The Singapore Scout Association, formerly known as the Boy Scouts Association, was constituted under the powers granted by the Royal Charter issued under the hand of King George V dated 4th January 1912, and the Boy Scouts Association Act (Cap 26 Singapore Statue, 1985 Revised Edition) having the force of law in Singapore. It is registered (No. 0196) as a Charity under the Charities Act, 1982 with effect from 29th June 1985. Singapore Scout Association is also an Institution of Public Character (IPC 000407) with effect from August 2010.

The Mission of Scouting The mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfi lled as individuals and play a constructive role in society.

PRESIDENT’S MESSAGE

The key issue your new Scout Council sought to address was how to ensure the continuing relevance of scouting in an age of fast changes, computers and inter- connectivity. Our conclusion was that while scouting needs to adjust to the needs and aspirations of the young of today, we must remain anchored to the fundamentals of scouting.

Indeed, it is its unique approach to developing young people that has made scouting successful as an international movement over the past 100 years – scouts learn to lead, to be resourceful and to develop their individual talents by doing fun things together in small groups outdoor, guided and inspired by committed and passionate leaders.

With the above “back to basics” focus, the Scout Council adopted the following strategies to guide the development of the movement in Singapore over the next 3 years: 1) Return the patrol system to its pivotal position in the development of leadership in Scouting. Mr Tan Tee How 2) Promote outdoor camping and outdoor activities as an integral part of the Scouting experience. President Singapore Scout Association 3) Provide greater support and recognition for scout units and their leaders. 4) Grow membership numbers in a measured manner so as not to compromise the quality of scouting. 5) Engage our key stakeholders (Government agencies, Parents, Former scouts, and Supporters etc) proactively, including through the new social media. 6) Mobilise more fi nancial and other resources to support the development of Scouting.

Your strong support for the above strategies will help us bring about both qualitative and quantitative improvements to benefi t more young people in Singapore.

On behalf of the Scout Council, I would also like to thank members of the previous Council led by Noel Hon for their hard work and contributions. My appreciation also goes to our sponsoring authorities, community partners, adult leaders, parents and other stakeholders for their support and encouragement. Chief Commisioner’s Message 7

CHIEF COMMISSIONER’S MESSAGE

Dear Fellow Scouts,

2011 was the fi rst of the next 100 years. We started the year with a visioning exercise to build consensus on what should we do immediately and in the next 2-3 years in order to achieve greater heights for the Scout Movement.

You may recall that we held a two-day seminar on “Strategic Focus Area” from 21st – 22nd May. It was a fruitful session. Lively exchanges of innovative and creative ideas were surfaced during the seminar by members of the Commissioners’ Council and invited Volunteer Adult Leaders. This was followed by a “Mini Retreat” with President Scout Council on 2nd July to arrive at a consensus on the priorities and strategies for the next 2-3 years.

6 key areas “condensed” from the “strategic focus area” seminar were discussed and shared at the Mini Retreat. These were: 1) Membership Growth Mr Tan Cheng Kiong 2) Image Building Chief Commissioner 3) Partnership Singapore Scout Association 4) Fund Raising 5) Youth programme 6) Adult in Scouting (AIS)

As a result of the Mini Retreat, a set of “Guiding Strategies and Policies” (GSP) were issued and discussed at the Commissioners Council. Commissioners and Leaders have been urged to cascade them to ground units and translate them into implemental details. Work plans at the national and departmental levels have been drawn up and monitored closely for results.

I strongly urge Commissioners and Leaders to look for the “solutions” or things that we must do to address these challenges and, to a very large extent, our own mindsets and capabilities. Surfacing these challenges is only the fi rst step. The next step is to understand these challenges and the most important step is the determination, discipline and collective will to address these challenges.

I have also dedicated a session to share the key component of 21st Century Skills for young people. In my view, the skills could be incorporated in the programme review. They pertained to conditions for high performance and learning which SSA, to a certain extent, has been trying to meet the skill needs of its members. To facilitate the achievement of these skills, every leader must endeavour to attain: a) An internal personal passion to set a very high level of learning challenges. This would require the programme to be learner-centric. b) Equally high level of external caring & personal support would be needed to provide inspirational learning guide. c) Full permission should be given to fail safely and with encouragement to apply the hard lessons learnt from failures and to continue the struggle with the challenge at hand. A deliberate exercise to fail would call for a new mentality to learn to success. It would be alright to fail (take it as a learning experience) but it would be disastrous to fail to learn.

To fully appreciate and appropriate the skills, we need to have a mindset which will constantly challenge existing norms. To me, “creativity is not about looking harder at what is in front of you but turning the head in another direction to try something new”. So, when reviewing programme content & delivery, the ultimate objective would be on delivering better product & services for our youths.

SSA had held 5 workshops / seminars / retreats over the last 15 years. The seminar in 2011 had generated many innovative ideas as compared to the previous ones. To take SSA forward by a quantum leap, the level of commitment and team work will determine the extent of our collective achievement. A high degree of discipline is to be expected from all levels in order to achieve what we set out to do. I trust that every Commissioner, every Leader and every Member will do his / her best and do SSA proud in every endeavour bearing the brand name of SSA.

Bukit Panjang District Report

The district thanks Mr Andrew SL Chua for his many years of leadership and nurturing of Scouting at the primary and secondary schools. He had retired as District Commissioner on 1st January 2011 after serving 20 years in Bukit Panjang and Bukit Mr Alphonsus Gregory Timah districts. Clementi District Report

Founder’s Day Rally (26th February) It was a mobile event where district units embarked on a simultaneous hike, beginning in their individual schools and coming together at St Joseph’s Institution, home of the district’s oldest scout unit (founded in 1919). The event was participated by some 295 participants (Cubs, Scouts, Ventures and Rovers) with 25 VALs and service scouts.

Founder’s Day - Button Badge Making Cub Scout Camp (26th – 27th March) Some 107 Cub scouts, attended the camp aimed at building core skill in training and developing the spirit and morale of cub packs through shared experiences. 15 VALs and service scouts helped out in the camp.

Sixers’ Training Course (22nd – 24th April) Camp Briefi ng by Camp Chief Iris Ng The course was attended by some 30 Cub Scouts. It was organised by VALs Sim Eng Hock and the ACS (Independent) Scout Group. 27 VALs and service scouts supported the course.

Patrol Leaders’ Training Course (16th – 19th June) The four-day residential course was attended by some 131 participants. Organised by 23 Eagles Scout Group and supported by a tireless corps of 52 VALs and service scouts, it was held at New Town Secondary School.

Field Day - Sour Grape Competition Clementi District Field Day (23rd July) It was organised by ACS (Independent)’s Scout Group at their Dover Road campus with a total of 244 participants. 50 VALs and service scouts supported the event.

District Camp (3rd – 6th September) It was held at the Sarimbun Scout camp for some 142 participants and jointly organised by the Clementi Town (Griffi n) & Clementi Woods (RUSA) Scout Units. The camp was supported by 85 VALs and service scouts.

District Camp - Campcraft District Campfi re (5th September) Some 250 participants attended the Annual Clementi District Camp, which was organised by VAL Sim Eng Hock.

Mt Rinjani Trekking Expedition (26th November – 3rd December) Led by DC Lam Tat Wai and supported by Mr Azmin Abazeman from ACS (Independent), 32 Ventures and 4 Leaders participated in the trekking expedition. District Games Day (5th March) 200 Cub Scouts gathered at Farrer Park Field for the District Games Day.

Sixers’ Training Course / Akela Course (22nd – 24th April) A total of 97 Cub Scouts from 8 Units attended the course conducted at West View Primary School.

District Campfi re for Cub Scouts (23rd April) Some 317 Cubs attended the camp fi re held at West View Primary School.

Patrol Leaders’ Training Course (28th – 30th May) 52 Scouts from 5 Units attended the course run by the Fox Scout group and Fajar Secondary School.

District Field Day (9th July) 210 Cub scouts from 11 Units participated in the fun-fi lled yet purposeful day held at Zhenghua Secondary School. It was organised by Venture Scouts from the Fox Scout Group.

Taiwan Jamboree at Jiayi City (10th – 15th November) 2 cub scouts and 2 leaders from Greenridge Pr. and West View Pr. represented SSA in the Jamboree.

EAST AREA REPORT

2011 was an eventful year for the Scouts and Leaders of East Area. Many events and activities were organised for members both at Area and District levels Venture Cord Exploration Tests (3rd – 4th June) VSL Alaric Leong from Falcon Scout Group, the Chief Examiner conducted the test for 7 candidates from 4 Venture Units. The test is part of the requirement for Venture Cord Mr Ho Chee Heng Award. The testees were challenged physically, mentally and more importantly on their Assistant Chief Commissioner navigation skills.

Patrol Leaders’ Training Course (28th – 31st May & 18th – 21st November) A total of 101 Scouts attended the leadership course. The Course Directors were ASL Zainuddin and SL Norman Tan.

Venture Leadership Course Mr Yang Chen (20th August, 10th – 11th September) District Commissioner (Tampines) 89 Ventures from 17 units attended the course. During the residential training, participants were taught the application of leadership skills, experiential learning and team-building through the Scout Method. District Venture Leader Justin Chan was the Course Director.

Foot Drill Instructor Course (18th, 19th & 24th March) The Course Director was District Venture Leader Justin Chan. The Foot Drill Instructor Course saw an attendance of 25 Ventures from 11 Units. It was part of the on-the-job Mr Micheal Poh Cher Huat training for successful participants selected to represent SSA at National Parades. Area Resource Commissioner Foot Drill Course (25th June – 23rd July) Held over a period of 5 weeks, 37 Scouts were trained. Successful participants were awarded the Foot Drill Profi ciency Badge. Bedok District

Formation of Scout Band by Temasek Raccoons The old boys of Temasek Primary School “Raccoons” Cub Scouts formed a Scout Band this year to play at functions and events at their alma mater (Homecoming Day, Teacher’s Day Dinner, and Uniformed Groups’ Campfi res). Brought together by a love of rock and pop music and their shared experiences as Cub Scouts, they also performed at Scout HQ during the National Cub Scout Gang show in September.

District Night Cycling (16th October) Organised by the Rover Scout Ivy Li and Aliff, it was an overnight cycling covering a distance of over 40km. Participated by 12 participants, the route began at East Coast Park and covered locations such as Tanjong Rhu Park and Padang.

District Rover Crew Get-Together (10th – 11th December) It was a two-day overseas Kelong trip to Johor and participated by 6 Rover Scouts.

District Campfi re “Superhero Night (26th February) In conjunction with the celebration of World Scout Day, the district held a Campfi re at Bedok Green Primary School and it was themed “Superhero Nightz”. The campfi re was attended by some 400 members. 24 East Area Report

Katong District

District Night Cycling (20th May) Organised under the leadership of GSL Marcus Lau and assisted by AGSL Lim Yu Qing from Pajigwad Scout Group, it was held at East Coast Park. A total of 35 Scouts and 5 Leaders participated in the event.

District First Aid Course (14th, 21st & 28th May) Scouts from Seladang Scout Troop, Crane Scout Troop and Pajigwad Scout Troop attended the course. Successful participants were awarded the First Aid certifi cates endorsed by the Singapore Red Cross Society. The Course Director was GSL Nur Dianah Jailani from Seladang Scout Group.

District Goodwill Trip (17th – 19th June) Hosted by the Hwak Rover Crew from Petaling Jaya (PJ) in Malaysia, the trip was led by SL Hoon Tah Hong. Interactions with fellow Rovers from PJ broadened the young people’s perspective of Scouting in many ways and helped established cross-border relationship. Besides Scouts and leaders from the District, some Cambodian Scouts also joined the trip.

Explorer Camp (26th – 28th November) The annual Explorer Camp for cub scouts was held at Maha Bodhi School. Attended by some 133 cub scouts from 7 packs, the 3-day camp was designed for the participants to complete their badge work scheme and provided opportunities for both cub scouts and Akelas to learn, interact and share scouting skills, knowledge and experiences. The camp chief was CSL Whenne Boo from Maha Bodhi School. East Area Report 25

Tampines District

District Publication “Steadfast” District Publication entitled ‘Steadfast’ was incepted. The editor-in-chief was District Secretary Joanne Tham. Two issues of the ‘Steadfast’ were published in June and November.

Establishment of Base for Open Units The District had begun talks with Tampines East Community Club to start a base for all its open units in June 2011.

Formation of New Units • Park View Primary School The Cub Scout Unit was formed with 30 members. • Chrysalis Cub Scout Pack (Open) The group of parents of the home schooling education system established the pack under the leadership of CSL Dr. Yeo Joo Guan. • East Spring Oneida Rover Crew Oneida Rover Crew was established as part of the Group’s progression.

District Cub Camper Courses It was organised by SL Fareeq, ASL Nicholas Choo and Rover Scout Loh Shi Chang. A total of 3 Cub Camper courses were held for 3 respective cub clusters in the fi rst quarter of 2011.

Scout of the World Award: Discovery Workshop It was attended by Rover Scouts Joanne Tham, Justin Ng, Heng Jiang Li and Norman Tan from the Sands Rover Crew (Open) as part of their development as Rovers.

District Patrol Camp (19th June) Organised by VSL Nicholas Choo, the bi-annual District Patrol Camp was held at Changkat Changi Secondary School. The aim of the camp was to provide a platform for exchange of standards, scouting skills and friendship, in a competitive environment. A total of 7 teams from all troops in the district participated in the camp. A friendly contender group from Bedok South Kijang Scout Troop was invited to join the camp. Greenview Secondary Cuon Scout Troop emerged the champion with East Spring Secondary Oneida Scout Troop, and Ngee Ann Secondary Wichita Scout Troop clinching the 1st and 2nd runners-up respectively.

District Cyber Wellness Course (20th August & 9th September) The Cyber Wellness Course was organised for Scouts to learn awareness online. A total of 11 Scouts participated in the course. The course Director was ASL Norman Tan. 26 East Area Report

Yellow Ribbon Prison Run 2011 (18th September) A group of 14 running enthusiasts from SandS Rover Crew (Open) and East Spring Oneida Rover Crew jointly participated in the Yellow Ribbon Prison Run 2011.

District Rover Round Table (30th September) SandS Rover Crew (Open), East Spring Oneida Rover Crew, Greenview Cuon Rover Crew, and Siglap White Stag Rover Crew participated in the Round Table. It was a platform that provided opportunities for exchange and support.

Elephant Parade 2011 (11th November 2011 – 12th January 2012) Learning the value of responsibility, a total of 20 Scouts, Ventures, Rovers and their non-scout friends participated in the Elephant Parade as “Elephant Nannies”. 11th World Scout Youth Forum Blumenau, Brazil (2nd – 6th January) 1 Participant Rover Scout Edieusdi Ahmad from Serangoon Eagle Scout Group represented the Association at the 11th World Scout Youth Forum in Blumenau, Brazil from 2nd – 6th June 2011. He stood for election as a World Youth Advisor. However, his bid was unsuccessful.

39th World Scout Conference Curitiba, Brazil (10th – 15th January) 4 Participants Assistant Chief Commissioner Alphonsus Gregory, Assistant Chief Commissioner Lester Lee, Executive Director Dr Mohd Effendy and Rover Scout Edieusdi Ahmad attended the 39th World Scout Conference held in Curitiba, Brazil from 9th – 14th January 2011.

22nd World Scout Jamboree Rinkaby, Sweden (27th July – 8th August) 46 Participants Contingent Leader: Mr Michael Poh Cher Huat Led by Mr Michael Poh, Area Resource Commissioner, the contingent of 46 members attended the 22nd World Scout Jamboree in Sweden. The contingent visited Denmark for their post Jamboree Event.

5th Scouts Of The World Voluntary Service Project Terengganu, Malaysia (16th – 30th June) 8 Participants Contingent Leader: Mr Edieusdi Ahmad Mr Tan Sijie (Advisor Project Orion) and Mr Edieusdi Ahmad (Team Leader) together with 7 other Rover Leaders attended the 5th Scouts of The World Voluntary Service Project - Project Orion III held in Terengganu, Malaysia. The Team worked closely with WWF (Malaysia) to improve the Turtle Conservation Project.

Committee NSO Visit Singapore (27th – 29th May) First Vice Chairman Mr Prakorb Mukura, Second Vice Chairman Dr. Mukhyuddin Bin Sarwani and Mr Mohammed Ali Khalid from the Asia Pacifi c Regional Scout Committee accompanied by Mr Abdullah Rasheed (APR Regional Director) and Mr Syd Castillo (Director of Youth Programme) conducted the Committee NSO Visit (CNV) in Singapore. The purpose of the visit is to help SSA in her continuous efforts and new initiatives taken to improve the quality of scouting and delivery of innovative programmes. 30 Adult Leaders’ Training

ADULT LEADERS’ TRAINING

Unit Leader Training Induction Courses (ULTIC) (26th February and 16th July) From year 2011, the course is designed to be learner-centric and base stations learning. Two intakes of the ULTIC were successfully conducted at Ngee Ann Secondary School and Holy Innocent’s High School.

Unit Leader Training Wood Badge Courses (ULTWBC) (26th February and 16th July) The course was conducted on a modular cum residential system over a period of two months. The Leadership and Scout Method competencies were carried out over fi fteen modules on Saturdays whereas the Scout Craft Competencies module was covered at residential camp. Two ULTWBC were successfully conducted in the year.

Developmental Workshops (24th - 28th November) In conjunction with the National Patrol Camp held at National Training Team (NTT), National Programme Council (NPC) held an Annual Developmental Workshop (Palaver Session) on 26th November at Sarimbun Scout Camp. The program included a talk by Mr Tan Cheng Kiong on Challenge for the 2nd Century of Scouting: Reviewing the Youth Programme. Mr Tan Sijie, NPC National Coordinator for Scouts of the World also shared his experience on Scouts of the World Award and projects at Singapore base.

NATIONAL CUB SCOUT MIND QUIZ 2011 (16th April)

The National Cub Scout Roundtable, in collaboration with RI02 Raffl es Scout Group organised the 3rd National Cub Scout Mind Quiz for Cub Scouts in Singapore. The aim of this competition is to enhance the learning of scouting knowledge through an engaging and fulfi lling activity. 68 teams from 30 Units attended the Preliminary Rounds and the Finals held at Raffl es Institution.

National Exploration Challenge (30th July)

104 teams from 40 Units took part in the National Exploration Challenge at Marina Barrage. Chief Commissioner, Mr Tan Cheng Kiong, was the Guest-of- Honour to fl ag-off all the teams at the starting point. Rover Progress Scheme Consultation Session 23rd April National Rover Council conducted a review of the Rover Progress Scheme (“RPS”). The consultation session was attended by Crane Scout Group, Cuon Scout Group, Fox Scout Group, Kerengga Rover Crew (Open), Serangoon Eagle Scout Group, St Andrew’s Star Scout Group, and Tampines Sands Rover Crew (Open).

SINGAPORE SCOUT GUILD

2011 marked another active and fruitful year for the Singapore Scout Guild.

World Scout Day (19th February) In celebration of the Founder’s birthday, the Guild organized a World Scout Day Celebration Luncheon at the Singapore Scout Association HQ. The event was attended by 300 members. A commemorative badge marking the event was also given to all guests.

Scout Guild Annual General Meeting (25th June) The Guild had its 17th Annual General Meeting at HQ. 38 Singapore Scout Guild

Scout Charity Golf 2011 (7th September) The Scout Charity Golf Tournament 2011 was held at the Tanah Merah Country Club. The event was graced by Mr Noel Hon, former President of the Association, and by Dr Tan Cheng Bock, Advisor to the Guild. The Charity Golf Tournament is an annual event organized by the Guild to raise funds for the Association. A total of 105 golfers took part and had good fun on that day which culminated with a sit- down dinner at the club premises. A total net sum of $52,491.02 was raised from the event.

Charity Film Premiere (6th December) As part of its efforts to raise funds for the Association, the Guild organized a Charity Film Premiere – The Muppets at the Grand Cathay Cineplex. The Charity Film Premiere was strongly supported by StarHub Ltd, which sponsored the costs of tickets for all the 294 seats in Hall 2. The total net sum raised was $18,644.25.

Get-together Fellowship Dinner (30th December) The Guild organized a Get-Together Fellowship Dinner at HQ. Members from Girl Guides Singapore (GGS) Trefoil Guild were also invited to attend, to foster closer working relationship amongst the two Associations.

Fellowship Lunches Members of the Management Committee continued the tradition of hosting regular fellowship lunches for Committee members and Chapter representatives. Apart from building up the espirit-de-corps, such fellowship lunches were useful in exchanging ideas for new activities and programmes. Three fellowship lunches were organized.

Award Scheme The Management Committee had proposed and introduced a scheme to encourage and recognize Guild Chapters that were active during the year. The scheme is based on the following criteria:

Since its inception in December 2006, 379 seniors had been trained. Registered members for 2011 stands at 118, of which 17 are life-members. Members continue to play an active part in various programmes aimed at promoting active ageing, life-long learning and senior volunteerism. The programme has contributed to one of the strategic moves of SSA to promote community scouting by reaching out to seniors and retirees besides establishing more open groups outside the school- based system. 3 seniors are now assisting in the running of units, Mr & Mrs Cheng Sai, helping out with the Colugo Scout Group, based at Thomson Community Centre, and Mr M. Francis assisting the Yishun Primary Cub Scout Unit and Naval Base Open Group.

Line Dancing Group led by Mrs Margaret Anderson going through their steps. SIS members shared many common active ageing activities. They come together on Wednesdays for Ukulele practices and line-dance. The ukulele group led by Mr Roney Tan had an active year performing at various functions such as: • Founder’s Day celebration • The Kreta Ayer Stamp Club National Day Celebration • Tan Tock Seng Hospital Mooncake Festival • First National Cub Scout Gang Show • President Golf Charity Dinner • Holland Village RC Christmas Fiesta Ukulele Group performing at the Scout Charity Golf 2011.

In addition, SIS participated in the following activities during the year: 1) A talk on “Reinventing Yourself Through The 7 Skills of Great Artists” by Peter Chan who is an active committee member. 2) A trip to Gunung Ledang for durians led by member Helen Wong

Distinguished Service Award (20th September)

The Distinguished Service Award 2011 Investiture Ceremony was held at The Istana. His Excellency, Mr S R Nathan, President of the Republic of Singapore and Chief Scout, conferred the Awards to some 80 Adult Leaders in recognition of their distinguished service to Scout Movement. The Distinguished Gold Award which is the highest award of the Singapore Scout Association (SSA) was conferred on Mr Nicholas Tang Ning for his outstanding contributions to Scouting, specifi cally in Singapore and generally to the World Organization of the Scout Movement.

Besides supporting the Scout Council, Commissioners Council and Volunteer leaders in their roles, staff had been instrumental in improving HQ facilities. The following had been successfully achieved to better serve our members: • Enhanced the computerized membership service data management system (MSDS) by creating the Group Module. This facilitated update of group data. • Updated the Financial and Accounting Procedure version 02. • Conducted the fi rst ever online customer service survey in July-August. • Enhanced the physical surrounding landscape of the HQ. • Upgraded the wireless system for faster access within SSA’s premises, especially on the 3rd fl oor area.

Policy relating to the management and avoidance of confl icts of interest As an institution of a public character (IPC), the following policy has been incorporated in the Association’s POR, which is on our website.

• All council members, volunteers and staff shall avoid situations where personal interest or the interest of the family is in confl ict with the interest of the Singapore Scout Association (SSA) or where it could affect the ability to make decisions that are in the best interest of SSA. • They should declare their interest to the Scout Council if they are considering entering into a business dealing with SSA. • In such case, they shall abstain from discussion and not be part of the decision making process on such dealing. • They should not either directly or indirectly make use of any SSA information or his position to further their personal interest. • The Audited Financial Statement of Account and the Annual Report are posted on our website.
