Earlier this year we celebrated 30 years of the Network, an occasion marked by two of our longest standing Members in an article published in the previous issue of the European Gender Equality Law Review.1 As this anniversary draws to a close, so too does this Gender Network as a separate and distinct organisation. The contract for the Gender Network between Utrecht University and the European Commission expired at the end of 2014, and a new single European network of legal experts in gender equality and non-discrimination has been formed. The expertise of the gender equality experts is maintained in the new network, which shall be composed of two separate streams of gender equality and non-discrimination. Human European Consultancy will be responsible for the general co-ordination of this new network. There are two specialised co-ordination teams; one on gender equality and one on non- discrimination. Dr. Susanne Burri (co-ordinator), Dr. Alexandra Timmer (assistant co- ordinator), and myself (assistant co-ordinator) of Utrecht University are responsible for the specialised co-ordination of the gender stream. Migration Policy Group is responsible for the specialised co-ordination of the non-discrimination stream. The existence of the two separate streams accurately reflects the chronological development of the EU equality directives, and acknowledges the necessity to maintain gender as a distinct ground of discrimination in its own right. The new European network of legal experts in gender equality and non- discrimination will produce an Equality Law Review, and for each of the 35 countries included in the new network one expert on gender equality and one expert on non- discrimination will report on national legislative and policy developments in their respective field.2 This is therefore the final issue of the European Gender Equality Law Review and the end of an era as we know it. 2014 has also witnessed the conclusion of José Manuel Barroso’s Commission, and the coming into office of the new European Commission, presided over by Jean-Claude Juncker.3 Despite this being the last issue of the Gender Equality Law Review, it provides the chance to reflect over what continuing challenges may confront the Juncker Commission. Issues such as unemployment, the on-going impact of the financial and economic crises, immigration, and escalating tensions in Ukraine dominate national and European headlines and agendas. However, between these issues (and more) lies gender inequality. Persistent and ubiquitous, blatant and nuanced, and damaging in both its consistency and variation; the consequences of gender inequality serve as a reminder to governments and organisations alike of the constant need to find intuitive and effective means to fight it. On 1 October 2014, the new Commissioner for Justice, Consumers and Gender Equality, Ms. Věra Jourová, made a number of commitments at her hearing before inter alia the Committee on Women’s

    EUROPEAN COMMISSION MEMO Brussels, 17 December 2013 European Parliament committee backs Commission proposal to protect euro from counterfeiting A key European Parliament committee has today backed a European Commission proposal to better protect the euro from counterfeiting through the use of criminal law measures (IP/13/88). The Committee on Civil Liberties, Justice and Home Affairs (LIBE) voted by 46 in favour, with 2 abstentions to support the Commission's proposal and enter negotiations with the Member States in the Council. The proposal aims to crack down on criminals who counterfeit euro notes and coins – a crime estimated to have cost at least €500 million over the past decade. New measures would include strengthening cross-border investigations and introducing minimum rules on penalties, including imprisonment, for the most serious counterfeiting offences. The draft law would also enable the analysis of seized forgeries during judicial proceedings in order to detect further counterfeit euros in circulation. "The euro is our common currency. If we don't take action to protect it, nobody else will," said Vice-President Viviane Reding, the EU's Justice Commissioner. "I am grateful to the European Parliament and to its rapporteur, Anthea McIntyre, for their support for the Commission’s proposal. This is solid work upon which we can build. I do regret however that the European Parliament did not agree on introducing minimum sanctions for the most serious offences. This would have been an additional deterrent for crimes against our common currency and it was supported by the European Central Bank. Mario Draghi knows what is good for the euro." "We will continue working closely with the European Parliament and Ministers in the Council to build on today's important vote and get the law adopted swiftly so we can close regulatory loopholes and put a stop to currency counterfeiting across the European Union," Vice-President Reding added.

    Hungarian Politics In-Depth July 2013 An anti-European campaign in the making Fidesz has made no secret of its growing dislike of the European Union and especially its representatives. Viviane Reding is only the most recent high profile target in a long series of attacks on the EU and some of its leading politicians. Fidesz needs certain faces to attach to its anti-Europeanism at a time when the invocation of nebulous international forces attacking Hungary is emerging as key mobilising notion for the 2014 campaign. It's probably not a good idea to get on Fidesz's wrong side when Hungary's governing is in campaign mode. Even at its most relaxed, Fidesz's propaganda machinery is not known for its subtlety and finesse, but with an election pending it's more like a swarm of sharks with a scent. To said sharks, European Commissioner for Justice Viviane Reding must seem like a tasty appetiser en route to the main course due next spring. Why her, why now? Reding has angered the Hungarian right with her repeatedly expressed concerns over Fidesz's handling of constitutional amendments, especially in the context of the massive fourth amendment (discussed in detail in our March edition). In an unusually sharp rebuke for an EU official, Reding told the Austrian daily Der Standard that "[t]he state of law is not to be trifled with. A constitution is not a toy that one can change every few months." Reding is of course only the latest among a series of Fidesz's critics at the European level, and actually by far from the harshest.

As a member of the UDI (Union des Démocrates et Indépendants) in France, he joined the ALDE (Alliance of Liberals and Democrats for Europe) within the European Parliament. Particularly involved in infrastructure financing, he was rapporteur on the Connecting Europe Facility and he is currently rapporteur for opinion on the European Fund for Strategic Investments ("Juncker Plan"). In the meantime, he has become the founder and chairman of the intergroup on long-term investment and reindustrialisation (#Invest4Future). Born in 1946, Dominique Riquet holds a degree in general medicine and a degree in urological surgery. Viviane REDING – Former Vice President of the European Commission and Member of the European Parliament Viviane Reding is one of the most prominent personalities of Europe, completing three terms as Member of the European Government, currently Member of the European Parliament in charge of International Trade and Rapporteur for the TiSA agreement (Trade in Services agreement). Viviane Reding was born in 1951 in Esch-sur-Alzette, Luxembourg. After obtaining her PhD degree (Sorbonne, Paris), she acted as a professional journalist for 20 years.

    EU Updates – October 2013 EU Institutions Members of the European Parliament's constitutional affairs committee want to the revise the EU treaties to put an end to the monthly trek to Strasbourg. The European Parliament is located in Brussels but deputies are required to hold plenary sessions in Strasbourg, located some 435km away, 12 times a year. Dubbed the ‘travelling circus’, the moves are said to cost the EU taxpayer up to €200 million every year. MEPs have agreed to a 5 percent cut to EU spending in 2014, as the bloc scrambles to get its books in order in time for the next seven year budgetary cycle. Deputies in the Strasbourg Parliament voted to cut EU spending by more than €8 billion to €142.6 billion in 2014. All budget headings, apart from administration, which covers the costs of the EU institutions, are set to be cut. However, EU cohesion funds, which includes structural funding to the bloc's poorest regions, face the deepest cuts of over €7 billion. Economy The EU’s new banking watchdog, the Single Supervisory Mechanism (SSM), will come into force in November 2014. Five years after the financial crisis erupted, many European banks remain in trouble. The EU is trying to agree the next big step in its integration by creating a banking framework chiefly for the euro zone, which would both police the banks and find joint solutions to their problems. Spain has seen its first quarterly economic growth since 2011. The country's GDP grew 0.1% in the July-to- September period, after contracting for the previous nine quarters.

    Ms. Viviane Reding European Commission Vice-President, Commissioner in charge of Justice, Fundamental Rights and Citizenship BE-1049 Brussels Belgium Dear Vice-President Reding, We, the heads of the below listed Hungarian non-governmental organisations, are writing to provide you with alternative answers to your questions posed to Deputy Prime Minister Tibor Navracsics concerning the reduction of the mandatory retirement age of judges, the reorganisation of the judiciary, and the termination of the Data Protection Commissioner’s mandate. We believe that in the present Hungarian situation it is important (i) to describe the general context in which the changes you have inquired about are taking place, (ii) to outline what aspects of these issues have not been reflected in Mr. Navracsics’s response and (iii) to point out the deficiencies of the official answer’s argumentation. We kindly ask you to take into account the facts set forth below when considering the compatibility of the Hungarian Government’s measures with the norms and principles of the European Union. I. The General Context We firmly believe that the three issues you have raised cannot be adequately assessed without looking at the context in which these measures have been adopted. Since the time when the ruling party Fidesz received a two-third majority in the Hungarian Parliament and consequently obtained a legally unrestricted power to shape the state structure, the system of checks and balances has been dramatically weakened if not demolished. This endangers the prevalence of the fundamental values of the European Union as enshrined in the Charter of Fundamental Rights of the European Union, especially the principles of democracy and the rule of law.
