Non-State Actors and Local Authorities in Development Programme (NSA-LA)

The Non-State Actors and Local Authorities in Development Programme is a development policy instrument which is guided by the European Consensus on Development. It is a successor to the NGO Co-financing and Decentralised Cooperation budget lines and has its legal base in Article 14 of Regulation (EC) No 1905/2006 establishing a financing instrument for development cooperation (DCI).

The overarching objective is poverty reduction in the context of sustainable development, including pursuit of the Millennium Development goals (MDG) and other internationally agreed targets. It is an "actor-oriented" programme aimed at capacity building through support to "own" initiatives from non-state actors (NSA) and local authorities (LA) originating from the EU and partner countries.

The in-country interventions are administered by the EU Delegation to Indonesia through a local Call for Proposals aims to support small-scale local development actions by facilitating meaningful interaction and exchange between NSA and LA, improving the capacity of NSA to participate in policy dialogue and to play an oversight role, and supporting an increased role of LA in decentralisation process. Priority is given to actions in two different sectors: 1) Basic Education, and 2) Law Enforcement and Justice.

1. Building Partnerships among Government, Parliament and Civil Society in Support for Pro- Poor and Gender-Responsive Budget Initiatives in South Sulawesi

Duration: 24 months, EU co-financing: € 179,809 Beneficiary regions: , Bantaeng, Tana Toraja, Luwu Timur – South Sulawesi Implementing partner: Yayasan Komite Pemantau Legislatif (KOPEL) Sulawesi Project description: The project aims to promote partnership-building and dialogue between local government, local parliament and civil society in improving their understanding and capacity to design pro-poor and gender responsive planning and budgeting which, in return, will improve social welfare.

2. Public Procurement Reform in Local Government by Promoting Stakeholders Participation as a Means of Corruption Eradication in Public Service Delivery

Duration: 18 months, EU co-financing: € 121,112 Beneficiary regions: Purwakarta, Indramayu – West Implementing partner: Yayasan Trust Advisory Group (B_Trust) Project description: The project aims to develop a reliable procurement system in Indramayu and Purwakarta districts that underlie the principles of FATCEO (Fairness, Accountability, Transparency, Competition, Efficiency/Effectiveness, Openness) and easy access. The technical assistance incorporates community participation at all stages.

3. Promoting Transparency, Accountability and Effectiveness in the Management of Education Deconcentration Fund

Duration: 24 months, EU co-financing: € 187,240.69 Beneficiary regions: , Lampung, , , Kupang, Makassar Implementing partner: Pusat Studi Pengembangan Kawasan (PSPK) Tungal Project description: The project aims to promote transparency, accountability and effectiveness in the management of the education deconcentration fund. This effort will be done through community participation strengthening in controlling the fund management as to eliminate corruption practice of the education deconcentration fund.

4. Advocacy for Special Autonomy Fund for the Improvement of Education Quality in Papua

Duration: 24 months, EU co-financing: € 187,753.49 Beneficiary regions: , Wamena, Biak – Papua Implementing partner: Lembaga Penguatan Masyarakat Sipil Papua (ICS Papua) Project description: The project aims to ensure that the management of special autonomy fund as it is regulated in Law 21 of 2001 which reaches the amount of 30% of the total fund is allocated for education sector and directed for funding programmes that improve the education quality in Papua which is reflected in the Papua APBD.

5. Civil Society Engagement in Improving Quality and Access to Education

Duration: 24 months, EU co-financing: € 150,000 Beneficiary regions: Ambon, West Seram, Central – Maluku Implementing partner: Save the Children Project description: The project aims to contribute to sustained poverty reduction as a result of engagement of Non-State Actors in the improvement of access to quality education and child friendly schools and governance, within the context of Indonesia’s Basic Education Strategic Plan.

6. Encouraging School Accountability System to Ensure School Service Affordability for the Poor

Duration: 18 months, EU co-financing: € 171,899.95 Beneficiary regions: , , Gresik – East Java Implementing partner: Yayasan Pusat Telaah dan Informasi Regional (PATTIRO) Project description: The project aims to encourage more accountable and pro-poor education expenditures at school level, in order to ensure that students of poor families obtaining qualified and free-of-charge education.

7. Education for Children with Disabilities: A Local Authority Framework for Inclusion

Duration: 20 months, EU co-financing: € 145,189.10 Beneficiary regions: Five Districts: Kota Bantul, Sleman, Gunung Kidul, Kulon Progo of Province Implementing partner: Arbeiter-Samariter-Bund Deutschland E.V. (ASB) Germany Project description: The project aims to increase the institutional capacity of Yogyakarta education authorities to implement and increase the quality of inclusive education in the province.

8. Connecting People, Transferring Knowledge – Promotion of Quality Education in Lembata, Indonesia

Duration: 24 months, EU co-financing: € 198,160 Beneficiary regions: Sub-districts of Ile Ape and Lebatukan, District of Lembata, Nusa Tenggara Timur (NTT) province Implementing partner: Plan International Deutschland e.V (Plan Germany) Project description: The project aims to establish quality education in 56 primary schools in Lembata, Indonesia at the end of the project lifetime.

9. Improvement of Living Conditions of the Poor and Disadvantaged People through Capacity Strengthening of Local Parliaments and Increase Participation of Civil Society in Local Planning and Budgeting

Duration: 24 months, EU co-financing: € 179,820 Beneficiary regions: Bulukumba, Karo, , Tidore Implementing partner: Yayasan Komite Pemantau Legislatif (KOPEL) Sulawesi Project description: The project aims to improve democratic governance at Bulukumba, Karo, Medan and Tidore through assisting the members of Local Parliament (DPRD) 2009- 2014 to become more effective, participatory, and transparent in performing their core functions of law-making, budgeting, and government oversight.

10. Promoting the Effectiveness in Managing the Basic Education Budget in Papua through Stakeholders Capacity Building in Planning and Monitoring

Duration: 24 months, EU co-financing: € 199,550 Beneficiary regions: Jayapura and Biak Numfor Regencies Implementing partner: Lembaga Penguatan Masyarakat Sipil Papua (ICS) Project description: The project aims to improve the management, effectiveness and transparency of basic education budget by increasing the capacity of education stakeholders (school principals, teachers, treasurers, school committees, Papua Ethnic Council, civil society / NGO activists and education board) in basic education budget planning and financial reports, analyzing, monitoring and advocating basic education budget derived from the special autonomy fund, deconcentration fund, DAK and APBD.

11. Support to the Development of a Quality Inclusive Education System in Nusa Tenggara Barat

Duration: 24 months, EU co-financing: € 154,725 Beneficiary regions: West/Central/East Lombok and Cities Implementing partner: Handicap International Project description: The project aims to introduce the application of quality inclusive education system in 39 schools located in 3 districts and 1 urban city of NTB province.

12. Consolidation of Civil Society in Monitoring the Accountability of Local Budget

Duration: 24 months, EU co-financing: € 198,000 Beneficiary regions: ParePare, Bantul and Kupang Implementing partner: Yayasan Komite Pemantau Legislatif (KOPEL) Sulawesi Project description: The project aims to improve the quality of life of the poor in ParePare, Bantul and Kupang, as a result of transparent, effective, efficient and accountable local budget management.

13. Improving Indonesian Labour Inspection System and Programme to Improve Employees’ Interest

Duration: 24 months, EU co-financing: € 195,061 Beneficiary regions: North Sumatra, and Banten Implementing partner: Konfederasi Serikat Buruh Sejahtera Indonesia (KSBSI) Project description: The project aims to improve the Indonesian workers’ welfare through the strengthening of labour administration mechanism, including labour inspection, and making them more effective.

14. Promoting Meaningful Participation for Poverty Reduction: Developing and Institutionalization of Participation and M&E System

Duration: 20 months, EU co-financing: € 118,389.60 Beneficiary regions: and City (CentralJava) Implementing partner: AKATIGA Foundation Project description: The project aims to promote meaningful and sustainable participatory development planning for poverty reduction, through institutionalising best practices in Kebumen and Surakarta into local regulations and develop monitoring and evaluation system by which to measure the impact of participatory development planning on poverty reduction.
