Digitally Signed & unconditional online bids for “ WIDENING AND CONSTRUCTION OF ROAD FROM SHIL PHATA JUNCTION TO PHATA JUNCTION ON NH – 4 (ON MUMBAI PUNE HIGHWAY) ON PERCENTAGE BASIS ” is invited by the Chief Engineer, Mumbai Metropolitan Region Development Authority (MMRDA), Bandra (East), Mumbai- 400 051, from contractors fulfilling conditions as under:

1 The bidders should have valid registration under appropriate class with Government of India / Maharashtra and its undertakings.

2 Achieved, in at least one of the last three financial years (2013-14, 2014-15 & 2015-16) average annual financial turnover (in all classes of Civil Engineering construction works only) of not less than Rs. 24 Crores

3 Experience of having successfully c ompleted in any one of last seven financial years – a. Three similar successfully completed works costing not less than the amount equal to Rs. 32 Cr. for cost of Road work, or b. Two similar successfully completed works costing not less than the amount equal to Rs. 40 Cr. for cost of Road work, or c. One similar successfully completed works costing not less than the amount equal to Rs. 64 Cr. for cost of Road work. 4 Similar work means the work ending with last day of the month previous to the one in which the bids are invited should be as follows – a) Construction of - (i) Concrete Pavement with slip form paver with electronic sensor device and (ii) Bituminous Pavement with Electronic Sensor Paver. 5 The Bidder shall not be Blacklisted in any other Govt. / Semi Govt. organization in last seven years. The Bidder shall upload an Undertaking to this effect in Envelope – “B”. 6 Contractor should upload scanned copy of solvency certificate to the extent of 20% of the estimated cost at the time of bid submission & PAN Card. 7 The tenders will be received online on above mentioned MMRDA’s official e- tendering portal and will be opened by Chief Engineer on scheduled date and time. 8 Details of tender :

In case of requirement of DSC, Bidders should go to https://etendermmrda.maharashtra.gov.in/files/ mmrda/misc/Digital%20Certificate.rar and follow the procedure mentioned in the document procedure for Digital Certificate. Bidders who are participating in e- tendering for the first time shall have to obtain User ID & password from the above mentioned portal. 11 Tender Document and Supporting can be downloaded for reference purpose from the e-Tendering Portal of MMRDA during the period mentioned in the tender notice. Interested Bidders have to make online payment of Rs. 50,000/- (Rupees Fifty Thousand only) inclusive of MVAT (non-refundable) as Tender Processing Fee using online payment gateway during bid preparation using Debit Card/Credit Card/Net-Banking. Tender Fee receipt will be system generated during bid preparation.

12 Tender Fee receipt must be uploaded during bid preparation by the bidder.

13 The competent authority reserves the right to reject any or all of the tender offers, without assigning any reasons thereof.

14 The bids shall be received online on above mentioned MMRDA’s official e- Tendering portal.

15 Validity period of the offer of the bidder will be 180 days from the date of opening of Envelope – “A” of the e-tender. 16 The lowest bidder will have to submit the rate analysis of all major items, if called for.

17 Bidder should upload scanned attested photocopies of all documents on above mentioned MMRDA official e-Tendering portal & produce in original on request by MMRDA at any stage. 18 A statement showing names of partners, Directors, etc. of the firm with complete address of each should be uploaded to above mentioned MMRDA official e- Tendering portal and authorized person on the behalf of firm who will sign e- tender using Digital Signature Certificate. 19 The acceptance of bid will be intimated by email or otherwise by the authority competent to accept the tender or by the higher Authority of MMRDA, to the contractor, which shall be deemed to be an intimation of the tender given by the Authority Competent to accept the tender.

20 The Successful Bidder shall be responsible for executing, completing the work as per specifications.

21 The Successful Bidder shall have to submit signed copy of tender manually to the department before signing of the Agreement.

22 MMRDA reserves the right to verify financial transaction of contractor in his Bank / Financial Institutions. Contractor should give authority to that effect along with his accounts number and Bank/ Financial institution name & address. Any changes / modification may be communicated to MMRDA immediately.

MMRDA Website : https://mmrda.maharashtra.gov.in 24 The bidder should visit the site prior to submission of tender and ascertain the local site condition, working restrictions, constraints, conditions in tender document regarding necessary approvals, NOC required for the work from the local Authorities and shall quote the offer inclusive of all such expenses likely to be incurred while execution of the work. No claim or compensation for any extra payments incurred by the bidders towards the approvals/ NOC’s/ permissions will be entertained by MMRDA, which shall be noted.
