INTRODUCTION: Natural disasters like earthquakes, tsunamis, hurricanes, landslides, floods, droughts, cyclones, forest fires, epidemic, and major accidents are potentially devastating events and are quite common in all parts of the world. These disasters lead to loss of life, property and massive disruption in the physical, social and economic infrastructure of the stricken area. Disaster is a natural or manmade event which results in wide spread loss of life and property. United Nation defines disaster as “the occurrence of a sudden or major misfortune which disrupts the basic fabric and normal functioning of a society or a community” Natural disasters cannot be prevented but their impact on people’s lives can be reduced to a considerable extent. Disaster Management covers all aspects of preventive and protective measures, preparedness, and rescue, relief and rehabilitation operations. Disasters are generally classified on the basis of their origin. These are Tectonic (earthquakes, volcanoes), Topographical(landslides, avalanches), Meteorological (hurricanes, cyclones, tornadoes, floods and droughts), Infest (locust invasion of crops, epidemics) and Human (industrial accident, nuclear bombs) Some disasters are rapid and occur without any warning. They leave a trail of destruction within a short time Very little can be done to save lives and property in such disasters. Disasters are unevenly distributed with respect to time and space. -

195.39 crore would be released to the panchayats By : INVC Team Published On : 15 Jan, 2016 11:00 AM IST INVC NEWS Shimla, Chief Minister Virbhadra Singh addressing the newly elected Pradhans and Up- Pradhans at Mandi on 15-01-2016. Chief Minister Shri Virbhadra Singh today administered the oath of office to the newly elected Pradhans and Up-Pradhans of Mandi, Hamirpur, Bilaspur and Kullu districts in an impressive oath taking ceremony organized at Paddal ground in Mandi. While addressing 2090 newly elected gram panchayat representatives of these districts, the Chief Minister congratulated them and said that Rs. 195.39 crore would be released to the panchayats as per the recommendation of the 14thFinance Commission during this financial year and first installment of Rs. 97.70 crore had already been released. The State government would provide a special development grant of Rs. 10 lakh to each Panchayat who had been elected unanimously. A sum of Rs. 11.40 crore would be spent for this purpose, which would accelerate the pace of development at grass root level. He expressed happiness that 114 Panchayats were elected unanimously. The Chief Minister said that Rs. 4.5 crore would be spent on training of the newly elected representatives for which a detailed schedule had been prepared so that they discharge their duties efficiently. In the first phase, training would be given to all the representatives up to July during this year. The State government had provided Rs. 8 crore for the construction of 7 seven district level resource centres and 25 block level resource centres to impart training to all the representatives in an effective manner. -

Nirmal Singh who laid his life valiantly fighting against armed robbers in Seattle (USA) and saved the lives of his son and a friend. He had learnt this Sikh tradition from Guru Tegh Bahadur Sahib who had sacrificed his life so that others may enjoy freedom. Acknowledgement It occurred to me in April 1998 that the tercentenary celebrations of the formation of the Order of Khalsa should be held across Europe. It would be a great honor to witness such a momentous occassion during my life. The first century of the Khalsa passed under the Mugals as it struggled to establish the Khalsa Raj in northern India after defeating the Mugals and stopping and pushing invaders like Ahmed Shah Abdali to the other side of the Kheber Pass. Later, Maharaja Ranjit Singh managed to establish the Sikh kingdom from the river Satluj to the Indus. The second century was passed under the British, as the Punjab was annexed by them through false means after the Anglo-Sikh Wars, and Sikhs struggled to regain their lost sovereignity. It was my opinion that the best celebration would be to remember martyrs of the 20th century. -
