2020 FPA Contribution Strategy $24,000

For the elections in November 2020, all House Districts are up for re-election and odd numbered Senate Districts are up for re-election. That makes a total of 120 House seats and 20 Senate seats, however not all of these seats have drawn an opponent. Therefore, many incumbents will be re-elected without having a real race.

So far, since the 2018 election, we have given $1,000 checks to the following candidate’s campaign accounts: Sabatini, Brown, Beltran, Tomkow, Fischer, Toledo, and Burton. Our strategy going forward for 2020 is to contribute fewer bigger checks to PACs that the candidates can choose to use for their 2020 race or for future races, rather than 24 $1,000 contributions to candidate’s campaign accounts for this race. Therefore, we have chosen 10 PACs (5 House and 5 Senate) to contribute $2,500 each to, however, understanding that this will put us over budget by $1,000, we will choose 2 to only contribute $2,000 to if necessary.

With the $15,000 PAC donation from Quidel, we propose dividing it between 3 Senators: $5,000 to President Galvano, $5,000 to Rules Chair Benacquisto, and $5,000 to Appropriations Chair Bradley. All 3 of these Senators are among the strongest leadership in the Senate and this year we are really focusing our test and treat efforts to the Senate.

Our 10 choices for PAC donations are:

HOUSE

Representative Tyler Sirois House District 51 – Cocoa, Republican Incumbent

Rep. Sirois has quickly become one of the pharmacy industries biggest allies. He sponsored our test and treat legislation and filed a couple of strong amendments, including removing the requirement of the FMA course for continued pharmacy education.

Representative House District 3 – Pace, Florida Republican Incumbent

Rep. Williamson is the Chair of the General Government Operations Appropriations committee. He will be vital to many agency appropriations requests and will be a strong relationship to have.

Representative Rene Placensia House District 50 – Titusville, Florida Republican Incumbent

Rep. Placensia was our bill sponsor for the test and treat legislation as well as a co-sponsor for the PBM bill. He has been one of FPA’s greatest supporters.

Representative Nick Duran House District 112 – Miami, Florida Republican Incumbent

Rep. Duran is the ranking member on the Health Care Appropriations committee and the Health & Human Services committee. He also sits on the Health Market Reform committee. Almost all of our bills pass through at least one of these committees and Rep. Duran was very supportive of all of our legislation. It will be important to maintain this relationship.

Representative Danny Perez House District 116 – Miami, Florida Republican Incumbent

Rep. Perez was just elected to be the Speaker of the House for his class. He is a very important legislator and it will be vital to form this relationship early. His wife is also a pharmacist.

SENATE

Senator Senate District 19 – St. Petersburg, Florida Democrat Incumbent

Senator Rouson sits on the Health Policy Committee, Appropriations Committee, Banking & Insurance Committee, and Health & Human Services Appropriations Committee. Almost all of our bills pass through at least one of these committees and Senator Rouson was very supportive of all of our legislation.

Representative Senate District 27 – Ft. Myers, Florida Republican Open Seat previously held by Senator Benacquisto

Rep. Rodrigues is the chair of the Health and Human Services Committee. He is a very key player as he ultimately decides which health-related bills get heard and which don’t.

Senator Senate District 1 – Pensacola, Florida Democrat Incumbent

Senator Broxson is the chair of the Banking & Insurance committee. This is the first committee that PBM-related bills go to in the Senate. Senator Broxson has agreed to make PBM legislation a priority of his committee this year. He will be instrumental for us this year.

Senator Senate District 17 – Melbourne, Florida Republican Incumbent

Senator Mayfield is the Chair of General Government Operations Appropriations and she also sits on Health Policy committee. She has been a very strong supporter of the pharmacy industry and all of FPA’s priorities.

Senator Senate District 18 – Tampa, Florida Republican Incumbent

Senator Cruz sits on the Health Policy committee and has been a big supporter of FPA. We need to maintain as much support from the members of this committee as possible.
