This document has been prepared to accompany an outline application with all matters reserved for the development of the new home for the Wiltshire Air Ambulance (WAA).

Matters being reserved under this application are:

- Access - Appearance - Landscaping - Layout (layout of routes and buildings on the site) - Scale (dimensions of the proposed building)

Note that while the details of the scale and layout are reserved matters, the proposed site plan is a good representation of the anticipated mass and positioning of the development.

Background

The Wiltshire Air Ambulance organisation is essentially split into two divisions; the operational team and the charity team.

The operational team comprises a variety of staff including pilots, medics and engineering staff who oversee emergency operations and maintenance of the helicopter.

The charity team undertake not only fundraising and public relations associated with the operations of the helicopter, but also with the financial, strategic, and administrative elements of the Wiltshire Air Ambulance Charity organisation itself.

Currently, the charity team are located in leased accommodation in Calne. With the continued growth of the organisation, the charity is quickly running out of space for both their staff and their associated merchandise and public relations materials.

At the same time, the operational team is based in a temporary facility located within the HQ campus in . In addition to the physical limitations of the premises, which include compromises in security and access for both the Police and the WAA, the lease of the building from the Police is due to expire in December 2017 and is not renewable beyond this point.

As a result the Wiltshire Air Ambulance charity has no option but to investigate the feasibility of relocating to an alternative site. A purpose built facility will futureproof this essential emergency service and give it full control of their life saving operations going forward.

Introduction

1 Wiltshire Air Ambulance (WAA) is proposing to construct and operate a helipad facility north of Semington, Wiltshire from which to operate their Air Ambulance helicopter. The helicopter currently

operates from Devizes without significant complaint.

The helicopter typically makes one or two flights (out and back) each day in response to medical emergency call-outs, although in exceptional circumstances FLOOD RISK ASSESSMENT more may occur. The vast majority of flights1 occur during the daytime period (07:00 – 23:00 hours), Wiltshire Air Ambulance, Outmarsh Farm, Outmarsh, Trowbridge although increased flights into the night-time are expected in future.

Prepared for: Wiltshire Air Ambulance Issue 1: 23 October 2015 3 The helipad will be situated within a ‘clearway’, to facilitate safe takeoff / landing operations. Beyond Ref: ST8151120/CS/ES/002 the clearway, three departure / approach routes have been proposed; two to the west of the clearway, and one to the east. These have been chosen to best avoid the surrounding Noise Sensitive Receptors (NSRs). From departing, the helicopter would accelerate and climb to its cruising altitude (1000 foot), reaching this approximately 2 km from take-off.

4 The nearest NSRs are individual residential properties around the runway, with the villages of Semington, Berryfield and Bowerhill being the nearest conurbations. The three villages have been identified as ‘Avoid’ areas in the operational plan.
