This report records the performance of the activities of the Coconut Cultivation Board for the period from 1st January 2012 to 31 December 2012

Introduction Coconut Cultivation Board, was established for the purpose of developing the coco- nut plantation in the island by an order published in the Government gazette noti- fication dated 30th March 1972 under the powers vested in him in terms of the pro- visions of clause 01 of the Coconut Development Act No. 46 of 1971. To develop the coconut industry throughout the island and to achieve good productivity results in accordance to the Vision and Mission of the Board, the Board consists of 18 Regional Offices, 02 Coconut Development Training centres, 38 Nurseries, 12 Co- conut Model Gardens and a Seed Production Unit.

Coconut Cultivation Board, was established for the purpose of developing the coco- nut plantation in the island by an order published by the Hon. Minister of Plantation Industries in the Government gazette notification dated 30th March 1972 under the powers vested in him in terms of the provisions of clause 01 of the Coconut Devel- opment Act No. 46 of 1971.

The functions and responsibilities of Coconut Cultivation Board in terms of the above notification are given as follows:

 Development and assistance in the development of the productivity of lands under coconut plantations

 Cultivation and assistance in the promotion and regulation in the cultiva- tion of lands with coconut

 Identification of land in coconut plantation suitable for inter-planting with other crops (including pasture) and the promotion, direction and assistance in carrying out of intercropping programs on such lands.

 Promotion and regulation of assistance and engagement in animal hus- bandry of lands under coconut plantations

 Specification, popularization, promotion and direction of proper cultiva- tion practices in respect of the growing of coconuts and other crops in coconut plantation.

 Training, advisory and extension workers assisting the coconut industry.

Targets

 To meet the demand for coconuts from the Coconut Consumers and Processors the number of coconut trees should be increased abundantly to maintain a steady flow of production of coconuts.

 Through the Diversification of Animal Husbandry/Intercrops, the productivity of coconut lands and the income of farmers to be increased.

 Organising of Small land owners, who are interested in Coconut Cultivation and small and medium coconut based industries as community based organizations and to offer job opportunities to eradicate poverty .

 To meet the challenges of the country’s demand for dietary and industrial needs in the year 2016 the annual national coconut production in to be in- creased to 3650 million nuts by the year ending 2016.

 Converting all the existing coconut lands into full fledged Coconut Model Gar- dens and the profit to be increased by 20% by the year ending 2016.

OBJECTIVES

 To raise a fully fledge Coconut Cultivation within Sri Lanka.  Uplifting the utility of coconut lands by growing suitable intercrops in coconut lands.  To implement the “Kapruka Purawara” programme throughout the island.  To establish the use of Carbonic and non-carbonic fertilizer

 To establish the soil and moisture conservation in coconut lands  To reduce the damage caused by insecticides and diseases.  Implementing of programmes to develop the skills of the Coconut Growers.  The adaptation of Coconut Model Gardens of the Coconut Cultivation Board to increase the technical knowledge and know -how of the Coconut Growers.  To maintain an extension service based on requests and to issue high quality in- puts.  To produce the coconuts needed for home consumption, coconut based products and the foreign market.

International The Inernational Coconut day for the year 2012 was held at the Coconut temple Trees, together with the coordination of the Ministry of Day Coconut Development and Janatha Estates Development. Around 6,000 coconut growers attached to Kapruka Societies arrived for this Public Meeting. The Board was able to organise and provide all the facilities to the pulic who attended the function well thereby showing the capacity of the Board.

Dayata Kirula At the Dayata Kirula Exhibition which was held at Anuradhapura Mayamaduwa, the stall constructed by the Exhibition – th 04th Place. Board won the 4 place , this was a turning point for the new Ministry.

Message of the Chairman

Among the Cabinet Ministries which was established by the Government of Sri lanka, the Min- istry of Coconut Development and Janatha Estates Development has leaped forward with pride in the Year 2012 as the Ministry which has always come forward to solve the work activities of the Public arrmoured by the “KAPRUKA NAVODAYA” as per the Corporate Plan.

The Ministry has decided to go for the target of 3650 mln. coconut nuts in the year 2016 by way of increasing the productivity to the highest level and with the intention of obtaining the maxi- mum income from a coconut land and thereby Development program mes, Extension pro- grammes and other special programmes was implemented during this year.

The Ministry of Coconut Development and Janatha Estates Development and the Coconut Culti- vation Board fulfilling the pledge of the Mahinda Chinthanaya, invited thousands of Kapruka Society Members to the Temple Trees Hall and the assurance was given by H.E. the President himself that the cooperation of the State for the development of the coconut industry will be granted. This too was another great achievement for the Ministry and the Coconut Cultivation Board.

With the intention of achieving the giant target of planting 320 lakhs of coconut seedlings by the end of year 2016, the ability to produce 09 million coconut seedlings during this year alone is a matter of pride to be commemorate. We salute the other sister organisations who contributed their fullest cooperation to the Board to achieve the above target under the guidance of the Hon. Minister.

Under the “Kapruka Purawara” programme for the Year 2012, selected divisions of the Divi- sional Secretariat was selected for the development of all the aspects of the coconut cultivation 36 Divisional Secretariat divisions, 1,768 Kapruka Societies under the Grama Sevaka regions was installed, and through 594 community Nurseries 2,700,000 coconut seedlings was produced and a sum of Rs. 7 million was obtained for the zonal societies revolving fund strengthening the finan- cial position, further Information Centres in 15 Regional Offices was installed and 62 nos. Dimo Batta Vans was handed over to the members of the Societies for strengthen the hands of the busi- ness of the society members and thereby the Board was able to keep the flags of the Kapruka Purawara flying high during this year.

As in the Year 2011, the Board was able to give a helping hand to the Ministry of Economic Development to plant 2.7 million nos. coconut seedlings under the Divinaguma programme un- der the theme “ISURUMATH NIVAHANAKA, ASIRIMATH MAW BIMAK”

344,000 coconut seedlings was distributed among the year 6 school children to be planted thereby surpassing the target of 03 lakhs under the programme “Kaprukai Sipnanai”. The planting of coconut seedlings by the School children is not implemented in any country which is a member of the Asia Pacific Coco- nut Community other than in Sri lanka.

The target of the main programme of new/Re/Under planting being 18,000 acres has exceeded and a progress of 20,000 acres has been obtained during this year under the main re/new/under planting programme which is implemented for the development and safe guarding of the coconut lands available in Sri lanka.This is yet another achievement of the Board.

The “ Kapruka Ayojana” Loan programme has issued Rs. 112.6 million as loans to the Coconut growers under a very low rate for the Agricultural field between 3.5% and 4% and 2,169 acres of coconut land has been maintained as Coconut based farms during this year.

In addition to this, the programme of planting coconut seedlings in lands of tem- ples/churches, Coconut land rehabilitation, coconut seedling planting programme, Carbonic Fertilizer promotion programme, Water supply programme and Devel- opment programmes were successfully completed.

Another main subject of the Coconut Cultivation Board being Technical Know how, Transfer of Advise and Technology extension programme was successfully implemented during this year, and 7,663 programmes was held through out the island and by way of meeting the private growers extension services were of- fered to 346,804 coconut growers.

In addition to this, 111 training programmes were conducted at our Lunuwila and Mademulana Training Centres, throught these trainings programmes 6,621 ob- tained the Knowledge on Coconut Cultivation and Human Resource. In addi- tion to station training, “ Continous Training Programmes, State Officers training programmes, School Training programmes, Village Officers training pro- grammes, Public appreciation training programmes “ were also held.

To prevent the deadly Red Weevil disease, the use of FEROMAN was recom- mended and according to the concept of the Hon. Minister of Coconut Develop- ment and Janatha Estates Development, a large area was covered with FERO- MON traps was installation plan programme in the Sevanagala, Rajanganaya, Pollonaruwa, Thumbuththugama and Dehiattakandiya districts was successfully implemented.

The Mite Pesticide which has spread all over Sri lanka and around 10% - 15% quantity of the Coconut Cultivation which is damaged by the Mite Pesticide, the “prevention of the Mite Pesticide” programmeTo prevent the “ Control of Mite Pesticide”.

The Weligama Wilt and Leaf Rot disease which had spread around the Weligama area in the Southern district and was controlled in a stronger manner by using new methods introduced by the Ministry of Coconut Development and Janatha Estates Development.The number of diseased trees removed was 80,504 and a sum of Rs. 141 Million has been paid as compensation to Growers whose trees were damaged.

14,430 coconut seedlings has been issued to be planted in the towns by the Infor- mation Technology Unit which is located to serve the needs of the coconut grow-

ers of the Colombo district. This would enable in the future to meet the daily needs of the public who are residents of the Urban area.

Facing the wonderful environment of the Abhayagiri Statue , the Katukeliya Cir- cuit Bungalow of the Coconut Cultivation Board was constructed to coincide with the Dayata Kirula National Exhibition – 2012. Another dream of the Board was achieved.

With the concept to popularize the State Coconut based products among the Public , the Kapthurupaya Shop was inaugurated in 2012 and declared open by Hon. Minister of Coconut Development and Janatha Estates Development .

As in the Year 2011, many achievements were achieved in the Year 2012 with great difficulties with a very few staff available . To avoid this situation, the approval was obtained for the Scheme of recruitment during this year which is a very special victory.

The Technology of the Coconut cultivation has been practicably experimented and the production of high variety coconut seedlings is been done in a exem- plary manner at the Coconut Model Gardens of the Coconut Cultivation Board which is a hidden strength of the Board, specially in the Northern and Eastern and other districts the activities of the of the Coconut Model gardens is speedily done.w A record profit of Rs. 121 million was received during this year.

Among many challenges, the Board was able to achieve all the targets and achieve maximum progress for the development of the Coconut industry due to the unstinted cooperation extended by the General Manager and the Staff of the Coconut Cultivation Board and also the excellent cooperation extended by Hon. The main purpose to inovugurate kapthurupaya shops was to sell quality,wholesale coconut based products to the public at cheeper rates and to increase the moral of the coconut growers and producers of coconut based products.

05. Financial Management Division

Planning, directing, recording of all financial activities of the Board in keeping with relevant circulars, financial regulations, and other accepted accounting principles and standards and forwarding same to relevant sections are the basic functions of this division.

Under the direction of the Deputy General Manager (Financial Management) a staff of Assistant General Manager (Finance), and Account Officers and others are at- tached to financial duties operated at Head Office level as well as in Regional of- fices located island wide, Coconut Development Training Centre and at Seed Nut production unit at Negombo.

A sum of Rs. 270.198 million was received to the accumulated fund from the Treasury for the General administrative expenditure of the board during the year 2012 and also a sum of Rs. 259,000 was also received as Coconut Development Funds from the Treasury for the year under review. In addition to this , funds to the sum of Rs. 6.308 has been received from the Ministry of Coconut Development and Janatha Estates Development for the Weligama Leaf Rot and Wilt disease. In addition, a sum of Rupees 124.352 million accrued to the board on account of sur- plus income derived by the coconut model gardens and a net profit of Rs. Rs. 67.863 mln. has been received from the nursery management of the board and other income of Rs.. 26.361 is also included to Board”s aggregated income.

Payments for the total development programs for the year 2012 amounted to Rs. 358.272 while Rs. 570.576 million has been spent on extension activities for the coconut cultivation subsidy programs. A sum of Rs. 32,674 mln has been spent on extension activities.The total amount of interest relief paid to the coconut growers during the year 2012 under Kapruka Project was Rs. 6.847 mln. During the period ending year 2012 the total value of the assets of the Board was Rs. 1,752.486. Mln.

Clarification by the Board on the Report of the Auditor Gen- eral on the Financial Statements of the Coconut Cultivation Board for the year ended 31st December 2012 in terms of Section 14(2)(c.) of the Finance Act. No. 38 of 1971

3.1 Financial Results

In accordance to the approved estimate for the year 2012 ,the value for the Development of the Coconut Cultivation, purchase of Capital equipment and Capital construction was worth Rs. 700.00 mln. With the hope of receiving the above total funds from the General Treasury during this year, in accordance to the strategic plan of the Ministry, the Corporate Plan prepared for the yar 2012 all the development activities was begun to be imple- mented.. Accordingly, it was planned to cultivate 90 lakhs of coconut seedlings, inaugura- tion of the Kapruak Purawara and other capital development activities was implemented. Accordingly, during the end of the year and sum of Rs. 570.57 mln was spent for the Coconut Cultivation Development activites and for the a sum of Rs. . 6.84 mln for the Kapruka Ayojana Loan interest rebate scheme and Rs. 41.40 mln as capital expenditure vote and therefore a sum of Rs. 618.81 mln was borne from the development vote.

Although from the consolidated funds a sum of Rs. 700 mln was requested from the Gen- eral Treasury,only a sum of Rs. 259.00 mln was granted during the year as development funds. Accordingly, the shortage is Rs. 359.81 mln. This sum was obtained from the capital ex- penditure vote, the sum incurred by the Board in the previous year being Rs. 156.24 and the net income for the year 2012 ws Rs. 219.81, this was increased by Rs. 63.57 mln however this sum was reimbursed from the the sum granted by the Ministry of Economic Development for coconut seedlings amounting to Rs. 215.46 mln, however, a shortage of Rs. 2.20 mln. is shown in the Account reports. If the funds were received by the Board as estimated this value would not be shown in the accounting reports.

3.2 (a) Analytical Financial review

During the year under review the coconut yield of the Coconut Model gardens has shown a increase of 17%. The increase in financial results was due to the increase in yield, and following proper Agricultural practices and due to managing me- thodically.

Therefore, with regard to the above cases, the case filed at the Attorney General Department with regard to Motor Vehicles, the necessary advise and assistance of the Insurance Corporation will be sought and action will be taken accordingly.

4. Operating Review Even during the harvesting period, due to the shortage of the pluckers, it is proposed to pick the production of coconuts once a month

4.1.1 (a) According to the grants received funds are allocated for the fillng of vacancies, the other scientific crop activities will be done during the extension activities pro- gram held for the pulic so that the public will be informed and motivated.

4.1.2 (a) The Seed Nuts of the Coconut Model garden does not belong to the S3 category class. Most of the seednuts belong to the S4 category class . A small portion of the land only belongs to the S3 and S2 category.Therefore the annualtargeted crop could not be harvested.

4.1.2 (a)In the year 2012, the total coconut production was was 7.39 million. When compared with the previous year an increase of 17% is shown. In the year 2011 due to the climate conditions that prevailed there was a increase in production. Due to these condition the production of coconut yield in the Coconut Model gardens of the Coconut Cultivation Board too inceased. In addition to this due to proper manage- ment the yield as increased.

4.1.2 (b)In accordance to the Coconut Research Institute journals and research opinion the soil suitablity of coconut lands S1 –S5 has been categorized to 05 classes. In the Coconut Cultivation Board lands 75% of the soil consists of S4 zone. In the S4 SOIL zone an annual crop of 4000- 5000 nuts are obtained from a very good plantation and from lands where splendid environment is available. Under normal conditions 4500 – 5000 nuts cannot be obtained annually. Nuts around 3000 could only be obtained fom lands under S4 suitability classes.

From this the coconut trees of 5 – 9 years has not harvested successfully. Only 2920 coco- nut trees has a higher production and that too after a period of 15 years. Therefore after deducting the above quantity the normal productivity trees amouts to 16408. According ly, the number of coconuts per tree at Lenawa Model garden has exceed 50 nuts per tree.

4.1.2 © Under planting and Old Planting has been utilized at the Coconut Model gardens of the Coconut Cultivation Board. When picking the harvest of the old planting, there is uneasiness due to under plnting and due to high expenses for the picker to climb from tree to tree to pick coconuts, the number of fallen nuts is very high. At the same time the pick- ing is done at the Coconut Model gardens within a period of 45 daysdue to the shortage of pickers in the future, it is proposed to pick once a month.

4.1.3 The failure to uproot and remove the diseased palms on time was due to growers unwillingnesss to uproot the trees . The uprooting of trees should be done without any problems arising from the Public.

In accordance to the Flora Protection Act. No. 35 of 1999, legal action could be taken to the Growers who do not allow to uproot the coconut trees, up to date the Agricultural Department has not filed any cases and the Attorney general Department has shown shortcomings in the Act and avoid taking any legal action. However, in accordance to the Act the Board has the right to destroy the trees and as per the recommendation given by the Coconut Research Institute the Board has begun to destroy the trees after vaccination.

4.1.4 A few Community Nurseries was established in Gramasevaka ranges where healthy coconut trees were grown away from the disease affected zone and also away from the security zone as declared by the Coconut Research Institute . Therefore, we feel that there is no risk. However, advise has been given not to establish community nurseries in future in these areas.

4.1.5 Advise has been given to the Training Centre to conduct the awareness programmes conducted the Regional Offices under the super- vision of the Centre to achieve high progress.

4.2 Staff Administration

In accordance to the new recruitments cadre, 35 promotions and 23 new recruitments have been done and interviews have been called for inter- views to recruit 156 nos. Coconut Development Officers.

5.1 Budgetary Control

The budget estimates of the Model Gardens Unit, Nurseries Unit and Seed Production Unit which is identified as the Self Finance Unit is prepared for each Coconut Model garden and Nursery separately. This estimate is prepared to control the budget. Since the estimate of budget of the Self Finance Unit is proportionately large this estimate is not shown in the main budget estimates of the board, however, an brief summary is attached to the main budget estimate. However action has been taken to give a detailed estimate report to the Boards Main estimate as stated in the Audit report.
