The Court later ruled that Puerto Rico was an “unincorporated territory” “belonging to but not a part of” the United States, meaning that the U.S. Congress would determine which parts of the U.S. Constitution applied to the Island. In 1904, the Court declared that Puerto Ricans were not “aliens” for immigration pur- poses and could not be denied entry into the U.S. mainland (Erman 2008). In 1917, Congress granted U.S. citizenship to all persons born on the Island, but did not extend them all constitutional rights and obligations, such as having Congressional representation or paying federal income taxes. In 1952, Puerto Rico became a U.S. Commonwealth (or Estado Libre Asociado, in Spanish) with limited autonomy over local matters, such as taxa- tion, education, health, housing, culture, and language. Still, the federal gov- ernment retained jurisdiction in most state affairs, including citizenship, immi- gration, customs, defense, currency, transportation, communications, foreign trade, and diplomacy.

Chicago was honored to be the host city, and it is particularly gratifying that in half the time ordinarily allotted for planning and readying for the Games our city was able to prepare the facilities needed. We are very grateful to those men and women of the Chicago area, identified with the world of sports, who gave so generously of their time and knowledge to make the Games the success they were. Chicago was fortunate to have in the ranks of its sports committees athletic leaders whose competence could not be surpassed anywhere in the world. To have been able to make a contribution toward the perpetua­ tion of the Games and to have been able to afford the young athletes who participated the opportunity to meet in friendly competition is pleasing to us. Mayor side the Gately Stadium, utilizing the existing stadium seats for spectators. Through the generous cooperation of Ragnor Benson, one of Chicago’s major building con­ tractors, it was possible to complete this project for $50,000.00. To provide shooting ranges built to interna­ tional competition specifications it was necessary to go well outside the city limits of Chicago. The City of Waukegan offered to make available a site on the shore of Lake Michigan. This proved to.be a major engineering and construction .job, . Tons and tons of earth had to be moved, and were it not for generous contributions of materials, equipment and services, the range would have cost an astronomical figure.

Other confirmed 2008 Olympic medalists include Olympic all-around bronze-medalist Benoit Caranobe of France and Olympic horizontal bar bronze-medalist Fabian Hambuechen of Germany. Also scheduled to compete are: men – Japan’s Koji Uematsu, Puerto Rico’s Luis Rivera Rivera, Romania’s Adrian Bucur and Russia’s Yury Ryazanov; and women – Canada’s Brittany Rogers, France’s Youna Dufournet, Germany’s Kim Bui, Great Britain’s Rebecca Downie, Japan’s Koko Tsurumi, Romania’s Amelia Racea, Russia’s Kristina Goryunova and Venezuela’s Jessica Lopez. Ten 2008 Olympians, including five all-around finalists in Beijing, are in the 2009 Tyson American Cup field. On Friday, Feb. 20, Tyson American Cup ticket holders may also attend a USA-Japan women’s friendly dual meet at the Sears Centre Arena.     WELCOME Welcome to the 37th Eastern Economic Association Annual Meetings in New York City, N.Y. Our incoming President-Elect Glenn Loury, session chairs, organizers, and review committee have done a great job putting together this year’s program, which I hope you will find as educationally exciting as I do. As I look back during my year as President, this has been another year of growth for our Association. Starting in 2009, the EEA has partnered with the Federal Reserve Bank of New York and the Federal Reserve Board of Governors to sponsor the Federal Reserve Bank Challenge. This program is a competition by which five person teams from various colleges make 20 minute presentations to academics, practitioners, and Fed economists as to whether the Federal Reserve Open Market Committee should raise, maintain, or lower the targeted Fed Funds Rate. Additionally, the panel of expert judges questions the students on a wide range of issues. This year 36 teams participated in New York. I’ve heard great things about the Challenge from students who participated. In addition to the program in New York, the Federal Reserve Bank of Philadelphia joined the EEA to sponsor a Fed Challenge program in the Third Federal Reserve district for the first time this year. Nine teams competed on November 1 and I look forward to seeing more teams next year. By working with the Federal Reserve System, the EEA is fulfilling one of its missions by promoting economic education.
