MEMORANDUM FOR: The Secretary Gene ral , North Atlantic Treaty Orgnaization

SUBJECT: Coordination of and the Eastern Atlantic Area

1. In April 19 6 5 , the Channel Committee agreed that the time had come to seek approval for the long-standing proposal to appoint a single Commander-in-Chief to both the Allied Command

Channel and the Eastern Atlantic Area. The proposal allocates

this dual responsibility to CINCEASTLANT at Northwood, England.

MODs Belgium, the and the United Kingdom are in agree­ men t with this change.

2. 'Following discussions and agreement between CINCHAN

and SACLANT in May 1965, it was further agreed that the Channel

Committee's proposals be forwarded to the Standing Group for sub­

sequent consideration at the 34th Meeting of the Military Committee

in Chiefs of Staff Session in June 1 9 6 5 . At this meeting the Military

Committee approved in principle the proposals made by the Channel

Committee and directed the Standing Group to submit them for con­

sideration by the Counci l. This memorandum is forwarded in response

to the directive given by the Chiefs of Staff.
