ECI/PN/17/2011 dated 1nd March, 2011 the Model Code of Conduct has come into effect instantly in our district and it will be in operation till the election process is over. Our appeal to all concerned that “There shall be no appeal to caste or communal feelings for securing votes. Mosques, Churches, Temples or other places of worship shall not be used as forum for election propaganda” You are requested not to print or publish, or cause to be printed or publish, any election pamphlet or poster which does not bear on its face the names and addresses of the printer and the publisher thereof. MCC Squads at various Block and and RO level are in place with 1(one) Civil Official 1(one) Police Official 1(one) Video Grapher to track all cases of MCC Violation and they are asked to initiate cases thereof as per the ECI Circular no. 3/7/2008/JS-2 dated 07.10.2008 and in consonance with the section 121(4) of the West Bengal Municipal Act, and as per Section 23A of the West Bengal Panchayat (3rd Amendment Act’ 2006) whichever applicable. Such drive for new and corrections of EPICs shall continue till P-15 day i.e. 18/4/11 for 4th phase ACs, 23/4/11 for 5th phase ACs. All such images taken shall appear in the Reference image sheet to be given to the concerned Presiding Officer during Poll. POLLING PERSONNEL: Total requirement of poling personnel for our district is 29439 numbers including the reserve The process of formation of polling parties and assignment of booths will be done through process of randomization utilizing a common software programme approved by the Commission. 1st level randomisation of Polling Personnel has been done on 01/04/2011. 2nd randomisation of Polling Personnel has been fixed tentatively on 21-4-2011 2 Central Government Employees of A and B Category will be appointed as Micro Observer and also there will be Assistant Expenditure Observer for all ACs. TRAINING: Training has been organised DEO and RO level to the representative of political parties on MCC, Nomination & Expenditure monitoring. The Training of Polling Personnel are being organized in 2(two) phases. The 1st one is on hands- on-training of EVM which will be organized in small batches and General Training (Training Schedule enclosed) Details training of the Police Officers have been held. The District Election Officer & Superintendant of Police held one to one meeting with all the sector officers and sector police officer of the District. Postal Ballot: Service Electors, Special voters, voters on preventive detention and electors on election duty are entitled for postal ballots. Despatch of ballots to all service electors in the District shall be done centrally from the Headquarters and shall be completed within 48 Hrs from the last date of withdrawal of candidature. Postal ballot to electors who shall be on election duty on day of poll shall be send by registered post to the residence of the concerned electors. Polling personnel appointed for duty has been sent back application form for P.B. along with his appointment letters . Detailed information are collected about drivers & khalasis of vehicles requisitioned for duty, so that they can also exercise their voting rights. Drop box shall be kept as each RO office where an elector can drop his sealed envelop containing postal ballot. Vehicle: For vehicles used by District leader of Political party permission of DEO is required. Vehicle permission for political party for transporting publicity material is to be obtained from CEO’s end. Ceiling of Expenditure for each candidate has been raised to 16 lakhs from earlier 10 lakhs per candidate 2. All the candidates are requested to open separate bank a/c either in his/her name or jointly with the Election agent. 3. There will be several teams in place at each RO/Subdivision level like Video surveillance team, Video Viewing team, Static surveillance team, Account monitoring team etc. 4. Control room at District level 5. Introduction of shadow expenditure register for each candidate. 6. Assistant Expenditure observer per AC 7. Public are general requested not to carry huge cash without proper document/justification Rates for item already circulated to all political parties for their opinion and till date no observation received, so it is presumed that the rates are acceptable and we are circulating the rates shortly to all concerned. Candidate can appoint Additional Election Agent for assisting them in expenditure related issues. Meeting has been held with banks and IT officials to sensitize them regarding the provision of Expenditure Monitoring. VOTER SLIPS: All the Electors will be provided with Voter Slips by the staff of Election Commission. Distribution of Voters Slip shall be made by the BLOs under direct supervision of the Sector Officers and AROs. Voter Slip with photo can be used as alternative identification document during poll. However the Voter Slip are not substitute of EPIC. EVM: EVM commissioning shall be held on 26th and 27th of April-2011 at the respective Distribution Centre for each AC.
