1 Introduction

In 1997, the Nevada Legislature approved Senate Bill 482 (Chapter 473, Statutes of Nevada 1997) directing the Nevada System of Higher Education (NSHE) to provide certain information to Nevada school districts on enrollments in remedial courses within the NSHE and on the costs associated with providing that instruction. Codified in Nevada Revised Statutes 396.548, the mandate states the following:

The Board of Regents shall require employees of the System to provide to the Board of Trustees of each school district of this state, as appropriate, information regarding the: 1. Number of pupils who graduated from a high school in the district in the immediately preceding year and enrolled in remedial courses in reading, writing or mathematics at a university, state college or community college within the System. 2. Costs incurred by the System in providing remedial instruction pursuant to subsection 1.

The data necessary to satisfy this requirement are collected from the NSHE institutions and are summarized in this report. The information is provided to both the school districts and to the individual secondary schools, as appropriate, along with information regarding the placement policies of the NSHE.

This report includes information on students who graduated from a Nevada high school between September 2009 and August 2010 (“recent high school graduates”) and who enrolled in at least one remedial course at an NSHE institution in Summer or Fall 2010. The report excludes any data for which a positive match to a Nevada high school could not be made. This report includes statistics on remedial rates by ethnicity, high school, and district.

In addition to recent Nevada high school graduates, there are other students who require remediation in order to participate successfully in college-level courses. NSHE institutions enroll a significant number of older returning students who require remediation. As shown in the summary tables in this report, it is interesting to note that the majority of students enrolled in remediation, particularly those at the community colleges, are not recent high school students. In placing students in remedial courses, each institution is subject to Board policy as well as institution- specific policies on remediation.

For the purposes of this report, the cost of provided remedial instruction is calculated at a per-credit cost for community colleges ($228.87) and a higher per-credit cost for the state college ($377.59). Cost calculations are determined using the 2010-11 NSHE State Supported Operating Budget and projected FTE for each institution. As of Fall 2006, NSHE universities no longer receive state- funding for remedial courses. Courses offered to students by the universities are done so on a self- funded basis only. Therefore, the cost to the state for delivery of remedial coursework at the universities is not included in the overall cost calculation. UNR and UNLV continue to offer remedial coursework as self-supporting and enrollments are included in this report.

2 NSHE Policy on Placement into Remedial Courses

The Board of Regents of the Nevada System of Higher Education established policies for placement of students into appropriate English and mathematics courses. The following guidelines were in effect for the Fall 2010 semester:

NSHE Board of Regents’ Handbook Title 4, Chapter 16, Section 1

1. Pursuant to federal regulations, institutions may make ability-to-benefit determinations using federally approved tests and passing scores to receive federal student aid. The Nevada System of Higher Education reserves the right to cancel the admission or registration of any individual whose attendance at a university or college, in the opinion of the appropriate administrative officer and the President, would not be mutually beneficial, as determined by the ability-to- benefit test, to that individual and the university or college.

2. Placement testing should take place prior to matriculation. Additionally, English and mathematics testing must take place no more than two years prior to matriculation.

3. All degree-seeking students who place into developmental/remedial coursework must take the prescribed sequence of courses until remediation is completed. Students requiring remediation must complete all required coursework prior to completion of 30 college-level credits unless otherwise authorized by the institution.

4. English Placement. In order to be placed into a college-level English course, a student must achieve an ACT English score of at least 18, an SAT critical reading score of at least 440, a Compass Writing Skills score of at least 69, or an Accuplacer Sentence Skills score of at least 86. Other appropriate placement tools may be used for English placement including departmental diagnostic tests or other proprietary tests if supported by institutional research.

5. Mathematics Placement. In order to be placed into a college-level mathematics course, a student must achieve an ACT Math score of at least 22, an SAT Math score of at least 500, a Compass Mathematics score of at least 65, or an Accuplacer College Level Math score of at least 63. Other appropriate placement tools may be used for mathematics placement including departmental diagnostic tests or other proprietary tests if supported by institutional research.

3 Trends in NSHE Remedial Enrollment This report includes information regarding the enrollment of recent Nevada high school graduates in remedial/developmental English and/or mathematics courses from 2006 to 2010. It is important to note that the data herein are for recent high school graduates only (students that graduated between September and August of the year immediately preceding their enrollment at a NSHE institution). This report does not focus on the number of other students who require or elect remediation but who do not fall into the category of “recent Nevada high school graduate.” Only 19.0 percent of the students enrolled in remedial courses during the 2010 Summer or Fall

semesters were 2009-10 Nevada high school graduates.

System-wide, 34.1 percent of all recent Nevada high school graduates who attended an NSHE institution were enrolled in at least one remedial course in Summer or Fall 2010. Of the 3,118 recent Nevada high school graduates enrolled in remedial courses, 918 or 29.4 percent took both remedial mathematics and remedial English. Most remedial students, students, 70.6 percent,

needed remediation in only one subject area.

Overall, the remediation rate for recent Nevada high school graduates the semester following high school graduation declined from 36.0 percent in 2006 to 32.6 percent in 2009 but then increased in 2010 to 34.1 percent. Note that students enrolled at both a four-year institution and a community college are reported only once in the system-wide figures.

In Fall 2006, nationally, 40 percent of entering freshman at degree-granting public institutions enrolled in remedial courses, which puts current NSHE remedial enrollment of 34.1 percent lower than that national rate.

There are many factors that contribute to changes in the rates of remedial enrollment including Across the Nation Across changes to Board of Regents’ policies, changes to institutional practices, and changes to high

school curriculum and graduation requirements.

Effective Fall 2010, the Board of Regents established a new policy that sets uniform scores for specific standardized tests commonly used in remedial placement. The cut scores for college- level English placement were reduced from 21 to 18 on the ACT and 510 to 440 on the SAT while college-level math placement scores increased from 21 to 22 while scores on the SAT decreased from 510 to 500. As a result, we would expect to see enrollment in remedial English decrease which is the case at most NSHE institutions.

Both Washoe County School District (WCSD) and Clark County School District (CCSD) have implemented courses of study that include four years of math including Algebra II. The Gateway Curriculum was implemented in WCSD in 2005 and the 21st Century Course of Study was implemented in CCSD in 2006. The WCSD high school graduating class of 2009 and the CCSD graduating class of 2010 should be better prepared for college-level math as a result. While the changes in the placement scores for math changed effective Fall 2010, we would also expect the changes to high school courses of study to have some effect on the remediation rates of high school graduates. Indeed, in 2009 UNR had a decrease in remedial math enrollments as did NSC and CSN in 2010. This may be due in part to the more challenging courses of study for high school students implemented in those districts.

Beginning Fall 2007, NSHE Board of Regents’ policy requires that students complete remedial coursework prior to completion of 30 college-level credits. Recent initiatives by the institutions to enforce this policy also affect remedial enrollments. 5 Universities

Since Fall 2006 when State funding for remedial education at NSHE universities was discontinued, the enrollment of recent Nevada high school graduates in remedial courses at NSHE universities remained relatively stable. After reaching a high in Fall 2007 of 36.2%, UNR’s remedial rate improved to 32.0% in Fall 2010. This may be due in part to increased admission requirements at the universities resulting in better prepared students. The increase in remedial enrollments at UNLV is attributable to two factors. First, UNLV greatly expanded remedial services previously offered by CSN faculty at the UNLV campus following the expiration of a Memorandum of Understanding (MOU) between the two institutions in Fall 2008 (see below). Second, utilizing services offered through the Academic Success Center, mid-semester grading, an early alert system, and other programs recently established at UNLV they are able to better diagnose students with deficiencies before they fall through the cracks, impacting its remedial rate.

UNLV UNR University Total 2006 2007 2008 2009 2010 In Fall 2007, UNLV and CSN established a Memorandum of Understanding , which limited UNLV remedial course offerings to those exclusively online and allowed CSN to provide remedial courses to UNLV students on the UNLV campus. Since the MOU’s expiration in Fall 2008, UNLV in- creased the number of remedial course sections to compensate for the loss of courses previously provided by CSN.

While SAT and ACT scores are still utilized for placement, in Fall 2008 NSC math faculty implemented a new diagnostic test to assess student preparation for college-level math. Based on the results of the pilot tests, NSC believes that the new placement exam is an accurate evaluative tool and continues to review placement criteria. Fluctuations in NSC remedial math enrollment reflect the review and adjustment of the new placement exam standards. 2006 2007 2008 2009 2010 Beginning in Spring 2011, NSC restructured its Math 093 into an innovative format that will help students get through their remedial classes more quickly and with a higher level of understanding and skill while not having to repeat mastered material or spending the semester lost and struggling to catch up with materials that were not mastered. Instead of a single 15-week semester students will take three separate 5-week modules. As each module is completed satisfactorily the student moves to the next module. If a module is not completed satisfactorily the student will repeat it until it is.

NSC does not offer courses in remedial English. In lieu of remedial English courses, NSC offers a 5-credit, college-level composition course. A written English placement exam in given to students with an ACT score of less than 18, an SAT score of less than 440 in English, and to students who have not taken the ACT or SAT. Students who score below the minimum required score on the English placement exam are referred to a community college.

The decline in remedial enrollments at NSHE community colleges from 45.9 percent in 2008 and 37.3 percent in 2010 corresponds with the expiration of the MOU between UNLV and CSN that allowed CSN to deliver remedial instruction to UNLV students. The combination of UNLV’s increased remedial course offerings and CSN’s reduction in remedial course sections resulted in the sharp decline in CSN remedial enrollment since 2008. GBC and TMCC experienced slight drops in remediation since 2009 while the remedial rate at WNC increased slightly over the same period. Changes to the placement policy also affect remedial enrollments at the community colleges.

The remedial rate among NSHE community colleges of 37.3 percent is well below the na- tional average of 58 percent at public 2-year institutions.

One measure of student success is persistence to subsequent semesters. System-wide persistence measures allow NSHE to track students who may have enrolled at a community college solely to pursue remedial coursework into enrollment at another NSHE institution. Using these system-wide measures, persistence to a second semester of study is consistent between students who enroll in remedial coursework, whether English, math, or both, and students who are not enrolled in remediation. When compared to students not enrolling in remedial courses, students enrolled in remedial courses are just as likely as other students to return for a second semester of coursework.

Research into persistence of students placed into the lowest remedial courses at NSHE institutions found that those students were not progressing through the remedial course sequences to a college-level courses. As a result TMCC conducted additional research and found that a student who enters Math 091 has about a 3 percent chance of completing a college-level math course. They ques- tioned a sequence of courses that students had little chance of completing and eliminated Math 091 and 093. Beginning in Spring 2011, students testing below the Math 095 entry level will be served in a Math Skills Center where they will be able to acquire the math skills necessary to enter Math 095. Students possessing sound arithmetic skills will be able to finish their entire developmental math sequence in one semester if they sign up for mini-terms or Math 097 (combination of Math 095 and 096). 9 Changes in Practice Persistence Rates The following charts show the completion rates of remedial mathematics and subsequent mathematics courses numbered greater than 100 for students beginning as new freshmen in the fall 2007 and completing the subsequent course by the end of the fall 2009 semester as compared to students whose first math class is a college-level course (Math 120 or higher). Note that the remedial math course may not have been taken during the first semester of attendance. Based on this data it appears that the students who were remediated in mathematics are less likely to enroll in and successfully complete a math course numbered greater than 100 by the end of the fall 2009 se- mester than those who did not require math remediation.

10 Remediation Rates - Millennium Scholars

Historically, the remediation rate for Millennium Scholars has been consistently lower than non-Millennium students. Of the 2009 high school graduates , only 22.7 percent of the Millennium Scholars compared to 41.4 percent of the non- Millennium students enrolled in remedial courses during the Summer or Fall of 2009.

The eligibility criteria for the Millennium Scholarship increased to a 3.1 high school GPA effective Fall 2005 and again increased to a 3.25 effective Fall 2007. As a result of those changes the number of Millennium scholars who enrolled in NSHE institutions decreased. However, the remediation rate of those scholars also decreased. The increase in Millennium eligibility requirements had a similar effect as that of the raised admission requirements to the uni- versities that went into effect in Fall 2007 and Fall 2008;

11 Remediation Rates by Ethnicity

While the overall remediation rate declined since 2005, the pattern of remediation rates by ethnic/racial categories remains consistent with previous years. Asian/Native Hawaiian/Pacific Islander students continue to exhibit the lowest remedial enrollment while American Indian/Alaska Native students have the highest. African American and Hispanic students continue to require remediation in similar proportions while White students require slightly less.

According to the Nevada State Demographer, minority groups in Nevada will continue to grow at a staggering rate. By 2026, it is projected that minorities will make up nearly half of Nevada’s population (49.3 percent). Institutional efforts to recruit and retain minority students will become more and more critical as this shift in the state’s population occurs.

12 A Look Back: 2008-09 High School Graduates

The NSHE Remedial Report is published in the winter following the Fall term of enrollment. As a result of the reporting schedule, the report includes high school graduates enrolled in remediation the summer or fall following graduation as only those data are available. Per Board of Regents policy, students must complete all required coursework prior to completion of 30 college-level credits. Therefore, some students may defer their enrollment in remedial courses to the spring semester following high school graduation or beyond depending upon their enrollment load. For this reason, the actual remedial enrollments may be higher than those reported following the fall semester with data available at that time. The previous report’s summer and fall remedial data has been revised with remedial enrollments occurring by those high school graduates in the following spring semester. The following table shows remedial enrollments of 2008-09 high school graduates in summer or fall 2009 as reported in last year’s report updated with those students who had no remedial enrollments during the summer or fall of 2009 but did have remedial enrollments the following spring semester, Spring 2010, resulting in an increase in the overall remediation rate from 32.6 percent to 39.7 percent. After a decline in the remedial rate from 2006 to 2009, the rate of high school graduates enrolled in remedial courses at a NSHE institution increased from 32.6 percent in Fall 2009 to 34.1 percent in Fall 2010. While the rate is well below the national average, improving remedial education remains a top priority and is crucial to Nevada’s future. NSHE institutions have adopted and continue to develop initiatives aimed at improving the quality, structure, and methods of delivering developmental education.

Post-secondary remedial education across the nation is entering a state of change. Facing high program costs, rising remedial enrollment, and low attainment rates, higher education policy-makers nationwide have begun a comprehensive dialogue on remedial policies at two and four-year institutions. The Education Commission of the States’ “Getting Past Go” initiative focuses on improving developmental education and offers a number of strategic policy recommendations in an effort to “more effectively leverage investments in remedial education to increase college completion.” Many institutions nationwide are implementing substantive changes to remedial funding, assessment, placement, and delivery methods to meet this growing challenge. Nevada is no exception.

As described throughout this report, efforts on the part of the NSHE, its institutions, and local school districts are being pursued to improve the preparation of students entering postsecondary education, placement of students into the appropriate level of math and English, and delivery of remedial courses to improve successful completion of remedial courses and subsequent college-level math and English courses, as well as persistence through and completion of postsecondary education.

Policies established by the Board of Regents include uniform standards for placement into remedial coursework according to national research. Institutions are enforcing Board policy requiring students to complete their remedial coursework early on in their postsecondary career. Institutions are utilizing research to change delivery of remedial courses using methods that enable students to succeed and to do so faster so that they may move on to higher-level courses. And school districts are evaluating the curriculum necessary to enable students to succeed in both the workforce and postsecondary education resulting in increased requirements in math and science that will better prepare students for college-level course work.

Changes to NSHE policy and in the way institutions are structuring and delivering remedial courses will help students progress through remedial coursework into college-level math and English and beyond to graduation. These changes will be evaluated in the 2011 report.
