Halloween Bake Off United Against Bullying As Mental Well-Being Ambassadors we understand the importance of anti-bullying, so for Anti-Bullying Week 2020 we put together a PowerPoint presentation, that was shown in Form period; highlighting the importance of speaking out against bullying. To encourage student participation, we came up with activities for each year group. Students in Years 7 and 8 were given a piece of card with another student’s name on it, the objective, to write something kind about that student, this was then shared with the student. For Years 9 and 10, students were encouraged to write a poem about bullying. As Mental Well-Being Ambassadors, our hope was that by the end of Anti-Bullying Week we will have raised awareness about bullying and help students who may be experiencing it to speak out. Thank you to our Mental Wellbeing Ambassadors; Paige Anderson, Jack Kirby and Joshua Templar for all their hard work and for submitting this article. Music to our ears! Mrs Rushworth is delighted that she is able to add a practical element to her Year 7, 8 and 9 music lessons. To enhance learning, school has invested in some new instruments that students can enjoy in a Covid safe way. Year 7s have glockenspiels, Year 8s have ukuleles and Year 9s have access to keyboards. Anita Ghidotti, Chief Executive of Pendle Education Trust, added: “We were overwhelmed by the quality of entries into this year’s competition and had a really tough challenge choosing the overall winners from the primary and secondary academies. We normally gather around one of the Christmas trees at our schools to announce the winners of the competition, but as with many things this year, we had to go virtual. It was still a fantastic opportunity to get children and staff together from our five schools and celebrate the creative talents of our children. A huge well done to all of our finalists.” Children in Need Year 7 student, Zara Syers, baked a delicious selection of treats that she sold from outside her house over the Children in Need weekend. Congratulations Zara on raising £116 for Children in Need. Well done, an amazing achievement! Staff Shine Awards We've been celebrating how amazing our staff are with Shine Award presentations. The winners were nominated by staff for their dedication and passion. Congratulations to Mrs Woodward, Mrs Kennedy, Mrs Markham and Miss Smith; keep up the good work! Mid Lancs BMX 11-14 Novice Champion! Thankfully, he has still managed to partake in the Mid Lancs BMX Summer Series, who have done a superb job at allowing six Covid friendly, socially distanced races to go ahead (although, it did only finish this weekend, 12/13 December, which turned out to be cold and wet). Bodi has been focused and determined throughout the series, finishing in 1st place in 23 out of his 24 races. Finishing in overall 1st place in the 11-14 years novice category. His parents, Mr and Mrs Wright said “We are super proud of him for his determination and for following his dreams! Bodi has another season of enjoying and practicing novice racing before moving up to expert level, where he would love to work his way up and ride in the Olympics or the Worlds one day. It is nice to end a miserable year on a high. Follow your dreams!” Festive Feast! Give a ‘can’ because you can! We used the last day of term, to support local charity West Craven Food Bank, who will be providing much appreciated groceries to local families over the festive period. Students and staff were encouraged to bring in a can of food in exchange to wear a Christmas jumper or don something red or festive. Our Mental Wellbeing Ambassadors; Paige Anderson, Jack Kirby and Joshua Templar, along with Mrs Pilling, Teacher of RE, delivered the food to the Food Bank on Thursday, 17 December. West Craven Food Bank is a charitable organisation formed in 2013 in response to a growing need in the community, providing emergency food in Barnoldswick, Earby and the surrounding area.     1 Barrowford Parish Council Newsletter Autumn 2019 Barrowford Neighbourhood Plan Nears Residents Referendum Stage After three years and hundreds of hours work including three public consultations the Barrowford Neighbourhood Plan was submitted to the Appointed Examiner, Mr Robert Bryan, in April. His comments and amendments have now been received by both Pendle Borough Council and the Parish Council. There now only remain two stages: the approval by Pendle’s Policy and Resources Committee of the Decision Statement which has been drafted by the Planning Department and, once that is approved, a Referendum of Barrowford Residents. It is hoped that this will be in late November but the timetable may alter if a General Election is called.     1 Newsletter Autumn 2017 Neighbourhood Plan 6 Week Public rd Consultation Starts Monday 23 October Public consultation on the Regulation 14 Draft Neighbourhood Plan begins 9am Monday the st 23rd October and will run until 5pm on the 1 of December. This six week consultation period is your opportunity to read the Neighbourhood Plan and comment on anything you disagree with. The Plan will be available to view at Holmefield House, Nelson Town Hall, on Barrowford Parish Website and anywhere you see a poster of the front cover (left). It is important that as many local people look at the plan and respond. Once the consultation period has ended all comments received will be considered and where appropriate will be included as amendments to in the submission plan (Regulation 16). This will be submitted to Pendle Borough Council who will consult for a further 6 weeks. A planning inspector is then appointed and the Contents at a Glance plan is considered for conformity with both National Planning Policy and the Local Plan. 2.     Local Government Boundary Commission Electoral review of Pendle Borough Council Submission for 15 three-councillor wards covering Pendle. This number of councillors (45) and wards (15) will on the whole enable the current method of governance by ‘area committees’ to continue with a sufficient number of councillors on each area committee. The current Barrowford & Western Parishes and Brierfield & Reedley District Committees each comprises 6 councillors and I would think that any fewer councillors on an area committee would present a real question as to whether this format of governance for planning matters etc remains viable. Because my main issue regarding my proposed number of Pendle Borough Councillors overall is maintaining the current method of governance by area committees, I have taken a somewhat precocious step in order to demonstrate the need for this number. As an example of how 15 wards could be organised into functioning district committees with planning powers etc. I have drawn up a cursory plan as follows: Cursory plan My point including this cursory plan at this stage is that if the current method of governance by area/district committee is to continue then we need enough councillors to enable it to function. Until the time that the government of the day see fit to grant statutory planning powers to town and parish councils, district committees with non-voting co-optees from pertinent town and parish councils remains the order of the day to provide electors with the degree of localism to which they have become accustomed. There is a statutory requirement for the Boundary Commission to ensure that the recently reviewed Lancashire County Divisions comprise town and parish council wards and it is to be hoped that if Pendle Borough Council district committees are to be maintained, similar non- statutory constraints will need to be applied to the new Borough ward boundaries.

DRAFT STATUTORY INSTRUMENTS 2020 No. 0000 LOCAL GOVERNMENT, ENGLAND The Pendle (Electoral Changes) Order 2020 Made - - - - Coming into force in accordance with article 1(2) and (3) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009( a) (“the Act”) the Local Government Boundary Commission for England( b) (“the Commission”) published a report dated December 2019 stating its recommendations for changes to the electoral arrangements for the borough of Pendle. The Commission has decided to give effect to the recommendations. A draft of the instrument has been laid before Parliament and a period of forty days has expired since the day on which it was laid and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) of the Act. Citation and commencement 1. —(1) This Order may be cited as the Pendle (Electoral Changes) Order 2020. (2) This article and article 2 come into force on the day after the day on which this Order is made. (3) Articles 3, 4 and 5 come into force— (a) for the purpose of proceedings preliminary or relating to the election of councillors, on the day after the day on which this Order is made; (b) for all other purposes, on the ordinary day of election of councillors in England(c) in 2020.
