Several AB members or sympathizwrs recently have become informants, murder contracts have been ortered for what Source believes are trivial reasons, and the life of members in prigon has become treacherous because of a lack of dependability between members.

In 1967, at San Quentin, the name AB was adopted, and the concept of the AB was formed, that is, "one is in for life and the only way out is by death." Originally, one had to be part Irish in order to be a member of the AB. The AB wanted whites who could stand on their own feet, but they reached a point where they did not care about anyone except the ABs, and became a white racist group. They picked the name because it showed

d this feeling of fear with some brutal murders.

The,AB, in earl 1980, formed a

now an timated 100 - members system. '

Recently, a Los Angeles source has come forth and pro vided information regarding the AB. Source has provided accurate information regarding two murders in the Federal prison system, and has also furnished information regarding 58 individuals suspected to be members or sympathizers of the AB and the EME, both in and out of prison. I

It is a hard fact t most AB will be paroled or discharged at some future date, and in view of members lifelong commitments, it would be naive to think he would not remain in contact with his brothers. The rule of thumb is that once on the streets, one must take care of his brothers that are still inside. The penalty for failure to do so is death upon the members return to the prison system. Some of the paroled members duties

would be to supply his brothers inside with drugs, or to make hits on the street as commanded by his brothers.

A review of the atrocities attributed to the prison, gangs inside of our nation's maximum security should shed some light on the potential of what these gang members can do with little or no supervision while out on the streets.

Source information indicates that the AB has a Jl--lc+rnnn1n C1116-L-4 Hn1A IIMILLK 92-LIL nn J92JLll92¢enmn AF §Hn 92-IL l-.ll921 EU! fnn TFN I-l92-ll lll92-rl-I-l92J92.nA;2 mnmhnrc whn IVll92J I-lA92n awn itin A.lluJJ.92-l92.r the prison system, so now it allows the AB access to the funding of organized crime. .

puncture wounds to the upper chest, back and abdomen area. Due to the severity of Baumgartens condition, he was immediately transferred to Evangelical Community Hospital, Lewisburg, PA, at approximately 9:55 a.m., and was pronounced dead at approximately 10:00 a.m. ~

The crime scene was immediately secured and Special Agents SAs1 of the Federal Bureau of Investigation FBI! responded to the Institution.

Institution authorities initiated a search of the A, B, C and DBlocks of the Institution. In addition a search was conducted of the outside perimeter grounds in an attempt to locate any physical evidence. The above searches failed to produce any weapon s!, articles of clothing or any suspected physical evidence. Inmates located within the living quarters at the time of the incident were secured and ultimately checked for any possible cuts, bruises, blood stains or torn clothing. All of the above met with negative results. During the crime scene search physical evidence blood! was found on the folding gate restraining partition located within the recreation area connecting C-3 and A-3 Blocks. It was discovered that it is possible for an individual to crawl underneath this restraining gate if assisted by a second individual who would hold the gate up from the floor. Further investigation of the area revealed a blood stain on the C-3 recreation area door. This indicates that the escape route taken by the assailants was through the C-3 recreation area door, through the recreation area itself, underneath the partition gate and back into A-3 ABlock, third floorl. During initial interviews of inmates located within the immediate area of the incident, an inmate tness to the FBI.

no During the middle part of November, 1982, victim Baumgarten had arranged to purchase a quantity of cocaine which was to be received within the Institution from the outside over the weekend of November 2?28, 1982. Arrangements were made and $l,000 was sent to cover the purchase of the cocaine. Due to this transaction, Baumgarten began purchasing drugs on credit within the Institution, using theimminent arrival of the cocaine as collateral.

The purchase of the cocaine was being directed by another inmate within the Institution whose identity was not known to the source. During the period of time that the cocaine was to arrive at the Institution, shakedowus by USP authorities resulted in various inmates getting "busted" for narcotics. This apparently

During the period from December 1982 to the present, information has been received and compiled indicating the presence of a large group of inmates within the USP, Lewisburg, which has organized into a retaliatory and murder organization. This group is comprised of Black inmates from the Washington, D. C. area and is known as the "D. C. Blacks". A large segment of this group also has membership and/or ties with the Moorish Science Temple. Information has been received indicating that this group of inmates have banded together and have plotted the murders and attempted murders of white inmates at the USP their "cause" being the nailiation of the killing of Raymond "Cadillac" Smith who was purportedly murdered at the USP,§arion, Illinois, by incarcerated members of the Aryan Brotherhood' AB! .

rt the above information, on December ll, 1982, iii w ic in ica e "° an im e EB and the E. C. Blacks at the USP, Leavenworth, and USP, Lewisburg. The "war" was in retaliation over the murder of Raymond "Cadillac" Smith.

Joint efforts of the U. S. Bureau of Prisons, USP, Lewisburg; FBI, Philadelphia Division; and U. S. Attorney's Office, Middle District of Pennsylvania, will continue to develop a viable prosecutable case involving the Baumgarten murder.

During this investigative period, a number of confid- ential sources have provided information regarding the activities of the AB.

One such source advised that the AB has spread through- out the Federal prison system, and has developed links with other organized crime groups on the streets. In the early 1970s, members of the AB started going to Federal prisons for crimes Q such as bank robbery and narcot members to do Federal time,

a v sed the owing information: 5'10 He feels that the killing of correctional officers will f escalate in order for the AB's establishto their authority through fear. » i

He feels that the way to solve the problem of the growing AB population in the Federal and State system is to segregate all of the members 0f;ihe AB, as well as their associates. The State and Federal systems should get together and put all of the gangs in one prison and keep them locked down as that is the only way they can be kept from growing.

There is a chance that the ABs and MEXICAN MAFIA EHE! could cooperate with the BGF!, but he feels that in a period of time, that cooperation will deteriorate, as there are some diehard racists in the AB.

He feels that the killing of the.correctional officera by the established members of the AB could spur the younger inmates to do the same in order to establish themselves as proven_ uarriors, under the warrior concept..

He feels that if the AB's locate a correctional officer's home, they would be inclined to hit that correctional officer or his family.

The AB'sare doing the hits on correctional officers more than members of ENE because "they have all day", which means most are doing very long terms in the Federal orison system while members of EME will be getting out in a short period.

He feels that the murders of the correctional officers will spread like cancer lesions and the way to stop these murders is to localize the members of the AB and put them all in a single prison. This will stop the spread of the cancer. He feels that whoever interfers with the AB, whether it be correctional oficers or inmates, will be killed at this time. ___m1 j_ t, The followingis adescriptio 0+

Sacramento is not currently investigating prison gangs, i.e, Aryan Brotherhood, Black Guerrilla Family, or Mexican Mafia, on other than a reactive basis. i The Sacramento investigation of La Nuestra Familia NF! reached the prosecution stage with convictions of i 21 gang members. On 2/6/84, a hearing was held before i USDJ Edward Price, EDC, at which time defense attorneys g for the remaining four defendants argued motions for dismissal based on outrageous government conduct before the FGJ and RICO statute violation of First Amendment Rights of association To date, Judge Price has not ruled on the motions. It is not anticipated that Sacramentowill conduct I further active investigation of the NF due in part to a i lack of enthusiasm on the part of the USA's office. Sacramen i has been advised that any further prosecution of the NF i should center on active members not currently incarcerated and whose crimes are homicides.
