I apologies for the delay in responding which was due to the staffing difficulties associated with the current COVID-19 crisis. In response to your e-mail of the 11 November 2021 this Office replied under business as usual to inform you that your request relates to information on the EPG that covers the Newry, Mourne and Down Area (NMD) and that we do not hold any information. To assist you with your inquires we provided the contact details for the NMD EPG. In your reply, dated 11 November, you ask why I did not hold information on all of the EPGs in Northern Ireland. As your original request only asked for the EPG that covered the NMD, only this information was provided. This Office subsequently replied to you under FOI 2020 0094; providing a table listing all the EPGs in Northern Ireland, including the councils under each EPGs with their main contact details to which correspondence and requests for information can be sent. Please note that Belfast City Council web site states under their FOI section – “All you have to do is submit your request in writing, by letter or email, to any member of staff, stating clearly what information you want”. They do not appear to provide an FOI e-mail address. For ease of reference I have listed all your questions below under FOI 2020 0094 and FOI 2020 0095 and provided a response to each question below. FOI 2020 0094 1) Could you please provide a link to information on the EPG that covers the NMD District Council area in Northern Ireland? • No information held. Appendix 1 provides details of the three Emergency Preparedness Groups (EPGs) in Northern Ireland and the council areas covered by each of these EPGs. Correspondence and requests for information can be sent to these addresses. 2) In particular I am seeking the EPG Business Plan 2015-2018 (or equivalent). • No information held. 3) I am also requesting the names of the Leads for each of the Emergencies that this area is potentially facing. • No information held. 4) Further, how many military personnel exist in Northern Ireland today who are on stand-by or already being deployed for each of the Emergencies listed? • No information held. You may find the attached hyper link to UK.Gov website on Military Aid to the Civil Authorities useful. https://www.gov.uk/government/publications/2015-to-2020-government-policy- military-aid-to-the-civil-authorities-for-activities-in-the-uk/2015-to-2020- government-policy-military-aid-to-the-civil-authorities-for-activities-in-the-uk FOI 2020 0095 1) the name of the Councils who have responsibility to prepare plans and undertaking direction including carrying out risk assessments of their plans, under this remit; • A table has been provided (Appendix 1) detailing the councils in Northern Ireland and the three Emergency Planning Groups which they are under with regard to plan preparation etc. 2) the name of the organisation responsible for ensuring that the EMGs are carrying out their role effectively (yourselves or an ombudsman etc) for example who ensures Risk Assessments are carried out across these organisations and who ensures that they are effective and of a high standard given the critical nature of their purpose; • The Belfast, Northern and Southern Emergency Preparedness Groups (EPGs) are jointly chaired by PSNI and Local Government. Oversight of these EPGs is through the Northern Ireland Emergency Preparedness Group. Member organisations of EPGs are autonomous in their own right and are responsible for their own decision making process.
