Minutes of the Meeting of the Parish Council held at Dallimore Mead Hall Monday, 6th February 2017 at 7.30pm.

Present: Ken Lloyd (Chairman), Sheelagh Capstick-Dale, Sue Ellis, Simon Forrester (part), Cliff Garrod, Pia McGee, Lisa Ramsay, Francis Hayden (part), Russell Sadler.

1. Apologies for absence Ron Warwick (prior engagement). David van Dyk (conflicting appointment). Richard Masters did not attend.

2. Declarations of Interest – None declared.

3. Minutes of the Meeting of the Parish Council 3rd January 2017 Agreed as a true record and signed by the Chairman.

4. Clerks Report & Items for Information – noted. Letter and emails – as directed at the meeting 3-1-17. Market Place Appeal The Planning Inspectorate do not yet have an Inspector available. Precept 2017-18 Form completed and forwarded to MDC (£17,201, +3%.) Work at Old Quarry Gardens Quote of £1750 from Haines Gardens for reinstatement of border to car park with membrane, gravel boards and gravel, plus grassing the corner near the gates accepted by the Clerk. Tree to replace the dead ones (oak and maple) to be sourced. It is hoped that the gravel will be donated by Aggregates – no news at date. (Action: KL/RM/Clerk) Francis Hayden arrived. Simon Forrester arrived. Commemorative seat at playground and litter bin at OQG Quote of £400.00 from Haines Gardens including all materials to lay concrete bases and installation accepted by the Clerk. Land drain at burial ground Quote from Haines Gardens of £410.00 including all materials accepted by the Clerk. Bike Track Routine maintenance completed, invoice not yet received. Swings and adult exercise equipment Further information forwarded to Councillors along with details of grants available. It was agreed to discuss this in detail at March’s Meeting. Action RS/KL. Community Speed Watch Leaflets passed to Councillors for distribution. Road markings White hatching on Castle Hill and Market Place completed by Highways. Burial Ground – Interment of Violet Arney (plot A17) on 29-1-17. Nunney Walking leaflets Nunney Village Trail and Nunney Rural Walk are mentioned on small scale OS maps (forwarded to Councillors by email); these were originally printed by MDC, but will not be reissued. It was agreed to discuss whether the Parish Council can update them at March’s Meeting. Nunney Community Association Charity status and constitution discussed. Pia McGee arrived.

5. Correspondence – General correspondence is forwarded to Councillors as and when appropriate. It is noted by this Meeting. Rural Service Network, CPRE – eNewsletters, press releases and other information. Town Council Invitations, meeting agendas and information. MDC Notification of Council Tax Base for 2017-18 and calculations in respect of same. MDC Details of their recently implemented street trading controls. It is noted that applications received by Mendip will be forwarded to parish councils and other parties for comment (allowing 14 or 28 calendar days for comment depending on the duration of the application).

Additional recycling collections are being arranged for items such as plastic pots, tubs and trays, and batteries, but as a result general refuse will go to a 3-weekly collection schedule - this expected to be in place late 2017. Noted and agreed that the PC cannot affect this. Somerset Highways Temporary road closure of Station Road and Burts Hill, 13-2- 17 for one night (22.00 to 06.00) for bridge examination works. Somerset Community Foundation Details of the annual “surviving winter” campaign encouraging pensioners to donate their unwanted winter fuel payment. Somerset Highways Temporary road closure of Bulls Green Lane to Bulls Green Link Road, Nunney on 14-2-17 for two days for cable installation works. MDC Parish information bulletin for January. MDC Draft calendar of public meetings for 2017-2018. MDC Information on the ‘reporting of suspected breaches of planning control’. SCC Somerset Prepared, enewsletter from the local authorities Civil Contingencies Unit. As the Village Hall would be the muster point in the event of an emergency would Lisa Ramsay said she will discuss nomination of an “Emergency Community Contact” with the Village Hall Committee. Action LR. Avon & Somerset Police & Crime Plan This can be viewed and downloaded at www.avonandsomerset-pcc.gov.uk. Call for nominations for “Be Proud Awards” for those involved in fighting crime, supporting victims and bringing offenders to justice. Somerset Highways SID installations for 2017 will be: Flowerfield 6-3 & 11-9; Frome Road 20-3 & 25-9. Wessex Water Notification that a new business, “water2business”, has been formed to allow Wessex Water to exit the retail market (it will now merge with Bristol Water). It will also allow non-household properties to be choose its water and sewerage company. MDC Gypsy and traveller count as at 16-1-2017. Clerk’s note: None in Nunney at that date. SALC Information that the police can no longer routinely attend parish council meetings as there is seldom anyone available and community reports take too long to prepare. TSB Letter advising that the Council may not be protected by the Financial Services Compensation Scheme. Clerk’s note: as the parish council is not excluded, it is covered MDC Details of a free Neighbourhood Planning Conference in Bath on 25-1-17. Devon County Council Details of the UK wide avian influenza alert (in force to 28-2-17). Rospa Playsafety Details of playground inspection training courses in Exeter 8-10 March 2017. MDC Details of the draft Empty Homes Strategy which is open for consultation until 10-2-17. Somerset Playing Fields Association (SPFA) Details of Community Asset Fund to promote physical activity. Grants cannot be used for repairs/refurbishment, nor for children’s play equipment. Ordnance Survey Enquiry about walking trails in/around Nunney which are mentioned on OS small scale maps. See also Item 4.

6. Allotments i) Fees for 2017-2018 After discussions it was decided that the fee should be increased to £9.00 per plot per year (1st April to 31st March). ii) Management The Clerk explained that the Allotments Committee set up by the Parish Council is not really working and that it is difficult to get information. This was discussed at length; it was agreed that if the plot holders cannot manage the allotments themselves, including communication with the Parish Council, then the Council will take back the management of the site with everything will go through the Clerk. First though, Ken Lloyd volunteered to speak to Mary Cross to see if things can be improved. Action: KL.

7. Annual Parish Meeting 2017 It was agreed to try to get someone to speak to the Parish Meeting about exercise and its importance to health for adults; it was suggested the a personal trainer might be appropriate; the Clerk will contact the leisure centre or a local gym to see if anyone is available. Action: Clerk.

8. Burial Ground Fees The current fees, those charged by Mendip and a range of suggested fees based on proportions of those charged by MDC were discussed. It was agreed unanimously to revise the fees to be 2/3 of those currently charged by Mendip. Action: Clerk.

9. Community Assets and Village Shop (was Item 16) It was agreed to also discuss the Village Shop under this Agenda Item. i) The Clerk and Ron Warwick met with David van Dyk. Cllr Van Dyk had met with the responsible officer at Mendip and discussed the nomination of Nunney shop and pub. It was agreed that the forms are acceptable but supporting research is required – this can be either by way of survey and/or questionnaire, and ideally, by submission of individual personal letters from the public. Lengthy discussions took place. ii) A group of interested local people has met with a view to possibly taking over the shop and Pia McGee updated Councillors on this. Pia McGee and Ken Lloyd will be involved with the group. It was suggested the group be advised that the Parish Council will apply for its listing as a Community Asset if the group can provide the necessary letters of support and research. Action: PM. iii) It was suggested that the Parish Council join the Plunkett Foundation so that they can be asked for specific advice, the cost is £75.00 per year. Proposed Sheelagh Capstick-Dale, seconded Francis Hayden and agreed unanimously; the Clerk was asked to do the necessary paperwork. Action: Clerk. iv) It was decided not to progress the nomination of the pub as a CA at the moment.

10. Flooding Francis Hayden explained that he is discussing management of flood water through Nunney with the Environment Agency. i) The weir and sluice gates were discussed – when the gates are shut they back up water. ii) Delaying the upstream flood water would help to reduce the flood risk in the village - one way of doing this is to lay tree trunks across the stream. My Hayden will put the information to the EA so that they can carry out modelling. Action: FH

11. Grass cutting and grounds maintenance 2017-2020 Quote from Parsons Landscapes not yet received.

12. Internal Annual Audit of Accounts 2016-2017 The Clerk confirmed that John Horsey is prepared to carry out the audit again this year (his fee remains at £80.00) and this was agreed.

13. Mendip Local Plan Part II – Green spaces and sports provision The nominated Green Spaces (both private and public access land) were discussed and agreed as being appropriate. Two further areas were discussed: The Russell Field to include the allotments and playground; gardens along Horn Street from Penny’s Mill to #15. It was agreed unanimously to ask Mendip to include these two areas in the Plan. Action: Clerk.

14. 20mph Speed Limit The plan produced in 2012, which was shelved by Highways due to lack of funding, was discussed. It was noted that Highways are spending a lot of money on road signs and traffic restrictions in the area, including 20mph limits through villages such as Norton St Philip, and the Clerk was asked to contact Highways to ask them to resurrect Nunney’s 20mph scheme. Action: Clerk.

Parking and Traffic Congestion at Flowerfield, Glebelands, Pookfield Close, Green Pits Lane and Westover Although the response to the consultation was disappointing (just 5 replies from 120 leaflets) those that did reply mentioned that some of the grassed areas of the estate could be turned into parking and that the garages could be demolished again to make car parking spaces – which could possibly be allocated. Following discussions it was agreed that this is outside the remit of the Parish Council, but that it could approach MDC to see if anything can be done. Action: Clerk.

16. Nunney Village Shop See Item 9.

17. War Memorial Historic advise that they are considering the Listing application, their proposal will be based on desk research only and the decision could be 2-6 months. The Clerk advised that if the memorial is Listed any work carried out will need Listed Building Consent. i) Names to be added. It is reputed that two names are to be added to the memorial, but no one has been able to provide the details. Instead, the Chairman had found eight names of Nunney-born men who died in WWI but whose names are not on the memorial and these were discussed. It was felt that if they were born in Nunney (and ) but resident elsewhere at the time of their death then their names may be on other memorials; it was agreed that the criteria would be that if they were Nunney (or Trudoxhill) residents at the time of their death their name would be added and accordingly Francis Noakes and George Daniels were identified. Francis Hayden said that the spelling of “Daniels” should be checked as it may be “Daniel”. The owners/custodians of the memorial are presumed to be the church and Ken Lloyd said he would advise the rector that names will be added and cleaning carried out. Action: FH, KL. (Clerk’s post-meeting note: there is no hard and fast rule for deciding on names to be added, it was a decision made locally.) The Clerk advised that to add two names in beaten lead will cost £300-£400 and this was noted. ii) Cleaning. The recommendation of the memorial mason is to clean and re-enamel the lettering only (beaten lead) - leaving the Cornish granite stone to weather naturally. Their quote for carrying out the work of £477.60 inc Vat was accepted unanimously. Pia McGee explained that a grant for all/part of the works may be available and she will progress this. Action: PM.

18. Finance £3,000.00 transferred from the deposit account to the current account 3-1-17. i) Q3 Accounts. Discussed and approved unanimously. Francis Hayden gave a vote of thanks to the Clerk which was acknowledged. ii) Accounts for Payment: Cheque 1419 – Cancelled Cheque 1420 – £ 385.42 Beverley Palmer (salary & admin costs £11.21 for Jan 2017) iii) Receipts: £ 1.45 Bank interest (Dec 2016) £ 21.00 Mary Cross (Allotment fees for 2016-17)

19. Planning Applications: The Clerk advised that a further Listed Building Consent application had just been received, consultation on which will have closed before the next council meeting; the Chairman gave details of the application and it was agreed to discuss it at this Meeting.

No objections. 2017/0179/LBC Remove existing recess in the party wall between Nos 2 & 4Church Street and reinstate the party wall in order to regularise the flying freehold. It is understood that the owner on number 4 has no objections and according the Parish Council agreed it had “no objections”. Approvals: 2016/2798/TCA TPO not required to lift larch crown to 5m and crown lift to west side of Lawson Cyprus at the Old Rectory, High Street for Mr Hill. 2016/2747/TCA TPO not required for reduction of cherry tree by 50% at The Coach House, Horn Street for Ken Lloyd. 2016/2616/APP Approval of details reserved by conditions 1, 2 &3 on planning permission 2016/1425/LBC at 18 Horn Street for Richard Phipps. 2016/3019/TCA TPO not required for works/felling of trees (Sycamore, Ash and Willow) in a CA at Nunney Castle for Mr Chris Bally.

Lisa Ramsay will attend; she was asked to raise the use of the settlement ponds south of the A361 to store flood water.
