DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS The Consultant, ISL Engineering & Land Services are the consultants that were awarded the IDP project with the City of Cold Lake and the MD. The project is funded through an ACP Grant with the City of Cold Lake being the project manager.

As delegation, ISL would like to meet and brief Council on the IDP process.

PROPOSAL & BACKGROUND To provide Council an update regarding on-line campground reservations.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS Historically, M.D. campgrounds have been available for reservations through phone calls directly to the caretakers. Based on feedback from campers and trade-show attendees requesting an on-line reservation option, administration did some research into on-line reservation systems. They proved to be cost prohibitive until Canadian Campground Reservations was discovered. They use a method that charges the on-line user a one time fee of $5.00 per reservation. The M.D. is charged a fee of 3% per on-line transaction to cover the payment host. In comparison, Alberta Parks charges $12.00 per reservation and $5.00 per change to the reservation . Campers now have the option to book on-line or phone the caretaker directly. On-line reservations may decrease the number of calls to caretakers, however the caretakers will always be available during camping season. Three of our campgrounds are on-line; Muriel, Minnie and Crane Lake. All but Wolf Lake will be on-line by the 2020 season.

PROPOSAL&BACKGROUND For Council consideration; amendment of Policy 70.74.05, Community Association Operating and Capital Grant, to include Bonnyville & District Chamber of Commerce and Cold Lake Regional Chamber of Commerce as recipients of approved funding.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS Both the Bonnyville & District Chamber of Commerce and the Cold Lake Regional Chamber of Commerce received funding assistance from the M.D. in the amount of $15,000.00 in 2019 as well as $2,000.00. for memberships.

Including them in Policy 70.74.05, Community Association Operating and Capital Grant would be consistent with funding that the M.D. provides to halls, associations, museums and Ag Societies as well as providing clear guidelines for available funding.

Community Action Grant can continue to be used for not-for-profit community groups.

Attached is the amended Policy 70.74.05.

Section: Recreation and Cultural Services 70 Subsection: Community Associations 74 Authority: Parks, Recreation & Culture Director Community Association Operating and Capital Title: Policy No: 70.74.05 Grant

Statement: The Municipal District of Bonnyville has determined that Council approved associations, agricultural societies, museums and Chambers listed below will receive an operating grant annually and be eligible for capital grant funding that addresses at minimum Health and Safety requirements, accessibility, inclusion, energy efficiency or life cycle replacement. Operating funding is as follows: 1.) Approved associations with a hall will receive $25,000.00 annually 2.) Approved associations with no hall will receive $5,000.00 annually 3.) Approved agricultural societies will receive $20,000.00 annually 4.) Approved museums will receive $25,000.00 annually 5.) Approved Chamber of Commerce(s) will receive $15,000.00 annually plus the $2,000.00 membership fee.

Purpose: The Municipal District of Bonnyville wishes to have approved associations, agricultural societies and museums operate in an independent manner as possible and be able to maintain and renovate halls and recreation facilities to ensure sustainability, functionality and extended life cycles.

Definitions: The annual grant assists with costs including, but not limited to maintenance, utilities and professional fees. A capital project is any tangible asset with an estimated useful life exceeding one year and a cost exceeding $5,000.00.

Detailed project budget, including total cost e. Detailed project summary f. Copies of project quotes g. Documented proof of funding dollars in the amount of 10% of total project cost h. Letter of support from the community i. An in-kind list and volunteer hours for the project j. A 5-10 year capital plan

3.) Operating grant applications will be reviewed and approved by the Director of Parks, Recreation & Culture. 4.) Capital grant applications will be reviewed by the Director of Parks, Recreation & Culture, and brought forward to Council for approval.

5.) The M.D. of Bonnyville Council, sets through their annual budget deliberations, approves the amount available for Community Association operating and capital grant funding. Capital grant requests that meet the criteria wi-U may not necessarily be approved.

6.) Retroactive funding will not be considered for any project. Approval must be obtained prior to spending any money on the project.

7.) Reporting requirements - capital grant recipients must submit a report within sixty (60) days of the completion of the capital project with the following: i. a summary of the outcomes and the community impact; ii. a signed financial statement of all income and expenses related to the project including receipts.

PROPOSAL & BACKGROUND The Hoselaw Repeater Tower is located on SW 16-60-6W4, the tower was built in 1969. The tower currently has a Public Works VHF, BFRA equipment and the Public Safety VHF repeater.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS The Cold Lake Amateur Club are asking for use of the Public Safety repeater that is located on the Hose law Tower. The CLARC is a non-profit amateur radio club that includes a public service in its mandate. They provide emergency assistance with the City of Cold Lake, 4 Wing Cold Lake and Ground Search and Rescue with their VHF . Currently the Public Safety repeater is not in use since they have switched over to the Alberta First Responders Radio Communication System. The Public Safety Department would also like to dispose of all the VHF 2 way radio's that belong to the system.

Luc, good morning. I'm writing you today in regards to the MD of Bonnyville Fire Services radio repeater located on the Hoselaw tower. This radio repeater system was recently replaced by the new AFRRCS system and is no longer required by the Fire Service.

The MD has a radio club that provides service to the residents as well as various levels of government. (please see "background", below). We currently operate repeaters in Cold Lake, Bonnyville, and the MD. We are licensed, insured, and responsible.

Having access to the old repeater on the Hoselaw tower would greatly expand our current repeater coverage: this would significantly increase our ability to support the MD.

In addition, I believe it would make good financial sense as well, in that the cost of removing the repeater antenna will most likely exceed the resale value of the repeater and it's associated equipment.

We have trained and certified technicians in the club who will maintain the repeater, reprogram it to our frequencies, etc. As the actual tower is MD commercial property we would not expect to climb it. We would require access to the communications shed at the tower site, and are quite happy to have our technicians vetted/approved by the MD. Please note we're very flexible, and will be happy to amend this request as required in order to ensure the MD has no concerns.

Request that access to the Hoslaw repeater be granted to the MD's radio club.

PROPOSAL & BACKGROUND In December 2018, the Department of Agriculture and Forestry announced the government's approval of the Agricultural Plastics Recycling Group's (APRG) pilot program to recycle grain bags and twine along with $1,000,000 in funding for a 3-year program.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS As per Council motion March 6, 2019, we sent a letter to the APRG stating our interest in becoming an operator of one of the designated collection sites. The response we received was that we were one of many municipalities who had shown interest and we will have the opportunity to apply once a contractor was hired to administrate the program. Also in March, we sent letters to the rural municipalities in our region asking for their support of our bid to be a collection site. We received 4 responses with mixed messaging. The general theme was they were looking for cost recovery for their endeavors to collect the ag plastics and not necessarily interested in setting up or continuing their program without having some cost recovery associated with it. This spring, Cleanfarms was hired to be the program administrator and has since hosted a meeting, which we attended, to give some more direction on where the pilot program is headed. The program will be designating 20 collection sites in 2019 and will paying $55 per tonne of clean product collected.

The tour included a stop at a sub-contractor shop where they were constructing the unit that will be testing the use of municipal solid waste as a feed stock.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS The BET systems are now set up to use wood fiber as their feed stock to heat buildings or to add it to a co-generation system to create energy. One of the BET units currently being built will be a test unit for a company called IRSI where it will be set up at the Allwest Bio-Energy Research Park in . In partnership with the University of Alberta, IRSI will be testing all sorts of waste material for burning including municipal solid waste, plastics, leachate, and contaminated soil among others for the production of heat, electricity, and biochar. The benefits to having a system that uses wood fiber or MSW feed stock would include the potential elimination of landfilling, burning, and decreased transportation costs when dealing with the MD's waste. BioMass Energy Techniques (BET) Missouri Trip

th We landed in Kansas City on the afternoon of July 24 • We then made the 3-hour trip to the Lake of the Ozarks with our host and contact COO of BET, Dan Ouckering. On the way, we picked up his lead man, Mark, at his farm in Versailles, Missouri and spent the evening on a boat tour of a small portion of the lake and talking about the BET systems and the area.

th The morning of July 25 , we started our tour of the main office and manufacturing facility, near Versailles. The facility has high-end and up-to date equipment. They have a BET 10 wood unit running at this shop and use it to heat the main facility and Mark's 4000sq ft house, located roughly 100' away.

We then left to see a mid-range commercial series BET 31 at a turkey operation for Cargill. The BET burner unit was in an estimated lOOOsq foot building separate from the barns. It had a loading floor for the sawdust and was pushed by a loader to a walking floor that fed a conveyor, which in turn fed the hopper to the burner unit. The conveyors were automated and triggered by an "eye" system in the hopper when feedstock was running low. The front of the burner temperature was around 300-400F and the back of the burner was running at around 3000F. The farm raised turkeys in 4 large barns. 2 at SO'W X 550'0 and 2 at SO'W X 880'0. The primary objective of this system was to provide heat at an even 92F to the barns. Yearly fuel usage was at an estimated $4500 USD and approximately 600 tons of wood chip product. The farm had the exhaust from the burner tested at lSppm of CO gas, much lower than the lOOppm threshold for clean exhaust.

The second system we saw was at Mark's brother's farming operation. It was one of the first prototype models they referred to as a Frankenstein unit, which heated 2 greenhouses that produced tomatoes and lettuce. This system also produced approximately 200 tons (20,000lbs) of BioChar. They used this BioChar on the farm and sold most of it. You could see the remnants of the large pile on the ground and there was a small amount left in a tote bag.

Our third stop was a secondary production shop for the BET units, through a sub-contractor. They were making the main vessel of the BET 61 to be sent to Edmonton for a test facility. This shop was also heated by a BET 10 model.

The last stop of the day was a complete off the grid system with zero power at an Amish farm and greenhouse. They had a 10 year old BET 10 model that was requiring it's first replacement parts this summer. It needed a new lid as the extreme heat had finally worn it down. The greenhouse had an above ground loop heat pipe system very similar to in-floor heating. The greenhouse was SOOOsq feet and heated at 100 BTU/sq ft to maintain the required high temperatures throughout the growing season. The owner said this year was colder than usual and he spent $4300 USD for the year on wood chips.

30 Through all of our touring and time spent in the vehicle between stops we had many questions answered. The ideal fuel source for the commercial sized models as they exist today was 3" minus material at 25-65% moisture. For the bigger industrial sized units it could be up to 6" material. If the material was too dry, they had options for mister bars that could potentially use leachate to give the material the desired moisture content. Mark, who was the technical guy, was certain their units can burn waste material leaving little residual with a clean exhaust simply due to the fact they can burn the feedstock at such a high temperature with the proper size and moisture content mixture.

BioChar was an exciting development through the transformation of the units and can be created as a bi-product by having a partial combustion of the material leaving the char. The BioChar can then be used as a soil amendment for farms of all types and has a very positive environmental impact by turning carbon into a stable structure in the soil. The char then captures nitrogen, which makes up 78% of the air we breathe, and passively puts that into the soil, essentially creating fertilizer. The positive of this is there is no run-off of fertilizer, which as we know, harms our water courses. It is also very efficient, as it has been calculated that 1 pound of BioChar will absorb½ pound of nitrogen.

At the present time, there are no BET units burning MSW. A BET 61 model is being set up in Edmonton in August at the Allwest Bio-Energy Research Park and they are planning tours to start in September. At the test facility they are planning on burning waste from all ends of the spectrum (household, construction/demolition, leachate, biohazardous, etc.) and doing emissions testing on it all.

In summary, the BET units seemed to be very well designed and built for efficiently supplying heat through the burning of wood waste. The units are available in many different sizes and a range of prices, which could be very beneficial to different sizes of operations. The units we saw in action are very efficient at creating heat mass quantities of heat, but not efficient at going through mass quantities of material as they are built for output efficiency and minimal residuals. This could be an issue, if, and when we start looking at transferring mass quantities of waste into energy. I've calculated that the MD collects approximately 17 million pounds of Class 2 and Class 3 waste, annually, which would require one of the two largest Industrial models, or a combination of a handful of smaller units to simply deal with the MD's volume of waste.

32 BET APPLICATIONS

From simple private residential systems, to small commercial applications for greenhouses or poultry farms, to public use facilities such as schools, recreational centers, correctional facilities and public works, to industrial applications such as sawmills and pellets plants, the BET Systems have developed a solid track record of reliability and versatility. From direct heat systems, to outputs of steam, pressurized hot water, non­ pressurized heat transferring fluid, non-pressurized hot water, to exhaust gases, the array of potential outputs allows your BET System near seamless integration with your existing energy infrastructure. A similar diversity of input fuels have been tested for quality and consistency of burn and resulting output emissions. As a guide, hogged fuel, or fuels that can be shred or ground down to a consistency of minus 3 inches tend to provide the best results. 33 BOCHA OPPORTU ITIES

The extreme heat allows the BET BioMass System to create Biochar as a bi-product of our burn process which can be used as a soil amendment which creates a recalcitrant soil carbon pool that is carbon-negative. Biochar is a stable solid, rich in carbon, and can endure in soil for thousands of years and has been shown to mitigate climate change via carbon sequestration. Biochar can actually reduce the amount of CO2 in the atmosphere by transforming the carbon in biomass into stable carbon structures. According to many studies, biochar implementation could offset as much as 12% of anthropogenic GHG emissions on an annual basis. BioMass Energy Techniques, in partnership with Terra Char (www.terra-char.com), works with our clients to improve total value by developing biochar conversion kits to complement our standard BET Systems. Charged with nutrients and inoculated with microbes, biochar products unleash a biological explosion in soil. Terra Char products deliver a full spectrum of fertility to provide rapid results that growers expect. Terra Char products support and sustain a smooth shift from chemical to biological fertility, custom adapted to a farm's soils, crops and operations. 34 BET CO-GENERATION

While BET Systems can support a number of options to convert heat energy to power in an efficient co­ gen application, the preferred method is through an Organic Rankine Cycle or ORC power generation add-on. The Organic Rankine Cycle's principle is based on a turbogenerator working as a conventional steam turbine to transform thermal energy into mechanical energy and finally into electric energy through an electrical generator. Instead of generating steam from water, the ORC system vaporizes an organic fluid, characterized by a molecular mass higher than that of water, which leads to a slower rotation of the turbine, lower pressures and no erosion of the metal parts and blades. The problem of high specific investment costs for machinery, such as steam boilers, are overcome due to the low working pressures in ORC power plants. Another advantage is the long operational life of the machine due to the characteristics of the working fluid that, unlike steam, is non-eroding and non­ corroding for valve seats tubing and turbine blades. The ORC process also helps to overcome the relatively small amount of input fuel available in many regions because an efficient ORC power plant is possible for smaller sized plants. Organic Rankine Cycles have proven to be the most technically and economically valuable solution available, offering higher performance, flexibility, and lower capital costs.

35 WAS E FUEL

It is well documented that Waste-to-energy (WtE) is an effective process of generating energy in the form of heat and/or electricity from the primary treatment of waste, or the processing of waste into a fuel source. WtE is a form of energy recovery. Most WtE processes generate electricity and/or heat directly through combustion, or produce a combustible fuel commodity, such as methane, methanol, ethanol or synthetic fuels. Incineration, the combustion of organic material such as waste with energy recovery, is the most common WtE implementation. Bet Systems, like other modern WtE plants incinerating waste, legally meet strict emission standards, including those on nitrogen oxides (NOx), sulphur dioxide (S02), heavy metals and dioxins. Hence, modern incineration plants are vastly different from old types, some of which neither recovered energy nor materials. Modern incinerators reduce the volume of the original waste by 95-96 percent, depending upon composition and degree of recovery of materials or minerals in the remaining ash. Wood waste fuel, such as ground, shred, hammer-milled and or screened wood waste, is a prime fuel for the BET System which can efficiently dispose of contaminated wood waste without exceeding allowable emission standards. The intense combustion heat and sustained temperature effectively scrub contaminates and combust the harmful gases while completing an efficient WtE process. Municipal Solid Waste (MSW) which represents your basic household waste is, to a large extent, of biological origin. (e.g. paper, cardboard, wood, cloth, food scraps) Consequently, this energy is often recognised as renewable energy according to the waste input. MSW contains approximately the same mass fraction of carbon as CO 2 itself (27%), so treatment of 1 metric ton of MSW produce approximately 1 metric ton of CO2• In the event that the waste was landfilled, 1 metric ton of MSW would produce approximately 62 cubic metres (2,200 cu ft) methane via the anaerobic decomposition of the biodegradable part of the waste. This amount of methane has more than twice the global warming potential than the 1 metric ton of CO2, which would have been produced by combustion. Recognizing nearly all biodegradable waste has biological origin, it is biomass. This material has been formed by plants using atmospheric CO2 typically within the last growing season. If these plants are regrown, the CO2 emitted from their combustion will be taken out from the atmosphere once more. Such considerations are the main reason why several countries administrate WtE of the biomass part of waste as renewable energy.

36 BIOMASS FUEL

To many people, the most familiar forms of renewable energy are the wind and the sun. But biomass (plant material and animal Waste) is the oldest source of renewable energy, used since our ancestors learned the secret of fire. Biomass is a renewable energy source not only because the energy in it comes from the sun, but also because biomass can re-grow over a relatively short period of time compared with the thousands of years that it took for fossil fuels to form. Through the process of photosynthesis, chlorophyll in plants captures the sun's energy by converting carbon dioxide from the air and water from the ground into carbohydrates-complex compounds composed of carbon, hydrogen, and oxygen. When these carbohydrates are burned, they turn back into carbon dioxide and water and release the energy they captured from the sun. Examples of biomass and their uses for energy: • Wood and wood processing wastes-burned to heat buildings, to produce process heat in industry, and to generate electricity • Agricultural crops and waste materials-burned as a fuel or converted to liquid biofuels • Food, yard, and wood waste in garbage-burned to generate electricity in power plants or converted to biogas in landfills • Animal manure and human sewage-converted to biogas, which can be burned as a fuel Solid biomass, such as wood and garbage, can be burned directly to produce heat. Biomass can also be converted into a gas called biogas or into liquid biofL!els such as ethanol and biodiesel. These fuels can then be burned for energy. Wood remains the largest biomass energy source today; examples include forest residues (such as dead trees, branches and tree stumps), yard clippings, wood chips and even municipal solid waste. Wood energy is derived by using lignocellulosic biomass (second-generation biofuels} as fuel. Harvested wood may be used directly as a fuel or collected from wood waste streams to be processed into pellet fuel or other forms of fuels. The largest source of energy from wood is pulping liquor or "black liquor," a waste product from processes of the pulp, paper and paperboard industry. In the second sense, biomass includes plant or animal matter that can be converted into fibers or other industrial chemicals, including biofuels. Industrial biomass can be grown from numerous types of plants, including miscanthus, switchgrass, hemp, corn, poplar, willow, sorghum, sugarcane, bamboo, and a variety of tree species, ranging from eucalyptus to palm oil.

PROPOSAL & BACKGROUND Attached for Council's consideration is the Councillor, Committee and Board Member Remuneration policy. This policy was previously presented and discussed at the May 1, 2019 Committee meeting and the May 8, 2019 Council meeting at which time Council directed administration to have a policy to specifically address remuneration separate from meeting attendance.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS This policy addresses the elimination of the one third exemption for elected officials which was removed effective January 1, 2019 by the Canada Revenue Agency (CRA). Remuneration for elected officials has been increased by 15% as per the Rural Municipalities of Alberta(RMA) recommendation.

Since the regular council meeting held on May 8, 2019, administration has added a line to address the reimbursement of mileage for meetings held with residents in as requested by Council.

This policy was tabled at the June 5, 2019 Committee meeting to allow for discussion when all members of Council are present.

This policy was removed from the agenda at the June 26, 2019 Council meeting due to the absence of two members of Council at the meeting.

Statement: The Municipal District of Bonnyville No.87 (the "M.D.") will compensate council, board and committee members for their time and for reasonable, legitimate, and necessary expenses incurred in the performance or their duties.

Purpose: The purpose of this policy is to set guidelines for remuneration and reimbursement of reasonable expenses incurred.

Definitions: For the purposes of this policy:

'Council' means the Council of the M.D.

'M.D. means the Municipal District of Bonnyville No. 87

'Policy" means this Councillor, Committee and Board Member Remuneration Policy

Procedures: 1 . ) Honorarium Monthly basic honorarium for elected officials shall be set as follows: Reeve $3,450.00 Council $2,300.00 These rates shall be effective January 1, 2019

PROPOSAL & BACKGROUND This RFD is for the adoption of local road classification system that will guide the future planning and upgrades of transportation infrastructure.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS Please refer to the attached document, "MD of Bonnyville No. 87 Road Classification". A literature review was conducted and six classes of local roads were defined in consideration of traffic volume, traffic composition, function and design speed. Typical cross-section for each class is attached. MD administration would like Council to approve the road classifications so that the future planning, design and construction is carried in a systematic manner.

Issue:

MD of Bonnyville No. 87 intends to adopt a local road classification system to guide the future planning and upgrades of transportation infrastructure in a consistent and sustainable manner. Background:

Alberta Transportation defines local roads in Alberta as rural roads that are not classified as: primary or secondary highways, access roads to towns or villages, or park roads. There are 391.3 KM of primary highways and 248.2 KM of secondary highways in the MD of Bonnyville No. 87 (MD).

Local roads are under the jurisdiction of municipalities, there are approximately 2,41 0 KM of local roads within the boundaries of MD. These roads are undivided, the roadway width is variable but should be chosen based on consideration of design speed, traffic volume, traffic composition and function.

To define the functional road classification following factors are considered:

• Traffic volume and type • Function of the road • Connection to the Provincial Highway Network • Spatial hierarchical system • Continuity MD of Bonnyville No. 87 will implement the following classifications and general standards and specifications for its municipal roads. These may be varied as necessary by Council to meet unusual topography and construction constraints. Where extra back sloping or fill material is required, the MD will negotiate with the adjacent landowners where possible instead of purchasing additional right-of-way.

1. Arterial Road (Class 1 Grid Road): A roadway that typically carry over 1,500 vehicles per day (vpd), has moderate to high truck traffic ( 10% to 15% ); has 10.0 m top width with pavement surface of Hot Mix Asphalt Concrete; and ROW 40.0 m.

It provides direct connection to a provincial highway, or to another Class 1 roadway, or to a Class 2 roadway.

2. Arterial Road (Industrial) (Class 1A Grid Road) : A roadway that typically carry over 2,000 vehicles per day (vpd), has high truck traffic (above 15%); has 11.5 m top width with pavement surface of Hot Mix Asphalt Concrete; and ROW 40.0 m.

82 It provides direct connection to a provincial highway, or to another Class 1 roadway or to a Class 2 roadway.

3. Collector Road - Major (Class 2 Grid Road): A roadway that typically has between 200 - 1500 vehicles per day (vpd), has moderate truck traffic (between 5% to 10%); has 9.0 m top width with pavement surface of Hot Mix Asphalt Concrete; and a standard ROW of 40.0 m but not less than 30.0 m.

It may or may not provide direct access to a provincial highway, it provides direct connection to a Class 1 roadway, to another Class 2 roadway and to a Class 3 or 4 roadway.

4. Collector Road - Minor (Class 3 Grid Road): A roadway that typically has between 200 - 500 vehicles per day (vpd) has low proportion of truck traffic (less than 5% ); has 8.0 m top width with pavement surface of Cold Mix Asphalt Concrete; and a standard ROW of 30.0 m but not less than 20.0 m.

A standard of 6.0 m roadway is intended where three or less residences are serviced. A 7.0 m roadway is typically used for traffic volume of less than 25 vehicle per day (vpd).

7. One-Lane Two-way Local Road (Class 6): A roadway that typically carry less than 25 vehicles per day (vpd), has 4.0 m top width with a gravel surface; and ROW of 20.0 m. This standard is intended for a very short section of local roads usually serving a single purpose.

On behalf of Lac La Biche County Council, I wish to follow up with previous correspondence that I sent to Mayors and Reeves of northeastern Alberta municipalities regarding sport fishing regulations.

Since that letter was sent, the Government of Alberta introduced what we feel are highly restrictive recreational fishing regulations. Most notably for our region, Lac La Biche Lake saw the introduction of a complete restriction on northern pike fishing in 2019. Other northeastern municipalities like your own have seen similar (though less restrictive) sports fishing regulations placed on their lakes in the last few years.

Like many municipalities in northeastern Alberta, Lac La Biche County has a strong connection to the energy sector. As such, we have been greatly affected by the economic downturn in Alberta. The Government of Alberta advised us to reduce our reliance on this sector and diversify our economy. To this end, our County (like many others similarly impacted) has made major investments in tourism, building and improving boat launches, renewing commitments to protecting our environment, and promoting our region as an outdoor recreational hub. However, the Government of Alberta's fishing regulations have severely hampered our ability to capitalize on one of our biggest potential tourist attractions.

We communicated these concerns in a letter dated May 9, 2019 to newly appointed Minister of Environment and Parks Jason Nixon. However, in correspondence dated June 27, 2019, Minister Nixon reiterated the position of Alberta Environment and Parks, and declined our request to meet with him in­ person to discuss our concerns in detail.

Lac La Biche County Council believes that the best way to move forward is to schedule a meeting between Mayors and Reeves of municipalities in northeastern Alberta. We can discuss our mutual economic interests, and develop a unified strategy for lobbying Alberta Environment and Parks to enact fishing regulations that will balance the economic needs of northeastern Alberta municipalities with environmental preservation. For your information, copies of this letter have been sent to the Municipal District of Bonnyville, the Town ofBonnyville, the Regional Municipality of Wood Buffalo, Athabasca County, the Town of Athabasca, the County of St. Paul, the Town of St. Paul, and the City of Cold Lake.

After discussions with many of our peers from Northern Alberta, I think it would be beneficial for us to have a meeting together to discuss what we believe the roles of our rural MLA 's should be regarding the municipal issues we face.

It has been a long time since we have had a strong united rural caucus and I think that we need to act quickly and together to drive forward our issues from Infrastructure to Health care and the social needs of rural Alberta.

You can tell by the Minister's appointed that there is a strong urban representation out there and we need to remind the Premier and his Minister' s that without the solid blue in rural Alberta the sitting arrangements at the legislature would be quite different.

Rural Albertan 's many times have the joy of being first; first to pay, first to be cut; first to be ignored, when the big cities are at the trough.

In no way do I mean to circumvent RMA in a harmful matter however we should run in parallel with them as I believe we need to strategize together and take forward to rural caucus the direction that rural Alberta needs to take.

With that note I am proposing a meeting inviting all rural Counties and M.D. 's with a maximum of two (2) attendees per municipality to get a strategy together and get ready for a fall meeting with rural caucus. I propose two meetings; one hosted by our Southern municipalities in southern Alberta, the second hosted by Northern Alberta. Northern Alberta would comprise of any municipality north of Red Deer but including Red Deer. I would suggest a late August or early September meeting.

And someplace central depending on response. I am totally open to suggestions.

RE: Security Infrastructure Grant Application - Community Support Request

I am writing to you today on behalf of Camp St. Louis and the Diocese of St. Paul to request support from the Municipal District of Bonnyville (MD) for a security improvement project we would like to undertake at the facility.

Camp St. Louis is a Catholic youth camp located on the north side of Moose Lake off of Highway 660 that is run by the Diocese of St. Paul and local volunteers. Having served the Lakeland region for over 30 years, Camp St. Louis strives to provide a safe and welcoming environment for all youth, regardless of background or social context.

As you may be aware, our camp has unfortunately had a number of break-ins and incidents of vandalism. The fencing around the camp is in dire need of being replaced and upgraded in order to provide a secure and safe environment. For this reason, we are applying for grant funding through the federal Communities at Risk : Security Infrastructure Program which supports security infrastructure improvements for not-for-profit organizations that are at risk of being victimized by hate-motivated crime.

As part of the grant application, which has a submission deadline of July 31, 2019, we need to provide evidence of support from our community. To that end, we would greatly appreciate it if the MD could provide us with a letter of support for this community improvement project. Thank you for your time and consideration.

DISCUSSION ON BENEFITS, DISADVANTAGES & OPTIONS Municipal policies provide overarching standards for decision-making and operations within municipal government. They reflect the collective decisions made by Council on a particular subject area over a period of time.

The Alberta Municipal Affairs Handbook provides guidance to municipalities in many areas including the management of municipal policies. It provides the definition and authority of municipal policies reflected in the above paragraph), and implies that they should be indexed for document integrity and security. It states that policies should be reviewed and updated on a regular basis to ensure accuracy and consistency. It also states that once a policy has been approved and adopted by Council, it should be cross-referenced with the council meeting and/or motion number where it was adopted. These guidelines are all reflected in the new proposed policy and in the new policy format (see attachments).

Administration also took the opportunity to update the layout of our policy template based on municipal legislation formatting and content trends.

Statement The Municipal District of Bonnyville (M.D.) Council as the governing body of the municipality regularly develops and reviews municipal policy to ensure Council's objectives are represented and the needs of the municipality are addressed, pursuant to its responsibilities in the Municipal Government Act as it may be amended from time to time. Council understands that policy guides municipal actions and provides a way of ensuring consistent decisions are made on similar matters. It is the responsibility of the Chief Administrative Officer (CAO) to immediately implement approved policies through the development and activation of municipal procedures.

Purpose The purpose of this policy is to: (1) Confirm the purpose for policy. (2) Confirm Council as the policy approving authority. (3) Confirm the CAO as the procedure approving authority. (4) Confirm process for development and approval of policy and procedure. (5) Confirm a process to ensure the regular review and updating of municipal policy and procedure.

Definitions (1) "Administration" means the operations and staff of the M.D. under the direction of the Chief Administrative Officer. (2) "Council" means the duly elected Council of the Municipal District of Bonnyville No. 87. (3) "M.D. Policy" means the general statement of intent, based upon a body of principles, approved by Council to guide administration's actions. M.D. policy may be established by Council resolution, by bylaw, or by a specific policy statement approved by Council. (4) "M .D. Procedure" means the specific set of actions approved by the Chief Administrative Officer to support and carry out M.D. policy.

Policy (1) Council may request by resolution the development, review, revision or rescinding of any M.D. policy. (2) When requested by Council, the CAO and/or his/her designate will develop a policy draft for consideration by Council.

(3) The CAO may independently initiate the development of draft policy for Council consideration. (4) The CAO and/or his/her designate may develop draft procedures in support of any policy, draft policy, or other direction of Council. (5) Draft policy will be presented to Council for their consideration and decision. (6) Draft procedures prepared by the CAO and/or his/her designate may be presented to Council for information and to support any discussion about M.D. policy. (7) Procedures will be approved by the CAO only after Council has approved a corresponding M.D. policy. (8) All M.D. policy will include a review provision (not to exceed 5 years from the date of approval) establishing a date by which that policy must be reviewed, and a decision made to revise, maintain, rescind, or replace the policy and/or procedure. To the Reeve, Mr. Greg Sawchuk and Council Members,

On the 8th.of August, 2019, the Cold Lake Museums and Cold Lake Air Force

Museum will be unveiling a particularly exciting exhibit, a Radome or Radar

Dome. This is an outdoor display of a radar dome which stood on the runway tarmac at 4 Wing. The dome was moved to the museum facility to augment the historic aspect of the site- that of a Cold War Era Radar

Station.

Built in 1952-4, the 42 Radar Squadron Northern Defense Radar Station, the site served as both a Radar Station with NORAD and as a ground to air training station for CF100 pilots who relied on ground radar to fly and target missiles.

110 In 2010, the Radar Station, now Cold Lake Museums, was granted Heritage

Designation in the province of Alberta, as a Cold War Era Radar Station

(Northern Defense Radar Station).

Although the original iconic Radomes are long gone, we have recently managed to acquire this smaller dome to erect as a stand-alone display on the museum grounds. While it is not an original dome this will further enhance our ability to interpret the site as a Radar Station.

The Alysha Axani Memorial Foundation, est. in 2018, was created in loving memory of our daughter 1 Alysha, who we lost on July 11 \ 2014 at the age of 22. Alysha was an amazing,beautiful, free spirit who loved to challenge herself in everything she did. She loved her family and friends and would do anything she could for anyone. Through an annual Truck & Car Show, we help other non-profit organizations within our community in her memory.

Last year our event successfully raised $28,339.41 after expenses for the Lakeland Humane Society. This would not of been possible without the support of the community and local businesses.

Our 2nd annual Truck & Car Show will be held on July 27'\ 2019. This years event will focus on raising money for Hearts For Healthcare, as well as our 1st annual scholorship. The scholorship will be awarded to a deserving student graduating from Assumption Jr/Sr High School, which Alysha had attended and graduated from.

At this event, people are encouraged to register their motor vehicles to show off. EVERY MAKE, MODEL and SIZE ... COME SHOW YOUR RIDE!!! The event will include live entertainment, children activities, food trucks, door prizes, raffle prizes, silent auction and 50/50.
