ESKDALESIDE CUM UGGLEBARNBY PARISH COUNCIL Minutes of the proceedings of the Meeting of Eskdaleside cum Ugglebarnby Parish Council held in Sleights Village Hall at 7.15pm on Monday 4 November 2019 pursuant to Summons

Present: Councillor A Watson (Chairman) in the Chair, Councillors R Corner, S Gibson, M Gregory, L Jones, P Perry, C Stephenson & D Tate Also present were V J Pitts (Clerk), A Braim Youth Advisor, 1 MOP, SBC Cllrs P Trumper & G Coulson, & 2 York Potash Representatives

Public Session 7.00-7.15pm  20mph in – advised that NYCC would not consider this as an option. Community Speed Watch Group in operation to reduce speeding  Bus to operate on Carr Hill Lane – advised that the bus between and Sleights already stops regularly at Briggswath  Closure of part of St Johns Churchyard – PCC representative handed the notice stating seeking closure of part of the St Johns churchyard and transferring responsibility to the parish council for maintenance, noted that the parish council could within 3 months of the notice pass responsibility onto the District Council following decision at a meeting. Item to be placed on December agenda and Clerk to seek further information

Prior to the meeting an update presentation by a representative from Sirius Minerals on the potash mine development at Woodsmith Mine was given outlining current financial situation and construction phase.

5 BOROUGH AND COUNTY COUNCILLOR REPORTS Following report received and decisions made as required:

County Cllr C Pearson had given his apologies via SBC Cllrs, they advised he was aware of the flooding issue over the weekend on Carr Hill Lane/Linden Close and had spoken to highways.

Noted that SBC has an out of hours number for street cleansing issues (01723 351558) and for NYCC highway flooding issues out of hours should contact Police on 101 or could contact the County Cllr.

SBC Cllrs G Coulson/PTrumper:  Not a lot to report  Noted that Esk Valley Line would be increasing its train services between Whitby and starting in December. In response concern was raised from Cllr regarding potential drunken behaviour on trains and whether transport police would be present

6 MINUTES It was RESOLVED that the minutes of 7 October 2019 should be approved and signed.

8 PLANNING MATTERS The following issues were discussed and decided upon VJP

ii) SBC a) 69 Carr Hill Lane, Briggswath 18/01782/RM – to note any planning decision, or consider updated application for consideration: nothing further to report b) 1 Mews Cottages 71 Coach Road Sleights 19/02321/LB – replacement of two first floor sash windows with units of the same type: RESOLVED No objections

iii) YORK POTASH a) LGF – not applicable

9 TO COOPT A PARISH COUNCILLOR The following issues were discussed and decided upon: i) Noted 4 vacancies re-advertised with closing date of 25/11/19 with consideration for VJP applicants at the 2/12/19 meeting

10 YOUTH ADVISOR The following issues were discussed and decided upon: To note the following issues to be deferred to November as the Youth Advisor not present a) To report on issues that may have arisen that impact on the youth of the parish: None b) Need for any activities/facilities for 11-19 yr olds within the Parish and details of current activities attending – feedback from Questionnaire delivered to Sleights Primary School – to receive typed report as discussed at last meeting and any updates: Typed list was presented VJP by the Youth Advisor. RESOLVED to pass list onto North Youth representative and Stronger Communities to see if they can facilitate requests. Consensus to advise Sleights School regarding U12 Sleights Football Club c) Development of Annual Young Person of the Year Award (Youth Advisor Objective) – to receive typed report, discuss and make relevant decisions to progress: Typed report circulated to Cllrs with suggested outline. Consensus to defer to January meeting for decision on how to VJP progress forward. Councillors to pass ideas/thoughts on suggested report to the Clerk by the December meeting, which will be collated for the January meeting to discuss/decide upon. In addition following were highlighted in the meeting:  Should not be restricted to schools  Form could be sent with the parish council newsletter for nominations, which would needed to be justified  Nominations should not be by parents/guardians  One award only – not split into age groups  Whilst like the idea of ‘kindness’, unsure how could be judged  Could publicise nominations through social media, although nominations would need to be submitted on official form  Should look at other parish council areas to see if done something similar VJP

11 PARISH MAINTENANCE Following issues were discussed and decided upon:

1. Public Conveniences, Eskdaleside (VJP) a) To receive information on any maintenance or other issues and decide further action if required i) To note report on research into chemical toilet provision for motorhomes to VJP be brought to a future meeting when undertaken ii) Timer Lock to be changed to Winter Times: Completed and now open 7am to 5pm iii) Noted major sewage issue under investigation on Eskdaleside detailed on Facebook that may be compounding toilet flushing issues 2. Maintenance Repairs to Assets – update and to decide any further actions a) None 3. WW1 Memorial Seat: a) To receive and decide on quotations for fixing of bespoke metal seat (if received): VJP RESOLVED to proceed with Wilf Nobles at £640 + VAT b) To receive update from NYCC on licence permitting the seat to be sited on the Daffodil Green-note granted subject to further information, paperwork on hold until VJP quotes in: Clerk to inform NYCC that proceeding with Wilf Nobles 4. NYCC TTO 23369 Dean Hall Brow to Littlebeck Sleights – road closure 30/10/19-1/11/19: Noted 5. NYCC Traffic Sign Improvements – Ruswarp – Noted NYCC had shared proposed planned improvements to encourage larger vehicles to keep to the main roads, details shown to Cllrs on screen. 6.The Clerk has received contact by residents/Cllrs/contractors on the following issues and responded accordingly and/or reported to the relevant authority under delegated powers: a) None 7. Noted A169 sign at Featherbed crossing had been knocked down and not removed.

12 FINANCE The following issues were discussed and decided upon: i) To receive the payment schedule and approve payment of the invoices detailed: VJP RESOLVED to approve ii) SBC Model Agreement Estimate 2020/21 – to approve amount of £4209.22: RESOLVED to VJP approve iii) To review and approve Qtr 2 financial statements and bank reconciliations: RESOLVED to approve

13 CORRESPONDENCE The following correspondence was received and decisions made as follows:

(i) For Decision: a) Strategy for Tackling Loneliness Consultation - to decide whether and VJP how to respond: RESOLVED to respond as follows:  The Stronger Communities Alexa pilot needs wider publicity as a good idea  Should not rely on software to deal with loneliness  Older people less inclined to use technology  Taking delivery of food at door does not solve loneliness  Mens Sheds are well supported  Need more community events for older people b) Redmond Review – independent review is calling for views on quality and effectiveness of the audit and financial reporting of local authorities in - to decide whether and how to respond: RESOLVED not to respond c) Sleights School to undertake a ‘Sleights Sweep’ Litter Pick – to note Clerk advised to contact SBC, offered to have article in the parish council newsletter and to circulate dates to Cllrs and had also provided copies of past newsletters highlighting previous litter pick scheme in the parish. To decide if any further action to take: RESOLVED no further action to take

14 DATE OF NEXT MEETING. It was RESOLVED the date of the next meeting of Eskdaleside cum Ugglebarnby VJP Parish Council would be Monday 2 December 2019 at 7.15pm at Sleights Village Hall as per the meeting schedule
