Minutes of the meeting held in Fylingthorpe Methodist Church on Wednesday 28th March 2018.

Public Question Time A question was asked about the Parish Council website. These details are always available on the agenda.

Police Report Enquiries are ongoing after items were stolen in Stainsacre from a business premises. No further action was taken after a discarded Hoover was taken from the rear of the property in . Three road related offences have been reported, when a vehicle was causing an obstruction, a driver being over the prescribed limit and a manner of driving complaint. Two reports of suspicious circumstances: one, of two suspicious males running across a garden and going into Stainsacre, the other of two males selling double glazing door to door. There were no further complaints.

3. Minutes of the last Meeting The minutes of the meeting held on 21st February 2018 were signed a correct record.

4. Matter Arising The Parish Council was disappointed to be told that the questions that were to be asked regarding planning at the Parish Forum are not suitable. The suggestion was made that representatives from National Parks be invited to come to the Parish Assembly, 18th April, which would open the discussion to the public. The meeting of the working group for the Cinder Track renovations has been cancelled. The seat in Raw that has been reported to need mending cannot be found.

5. Planning NYM/2018/0090/FL Application for installation of 3 no. replacement timber double glazed windows to east elevation and 1 no. to north elevation at High Cliff, Cliff Street, Robin Hood’s Bay. The Parish Council supports the application to replace rotten windows but the style of windows need to be in keeping with the age of the building. NYM/2018/0106/FL Application for resurfacing of section of pathway and replacement fencing with associated lighting (part retrospective) at Boggle Hole Youth Hostel, Mill Bank, Fylingthorpe. The Parish Council supports this application because what is proposed needs doing. Some inconsistencies were highlighted by a member of the public. NYM/2018/0159/FL Application for construction of single storey extension and dormer window to rear elevation together with change of use of first and second floors to Bed & Breakfast accommodation at Alderside, Mount Pleasant South, Robin Hood’s Bay. No objections but the dormer window must be consistent with the window next door.

6. Clerk’s Report 1) Defibrillator training will be provided by North Ambulance Service and will take place in Village Hall. A date is to be arranged. 2) Yorkshire Local Councils Association is to be asked to advise with regard to a contract for the cleaner for Bank Top toilets.

7. Harland for verge cutting, March to October 2018 for £840.00, same as last year, and agreement for a three year contract. 8. Councillors’ Reports Dick Hoyle reported that the bus shelter in Robin Hood’s Bay is still in need of repairing and painting. Graham Irving will contact Dave Baxter regarding to getting a quote for the work. Dick Hoyle is arranging a meeting with the visitors from Sweden. A discussion may take place with regard to twinning Fylingdales with their town of a similar name. Thanks were offered to all concerned for the major achievement of getting the work completed at Bank Top toilets. Claudia Sutterby reported that the police were called to a parking incident at Robin Hood’s Bay. Maggie Keating reported that at Lingers Corner, Thorpe Lane the on the left hand side the thorn hedge is missing and there is a dangerous steep drop. This will be reported to Area 3. Also at Lingers, outside Lingers home trees are still waiting to be cut down, Area 3 said that they would do this and are to be reminded. Jed Lythe at Area 3 is also to be reminded about the yellow lines that are to be put outside Bank Top toilets. Andrew Stanton is to be asked again about speed signs and speed humps outside Fylingdales school. The grit bins in Robin Hood’s Bay are in a mess and this will be reported to Area 3. Some businesses have got rid of plastics for reusable products. The trees in Station Road, from car park to Village Hall are covered in ivy which needs removing. John Woodhead is to be contacted. Railings outside Barnard’s shop need fixing in place. Area 3 to be contacted. Quotes are to be obtained for a new grid for Barnard’s Beck.

9. Rolling Agenda items and follow up of outstanding items New signs regarding dogs are needed on Kingston Field. Dog fouling continues to be a problem. At Bank Top toilets two toilets are open and the third will be open tomorrow. Also tomorrow building control will sign off the work. Again it was noted that this is a major achievement for all concerned. Bank Top playground has some issues because of the heavy rainfall but otherwise there are no major problems.
