In 2007, our Foundation targeted several issues affecting the quality of life available in our region, ultimately issuing 2,831 grants to nonprofit organizations serving our community. Who we are: The Baton Rouge Area Foundation is among more than 700 community foundations across the country. By seizing opportunities, we provide two fundamental services to improve the quality of life in the capital region. First, we connect passionate philanthropists with exceptional nonprofits to make sure the needs of our neighbors are met. Examples: Our fund donors pay for safe havens for abused women and children, provide vaccinations to prevent cancer and pay for teacher supplies. Last year, we provided thousands of grants worth $18.8 million. The complete list begins on page 42. Second, the Foundation invests in and manages pivotal projects. Our staff spearheaded a downtown revitalization plan that has partly sparked more than $1.5 billion in investments, is rebuilding the neighborhoods between downtown and LSU, is partnering with innovators to enhance public education through experimental schools.

Who we serve: We conduct projects and provide grants in eight parishes in South Central Louisiana: Ascension, East Baton Rouge, West Baton Rouge, East Feliciana, West Feliciana, Iberville, Livingston and Pointe Coupée. The Foundation also works in St. Tammany, Tangipahoa, Washington and St. Helena parishes through the Northshore Community Foundation, a support organization that operates independently from a home base in Mandeville. This year, the Foundation has begun to provide support services to the Community Foundation of Southwest Louisiana. Based in Lake Charles, that foundation serves Calca- sieu, Beauregard, Allen, Cameron and Jefferson Davis parishes.

What’s our size: At year-end 2007, the Foundation had estimated assets of $568 mil- lion, making it among the top-30 largest community foundations in the country and the largest in the Gulf South. Donors of the Foundation have provided the assets over more than 40 years, and the generosity of those philanthropists is the reason we were able to give $23 million in grants and public service contracts last year. Since 1964, the Foundation has issued $210 million in grants to support our community. The contracts with for-profit organizations provide social benefits to the region, such as guidance on health care reform and direction on whether to build a new airport or invest in our existing ones.

In June, Charity Navigator, America’s largest charity evaluator and online rater of nonprofits, awarded a four-star rating to Baton Rouge Area Foundation, recognizing the Foundation’s ability to efficiently manage and grow finances. Louisiana Gives Back: In October, 23 separate fires burned more than 517,000 acres in California—just over 800 square miles—from the Mexican border to north of Los Angeles, with the largest fires surrounding San Diego. The wildfires destroyed more than 2,900 buildings, causing an estimated $1.6 billion in damages. About 1 million residents were evacuated during 14 the largest wildfire evacuation in U.S. history.

In response to this devastating tragedy, the Baton Rouge Area Foundation, Northshore Community Foundation and Community Foundation of Southwest Louisiana launched OurTurn to raise funds for the relief and recovery efforts in Southern California. Welcome to the New Old South Baton Rouge: Since 2003, the Foundation and residents of the historic neighborhood between LSU and downtown have been reversing 20 years of decline. The neighborhood’s future looks bright. The first of 126 houses in the HOPE VI project are ready, new condos and apartments have been built outside the North Gates of LSU and developers are buying up key blocks on the main thoroughfares for more developments. 17

Last year, the Foundation and the for Planning Excellence got Metro Council approval of design rules to foster beautiful main streets in the community. Also in 2007, consultants produced development profiles—including specific recommendations—for each of eight identified target areas in the neighborhood. How Wilbur Marvin’s generosity sparked downtown Baton Rouge: Commercial Properties Realty Trust, the real estate manager of the Wilbur Marvin Foundation and other real estate of the Baton Rouge Area Foundation, has played a critical role in breathing life into downtown Baton Rouge. The Wilbur Marvin Foundation issued nearly $1.1 million in grants in 2007. New Award honors Ernest Gaines and Promotes African-American Fiction: The Ernest J. Gaines Award for Literary Excellence was launched by the Baton Rouge Area Foundation and underwritten by donors of the Foundation to honor Ernest Gaines and inspire a new generation of African-American writers. The award, a $10,000 prize, recognizes an African-American author 24 who has published a full-length work of fiction during the previous calendar year. Twenty-nine works of fiction from across the country published in 2006 were accepted for judging in the spring of 2007.

Olympia Vernon, the inaugural winner, has published three novels: Eden (2002), Logic (2004) and A Killing In This Town (2006). Eden was nominated for a Pulitzer Prize and won the 2004 Richard and Hinda Rosenthal Foundation Award from The American Academy of Arts and Letters. Putting Vacant and Abandoned Property Back into Commerce: Approved in the recent state legislative session by unanimous votes in the House of Representatives and Senate, the East Baton Rouge Redevelopment Authority will soon lead the effort to improve Baton Rouge. The new group will have a five member board of commissioners, including three members appointed 33 by the mayor-president of Baton Rouge, one member from the Baton Rouge Area Chamber and one from the Baton Rouge Area Foundation. LRASF—Legal Land Use Charrette To anticipate and avoid legal obstacles associated with the rebuilding and recovery of Louisiana after Katrina and Rita, the LRA Support Foundation hosted a Legal Land Use Conference at the Foundation’s offices in October. Legal experts explored the impact of recently- passed state constitutional amendments on the ability of governments to expropriate land for rebuilding after storms. More than a dozen experts discussed how the new laws have limited the recovery of New Orleans and the future ability of the new EBR Redevelopment Authority to bring back deteriorating neighborhoods. The teams agreed to draft a legal brief to file with the Louisiana Supreme Court to seek clarification on the meaning of the new amendments. School Feedback: In 2007, the Foundation hosted a series of meetings with Louisiana public school principals and teachers to hear how they view the issues facing our education system. Representing more than 1,000 years of teaching experience, the teachers and principals cited overage students, parent involvement, teacher quality and student motivation as the key issues 40 preventing their students from achieving. Solving even one of these issues, they say, could catalyze improvements across the entire system of public education in Louisiana.

After the meetings, the Foundation created a report of findings and ideas for helping our education system function better. The first idea is to create a system of academies designed to serve overage and disruptive students. The second is to implement a system of feedback circles that allow teachers and principals a forum for inputting their ideas into policy and other district- level decisions. Recycled Computers Transform Mexican Town: Over the past several years, St. Joseph’s Academy, the Baton Rouge Area Foundation, the Capital Area Computer Recycling Center and the Irene W. and C.B. Pennington Foundation have worked to help the needy in Cordoba—Baton Rouge’s sister city in Mexico—move into the digital age. At poor schools and orphanages, the 46 partnership provides computers and trains teachers and students how to use and repair the machines.

In 2007, a group of 16 Baton Rouge residents visited the city, including students from SJA. To date, hundreds of computers have been placed in classrooms in the city, which is in Veracruz state. Because his mother’s life was taken by the disease, he chose to start a donor advised fund at the Foundation for projects that would raise the low screening rate among women in rural areas. 51

James wasn’t the only athlete teaming with the Foundation. Indianapolis Colts running back Joseph Addai, basketball player Tyrus Thomas and the WNBA’s Temeka Johnson each started donor advised funds at the Foundation in 2007. All the athletes played at LSU.

In May, John G. Davies, president and CEO of the Foundation, spoke with senior managers of FEMA’s long-term community recovery program. Davies described what happened after Katrina and Rita and offered improvements to FEMA operations, specifically in the area of long-term recovery. Davies, the only participant from the Louisiana independent sector, spoke to about 100 high-level managers and the director of the program about the need for FEMA to reinvent itself in a way that would allow it to get local know-how from nonprofits. Revitalizing Downtown: One of the final projects on tap for Plan Baton Rouge’s work in downtown is now moving forward. In 2007, the public arts program began under the direction of Derek Gordon of the Arts Council of Greater Baton Rouge, Boo Thomas of the Center for Planning Excellence, Susan Brunner of the Brunner Gallery and others. One goal of the program is to put 67 art in key public spots throughout downtown to define our community. The art will be accessible by walking tour and managed by an expert in art in public spaces. The program will include works by Ivan Mestrovic and Frank Hayden—both artists already have sculpture exhibited in downtown.

Gordon is the former president/CEO of Jazz at Lincoln Center in New York City and also served as senior vice president of the John F. Kennedy Center for the Performing Arts—the nation’s performing arts center—for over 12 years. His arrival in Baton Rouge means new leadership for the arts in our community. Hurricane Healing: Following Katrina and Rita, the Foundation launched InCourage, a mental health initiative designed to serve displaced residents, victims’ families, host families and first responders who live or work in the Baton Rouge area and were suffering from hurricane-related stress or anxiety. 73

The program included training for about 100 mental health professionals; of the more than 400 client referrals received, about 160 people participated. Partners included the American Red Cross, Baton Rouge Crisis Intervention Center, Capital Area Human Services District, Louisiana Recovery Corps, LSU School of Social Work and National Center for Post-traumatic Stress Disorder.

In the coming months, the program may be turned into a national model that can be rolled out in other communities after natural disasters. First anniversary | Impossible? Done

Hilton Capitol Center Celebrates First Anniversary: Reopening in 2006 after nearly 20 years, the renovated Hilton Capitol Center was recognized in its first year as No. 8 for service among 242 hotels in North America. Overall, the hotel was ranked No. 14 by customers in categories such as guest loyalty, service and problem-free stays. The hotel has been accepted by the National Trust 74 for Historic Preservation as one of the Historical Hotels of America.

LRA Support Foundation: The LRA Support Foundation was launched after Katrina and Rita to provide the state with planning and research necessary for building better and stronger. Relying on donations, the LRASF hired the best planners and researchers in the country to help communities across the region recover from the tragedies of 2005. That work included 77 the Louisiana Speaks Regional Plan; Louisiana Speaks Pattern Book and Tool Kit; local redevelopment plans in Lake Charles, Vermilion Parish and St. Bernard Parish; and a 230-page comprehensive report on the state’s health care system issued by PricewaterhouseCoopers. Other work included a media campaign in Washington, D.C., to assist our elected representatives in securing billions in federal recovery funds, and legal charrettes to investigate possible land- use opportunities and obstacles as we recover. The Future of Giving: On October 17, the Marcia Kaplan Kantrow Community Lecture Series hosted Dr. Paul Schervish at the Manship Theatre. Dr. Schervish is the director of the Center on Wealth and Philanthropy at Boston College and was recently named one of the most influential people in the nonprofit sector. “One of the chief questions for our age: What is the quality of your 80 satisfactions? And the question to an increasing number of people: Are you attuned to a deeper satisfaction than consumption beyond what is necessary?”

Launched in 1997 to honor the Foundation’s first director of programs, the Marcia Kaplan Kantrow Community Lecture Series has had a big impact on our community. That’s not all folks: With funding from donors of the Foundation, the Red Stick Animation Festival keeps growing and supports the rise of Louisiana’s film industry, which is ranked No. 3 in the nation.

The third annual Red Stick Animation Festival was held in downtown Baton Rouge in 2007, 83 drawing more than 4,000 attendees. The festival is held annually at the Louisiana Art & Science Museum, Old State Capitol, LSU Museum of Art, Manship Theatre and Shaw Center for the Arts. Launched in 2005, the festival has been supported by the Foundation since its inception, and received $100,000 each from the Foundation, the Baton Rouge Area Chamber and the city-parish in 2007. NorthStar: New Technology to Help Foundation After months of evaluation and killing computer bugs, the Foundation replaced its accounting system with the NorthStar 500 system from Stellar Financial. The new software platform will allow the Foundation to offer web tools that give donors more information. Donors will be able to check real-time value of their charitable funds, learn about nonprofits, review intelligence about their areas of interest and more. AR 07
