This report covers advance and ongoing procurement, as well as recruitment of consultants for projects that are funded by the ADB.

U.S. firms may submit their bids directly to the executing agency listed on the procurement notice. Details of the bidding procedures are stated in the Bidding Documents issued by the executing agency or otherwise stated in the procurement notice.

U.S. firms are encouraged to keep in contact with CS ADB, especially if they decide to participate in ADB procurement activities. II. ADVANCE PROCUREMENT ACTION Advance action is an early procurement done by the borrowing government prior to ADB’s approval of the related financing agreement.

AZERBAIJAN Water Supply and Sanitation Investment Program – Project 4

Brief Project Description: The first three tranches of the multi-tranche financing facility (MFF) financed construction of water networks in Goychay, Agdash and Beylagan towns. Project 4 will serve as additional financing to Project 2 of the MFF to complete water supply and sanitation in Agdash and wastewater treatment plants (WWTP) in Agdash and Beylagan. Construction of WWTPs will be critical to minimize environmental and health impacts through proper sewage disposal.

BANGLADESH A. Bangladesh Power System Enhancement and Efficiency Improvement Project

Brief Project Description: The Bangladesh Power System Enhancement and Efficiency Improvement Project (the Project) will enhance the coverage, and improve the reliability and efficiency of the transmission and distribution network to facilitate better utilization of the country’s expanding power generation capacity to meet the growth in electricity demand across the country.

The outputs of the Project include: (i) improved national transmission network in Bangladesh at 400 kilovolt (kV) level; (ii) improved distribution network in the rural areas of Bangladesh at 33 kV and 11 kV level; (iii) improved distribution network operation systems in Dhaka, and (iv) enhanced capacity of transmission and distribution utilities in Bangladesh.

B. Third Urban Governance and Infrastructure Improvement (Sector) Project – Additional Financing

Brief Project Description: The project will strengthen urban governance and improve urban infrastructure and service delivery in 30 pourashavas (municipalities) in Bangladesh. Building upon the successful implementation of earlier phases, the project will provide investment funds to pourashavas based on their governance performance. The project will develop towns with high growth potential in an integrated and holistic way both in terms of governance and infrastructure with an aim at making them model towns of the country. The outputs of the project will be (i) municipal infrastructure improved and made gender and climate responsive, (ii) improved capacity of pourashavas in urban service delivery, planning, and financial management, and (iii) project management and administration system in place. For expanding scope of components in project towns and for including five new towns (Gopalgonj, Faridpur, Mymenshing, Kushtia and Cox’s Bazar) additional financing for UGIIP-III is under preparation.

Brief Description of Works and Consulting Services to be procured: ADB approved the Government’s request for advance contracting to expedite project implementation. Advance contracting will include the following: (i) Recruitment of Management, Design and Supervision (MDS) and Governance Improvement and Capacity Development (GICD) consultants; and (ii) Procurement of about 16 civil works packages for rehabilitation of urban roads and drains, and improvement of solid waste management and sanitation in project towns.

BHUTAN Thimphu Road Improvement Project

Brief Project Description: The Thimphu Road Improvement Project, which is expected to be grant- financed by the Asian Development Bank (ADB), will complement the previous and ongoing urban development projects financed by ADB to develop Thimphu, Bhutan’s capital. The project will support the repair, resurfacing, and improvement of roads in Thimphu Thromde (municipality), and support municipal government staff’s capacity building for operation and maintenance, and asset management.

Brief Description of Goods and Related Services, Works or Consulting Services to be procured: Two civil works packages for the road infrastructure improvement are being prepared for advance contracting. The two packages will be procured through international competitive bidding (ICB; Package 1) and national competitive bidding (NCB; Package 2). Package 1 will have four lots, which will be procured in parallel. Brief Project Description: The first five tranches of the multi-tranche financing facility (MFF) financed the improvement of water supply and sanitation services in Anaklia, Kutaisi, Mestia, Poti, Ureki, and Zugdidi. Project 6 will improve water supply and sanitation services in the urban centers of Marneuli, Bolnisi, and Chiatura.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured and Retroactive Financing: All procurement of goods and works will be undertaken in accordance with ADB’s Procurement Guidelines. TAJIKISTAN CAREC Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project

Brief Project Description: The government has requested ADB’s assistance for improving portions of the CAREC corridors 2, 5 and 6 by upgrading the Dushanbe to Kurgonteppa road, a distance of 82 km, for which ADB has programmed two projects in 2016 and 2018. The first project will focus on improving an approximately 33 km section of the road from Dushanbe to Chashmasoron.

The outcome of the project will be improved efficiency and safer movement of goods and people on selected sections of the Dushanbe to Kurgonteppa road. The outputs of the project will be (i) improved road conditions, facilities, and safety along, and in the vicinity of, the project road; (ii) strengthened institutional capacities of MOT on financial management, road safety, and road asset management; and (iii) completed procurement readiness for the next section of the road to be improved, from Chashmasoron to Kurgonteppa.

The MOT will be the executing agency and its Project Implementation Unit for Road Rehabilitation will be the implementing agency. The project will be cofinanced by the OPEC Fund for International Development (OFID) and the Clean Energy Fund (CEF).

Submitting Expressions of Interest

Consultant selection for technical assistance grants are based on the consultant’s prior Expression of Interest (EOI). A good EOI should reflect the firm's experience and expertise in relation to the ADB project being pursued. It is important for a U.S. firm to emphasize this, or similar project experience in the country or in a similar geographic area rather than state a general profile of its consulting activities. When submitting an EOI, the project name should exactly match the one listed in this report to avoid confusion. Each project requires a separate EOI.
