During this time of soaring unemployment, financial insecurity, and growing hunger, we urge Congress to temporarily increase SNAP benefit levels in the next federal COVID-19 relief package. America’s cities are on the front line of responding to unprecedented disruption to local economies triggered by COVID-19. As mayors, we need every option available to fight hunger and stimulate the economy in our cities. SNAP is a proven solution to both challenges. By providing families with a grocery benefit they can use to purchase food directly, SNAP is a safe, effective way to ensure that low-income children and their families can get the food they need during this unprecedented crisis. While the FFCRA provided USDA with authority to increase emergency SNAP allotments for existing SNAP households to the maximum benefit, the most vulnerable families—roughly 12 million people, including 5 million children—received no additional nutrition assistance because their household already received the maximum SNAP benefit. -

May 4, 2017 Dear Member of Congress: We are members of the bipartisan Mayors for Parks Coalition, a project of the City Parks Alliance. The Mayors for Parks Coalition represents mayors from cities large and small across the country that advocate for strong park systems. As legislation is being developed to help address our nation’s infrastructure needs, we want you to know that mayors recognize parks as essential elements of city planning, and ask that you include park infrastructure as an eligible component within any infrastructure legislation. Mayors know that innovative investments in community parks help grow local economies by creating jobs, increasing property values, and attracting the kinds of businesses, workforces, and private capital that make metropolitan areas competitive in today’s global economy. In fact, many studies have shown that parks add a 15% premium to nearby residential and commercial land. Parks make cities more resistant to weather-driven problems. Nationwide, cities are confronted with the impacts of major storms and flooding. Hurricane Sandy caused up to $70 billion in damages to communities. Cities are now creating and using parks as an infrastructure approach to manage stormwater and prevent flooding. For example, over the next 25 years Philadelphia will be investing $2 billion in parks and infrastructure to capture 85% of the city’s stormwater, saving the city $16 billion that would otherwise be spent on underground pipes and tunnels. Similar budget-smart infrastructure approaches are being used in cities across the country. This type of infrastructure investment makes plain sense. Mayors also know that parks are critical to maintaining and improving the physical and mental health of all Americans. -

We strongly urge you to provide $105 billion to state and local entities to protect those who are unhoused and those on the brink from becoming homeless from COVID-19 through the Emergency Solutions Grant Program and rental assistance programs for low-income individuals and families. There are an estimated 568,000 people experiencing homelessness on any given night in America, according to the most recent Annual Homelessness Assessment Report to Congress. This includes 171,670 people in families (including children), 35,038 unaccompanied homeless youth, and 96,141 chronically homeless individuals. We are very concerned because our neighbors experiencing homelessness reside in public spaces and congregate in shelters, where they may have higher exposure to the virus. Further, nationally, people experiencing homelessness have more limited access to the preventive measures recommended by the nation’s health authorities, including, social distancing, home isolation, handwashing, avoiding high-touch surfaces and rapid access to health care. -

It represents a stark and unwarranted attack on our communities and residents. We, the undersigned municipalities representing 43 million constituents, write in support of the Resolution of Disapproval of the FCC's Order to repeal net neutrality rules. As local leaders, we recognize the direct and substantial benefit that broadband connectivity and access to a free and open Internet can have for our residents. The cores of our communities – our economies, educational institutions and government agencies – increasingly rely on broadband connectivity. The transformative power of the internet drives economic growth, individual and community development, and better government for all of our residents. As more than 60 Mayors wrote to the FCC in July, “full repeal would have a particularly negative impact on middle- and working-class families, while simultaneously restricting access to certain types of online content and services to those who cannot afford to pay more.” Many of these concerns were shared and voiced in 13,000 pages of net neutrality complaints filed by millions of citizens and hundreds of community organizations and local leaders, which the FCC willfully ignored. -
