3. (S) Detainee Summary:

a. ( S) Background and Capture Data:

Detainee, a French national, wanted to live in a “ pure” Islamic state and he was very dissatisfied with the environment inFrance. He no longer wanted to raise his family in France. Detainee, throughhis affiliationsand connectionswith extremistindividuals, traveled to the UnitedKingdom (UK ). While in the UK , knownAl-Qaidamembersfacilitatedhis travels into Afghanistan(AF), to receivemilitary/terrorist training at Al-Qaidasponsoredtraining camps. Although the detaineedenies having received any training, it is suspectedhe attended training at the Al-Farouq camp possiblyalong with detaineesUS9FR 000161DP andUS9FR 000325DP Detainee was captured by Pakistani authorities along with US9FR-000161DP and USSFR- 000325DP after they had fled over the border from the Tora Bora Mountains. A shorttime later, detainee, alongwith the two individualsnotedabove, were transferredto US custody.

b . ( S) Transfer to JTF GTMO: Detainee was subsequently transported to Guantanamo Bay Naval Base, Cuba, on 13 February 2002. Reasons for Transfer to JTF GTMO : Because of his probable affiliation with Al Qaida as a foreign fighter in Afghanistan .

d . (S) Reasons for Continued Detentionat JTF GTMO

Detainee is a probable member ofAl-Qaida who has specific knowledge concerning members and leadership ( both captured and incarcerated ). Detainee also has specific knowledge concerning Al-Qaida members who recruited and facilitated his travels and training from the United Kingdom . Detaineespent time in two different Algerianguesthouses. One ofthese guesthouses was run by “Hassan,” an Algerian. It is believedthat this individualis HassanHattab, head of the Salafist Group for Call and Combat (GSPC) a Tier 2 Target defined by sensitive informationas one that has demonstratedboththe intentionand the capabilityto attack US personsandinterests. Detainee admitted to having uncles and cousins living in Algeria, but has not elaborated ifany belong to the GSPC or the Armed Islamic Group (GIA) also a Tier 2 Target. French authorities arrested detainee in 1998 as being an Islamic extremist suspected of creating a logistical support network for the GIA and in connection with threats against the world cup held in France in 1998. Detainee served 4 months in jail. Detainee's brothers are suspected of having ties with the GSPC . Detainee admits to sympathizing with the Front Islamique Du Salut aka Front of Islamic Salvation (FIS) . Detainee holds a dual French / Algerian citizenship / Passport. Detainee was forced to serve two years in the Algerian military by the French due to legal problems. Detainee's name was found on Khalid Sheik Mohammed's hard -drive recovered from a suspected Al-Qaida safehouse in Afghanistan .

b. ( S ) Intelligence Value: JTF GTMO has determined that this detainee is of high intelligence value due to:

His affiliations with Al-Qaida in France and the UnitedKingdom. His affiliation and personal knowledge of other members and probable members of Al-Qaida who are also in detention at JTF GTMO His knowledge of the GSPC and GIA . His stay at Algerian guesthouses in Afghanistan .

4. ( ) Detainee's Conduct: Detainee's overall behavior has been non - compliant and aggressive. ISN 173 has, on a number of occasions, been involved in incitingdisturbances on theblock, harassingthe guards, refusing to comply with guards instructions, leading prayer on the block, banging on the cell to show his disrespect towards the guard force, speaking with detainees in other cell blocks, and performing physicaltraining inside his cell.

5. ( S) EC Status: Detainee's combatant status was reassessed on 24 February 2004, and he remains an .

6. ( S) JTF GTMO Assessment :

a. ( ) Summary: It is assessed that this detainee is a probable member ofAl-Qaida and a probable member of at least one other global terrorist network . Detainee has demonstrated a commitment to Jihad, has links to key facilitators in Al- Qaida's international terrorist network, has participated in terrorist training and hostilities against the US and coalition forces, and maintains the capability to continue to do so . Detainee was recruited in France by Islamic extremists; after which , he traveled to the United Kingdom where known members ofAl-Qaida facilitated his travels to Afghanistan for military training. Detainee may also have connections with another terrorist group, the Salifist Group for Prayer and Combat (GSPC) Tier 2 Target defined by sensitive information as one that has demonstrated both the intention and the capability to attack US persons and interests; however, those connections are not fully known. JTF GTMO has determined that the detainee poses a high risk, as he is likely to pose a threat to the US, its interests and allies

7. ( S) Coordination: JTF GTMO notified the Criminal Investigative Task Force ( CITF) of this recommendationon 15 March 2004. JTF GMTO and CITF agree on the threat assessment of this detainee as a highrisk.
