Since 2001, parliaments have sat for fixed terms, with elections held on the third Saturday in March every four years for the entire House of Assembly and half of the Legislative Council.1 Accordingly, the SA Governor prorogued parliament on 19 December 2017, with the writs issued on 17 February 2018 for a 17 March general election.2 Background 2014 election, party changes and by-elections Despite suffering a 1.7 per cent swing against it, the Australian Labor Party (ALP) Government was returned in the 2014 election, securing 23 seats and the support of Independent MPs Geoff Brock and Martin Hamilton-Smith, the latter having controversially left the Liberal Party to take up a ministerial role with the Government (see Table 1).3 Within the Legislative Council, the ALP and Liberals each had four members elected, with the remaining three positions being filled by Family First, the Greens and the Independent Nick Xenophon Team (NXT) candidate John Darley (see Table 2). 1. ALP candidate Nat Cook was elected in Fisher by a margin of nine votes to increase the Government’s narrow lower house majority; however, the Opposition successfully held Davenport. During 2017, both major parties had members resign to sit as independents. The Deputy Speaker, Frances Bedford, resigned from the ALP in March 2017 after losing the party’s preselection for Florey to Government minister and sitting member for Playford, Jack Snelling.4 Snelling later retired from the parliament but Bedford resisted subsequent overtures to return to the ALP.5 The Liberal Party lost sitting member Duncan McFetridge in May 2017, who became an Independent after losing his preselection for the seat of Morphett.6 Shortly after this, Liberal member for Mount Gambier, Troy Bell, was forced to resign from the party in August 2017 after being charged with 26 counts of misappropriating funds while working 4. South Australia state election 2018 3 as an education facility manager before entering parliament.7 Bell subsequently contested the 2018 election as an Independent.8 Additionally, John Darley resigned from the NXT in August 2017 and launched a new ‘Advance SA’ party the following month.9 Of these four newly-Independent candidates, only Frances Bedford and Troy Bell were re-elected in 2018. SA redistribution and electoral boundary changes In SA a redistribution of district boundaries is required by law after every election, with the SA Electoral Districts Boundaries Commission (EDBC) determining the most recent redistribution in December 2016.10 A critical aspect of this report was the Commission’s interpretation and implementation of the SA Constitution’s electoral fairness provision, introduced in March 1991.11 The provision stated that: In making an electoral redistribution the Commission must ensure, as far as practicable, that the electoral redistribution is fair to prospective candidates and groups of candidates so that, if candidates of a particular group attract more than 50 per cent of the popular vote (determined by aggregating votes cast throughout the State and allocating preferences to the necessary extent), they will be elected in sufficient numbers to enable a government to be formed.12 The EDBC’s 1991 report identified the inherent challenges in facilitating this objective, stating that ‘a number of factors peculiar to South Australia … combine to isolate large surpluses of conservative rural votes in “enclaves” where the votes cannot be “mixed” effectively with Labor Party votes’.13 The EDBC offered a more pointed analysis 25 years later when its 2016 report declared that ‘there is an innate imbalance, against the Liberal Party, caused by voting patterns in South Australia upon which have been imposed successive redistributions’.14 The ALP’s submission to the EDBC 2016 report contended that the Liberal Party’s inability to successfully win marginal seats led to its 2014 defeat, as opposed to inherent bias in electoral distributions. The ALP also raised concerns regarding malapportionment (of deep historical significance in SA) whereby the 10 per cent permissible tolerance for a district’s quota of electors could be unevenly maximised to weight more conservative rural areas against more populated metropolitan centres.15 Conversely, the Liberal Party suggested in its submission that each major party should be allocated an equal number of safe seats on Commission-prepared electoral pendulums, and that its own marginal seats should be made safer. This could be achieved by ‘unlocking’ Liberal votes from neighbouring safe seats through more fully utilising the flexibility offered by the 10 per cent permissible tolerance of the quota.16 7. We specify three types of networked communication - identity reinforcement, force multiplication and opponent dismissal - and hypothesise variance in their performance based on key party variables of size and ideological outlook. We test our hypotheses using an original comparative hyperlink dataset. The findings support expectations that hyperlinks are being used for networked communication by parties, with identity reinforcement and force multiplication being more common than opponent dismissal. The results are important in demonstrating the wider communicative significance of hyperlinks, in addition to their structural properties as linkage devices for websites.

When the CPBF made its submission on the Commitment to Broadcasting Standards EIN to Ofcom in March there were three months of operation by which to judge the direction of the channel, but now there are three months more. A number of commentaries have been published. The Murdoch entity that controls Sky Australia is News Corporation rather than 21FC but the service is clearly following the Fox formula about which the CPBF commented to Ofcom. Indeed it is taking the model of broadcasting high-octane right-wing political commentary in peak viewing times even further. While Fox News has three continuous hours of talk shows on weekday evenings, Sky News Australia has five.

Perhaps most significantly, at the Territory election for the Ninth Assembly in 2016, thirteen women were elected to the Assembly.     Introduction to volume 1 The Senators, the Senate and Australia, 1901–1929 By Harry Evans, Clerk of the Senate 1988–2009 Biography may or may not be the key to history, but the biographies of those who served in institutions of government can throw great light on the workings of those institutions. These biographies of Australia’s senators are offered not only because they deal with interesting people, but because they inform an assessment of the Senate as an institution. They also provide insights into the history and identity of Australia. This first volume contains the biographies of senators who completed their service in the Senate in the period 1901 to 1929. This cut-off point involves some inconveniences, one being that it excludes senators who served in that period but who completed their service later. One such senator, George Pearce of Western Australia, was prominent and influential in the period covered but continued to be prominent and influential afterwards, and he is conspicuous by his absence from this volume. A cut-off has to be set, however, and the one chosen has considerable countervailing advantages. The period selected includes the formative years of the Senate, with the addition of a period of its operation as a going concern. The historian would readily see it as a rational first era to select. The historian would also see the era selected as falling naturally into three sub-eras, approximately corresponding to the first three decades of the twentieth century. The first of those decades would probably be called by our historian, in search of a neatly summarising title, The Founders’ Senate, 1901–1910.

    Caution on the East China Sea October 16 2014 Bob Carr As Australia’s Foreign Minister I had quoted several times an acute observation by Lee Kuan Yew. It was on the question of the future character of China. He said: “Peace and security in the Asia-Pacific will turn on whether China emerges as a xenophobic, chauvinistic force, bitter and hostile to the West because it tried to slow down or abort its development, or whether it is educated and involved in the ways of the world – more cosmopolitan, more internationalised and outward looking." I ceased to be Foreign Minister after the Gillard Government was defeated on September 7, 2013. I was representing Australia at the G20 in St Petersburg. As the polling booths at home closed I found myself in Piskaryovskoye Memorial Cemetery, laying flowers on a memorial to the dead of the Second World War. I found myself reflecting on those mass graves – half a million people buried here – and how trivial it was to be voted out of government in a peacetime election compared to the mighty drama that was played out in St Petersburg between 1941 and 1944. Like any politician I thought about what I would do out of government. In the spirit of that observation by Lee Kuan Yew, I committed to work on the Australia-China relationship, becoming Director of a newly established think tank, the Australia-China Relations Institute at the University of Technology, Sydney. I thought that this would be a good vantage point from which to observe this vast question being played out.

    PP 268 AN INQUIRY INTO MOTOR VEHICLE INSURANCE AND REPAIR INDUSTRY IN SOUTH AUSTRALIA Eighth Report of the ECONOMIC AND FINANCE COMMITTEE Tabled in the House of Assembly and ordered to be published on Thursday 24 September Second Session, Fifty-Fourth Parliament PRESIDING MEMBER'S FOREWORD The motor vehicle repair industry is a significant economic contributor, both in South Australia and nationally, generating over $7.2 billion in revenue nationally each year from over 111000 businesses that employ more than 37,000 people. In South Australia, almost 5,000 businesses in the automotive retail, service and repair sectors contribute $2.85 billion annually to the economy, employing over 29,000 people, including 500 apprentices, with another 900 apprentices in training. In recent decades the crash repair industry has undergone a rationalisation process at both the national and local level, but there are still hundreds of crash repairers located across the State, providing the important service of getting motor vehicles back on the road in a manner that ensures the continued safety of all South Australian road users. There was a substantial amount of interest in this Inquiry across the crash repair and motor vehicle insurance sectors. The Committee received 53 written submissions and heard from 35 witnesses across seven public hearings and two in camera hearings, held between October 2019 and July 2020. The public galleries at the hearings held in late 2019 were consistently full of interested observers, highlighting the significant importance this Inquiry held for the South Australian crash repair industry. During the Inquiry, the Committee heard from many crash repairers and consumers about the issues they had encountered while trying to get vehicles repaired as part of an insurance claim.

In 2004 Brian Costar and Jennifer Curtin examined the rise of independents and noted that independents ‘hold an allure for an increasing number of electors disenchanted with the ageing party system’ (p. 8). This paper provides an overview of the current representation of independents in Australia’s parliaments taking into account the most recent election results. The second part of the paper examines trends and makes observations concerning the influence of former party affiliations to the success of independents, the representa- tion of independents in rural and regional areas, and the extent to which independ- ents, rather than minor parties, are threats to the major parities. There have been 14 Australian elections at the federal, state and territory level since Costar and Curtain observed the allure of independents. But do independents still hold such an allure? Introduction The year 2009 marks the centenary of the two-party system of parliamentary democracy in Australia. It was in May 1909 that the Protectionist and Anti-Socialist parties joined forces to create the Commonwealth Liberal Party and form a united opposition against the Australian Labor Party (ALP) Government at the federal level.1 Most states had seen the creation of Liberal and Labor parties by 1910.
