The work will be executed by the Engineering wing of District Health &;t Family Welfare Samity, Dakshin Dinajpur in conformity with the norms prescribed in Finance Department G.O. No. 5400-F(Y) Dated. 25/06/2012 read with G.O No. 3060~F(Y) Dated. 11/07/2014. 3. Fund will be released after submission of requisition of fund along with the statement of work awarded cost for each facility in favour of District Health &;t Family Welfare Samity, Dakshin Dinajpur as the implementing agency. 4. The released amount shall be treated as a pool fund for the said activity. 5. The expenditure shall be booked in the monthly FMR &: will be submitted to this end in due course. 6. No price escalation will be allowed in any circumstances. 7. No other work will be taken up or implemented other than the actual sanctioned scheme. S. The work will be completed within 2 (Two) months from the date of issuance ofthis order in this regard. 9. State Team will make periodical onsite visits to review the progress of the work &: check the quality of work being implemented. 10. The charge will be debitable from the committed balance of NHM Flexi-pool 2019~2020 under the head of Accounts "Infrastructure Strengthening of SCs to HWCs" [Tally A/C Head - B.04.01.07.01] 11. Senior Accounts Officer, National Health Mission will be the drawing and disbursing officerin this respect after submission of requisition of fund by DHFWS, Dakshin Dinajpur. 12. This is issued with the approval of the Mission Director, National Health Mission &: Secretary, Department of Health &: Family Welfare, Government of West Bengal. 13. Any change in the name of the notified Sub/Centres should be immediately informed to SPMU for issuing necessary amendments. 14.     CHAPTER – I Introduction. The district Dakshin Dinajpur came into existence after bifurcation of the erstwhile district of West Dinajpur with effect from 1st April, 1992. The district is surrounded by Bangladesh of its 75% boundary in north, east & south side and by the district boundary of North Dinajpur and Malda at west and part of south side for the remaining portion. Its geographical area is 2162 Sq. KM. The district Head Quarter is situated at Balurghat town. It comprises 2(two) Sub-Divisions, 1) one is Gangarampur at Buniadpur and 2) another is Balurghat (Sadar). 4(four) Blocks under Gangarampur Sub-Division e.g. 1] Gangarampur, 2] Banshihari, 3] Harirampur and 4] Kushamandi and four Blocks under the Sub-Division of Balurghat e.g 1] Hili, 2] Balurghat, 3] Kumarganj and 4] Tapan are located in this district. 8(eight) Police Stations, 8(eight) Panchayat Samities, 2(two) Municipalities and 65- Gram Panchayats having 781 Gram Sansads are in this district. Other particulars are given in the district profile. The climate of the district is hot summer with high humidity, abundant rainfall and cold weather. Summer begins from the month of April. Monsoon commences from June and continues up to the last week of September; December and January are the coldest months. The annual rainfall of the district is about 1656 mm. Major rivers are -1] Tangan, 2] Punarbhava, 3] Atrayee and 4] Jamuna in this district. Flood is caused generally by water logging and lack of proper drainage of flood waters. With the passage of time changes in the approach, method and execution of relief operations during natural calamities have taken place.

    CHAPTER 6 PROBLEMS OF URBANIZATION IN NORTH BENGAL 6.1 Introduction The process of urbanization in developing countries is associated with their own problems. The problems range from proliferation of slums, drinking water problems, housing problems, sanitation problems and urban environmental problems and pollution. With rapid urbanization taking place in most of the districts of North Bengal, the urban centres of this region are facing their own problems which are quite similar to those being faced in other parts of the country. In this chapter the main objective will be to analyze the problems related to proportion of slum households, access to safe drinking water, availability of electricity facility, availability of latrine facility, availability of bathroom within house, availability of drainage facility and availability of separate kitchen within house. All these parameters will be analyzed for individual urban centres of North Bengal for 2001 and 2011 respectively. Moreover, their change during this period will also be analyzed for individual urban centre. To analyze the change in the percentage of households without access to any facility across the urban centres of North Bengal during 2001 – 2011, only those urban centres which existed during 2001 and 2011 i.e. in both the census years have been taken into consideration. Therefore, although there were 48 urban centres in 2001 and 131 urban centres in 2011, only 47 urban centres which were common in both the census years have been taken into consideration to analyze the temporal change in their share of households without access to any facility. The decadal variation in the percentage of household without access to facility „x‟ of any urban centre has been calculated by the formula as under.

    [VOLUME 6 I ISSUE 2 I APRIL – JUNE 2019] e ISSN 2348 –1269, Print ISSN 2349-5138 http://ijrar.com/ Cosmos Impact Factor 4.236 Rank – Size Distribution of Urban Centres across North Bengal during 1991 to 2011 Dr. Arindam Basak Assistant Professor, Department of Geography & Applied Geography, University of North Bengal Received: February 05, 2019 Accepted: March 28, 2019 ABSTRACT: North Bengal has witnessed lack luster urbanization and growth of urban centres till 2011. Given its geographical coverage, the number of urban centres in North Bengal was only 45 in 1991 and 48 in 2001. However, in 2011 the number of urban centres in North Bengal suddenly increased to 131 which is quite stupendous compared to previous years. This sudden increase in the number of urban centres affected the rank-size distribution of urban centres across North Bengal. In this paper an attempt has been made to calculate the rank-size distribution of urban centres across North Bengal during 1991, 2001 and 2011 and to analyze the effect of a huge increase in the number of urban centres over the system of city-size distribution in this region. Key Words: North Bengal, Urbanization, Urban Centres, Rank-Size distribution. Introduction If urban centres are arranged according to their population size in a particular region they are related to one another. The population of the second largest urban centre will have half the population of the largest or primate city, the third largest urban centre will have 1/3rd population of the largest urban centre of the region. This relationship between the population of any urban centre and its rank in a set of urban centres of a region is called the rank-size rule.

    73 Chapter-VI Our Village Level Study: Findings 6.1: Introduction This chapter is the core of our research investigation. We have chosen Dakshin Dinajpur district for our detailed investigation. We have chosen the sample villages from two subdivisions, Balurghat and Gangarampur and from each subdivision two GPs have been selected. The survey results and our observations on the results have been presented in the following sections. 6.2: District Profile Barendra Bhumi, according to Ramcharita Maanasha, was the homeland (Janakbhu) of the Palas. Gopal, the first king of the Pala dynasty, was hailed from this place. Reference may be made to Pancha Gour-Gour Empire of Emperor Dharma Pal. Extension of Pundra Vardhan Bhukti began under the Palas. It comprised number of Mandals and each Mandai comprised several vishayas. Kotivarsha was Vishaya situated on the river Punarbhava. It has been mentioned in the inscriptions as the most important Vishaya. Though Dharma Pala (C 770-810 A.D.) was a great patron of Buddhism and set up more than fifty Buddhist monasteries in different parts of his empire, he was not averse to Hinduism. He himself established a four faced Shiva image at Buddha Gaya. At Aminpur village in Kushmandi Police Station a five faced Ban Linga has been discovered. At Dehabandh village in Kushmandi PS, one Shiva Linga is seen on the road side with four goddess with folded palms engraved on four sides. It is a unique image belonging to Gupta age. A similar sand stone image has been kept at district library. Some beautiful sculptures of Gupta period can be seen at the said Library Museum.
