up to date information we have in order to quickly and efficiently distribute the funds that have been allocated. For general information on the program, please visit https://www.faa.gov/airports/cares_act/. Within this email, there are two specific requests required of all NPIAS airports.

The airport grant portion of the CARES Act, has been established to assist airports with both operational needs and capital improvement programs. It is important to note that, while these programs may mirror the traditional Airport Improvement Program (AIP) from a financial processing standpoint, the eligible airports, eligible expenses, and processes will vary. This communication will focus primarily on the Operation and Maintenance Grant.

General Aviation Operation and Maintenance Grant This grant is intended to stabilize airport operational needs. Funds have been allocated by Federal Aviation Administration (FAA) headquarters based on a formula that included ASSET Study airport classification and ranges from $1,000 to $157,000 per general aviation airport. Primary airports are receiving funds based on a separate formula to be administered by FAA.

These funds are available to cover any cost for which airport funds can traditionally be used per the FAA Revenue Use Policy. This is not the same thing as an eligible cost under AIP, which is much narrower than the FAA Revenue Use Policy. For more information on the FAA Revenue Use Policy, go to govinfo.gov/content/pkg/FR- 1999-02-16/pdf/99-3529.pdf.

These funds can be used for operational needs like salaries, utilities, debt, and other similar items. The intent is to relieve any operational costs incurred since January 20, 2020, extending until the grant amount is fully utilized.

BOA encourages each sponsor to use these funds solely for operational needs, to expedite the distribution of funds. However, capital development is also eligible under the program. Please be aware that all traditional AIP project requirements (NEPA clearance, construction safety phasing, Buy American, etc.) will remain and need to be addressed prior to subgrant award, should you choose to use your Operation and Maintenance Grant for development purposes. This will be a slower process given the emphasis and intent of the CARES Act funding.

Procedurally, these funds will be administered by the BOA in a manner similar to the existing block grant program.

Primary Airport Grants BOA’s State Block Grant role regarding the primary airports’ CARES Act grant is currently under discussion at the federal and state level at this time. Additional information on these grants will be forthcoming.

To expedite distributing your Operation and Maintenance Grant, every airport that is a part of the National Plan of Integrated Airport Systems (NPIAS) needs to contact their BOA Aeronautics project manager by close of business on Monday, May 11, 2020 (project manager list and Fund Allocation Table attached).

In your communication to your BOA project manager, please use this format and enter/submit your information in the highlighted locations:

1. (Airport) has been allocated $X under the CARES Act. We (INTEND or DO NOT INTEND) to request this funding.

2. If you intend to receive the funding, you plan to use these funds for (Select One):

1) Operational needs only (salary, utilities, debt, etc.) 2) Operational needs and development project opportunities 3) Development project opportunities only

3. If any development is planned, please indicate that you acknowledge the traditional airport development requirements (petition process/agency agreement complete, environmental clearance, construction safety phasing, air spacing, etc.). All are still required. Include a description of the project you desire to accomplish: ______

It remains BOA’s intent to distribute these funds as quickly as possible. A response from every National Plan of Integrated Airport Systems (NPIAS) airport to BOA staff remains critical for finalization of an overall grant application from BOA to the FAA for the Operations and Maintenance funds. For airports requesting Operations and Maintenance funds, an agency agreement will need to be in place for BOA to apply for the Operations and Maintenance block grant funding. Once BOA applies for and receives the Operational Grant Funds from the FAA, the follow steps will need to occur:

1. Invoices, payroll summaries, or other financial documents supporting the grant request will be required for any Operations and Maintenance Grant. Those documents will be submitted to your BOA project manager for processing and payment. If development is planned to be utilized, additional information is needed and may delay the processing of your CARES Act funding. 2. Maintain all documentation that supports your utilization of the grant. It is highly anticipated that an audit of these funds and their use will occur.

WORK COMPLETED TKDA has worked with WBOA and the city to confirm refinements to the recommended development plan. The team continues to work on finalizing the preferred alternative and preparing the Alternatives narrative report chapter. Although the priority of the improvements differ, the main elements in the overall plan include: • Improve 18/36 to meet design standards and clear fixed object airspace obstructions • Reduce Runway 36 approach to visual, enhance Runway 18 approach with vertical guidance • Improve crosswind Runway 4/22 to meet design standards • Acquire airspace easements and remove airspace obstructions • Reconfigure terminal/hangar area to include modified apron and taxiway geometry The WBOA submitted documentation in mid-February for FAA to confirm how airport property is obligated by FAA grant assurances. This determination will have an impact on the implementation plan.

Background:

Staff, BOA and TKDA prior to the Covid-19 pandemic discussed the order of meetings heading into this spring. It was our intent to have these meeting in the April-May timeframe. Due to the pandemic our schedule was pushed back.

The meetings are listed here in order and the dates of these meetings depend on what happens with Covid- 19 this summer. These are extremely important meetings that will shape the Portage Municipal Airport. The intent is not to have these meetings as virtual meetings but as in person meetings.

1. Public information meeting presentation to the Council to update the council on the progress of the Master Plan.

2. An open house public information meeting detailing the options for the public to provide feedback.

3. TAC meeting to provide a recommendation to the Airport Commission.

4. Airport Commission to provide recommendation to the Council.

February REPORT March 5, 2020 WORK COMPLETED:

Cleaning: Cleaned out pilot lounge, getting ready for paint in March.

Outside Work:

We continue to replacing bulbs for runway lights. March we can get out and straighten up runway lights. Snow melt is going very well no big puddles and is soaking in so nice!!!

Fuel Balance: We sold 433.82 gallons of fuel in February.

Airport Commission: February 19th Airport Commission presented report. Month of February about 102 Operations that I know of.

City Request: None in February

City Work: Kept the Runways in good condition for February. On the 9th we had 10 inches of fluffy snow. On the 18th we had 4inches of wet snow! Dug out lights Feb.14th Would like to get ready for spring mowing and make this place look like an airport. This year we will mow more often.

EAA: EAA had it’s meeting 10th of February about 20 attended. Then a trip to Med-Flight to get a tour of the facility. Enjoyed by all!

BUDGET: Turned in all bills for payment 3-3-2020 (only the Reil expense) The budget should be on track so far.

March REPORT April 3, 2020 WORK COMPLETED:

Inside Work: Continue to disinfected all surfaces during March!

Outside Work:

We continue to replacing bulbs for runway lights. March 7th we got out and straighten up runway lights properly and took off all zip ties and stakes that held them up. We completed all the Runway lights on the East side of runway 18/36 by March 23rd.. In total 15 runway lights were completed with no more exposed wires. We also finished up 3 end lights which we put in conduit. A Tub for all the connections and will not have to dig them up for wiring problems. (see slide show presentation on the runway lighting progress.) Hope to have West side done by April 15th along with more end lights. Pilot Lounge sign and arrow was put up on March 11th. Took off taped signs off and replaced with plexiglass signs. (more needed near pumps) Dug out all dirt from front and sides of pumps 2 loads and cleaned around fence.(back side to finish up yet) Pumped water from holding tanks 3 times as it melted (needs it again) Measured Fuel with stick 1st of the Month Took Notams off runway 04/22 open for flights March 24th Checked the Keys for Hangars.(results we need keys for #2-5-11 in case of an emergency) Mowed one mower width beyond the runway lights. This is where the City will continue to mow. We mowed the tie-down areas well and will be working on a way to mark them without using old tires.

Fuel Balance: We sold 234.76 gallons of fuel in March.

Airport Commission: Report filed March 5th with Aaron. March 18th Airport Commission meeting was cancelled. In the month of March about 94 Operations that I know of.

City Request: Fewer contacts with large crowds On 3-20-2020 Gov. Evers declared a public emergency in response to the COVID-19 outbreak. Currently we have been here to open and close but put a sign up that says “Due to COVID-19 City policy to limit contact from person to person and Gov. Evers order to a stay home starting Tuesday March 24th 2020 Our hours will be limited to appointments only or Emergencies or by need only! You can call 608-712-7796 or 608-566-1343 We will be in Daily to check on the airport, keep the airport, Safe and Open for air traffic also for any first responders Please stay well”

City Work: We kept the Runways in good condition for March. On the 5th we had winds 16 gusts to 30 knots. On the 9th Rain, the 18th snow and rain, 19th First day of Spring, foggy in the morning. The 20th wind gust 18 to 30 knots again. The 23rd Most business closing down like the Restaurants that our aircraft come in for!! On March 26th mist/ rain/low clouds. In March The City took the truck back! No more plowing!! (great) We responded to Metco’s letter about water sensors in the tanks. We responded to DOT’s e-mail about projects nearby. (no factor! We had them change contact to Eric Peterson) We are getting ready for spring mowing, and making this airport look attractive to all the people who come in contact with it. This airport will reflect the pride that Portage has in it’s properties. This year The City will probably mow more often if needed.

EAA: EAA had it’s meeting 9th of March and had expert talk about wireless connections to the hangars. Cost to be $1391.00 and would like to see if city could come up with 1/3 ($463.66) of the cost as a grant for communication and infrastructure?

BUDGET: Turned in all bills for payment 3-31-2020 had some bulbs and electric parts. The budget should be on track so far. We will request Budget balance for first quarter from Aaron.

Washed windows, daily cleaning , Still cleaning out Hangar of old things (not used) First nice day Blew out Hangar, worked on storage room made oil/fuel locker. Painted used parts for runway lights (fixed up and made useable now) Installed my grinder with wire brush for runway light parts cleaning. Inspected all the fire extinguishers as I do every month! All ok.

Outside Work: We have not had to replace a bulb since we fixed the Runway lights, and straighten them up properly. We completed all the Runway lights. Saved the City about $3000.00 at a cost of under $400.00 Measured Fuel with stick May 4th Swift 12 inches 100LL 38 inches. Put out Notam for beacon 4-28-2020 contacted Electric One 4-29-2020 about the Beacon. (George will contact me) We mowed again one mower width beyond the runway lights and around the windsock. This is where the City should continue to mow. We mowed the tie- down areas again as well and continue to work on a way to mark them without using old tires. We have a bunch of car tires to get rid of that have been left on the Airport property. We eliminated some tall trees at the approach end of runway 22. Also cut down a lot of trees between hangars and at the sides of them and hauled them to brush pile next door. Pumped water from the sump again 4-2-2020

Fuel Balance: We sold 199.08 gallons of fuel in April. Checked in with Swift Fuel no change in price and do not know when they could deliver. (we might go away from them hard to get a load when we need it, and prices falling they have no change) Took a load of 100LL 800 gallons on

Hangar News: Lost one renter in the Main Hangar. Will have 3 others moving in and out!

Aaron sent me hangar Leases because we will be having movements on them. We have had a number of inquiries on hangars Build and/or rent. It is important to get master Plan back soon as we continue to lose business by not knowing. May a letter will go out to hangar renters to update us on insurance, and airworthy airplanes per- the Lease Agreement. Also to have a healthy airport we need pilots to fly their airplanes. Now some are not airworthy due to the fact they are being built, repaired or being serviced in some way! We had a prison escape 4-16-2020 which the Sheriff had been information they were dropped off at the airport which was searched and nothing found! Got bid on hangar doors that need replacing $4000.00 that is $1000 per door. Units #7 and #11 the doors will not hold nails or screws wood is so rotten! We might attempt it our self!

Airport Commission: Filed April’s report on the 5th of May with Aaron. April meeting with the Airport Commission will be by remote viewing. In the month of April we had about 55 Operations that I know of. Which is about 50% down from the past two months.

FAA/BOA report: April 1st phone conference with BOA and FAA (still looking for opinion on obligations to FAA for this airport C-47) and will continue on master plan which is close to finish. Dollars from 2014-15-16 have to be discussed. Mark has been promoted to take the place of Mary at the BOA but will remain our contact for now. Conference call from the FAA 4-14-2020 looking in on money lost from covid-19 (CARE ACT) with the FAA. I will continue to investigate.

City Work: City Brush pile is getting taller again at approach end of 22 and I will inform city! Big thanks to city crew for eliminating small trees with loader at approach end of Runway 22. We have car tires for city to take away!(near wind sock.) We questioned the city crew about wood chip and if we could get some they said “help your-self”. So we plan to get some for edging and around signs.

EAA: No EAA meetings but postponed Pancake Breakfast until a later date.

BUDGET: All bills have been passed to City and approved by the Airport Mgr. The budget should be on track so far. I have requested the budget and Balance

to be shared with me on the first quarter from Aaron and Shawn. I would like to see the remaining amounts.

DISCUSSION ITEMS:

• Signage for directions to the Airport needs at least 3 ( DOT and city) • Hangar Leases (Deposits- Insurance- Signature- documentation) • Deposit from guys moving out? • Airport minimum standards (do we have documentation) • Airport Adhoc Master Plan Technical Advisory Committee(Airport Manager is not appointed to this committee) • The Airport is not mentioned on the City Web site or Newsletter (Thank you Steve Sobiek for putting the Airport in his Business Development & planning) • To better serve my roll as Airport I want to better understand the role of the Airport Commission in relation to the City’s mission, What is the Responsibility, their duties, Accountability and /or Mission!

TO DO LIST May:

• Paint in pilots lounge • Eliminate weather computer? • Get more new signs up (on pumps, doors, fire extinguishers etc.) • See if street crew has some old cones we can commandeer • Maybe Paint picnic table and East door. • Pump water from fuel overflow tanks and finish up digging dirt from that area • Scheduled for replacement will be hangar doors #7- #11 ( wood and tin) • Get ready for New fuel dispenser July • Spread wood chips around poles, signs, and other obstacles to mow around!

MISC: May 20th meeting with BOA now via remote access!
