The clerk explained that her initial recommendation and zoning application would change because after more detailed review a split zone was warranted as well as a potential compatibility study. She would circulate to agencies and discuss with MOE regarding the D-8 guidelines and whether a study and mitigation might be required for the saw mill and machine shop.

a) Karen Zan and Domenica D'Amico MMM Group Limited and Rick Inman and Eric Osvath, MTO re: Highway 11/17 Four Laning McTavish Lane - Shuniah to Dorion

Representatives from MMM Group and Ministry of Transportation reviewed the proposed plan for the twinning of Hwy 11/17 between McTavish Lane in Shuniah into Dorion at Poplar Lane. They indicated that there were several proposed changes to the preliminary 1997 design and they went over the evaluation criteria outlining their reasoning. Meyer's Road is being changed from a cross over to a right in right out. Council expressed their concerns regarding the Superior Shores RV park whose access is via Meyers Road. The initial design was a cross over and the future 400 lot RV park warrants consideration to maintain that initial design.

MTO indicated that there could be a request for a "bump out" which could be done in the future if the traffic warranted it but they are designing for current circumstance which is 60 lots. The Municipality could challenge the design and a notice of the dates for the challenge period is forthcoming.

Council discussed the remote designation of McKenzie School and directed staff to pursue this and to put forth a request to Ministry of Education and to look into an AMO delegation this August.

Reports of Mayor and Council:

Councillor Blunt indicated that she and the Mayor attended the Thunder Bay District Municipal League meeting and attended presentations by Chad Tanner from Municipal Property Assessment Corporation. Also a session with Shannon Bolton who indicated that she helps municipalities apply for funding and she indicated there were a lot of opportunities.

Council requested that the ongoing issue with District Social Services Administration Board be added to the List of unfinished business.

13) NEW BUSINESS a) Resolution to support Northeastern Manitoulin and the Islands regarding Long Term Care Funding

JheProceu This study will follow the Class Environmental Assessment for Provincial Transportation Facilities (2000) process for Group 'B' projects, with opportunity for public input throughout. This study is a continuation of the 1996 Class EA process to reline and finalize the design of the approved alignment and to develop detailed construction documents.

An addendum to the approved 1g95 Environmental Study Report (ESR) will be prepared to document the Increased highway right-of-way width and alignment changes. The addendum will be available for a 30-day public review period. Where outstanding environmental Issues regarding the increased right-of-way width or alignment changes cannot be resolved. Interested persons may request a Part II Order ("Individual Environmental Assessment"). There are no opportunities to request a Part II Order of the 1996 approved four-lanlng project, only for concerns associated with the proposed changes. Notices will be published in this newspaper when the addendum Is available for review.

A third PIC will be held during the next design stage to obtain public and agency input on the Detail Design of the Preferred Alternative, construction staging and traffic management plans.

PIC Woj~iechowski reviewed the monthly report for the board.

• A correction was made to the stolen snowmobile matter of interest It was reported stolen in September 2015 not 2016. • A discussion occurred regarding the traffic complaints involving tractor trailers. ~ A discussion occurred regarding whether OPP remained present when persons involved in the four mental health calls were being assessed by the TBRHSC. OPP was present for the assessment and Crisis Re~ponse was informed and will follow-up with assessed individuals.

B) Status Report was reviewed by chair.

• The Occupational Stress Injuries & PTSD Questionnaire was completed at the provincial level • A di~ssion occurred to confirm what occurred regarding the meter reader cornplaint • Jt was confirmed that 2 police cruisers will be available for the Police Fired Garnes. The secretary requested a flyer to promote the Games.

• A discussion occurred regarding the potential for the OPP hosting a Seniors BBQ alongside the Age-Friendly Committee. The boaro and OPP expressed interest in co-hosting this sao. The OPP would like AI Mq[)Onald to host a presentation on "how to Break & Ehter proof your property". This presentation would take 30 minutes. Mr. Smith will inform the mayor of presentation and event. The Age-Friendly Committee would like to. have ltle senior of the year award prese!lfed at tile event. Wf!J will try to obtain food donations for the BBQ. A comment was made regarding the potential of too many events taking away from the OPP present~:Jt1on . The secretary will be putting a teaser into the Shuniah News to drum up interest for BBQ in June. PIC Wojciechowski will bring this event forward at the Policing Committee meeting. June 1 Bth was suggested for a date. The details Will be finalized at the next meeting.

Recommendations: That Council hereby directs the Clerk to set a public meeting and draft a by-law to allow for a Temporary Garden Suite at 582 N Clover Road for 20 year tenn or as set out in an agreement between the Municipality of Shuniah and the Joanne Drew and Ted Jedruch.

And Further that any Agreement be registered on title to the lands in Land Registry and the $2,500.00 security deposit currently held under a previous agreement under By-law 2141- 04 continue to be held in security for the duration of a new term of the Temporary Garden Suite if granted.

Background: The Drew's applied for a garden suite in 2004 and at the time the legislation allowed for a 10 year term allowing for 3 year extensions. The initial 10 year tenn has expired under By-law 2136-04. The owners wish to enter into another agreement under the new legislation allowing for the Garden Suite to remain for a 20 year period rather than coming back every 3 years for an extension. We currently hold a $2,500.00 security deposit in trust from the first agreement under By-law 2141-04.

Legislation: Garden suites- Amended Legislation 39.1 The by-law authorizing the temporary use of a garden suite shall define the area to which it applies and specify the period of time for which the authorization shall be in effect, which shall not exceed 20 years (amended from 10 year) from the day of the passing of the by-law. As a condition to passing a by-law authorizing the temporary use of a garden suite under subsection 39 (1 ), the council may require the owner of the suite or any other person to enter into an agreement with the municipality dealing with such matters related to the temporary use of the garden suite as the council considers necessary or advisable, including, (a) the installation, maintenance and removal of the garden suite; (b) the period of occupancy of the garden suite by any of the persons named in the agreement; and

Registration of agreement (4) An agreement entered into under this section may be registered in the proper land registry office against the land to which it applies and, when so registered, any money payable to the municipality under the agreement that has become due for payment shall have priority lien status as described in section 1 of the Municipal Act, 2001 or section 3 of the City of Toronto Act, 2006, as the case may be. 2002, c. 17, Sched. BY-LAW NO. 2136-04

A By-law to amend By-law No.2038-00, the Zoning By-law.

WHEREAS the Council for the Corporation of the Township of Shuniah has been petitioned by the owners of certain lands situate in the Township of Shuniah to amend By-law No. 2038-00, as it applies to said lands.

AND WHEREAS the Council is desirous of amending said By-Jaw No.2038-00 in the manner hereinafter set forth.

NOW THEREFORE THE COUNCIL FOR THE CORPORATION OF THE TOWNSHIP OF SHUNIAH ENACTS AS FOLLOWS:

1) Notwithstanding the provisions of By-law No. 2038-00 a Garden Suite shall be a Permitted Use in the case of the lands and premises being more particularly described as follows, namely:

ALL AND SINGULAR that certain parcel or tract of land and premises situate, lying and being in the Township of Shuniah, formerly the Township of MacGregor in the District of Thunder Bay and being composed of a Portion of Mining Location 5E, White's Survey being more particularly described in Schedule "A" as attached hereto.

2) For the purposes of this By-law a Garden Suite shall be defined as identified in Section 39.1(1) of the Planning Act, R.S.O. 1990, which reads:

"Garden Suite" means a one-unit detached residential structure containing bathroom and kitchen facilities that is ancillary to an existing residential structure and that is designed to be portable.

3) In accordance with Section 39(2) of the Planning Act, R.S.O. 1990, this By-law shall be approved for a temporary period of time not to exceed ten years from the date of passing of this By-law.

4) That Schedule "A" be an integral part of this by-law.

5) This By-law shall come into force and effect on the date of passing in accordance with Section 34 of the Ontario Planning Act, R.S.O. 1990, as amended.

AGREEMENT

Between:

The Corporation of the Municipality of Shuniah

hereafter known as the "Municipality"

and

Jo-Anne Drew and Ted Jedruch

hereafter known as the "Owne~"

This Agreement will consent to the occupancy of a bungalow style unit to be utilized as a Garden Suite on the lands described below which Garden Suite is to be occupied only by William Drew and/or Kjerstin Drew.

1. PROPERTY DESCRIPTION

ALL AND SINGULAR that certain parcel or tract of land and premises situate, lying and being in the Municipality of Shuniah, formerly the Township of MacGregor in the District of Thunder Bay and being composed of a Portion of Mining Location 5E, White's Survey, Parcel 8070 Thunder Bay Freehold, as registered in the Land Registry Office for the District of Thunder Bay.

2. TERMS OF THE AGREEMENT

2.1 The placement of the Garden Suite and the services supplied to the Garden Suite shall be completed to the satisfaction of the Township and will comply with the requirements of the Ontario Building Code and all services supplied thereto will be in strict accordance with regulations and all required permits and inspections shall be secured.

2.2 That under no circumstances shall the Garden Suite be used as a residence by any other persons other than William Drew and/or Kjerstin Drew.

2.3 That the garden suite as it applies to this agreement be no larger than 24' x 36' (864 sq.ft).

2.4 That should the garden suite be damaged by accidental fire, flood, or other natural disaster, or by other causes beyond the owner's control, nothing in this agreement shall prohibit such building or structure from being restored and/or strengthened to a safe condition, or reconstructed, provided that the height, size, and/or volume are not increased; no change in the use of the building or structure occurs; and provided that reconstruction is completed within twenty-four (24) months of the date on which the damage took place. Nothing herein shall prevent the maintenance, repair or strengthening of the garden suite to a safe condition.

3. TERMINATION OF AGREEMENT

3.1 The use of the Garden Suite shall be terminated upon which of the following events takes place foremost:

i) twenty years from the date of the passing of By-law No. , the temporary use zoning amendment affecting this property, which was passed on ; or

ii) the date, prior to subsection i) above, of which William Drew and/or Kjerstin Drew no longer resides in the Garden Suite.

Agreement • Batson's re Garden Suite Page 1 of2 32 of 46 3.2 That upon the expiry date as determined in Section 3.1 of this Agreement the following shall be completed to the satisfaction of the Township:

i) all services supplied to the Garden Suite shall be disabled; and

ii) the Garden Suite shall be removed from the property and such removal will comply with the requirements of the Ontario Building Code in strict accordance with regulations and all required permits and inspections shall be secured.

4. DEPOSIT

4.1 That the Owners shall provide a deposit the amount of $2,500.00 to the Municipalityand same shall be held by the Municipality until such time as all of the terms made herein have been carried out to the satisfaction of the Township.

4.2 In the event of a breach of one or more of the terms made herein, the Municipalitymay upon thirty (30) days written notice delivered by personal delivery or by registered mail to the Owners at the address of the Owners according to the last reviewed assessment roll, by resolution, deem the subject monies to be forfeited to the Municipality as liquidated damages.

4.3 The expiry date of any such letter of credit provided to the Municipality shall not be earlier than ninety (90) days subsequent to the date indicated in Section 3.1 i) of this Agreement or in the event of an extension not sooner than ninety (90) days following the expiry date of such extension.

5. LIMITATIONS

5.1 That in the event of any legal action initiated by the Municipality against the Owners in respect of any matter(s) related to any use of the subject lands or structures which matter or matters are deemed by the Council to be in contravention of any by-law of the Municipality or of any provisions of the Building Code Act or of any regulation made thereunder, any action of the Council and the Municipality in assisting the Owners in approving and/or issuing a permit for a second dwelling not be cited in defense of such legal action.

5.2 That no attempt shall be made by the Owners to prevent the present Council or any future Council or any servant of the Municipality from enforcing any of the Township's by-laws as they apply to the subject lands and building on the basis that, implicit in the approvals hereby sought, was a request for approval by the Council or the Municipality or the contravention of any such by-law.

The draft Tiered Response Agreement was received March lOth from the City of Thunder Bay and has been reviewed. I have provided some comments and recommended some changes to Superior North EMS Acting Chief Wayne Gates before council approval, the document should be ready in May for review.

Fire Chief Blair Arthur & Councillor Duff Stuart attended the Essentials of Municipal Fire Protection & Emergency Management Course on April 30th 2016. Unknow to the Office of Fire Marshal an Emergency Management a municipal official course was running the same day and had a poor tournout. I have requested a additional course in Thunder Bay for councils that could not attend.

Emergency management The Municipality of Oliver Paipoonge has invited five municipalities including Shuniah to do a joint training and exercise in their community June 22nd 2016. All of council and the emergency management control group are Invited to participate. This exercise would meet our annual requirements for OFMEM. I am requesting some tentative numbers of participants to send to the CEMC.

The Ontario Mlnlstty of Transportation (MTO} has retained Dillon Consulting Umlted to complete the Class Environmental Assessment (EA), Preliminary Design and Detail Design for the four-laning of Highway 11/17, from 0.3km east of Highway 587, easterly for 14.4km in the Municipality of Shuniah. The work indudes developing and evaluating alternative alignments, selecting a preferred alignment and securing au necessary environmental approvals for construction.

Public lnformatjon Canl!J Since the first Public Information Centre (PIC) held on November 24, 2015, a detailed analysis of the highway alignment alternatives has been completed and a preferred alignment has been selected. The preferred alignment will be presented at the second PIC on April 26, 2016.

An important part of the EA process is public consultation and we want to discuss the preferred alignment with you. Representatives from MTO and Dillon will be available to discuss the work completed to date and answer questions.

The Process This study will follow the Class Environmental Assessment for Provincial Transpottation Facilities (2000) process for Group '8' projects, with opportunity for public input throughout. This study is a continuation of the 1996 Class EA process to refine and finaHze the design of the approved alignment and to develop detailed construction documents.

An addendum to the approved 1996 Environmental Study Report (ESR) will be prepared to document the Increased highway right-of-way width and alignment changes. The addendum will be available for a 30-day public review period. Where outstanding environmental issues regarding the increased right-of-way width or alignment changes cannot be resolved, interested persons may request a Part II Order ("Individual Environmental Assessment"). There are no opportunities to request a Part II Order of the 1996 approved four-laning project, only for concerns associated with the proposed changes. Notices will be published In this newspaper when the addendum is available for review.

A third PIC will be held during the next design stage to obtain public and agency input on the Detail Design of the Preferred Alternative, construction staging and traffic management plans.

LAKEHEAD REGION CONSERVATION AUTHORITY WATERSHED CONDITIONS STATEMENT WATER SAFETY

The Lakehead Region Conservation Authority has issued a Water Safety Statement for the lakehead Region including: City of Thunder Bay, Municipalities of Neebing, Oliver Paipoonge, Shuniah and the Townships of O'Connor, Conmee, Gillies and Dorion.

Recent snowmelt has resulted in a significant rise in some area watercourses. Minimal precipitation is expected during the coming week; however, the above average snowpack will continue to melt in the upper watersheds with high flows expected through the week.

In the City of Thunder Bay, the Neebing-Mclntyre Floodway has begun to divert water and is expected to continue to divert through the week.

The public is advised to exercise caution in and around area waterways. High flows and slippery, unstable banks could be dangerous. Parents and caregivers are advised to keep children away from all waterways and discuss the hazards of flooding and fast flowing water.

The threat of localized ponding exists in low lying areas from snow melt.

A Watershed Conditions Statement regarding Water Safety is issued to advise of unsafe conditions. Flooding is not expected.

Authority Staff will continue to monitor conditions as part of its flood forecasting and warning program.

Dear Reeve Landry,

I write to you today to ask you to support my efforts as MPP and PC Critic for Women's Issues, to call on the provincial government to take immediate steps to combat human trafficking in Ontario and to raise public awareness of this horrid crime.

Human trafficking is a heinous crime that has been referred to as nothing short of modem day slavery. It is one of the fastest growing crimes, and starts and stays in Canada- over 90 percent of victims are Canadian-born. Worse, Ontario is a major hub for human trafficking in Canada, as the proximity to cities along the Highway 401 corridor provides an accessible thoroughfare for traffickers, and the ability to keep victims isolated. Victims are lured over the internet, meaning that this crime is in our neighbourhoods, our conununities and our towns.

Victims- predominantly girls averaging the age of 14, and shockingly as young as 11 - are lured into a nightmare that they can almost never escape on their own. Traffickers recruit, transport, harbour and control the girl next door for sexual exploitation or forced labour.

On February 18, 2016, the Legislative Assembly of Ontario unanimously supported Bil1158 on Second Reading, which aims to take immediate steps against human trafficking in Ontario.

The bill provides as follows:

• Declare February 22nd as Human Trafficking Awareness Day in Ontario; • Allow for an application to be brought by a parent of a trafficking victim under the age of 18, a trafficking victim aged 18 or over or an authorized agent such as Covenant House to obtain a protection order from a judge to prohibit the trafficker from contacting or approaching the victim. Such an order would remain in place for a minimum of three years;

43 of 46 • Create a tort or civil action of human trafficking, allowing victims to sue their traffickers for damages and an accounting of profits; and • Amend the definition of "sex offender" under Christopher's Law (Sex Offender Registry), 2000 to include criminal offences for trafficking of victims under the age of 18 years. In May of last year, I also received unanimous support for a motion asking the Government of Ontario to immediately create a provincial task force to combat human trafficking in Ontario.

The task force would have a similar structure and funding model to the Guns and Gangs Task Force. A multi-jurisdictional task force made up of specially-trained police officers, Crown prosecutors, judges, and frontline workers would coordinate information sharing, and collaboratively work to apprehend criminals and rescue victims. Training and education would also have to be specialized not only for law enforcement and the justice system, but for victims' services, health care workers, schools and businesses.

The task force was endorsed by the Select Committee on Sexual Violence and Harassment, which I had the honour of co-chairing.

The two recommendations are as follows:

57. The Ontario government provide resources for the development of a coordinated approach to help victims of human trafficking, allowing providers of support services and the criminal justice system to share information and work collaboratively.

58. The Ontario government develop a multi-ministerial, province-wide strategy on human trafficking.

Ontario is far behind other provinces when it comes to combatting human trafficking and taking significant action. For instance, in Manitoba, they have enacted legislation as far back as 2012, which has seen multiple victims rescued and traffickers put behind bars for breaching protection orders.

I ask that you and your council members consider putting forward a resolution to support the following attached draft resolution.

NOTICE OF PUPIL ACCOMMODATION REVIEW

At a Special Board Meeting held on February 16, 2016 Lakehead District School Board approved the following recommendation which was presented by administration in an Initial staff report on February 9, 2016:

Approve the commencement of two pupil accommodation ntviews and establish two Aocommodation Review Committees to gather stakeholder Input into the North Side and South Side Renewal Plans in accordance with 9010 PupH Accommodstlon Review Polley. In accordance with Section 5.3 of Pupil Accommodation Review Policy 9010, this shall serve as notice that Lakehead District School Board has Initiated a pupil accommodation review on the following groups of schools:

North Side Renewal Plan South Side Renewal Plan Hammarskjold High School Sir Winston Churchill Collegiate and Superior Collegiate and Vocational Institute Vocational Institute C.D. Howe Public School Westgate Collegiate and Vocational Institute st. James Public School Agnew H. Johnston Public School Vance Chapman Public School Edgewater Pari< Public School
