Bedfordshire District Council Local Development Framework Annual Monitoring Report 2008 EXECUTIVE SUMMARY The Mid Beds District Council Annual Monitoring Report (AMR) is submitted to the Secretary of State by 31st December each year. This fourth report monitors the period 1st April 2007 to 31st March 2008. AMRs are required to contain information on the implementation of the Local Development Scheme (LDS) and the extent to which policies in the Local Development Documents (LDD) are being successfully implemented. This AMR also provides information on the performance of policies and impacts on the environment in the context of the new planning system. It is required to monitor policies contained in the LDDs and will be used to identify any key changes as a result of policy implementation. It will also be used to provide feedback on whether policy objectives are being achieved to enable appropriate adjustments and revisions to be made. This report is in two sections. The first section provides an overview of the requirements in the legislation, how the Council is working to make progress in meeting these requirements and progress towards the implementation of the Local Development Scheme. The second section provides information on a set of national Core Indicators, local indicators, contextual and significant effect indicators and saved policies. Key Findings As at 31st March 2008, there has been a net gain of 10,847.5 sqm of B1-B8 employment floorspace across the whole of Mid Bedfordshire over the period April 2007-March 2008. Very little B1-B8 development has occurred in the MKSM growth area as this only covers two parishes within Mid Bedfordshire. The annual number of housing completions at the 31st March 2008 was down on last year but is still just above the required completion rate for the whole period. The total completions and commitments shows the housing requirement for MKSM SRS will be met by 2021. For RSS14 1268 houses need to be identified to meet the target of 11,000 this is being done through the emerging Core Strategy and Site Allocations DPD’s With regard to the Local Development Scheme for the LDF, the Council did not hit its key milestones and key targets identified in the LDS Second Review, a Third Review is underway as a result and there is an analysis of the reasons outlined in this document. Core Indicators Core output indicators are designed as part of the monitoring framework to achieve a consistent and cost effective approach to data collection. The core indicators were revised in July 2008 (Regional Spatial Strategy and Local Development Framework Core Output Indicators – Update 2/2008 DCLG). The update has rationalised the overall set of indicators and made further definitional changes to clarify the indicators and ensure they are consistent with national policy guidance and other data collection processes (including National Indicators). The Council has endeavoured to develop monitoring systems to incorporate the changes in this AMR however

Copies of the letter were sent to the principal local authorities, and parishes, in Bedfordshire and in the surrounding counties of Buckinghamshire, Cambridgeshire, Hertfordshire and Northamptonshire; to the National and County Associations of Local Councils; to the Members of Parliament with constituency interests and to the headquarters of the main political parties. In addition, copies were sent to those government departments, regional health authorities, water authorities, and electricity and gas boards which might have an interest, as well as to British Telecom, the English Tourist Board, the local government press and to local television and radio stations serving the area. 2. There is a great deal of public interest in this development as demonstrated by the following: 3,626 people have signed our petition located at https://www.gopetition.com/petitions/stop-covanta- building-an-efw-incinerator-plant.html - paper copy available if requested in writing Our Facebook group member numbers are currently 1,448 Our website has received 8,287 visits since its launch in November 2016 We believe that a permit should not be granted by the Environment Agency to Covanta to operate an Incineration Plant to be located at Rookery Pit South, Bedfordshire. There are a great many factors involved in this development the Environment Agency must take into consideration. These include: Covanta as an operator, Veolia as a supplier, the time elapsed since planning approval, the local area weather issues, the local area impacts, impacts further afield, Greenhouse Gases impact/Carbon Budget and Government Policies. Since the Covanta Incinerator received planning permission in 2011 there have been a number of new and updated Governmental and EU policies regarding the Environment that will have significance in this permit decision. These include (but are not limited to) - Natural Environment White Paper, the England Biodiversity Strategy, Water for Life, the Waste Policy Review, the National Climate Change Adaptation Programme, the revised EU air quality standards and the Green Book: valuation of energy use and greenhouse gas emissions.

As a consequence of suggestions which had arisen in the course of the review of their parish boundaries, South Bedfordshire District Council wrote on 3 September 1980 requesting us to review the boundary between their district and Mid Bedfordshire District with a view to making proposals for changes in two places. One of the changes recommended to us arose from a suggestion by Barton-le-Clay Parish Council, and involved the transfer of an area of land from the parish of Pulloxhill in Mid Bedfordshire District to the parish of Barton-le-Clay in South Bedfordshire District, so that the whole of the Barton industrial estate would lie within Barton-le-Clay instead of straddling the boundary as at present. This change also affected one residential property (Faldo Farm) and an area of farmland. The other recommended change aiose from a suggestion by Hockliffe Parish Council, and involved the transfer of an axea of land from the parish of Battlesden in Mid Bedfordshire District to the parish of Hockliffe in South Bedfordshire District, in order to move the boundary away from the heart of the village of Hockliffe, and in particular to rectify the situation whereby the new Hockliffe village school was currently on the Battlesden side of the boundary.

    Lidlington Green Infrastructure Plan 2011 Lidlington Parish Council Parish Green Infrastructure Plan Lidlington Introduction Lidlington’s Green Infrastructure (GI) Plan is part of a programme of 19 parish and town GI plans across the area funded by Central Bedfordshire Council and facilitated by Bedfordshire Rural Communities Charity, the Greensand Trust and the Marston Vale Trust. The partnership of environmental charities was asked by Central Bedfordshire Council to assist in the production of GI plans as between them they have a strong track-record of work with local communities and landowners, to conserve and enhance landscapes, wildlife and history in Bedfordshire. Partners believe that best results are achieved by empowering local communities, giving them a say in issues that affect them. Together they have accrued many years experience of community development, support and facilitating community consultation; as well as planning and delivering green infrastructure projects in Bedfordshire. What the plan shows The community green infrastructure plan shows information about the existing environment, and identifies aspiration and proposals from community members to enhance the local green infrastructure. These aspirations and proposals include priorities to maintain existing assets, enhance or restore existing assets, and create new green infrastructure. The information is shown on a map, which identifies both existing green infrastructure, and aspirations for improving the green infrastructure network. The plan as a whole is based on a robust approach to making and implementing a high quality green infrastructure network for the existing and future residents of Lidlington. It should be acknowledged that not all of the aspirations identified will be delivered, because there are many other influencing factors, such as the views of landowners, existing planning permissions and allocations, potential future land use allocations and the cost of enhancements.
