American Presbyterian History Week 2 – The Westminster Assembly Trinity Presbyterian Church 1. Historical Setting of the Westminster Assembly a. English Reformation i. It was a series of events in England during the 1500s which resulted in the Church of England breaking away from Roman Catholic Church. ii. It was initially sparked by King Henry VIII’s desire for a divorce, but ultimately led to reformation in the Church of England. b. The Puritans i. The Puritans were those during the 16th and 17th century who thought the English Reformation hadn't gone far enough. ii. The Puritans were not agreed on the reforms. c. Political Timeline i. England and Scotland were united under one crown from 1625 to 1649. ii. English Civil War took place from 1642 to 1651. This is the timeframe of the Westminster Assembly, which began in 1643. iii. The Commonwealth of England existed from 1649 to 1660. iv. The restoration of the monarchy happened in 1660 with Charles II. 2. Effort in Unity: Forming the Westminster Assembly a. In the midst of the civil war, this was an effort by Parliament to seek advice on further reforms of the church, as an effort to unite a divided church. b. The English Parliament, without the king’s consent, called for the assembly on June 12, 1643. c. The members of the assembly were known as the Westminster Divines, comprised of 121 ministers of the Church of England, 6 commissioners representing the Church of Scotland, and 30 members of Parliament. d. The original intent was for the assembly to propose amendments to the Thirty-Nine Articles, which was the existing confession of faith for the Church of England. -

ARTICLE BILLS OF ATTAINDER Matthew Steilen* ABSTRACT What are bills of attainder? The traditional view is that bills of attainder are legislation that punishes an individual without judicial process. The Bill of Attainder Clause in Article I, Section 9 prohibits the Congress from passing such bills. But what about the President? The traditional view would seem to rule out application of the Clause to the President (acting without Congress) and to executive agencies, since neither passes bills. This Article aims to bring historical evidence to bear on the question of the scope of the Bill of Attainder Clause. The argument of the Article is that bills of attainder are best understood as a summary form of legal process, rather than a legislative act. This argument is based on a detailed historical reconstruction of English and early American practices, beginning with a study of the medieval Parliament rolls, year books, and other late medieval English texts, and early modern parliamentary diaries and journals covering the attainders of Elizabeth Barton under Henry VIII and Thomas Wentworth, earl of Strafford, under Charles I. -

FAQ on ECO Polity As we consider joining ECO: A Covenant Order of Evangelical Presbyterians, questions have been raised about how the polity works and how it compares to that of the PC(USA). In an effort to answer these questions and dispel rumors, the session asked Dana Allin, Synod Executive for ECO, to respond to some of these, which he has graciously done below. Overview Who wrote ECO’s polity manual? How would you generally describe the rationale behind ECO polity? How do ECO and PC(USA) polity differ? Some have alleged that ECO polity is Baptist or Congregational. Is that true? I have heard ECO polity described as being “missional.” What does that mean? Theology Why did ECO choose to use Essential Tenets as its theological guideline? Does it still use the reformed documents in the PC(USA) Book of Confessions? Is it possible for ECO’s Essential Tenets to ever change or evolve? How would that happen? Does ECO allow for freedom of conscience regarding the Essential Tenets? Will it similar to the practices of the PC(USA)? How might it differ? Are elders required to subscribe to ECO’s Essential Tenets? Why are some phrases in bold font in the Essential Tenets document? Unity and Accountability How are congregations reviewed and held accountable to ECO expectations? ECO has been described as having a “flat organization.” Does that mean that there is no hierarchical accountability? The PC(USA) employed the property trust clause as a means of unity. -

Polity Matters by Charles Wiley Coordinator, Office of Theology & Worship Presbyterian Church (U.S.A.) The Problem with Polity I’ve heard a lot of snide remarks about Presbyterian polity lately. How we’re just so stuck on our government that we can’t get focused on Christ’s call to the church. The reason I am so aware of this chatter is because many of those remarks came out of my own mouth. But I have not been alone—I have heard such descriptions from seminary leaders, pastors, elders, new worshiping community leaders, and even, if you can believe it, by those serving in the councils of our church. Our polity, for so long a point of particular pride, is often a punching bag, particularly within our own communion. This situation is not due to our lack of trying to adapt our polity to the new situations we are facing. After a thorough-going re-write of the Form of Government, a revised Directory for Worship is coming to the Assembly this summer. I find both of these documents faithful and encouraging. Nonetheless, the cracks about our polity keep coming. These remarks often focus on specific practices of our polity in the various councils of the church, but they also concern the place of polity in our common life as Presbyterians. Even those of us who have a strong appreciation for the Presbyterian way feel trapped by our lived system of polity. This essay frames an argument for why polity matters and how it can enliven the church in faithfulness to Jesus Christ. -

The Reasons for Past Failure of Evangelical Unity ALAN CLIFFORD Introduction An attempt to evaluate the failures of earlier generations must sure!) be conducted with humility. After alL we are in no position to sit in judgment on our fathers. We have inherited a confused and confusing situation which too many seem content to perpetuate. Neither can we expect to solve all the problems which men of greater wisdom and godliness than our own seemed unable effectually to resolw. Yet we should not be victims of our past. Despite Hegel's pessimistic observation. we ought to be able to learn from past mistakes. If the Apostle Paul insists that the Old Testament Scriptures were ·written for our learning' (Romans 15:4). then we have a clear duty to evaluate our past and mend our ways accordingly. That said. the very terms of the discussion are not immune from our own subjectivity and bias. One may be certain on objective medical and physiological grounds of the causes of heart failure. hut what is regarded as failure in Christian unity is largely determined by conflicting theological perspectives. All political parties agree that unemployment is a bad thing. hut they disagree when it comes to solving the problem. Likewise. even evangelicals differ in their ·policies' of ecclesiastical reunion. In the face of a dismal historical record. it is necessary to view our subject from a clear. Biblical perspective. When alll)ur uncertain and subjective evaluations have been sifted. we may be certain of one glorious. incontrovertible revealed truth: the unity of the elect people of God is an assured fact both in time and eternity. -

Issue 1 (2012): 3-22 DOI 10.2478/v10297-012-0001-9 THE USE AND ABUSE OF JOHN CALVIN IN RICHARD HOOKER’S DEFENCE OF THE ENGLISH CHURCH * DAVID NEELANDS Trinity College, University of Toronto ABSTRACT. At times Richard Hooker (1554-1600), as an apologist for the Church of England, has been treated as “on the Calvinist side”, at others as an “anti-Calvinist”. In fact, Hooker and his Church were dependent on John Calvin in some ways and independent in others. Hooker used recognized sources to paint a picture of Calvin and his reforms in Geneva that would negatively characterize the proposals and behaviour of those he opposed in the Church of England, and yet he adopted Calvinist positions on several topics. A judicious treatment of Hooker’s attitude to John Calvin requires careful reading, and an understanding of the polem- ical use of the portrait of Calvin. Calvin was indeed grave and learned, but he was human and, as an authority, inferior to the Church Fathers, who were formally recognized as authorities in the Church of England. KEY WORDS: Richard Hooker, Calvin, Calvinism, sanctification, internal witness of the Holy Spirit, predestination, Presbyterian system Introduction Although Calvin has, since the eighteenth century, frequently been inter- preted as the theological genius behind the Church of England’s theological position, especially expressed in the Thirty-Nine Articles of Religion (1563, 1571), such a conclusion is historically inaccurate. Voices of the Continental Reformation were indeed profoundly important in the development of offi- cially-approved English doctrinal and disciplinary standards, but Calvin’s voice itself came relatively late in the process, which was well under way by the mid 1530s and before Calvin had published the first edition of the Insti- tutes . -

The Ideology All rights reserved. © Conclusion INTRODUCTION1 Understanding the movement and the ideology la- belled Calvinism is a rather challenging topic. But none- theless it is an important topic to tackle. As important as any part of such an endeavour is deciding on a “plan of attack” in getting into the topic. The movement covered by this label “Calvinism” has spread out its tentacles all over the place and in many different, sometimes in conflicting directions. The logical starting place is with the person whose name has been attached to the label, although I’m quite sure he would be most uncomfortable with most of the content bearing his name.2 After exploring the history of John Calvin, we will take a look at a few of the more influential interpreters of Calvin over the subsequent centuries into the present day. This will open the door to attempt to explain the ideology of Calvinism with some of the distinctive terms and concepts associated exclusively with it. I. The Persons From the digging into the history of Calvinism, I have discovered one clear fact: Calvinism is a religious thinking in the 1500s of Switzerland when he lived and movement that goes well beyond John Calvin, in some worked. -

WTJ 72 (2010): 43-57 CATHOLICITY GLOBAL AND HISTORICAL: CONSTANTINOPLE, WESTMINSTER, AND THE CHURCH IN THE TWENTY-FIRST CENTURY ROBERT LETHAM ‘‘We believe in one, holy,catholic, and apostolic church’’: so runs the Niceno- Constantinopolitan creed, the one thread that holds together the tattered frag- ments of the Christian church. In this creed Constantinople I asserts four things: the unity of the church—it is one; its holiness—it belongs to God; its catholicity—the church is international, found throughout the world, and ‘‘teaches completely, without any omissions, all the doctrines which ought to be known to humanity’’;1 and its apostolicity—the church is founded on the apostles and the apostolic teaching. This Niceno-Constantinopolitan quadrilateral is based firmly on the teaching of the Bible. It is expressed clearly in one concise passage, Eph 2:11-22. Here Paul focuses on the unity of the church, for the Jew–Gentile division has been broken down by Christ so that ‘‘he made both one’’; ‘‘he created the two in him into one new man.’’ Peace with God in and through Christ simultaneously recon- ciles and unites the strongest enemies in one body to God through the cross. Later, Paul affirms that there is one baptism. In his other letters the same theme is prominent. Romans was probably written against the backcloth of tensions at Rome between Jewish and Gentile Christians. Yetthe gospel is for both, and both are branches of the same olive tree. Philippians addresses the need for the church to stand shoulder to shoulder in the face of persecution, for each to look not on their own interests but those of the other, for Euodia and Syntyche to reach a common agreement. -
