Chapter - 1 Executive Summary

Introduction: Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd. is a mining project for exploration of China Clay occurring in the ML area over an area of 367.058 hectares spread over in the villages Kadadiha No.26, Khandabandha No. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Jashipur, in the District of Mayurbhanj, Odisha. Out of total 367.058 Ha. of ML area, 10.813 Ha. of area falls in village Kadadiha No.26, 142.733 ha, falls in village Khandabandha No. 43, an area of 212.367 has. falls in village Rugudi No. 44 and balance 1.145 ha. of area falls in village Kudarbisida No.45. Out of these, an area of 36.9037 hectares has already been utilized for excavation, dumping etc. The project is proposed by the Lessee M/s Jagdish Mines & Metals Pvt. Ltd having its registered office at Jharapada, Road, Bhubaneswar – 751006, Odisha. The Lessee or the project proponent, M/s Jagdish Mines & Metals Pvt. Ltd. is a Private Limited Company. Sri Narottam Budhraja is the Director of M/s Jagdish Mines & Metals Pvt. Ltd. is the authorized signatory as per the Resolution of the Board of Directors. Brief Description of Nature of Project : It is an expansion proposal. Expansion is by enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant. Beneficiation plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. Details of Lease: The lease deed for the 1st term was executed on 04/02/1975 over an area of 405.000 ha. for a period of 20 years. The 1st lease term had expired on 03/02/1995 and the 1st renewal of Kadadiha China Clay Mines was granted by the Govt. of Odisha on 22/06/1998 and the RML was executed on 21/08/1998 over an area of 367.058 ha. w.e.f 04/02/1995 for 20 years. Then the RML 1 was valid till 03/02/2015. Before the expiry of the RML 1, lessee applied for 2nd renewal on dated 31/01/2014. In the changed scenario, w.r.t. the clause no. 8A(5) of MMDR Amendment Act 2015 the lease is valid up to 31/03/2030. Mining Plan and Scheme of mining: The Mining Plan was initially approved for production of Crude China Clay of 19,269 MTPA by the IBM, Calcutta vide letter no. CAL/MBJ/CC/MP-347 dated 01/05/1995 and was valid for the renewal lease period i.e. till 03/02/2015. During the said period the maximum production of crude china clay was 13963 MT in the year 1988-89 against scheduled production of 19,269 MTPA .

The modification to the said approved mining plan for production of Crude China Clay of 49,449.4 MTPA was re-approved on 08/07/2010 vide letter no. MPM/OTF.MECH/05-ORI/BHU/2010-11. The scheme of mining was then approved on 09/07/2010 vide letter no. MS/OTF.MECH/11-ORI/BHU/2010-11 with detail planning for the period from 2010-11 to 2014-15. At present the mining plan is being prepared and approved for production of Crude China Clay of 3,02,931 MTPA (Maximum in five year Plan Period) along with existing beneficiation plant on 28/03/2017 vide letter no.,MXII-(b)- 81/2015/2028/DM, Odisha under Rule 22 (I) of Odisha Minor Mineral Concession Rules 2016 to cover the extension lease period in accordance to the Mines and minerals (Development & Regulations) Amendment Act 2015 whereby, the leased period would be extended. Surface Right Area: Out of the total lease area, surface right is for 29.809 ha. which has been granted in two phases. In 1st phase, 14.180 ha on 04/04/1991 and in 2nd phase for 15.629 ha. on 02/06/2009. Mining Operation: The mine started operation in 1975. On dtd. 03/04/2012 operation was suspended by the instruction of the Mining Officer, . Presently the said mine is not operational. Need for the Project: The lessee will be supplying china clay produced from this mine to mostly domestic consumers. The lessee also has plan to explore the international market. Mining (Excavation/Raising of Mineral) : In the proposed plan period (first five years of Plan Period after obtaining EC and Execution of the Lease as per Amended MMDR 2015) a quantity of about 3,02,931 MT/Yr of raw china clay has been proposed for production. To achieve the required production target, semi mechanised open cast mining with single shift operation and with additional mining equipment and manpower shall be adopted. In the proposed mining plan period only existing quarry-1 has been proposed for development. The height of the benches shall be 3 meter and width shall be maintained at more than 3 meters. The individual bench faces will be maintained at a slope of around 600-700. Mining machineries like excavators, tippers/dumpers will be utilised for the purpose. As the china clay is soft in nature, no drilling and blasting will be adopted in the lease area. The ore body will be loosened only using excavators. Laborers will be deployed on the face for excavation and loading purpose. Equipments like crowbar, pickaxe, spade, chisel, hand shovel etc, will also be used. The ROM crude china clay will be beneficiated at lessee’s own plant. The recovery of crude china clay has been considered as 95 % of the total excavation. After beneficiation finished saleable china clay will be produced which is around 45% of total recovered clay and silica sand of around 40% of total recovered clay will be generated and 15% will be loss during washing. The produced silica sand which will be salable will be stacked separately for its commercial value. The haul road used for movement of machineries and for transportation will be maintained at suitable gradient. Inter-bench ramp has been planned to facilitate movement of equipments. Width of proposed inter bench ramp will be laid at a gradient of 1 in 16. Approach road of 10 m width at a gradient of 1 in 16 will be maintained to the

The approach roads & ramps along with main access road will be regularly graded & compacted to avoid formation of pot holes. The production target is required to make mining feasible in the lease area. Excavator of capacity 0.9 CUM and 10T/20T tonne capacity dumpers will be engaged for excavation and transportation of china clay. Waste generated from the quarry will be stacked on the proposed dump. All the mining activities like excavation, loading and transportation will be carried out by using heavy earth moving machineries. Keeping in view the above aspect the proposed method of mining justifies being semi mechanised. Requirement of Water and Its Source: Both Surface water from rain water harvesting pond and Ground water from mine pit will be used for dust suppression and plantation. Ground water through Deep Bore well will be used for potable use only. Average water requirement at Kadadiha china clay mine for industrial and domestic use will be to the tune of 65 m3/day and 20 m3/day respectively. Peak water requirement at Kadadiha china clay for domestic and industrial use will be to the tune of 25 m3/day and 75 m3/day respectively. Permission from CGWA will be obtained for drawl of ground water for potable use.

Requirement of Energy / Power and Its Source: 01 (One) number of 50 KVA capacity (Make: Greaves Limited) D. G Set and 01 (One) number of 82.5 KVA capacity (Make: Kirloskar) DG set will be used for running of Plants & Machineries of Beneficiation Plant during power failure. For general lightings, office and Beneficiation plan, the requirement of power is 68 KW. Presently it is sourced from NESCO, , Odisha. HSD/Diesel will be used and sourced from local market. Employment: Total requirement of employment is 188 numbers. Out of them, 18 numbers are Management & Supervisory Personnel category and 170 numbers are Labourers (Skilled/Semi-skilled/Un-skilled) categories.

Waste generation and management: During the plan period, 76,339 m3 of OB, 29,964 m3 of IB, 86,567 m3 of top soil and 6,03,446 m3 of silica sand will be generated. The total swell volume of waste will be 8,67,3336 m3.

From the generated waste 1,06,303 m3 of OB & IB will be dumped in the propsed dump. Silica sand has been proposed to be stored separately and would be sold to intending buyers. The ultimate dump slope will be maintained at 200-220 with individual terraces slopes not exceeding 370. The individual terrace heights will be maintained at 10 m. Each terrace will have inward slope with catch drains at the inward side of the terrace. The catch drains of the individual terrace will be connected to the garland drain outside the periphery of the dump. These catch drains will have half concrete open pipes followed by settling tanks to avoid wash offs. Each terrace will have a provision of berm at the outer end to reduce gully formation due to rain water wash offs. The retaining wall will be made to arrest the waste dump materials for consolidation. Garland drains will be paved around the dump to arrest possible wash off in rainy season. Ltd., Village: Kadadiha, Tehsil : Jashipur, Dist: Mayurbhanj, Odisha. slope, which will hold the materials in its fibrous and spread over roots to protect wash off in the rainy seasons. Life of the mine: The mineable reserve of china clay in the lease area is 125,54,846 MT or 12.55 million Ton. In the proposed plan period 15,08,665 MT will be exploited. After this plan period 110,46,181 MT china clay will be left. Keeping in view the production of china clay @3,02,931 MT per annum, life of the mine will be 36.46 years or say 37 years. So total life of the mine will be 42 years including this plan period. However, addition of more reserve through exploration will certainly increase the life of the mine.

Description of Site: The M: area can be approached from Tangabila, a bus stop on NH -6, covering a distance of 11 Kms which includes 7 Km metallic road and 4 km un-metallic road. The nearest railway station is located at Badampahar, 34 Km away from the lease area. Topography: The leasehold area under reference can be located in Survey of India Toposheet No. F45N13 (73 G/13) and F45O1 (73K/1). The lease area under reference represents almost a plain land having a variation in the gradient from 1: 21 to 1: 80. The highest and lowest altitudes in the area are noted to be at 405m and 375m respectively above MSL.

Drainage pattern: Some seasonal nalas exist within the lease area. These nalas ultimately join the perennial Nanjora Nala and ultimately meets the perennial water body called Khairi river at a distance of 2 kms due north from the lease area. Minimum and maximum depth of water table: The minimum and maximum depth of water table is 35 and 40m below the general surface level as observed in the dug-wells of the locality. Minimum RL of water table of the area is 315mRL and maximum is 310 mRL as it is observed from nearby wells and water bodies.

Vegetation: The lease area is covered mainly by waste land and agricultural private lands which are to the extent of 193.168 ha and 45.163 ha respectively. The forest patches around the core zone is classified as Northern Tropical Dry Deciduous forest.

Sal is the most dominant tree with Mango, Jackfruit, Guava, Devdaru, Kusum, Litchi, Sapeta, Coconut, Jhaun, Bel, Mahul, Asun, Char, Kendu, Barkoli, Dimiri, Neem, Arjun, Harida, Bahada, Anla, etc. as common associates and are found within and around Lease area. Climate Data from Secondary Sources: The lease area lies in tropical region where climate is characterized by very hot summer and cool winters. Summer is typically from March to June when monthly temperature ranges from a maximum of 420 C during day time to a minimum of 150 C at night. Winter is from November to February when the maximum temperature during day goes up to 370 C and minimum temperature at night becomes as low as 8 0C.

Ltd., Village: Kadadiha, Tehsil : Jashipur, Dist: Mayurbhanj, Odisha. Rainfall: The average annual rainfall recorded at IMD observatory at Baripada is 1100 mm. The south west monsoon lasts from mid June to mid September and the area gets more than 80% of the annual rainfall during this period.

Social Infrastructure Available: The area is approached from Tangabila, a bus stop on AH-46 (Old NH – 6), covering a distance of 11 Kms which includes 7 Km metallic road and 4 km un-metallic road. The nearest railway station is located at Badampahar, 34 Km away from the lease area. The area and its vicinity are well electrified. There is no dearth of drinking water in the locality. In the adjacent villages drinking water is made available from dug wells, tube wells and open pond.Local market places are available at Kadadiha, Rugudi. Medical and educational facilities are available at Jashipur, etc. Postal and telephonic facilities are available at Rugudi.State , bank of India ATMs are available at Jashipur. Cinema Hall available at Karanjia. Bamana Sal, Paremeswar Mandir, Mangala Mandir, Maha Siva Temple, Purneswar Temple etc. are in study area. Hotel and Lodges are also available at Jashipur and Karanjia.

R & R Policy: There is human settlement in the Lease area. The human settlement occupies an area up to 6.404 ha. in the ML. Regarding RR Action Plan, it will be carried out as per the R & R policy of Govt. of Odisha. Estimated Project Cost: The capital cost of the project is Rs.154.551 Lacs. The capital cost covers the expenditure incurred towards Exploration, Mine development already done and proposed, cost involved towards land, building, infrastructure, plant and machineries, statutory dues etc. Cost towards Environmental Control: The capital cost and recurring cost (per annum) for the environmental facilities is Rs. 34.00 lacs. Benefits of the project: Local community near the mine areas will also find good employment potential in the mines directly and in ancillary activities indirectly. The China clay mining operations will also result in financial gains for the state and central exchangers, through collection of various taxes like royalty, welfare cess, central excise by sale of China clay. In short, the project will greatly benefit this industrially developed region in the fields of potential employment opportunities, improved per capita income for local people, vastly improved social welfare facilities in respect of education, medical healthcare systems, communicational aspects, infrastructural build-up, etc. Improvement of educational facilities in the surrounding area. Increase in general awareness of the people. Increase in competitive spirit among youths. Improvement of the general living standard of the people in the vicinity. Growth of allied industries in the area. Generation of self employment through self help groups. Outflow of local people will reduce and at the same time inflow from outside will increase. It will reduce Public Expenditure of Government on social consumption need.

2.2 Brief Description of Nature of Project It is an expansion proposal. Expansion is by enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant. Beneficiation plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. 2.3 Need for the Project and Its Importance to the Country and the Region The lessee will be supplying china clay produced from this mine to mostly domestic consumers. China clay (kaolin) is one of the most beneficial industrial minerals with a host of applications, viz., in ceramics, refractories, paper coating, filler for rubber, insecticides, cement, paint, textiles, fertilizers and others including abrasives, asbestos products, fibreglass, chemicals, cosmetics, pharmaceuticals, electrical ware, foundry and glass. Establishment of all the above industrial units has created the demand for availability of china clay in turns demand for mining of china clay. The mine has sufficient good quality china clay reserves having considerable demand for its use in production of ceramics and cement. The lessee has adequate infrastructure & technical manpower to produce the proposed quantity of china clay. In view of the above mentioned reasons, the lessee has decided for production of raw china clay up to 3,02,931 TPA along with a Beneficiation Plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. In addition to the above the lessee also has plan to explore the international market. 2.4 Demand – Supply Gap

China clay resources in India as per UNFC system as on 1.4.2005 have been placed at 2,595.66 million tonnes, of which the reserves are only about 8% of the resources at 222 million tonnes. Out of the total reserves, 46% (about 102 million tonnes) reserves are under proved category whereas 54% (about 120 million tonnes) reserves fall under probable category. The resources are spread over in a number of states of which Kerala holds about 24%, followed by (16%), Rajasthan (14%), Orissa (11%) and Karnataka (10%). Out of total resources, about 22% or 579 million tonnes fall under ceramic/pottery grade, 4% are classified under chemical, paper filler and cement grades and about 74% or 1,922 million tonnes resources fall under mixed grade, others, unclassified & not- known categories. China clay (kaolin) consisting dominantly of kaolinite is one of the most sophisticated industrial minerals with a host of applications, viz., in ceramics, refractories, paper coating, filler for rubber, insecticides, cement, paint, textiles, fertilizers and others including abrasives, asbestos products, fiberglass, chemicals, cosmetics, pharmaceuticals, electrical ware, foundry and glass, etc. There is always increase in demand for china clay mining due to increase in upcoming projects of above mentioned host industries specially cement, refractories and pharmaceutical industries. 2.5 Imports Vs Indigenous Production As far as china clay production is concerned with reference to the importing of the said material, it is advantages to mine the mineral rather than importing the same. Chapter - 3 Project Description

3.1 Type of the Project Including Interlinked and Interdependent Project The proposed project is for expansion by enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month w.r.to Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd., located in village Kadadiha, Tehsil: Jashipur, District: Mayurbhanj, Odisha State. There is neither any interlinked nor interdependent project. 3.2 Location (Map Showing General Location, Specific Location and Project Boundary & Project Site Layout) with Coordinates. Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd. is an ongoing mining project for exploration of China Clay including beneficiation occurring in the ML area over an area of 367.058 hectares spared over in the villages Kadadiha No.26, Khandabandha NO. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Jashipur, in the District of Mayurbhanj, Odisha.

3.3 Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental considerations gone into should be Highlighted. Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd. is an ongoing mining project for exploration of China Clay including beneficiation occurring in the ML area over an area of 367.058 hectares spared over in the villages Kadadiha No.26, Khandabandha NO. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Jashipur, in the District of Mayurbhanj, Odisha. No alternate site can be worked out. It has to be carried out within the existing lease area allotted and executed by the State in 1975. As far as the environmental considerations, the Lessee will abide by all relevant Acts & Rules and Provisions of EP Act. 3.4 Size or Magnitude of Operation Recovery of crude china clay during the proposed scheme period from ROM is 95 % of total excavation. Which is maximum to the tune of 3,02,931 TPA of raw China Clay. And the beneficiation will be of whole of 95 % total crude / raw china clay. Production Washed China Clay will be 12,000 MT per month, Calcined China Clay through calcinations plant will be 2,700 MT per month and production of Silica Sand will be of Capacity 8,500 MT per month w.r.to Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Earlier no exploration work was undertaken within the lease area except development of two quarries. The details of the existing quarries are as follows;

Ltd., Village: Kadadiha, Tehsil : Jashipur, Dist: Mayurbhanj, Odisha. 3.5.1 Mining (Excavation/Raising of Mineral) Existing method of mining: Mining activities has been suspended in the said lease area due to want of environment clearance since 03.04.2012. From the beginning of the lease execution, mining activities were carried out within the lease area till the said suspension. In course of mining, two quarries namely Quarry-1 and Quarry-2 have been developed covering a total area of 6.017 Ha. Mining operation was being done by semi mechanised method of mining with deployment of tipper, excavator and its combination. In these two quarries, bench height varies from 3 meter to 6 meter and benches have the width more than the height. The excavated china clay brought through tippers to the washing plant for separation of waste or silica sand. Part of the washed china clay sold to the intending buyers and the rest is fed to the calcination plant for production of calcined china clay. The silica sand generated is also sold out to various parties. Part of the generated waste or silica sand from mining has been utilised for construction of mine roads and other mining related constructions and rest have been stored in two dumps. One 10 H.P. diesel pump and one 10 H.P. electrical pump are engaged for dewatering of mine water. Two nos. of tippers are used for transportation of overburden and ROM clay to the stacking yard site from the mine. Strategy of development: In the proposed plan period (first five years of Plan Period after obtaining EC and Execution of the Lease as per Amended MMDR 2015) a quantity of about 3,02,931 MT/Yr of raw china clay has been proposed for production. To achieve the required production target, semi mechanised open cast mining with single shift operation and with additional mining equipment and manpower shall be adopted. In the proposed mining plan period only existing quarry-1 has been proposed for development. The height of the benches shall be 3 meter and width shall be maintained at more than 3 meters. The individual bench faces will be maintained at a slope of around 600-700. Mining machineries like excavators, tippers/dumpers will be utilised for the purpose. As the china clay is soft in nature, no drilling and blasting will be adopted in the lease area. The ore body will be loosened only using excavators. Laborers will be deployed on the face for excavation and loading purpose. Equipments like crowbar, pickaxe, spade, chisel, hand shovel etc, will also be used. The ROM crude china clay will be beneficiated at lessee’s own plant. The recovery of crude china clay has been considered as 95 % of the total excavation. After beneficiation finished saleable china clay will be produced which is around 45% of total recovered clay and silica sand of around 40% of total recovered clay will be generated and 15% will be loss during washing. The produced silica sand which will be salable will be stacked separately for its commercial value. The haul road used for movement of machineries and for transportation will be maintained at suitable gradient. Inter- bench ramp has been planned to facilitate movement of equipments. Width of proposed inter bench ramp will be laid at a gradient of 1 in 16. Approach road of 10 m width at a gradient of 1 in 16 will be maintained to the proposed dumping site. The approach roads & ramps along with main access road will be regularly graded & compacted to avoid formation of pot holes. The production target is required to make mining feasible in the lease area. Excavator of capacity 0.9 CUM and 10T/20T tonne capacity dumpers will be engaged for excavation and transportation of china clay. Waste generated from the quarry will be stacked on the proposed dump. Keeping in view the above aspect the proposed method of mining justifies being semi mechanised. Year wise Development for the first five years: {2017-18 to 2021-22} In the proposed plan period only existing quarry-1 will be developed. It has been proposed to produce a quantity of 3,02,931 MT (maximum) of crude china clay per annum. Development during the year 2017-18 (FIRST YEAR OF PLAN PERIOD): During the year, excavation has been envisaged only in the quarry-1 to fulfill the required production target of 3,00,907 MT. In the process a total 6 nos. of benches will be formed. The RL of the top bench will be 377.6 mRL and RL of the bottom most bench will be 362.6 mRL. The benches will be formed in a spiral lay out manner along the periphery of the quarry. In the process the existing quarry -1 will be extended laterally as well as depth ward. The orientation of the benches will be almost in N-S direction. Drilling and Blasting: No drilling and blasting will be adopted in the lease area as the china clay is soft in nature. Loading equipment: Loading of waste to tippers will be accomplished by using excavators of 0.9 CUM bucket capacity. The details are given below Table No. 3.9.

The said project is a mineral raising project. It does not involve any other raw material for mineral raising rather only production of China clay from the available reserve within the lease area. The details of the reserves are as follow.

The lease area has been explored through 12 nos. of core boreholes. Also, there are two existing quarries exposing china clay. Therefore, 50 meter lateral influence has been considered around these boreholes and quarries to decipher the ore zone. Proved (G1): The thickness of china clay varies from 12.89 m to 31.7 m as revealed from the drilled holes. So, the actual depths of occurrences of china clay as encountered in the boreholes within the ore zone have been considered under proved category. The proved ore zone has been earmarked in geological plan and sections. Probable (G2): As all boreholes have not been drilled up to the end of the mineralization and there is every chance of mineral potential beyond the drilled depth, 2 meter below the proved depth has been considered under probable category. Possible (G3): Similarly 1 meter below the probable depth has been considered as possible category.

Detail calculation of reserve /resources section wise: As exploration has been carried out in the lease area through 12 nos. of coring boreholes, reserve has been re-estimated based upon findings of these boreholes. Surface data, structural interpretation and observation of existing quarries have also been taken in to consideration. The resource has been calculated through cross- sectional area method. 11 nos. of cross-sections have been prepared at regular intervals covering the entire lease area. Parameters of reserve calculations: With a view to estimate the reserve of china clay available within this lease area, the following parameters have been considered. i) Length of influence ii) Bulk Density iii) Recovery factor Length of influence: Half of the length of separation between two consecutive sections on both sides of a section has been considered as length of influence of the specific section. Bulk Density: The bulk density of china clay has been considered as 2.65 Mt/ m3 as per field test undertaken by the lessee. Recovery factor: Recovery factor plays a vital role for estimation of reserve. The factor is derived from the core recovery with weight percentage of the recoverable ore, which represents a particular zone. For reserve estimation, the ore and gangue materials are separated at the time of processing of samples for analysis and the weight percentage technique is applied for assessing the percentage of ore available in the ore zone. This has been derived by the lessee from the past mining database as below: Recovery factor of RoM china clay - 95 % of total excavation Recovery factor of washed china clay - 45 % of RoM china clay Recovery factor of silica sand - 40 % of RoM china clay

Method of reserve estimation: The cross sectional area is multiplied with the length of influence to calculate the volume of excavation, which in turn is multiplied with recovery factor and bulk density to calculate reserve of raw china clay in Metric Tonnes. The formula adopted to calculate the geological reserves is as follows. Grade: China clay of > 35% Al2O3 is considered as good and marketable grade. The total deposit of china clay of the lease area is categorized under this grade as revealed from the chemical analysis of core and stack samples. Therefore, as per present status of exploration, there is no sub-grade within the lease area.

Mining will be carried out strictly as per approved mining plan with a view to optimize all resources available. 3.8 Availability of Water, Its Source, Energy / Power Requirement and Source should be given. 3.8.1 Availability of Water and Its Source Both Surface water from rain water harvesting pond and Ground water from mine pit will be used for dust suppression and plantation. Ground water through Deep Bore well will be used for potable use only. Average water requirement at Kadadiha china clay mine for industrial and domestic use will be to the tune of 65 m3/day and 20 m3/day respectively. Peak water requirement at Kadadiha china clay for industrial and domestic use will be to the tune of 75 m3/day and 25 m3/day respectively. 01 (One) number of 50 KVA capacity (Make: Greaves Limited) D. G Set and 01 (One) number of 82.5 KVA capacity (Make: Kirloskar) DG set will be used for running of Plants & Machineries of Beneficiation Plant during power failure. For general lightings, office and Beneficiation plan, the requirement of power is 68 KW. Presently it is sourced from NESCO, Rairangpur, Odisha. HSD/Diesel will be used and sourced from local market.

3.9 Quantity of Wastes to be generated (Liquid and Solid) and Scheme for Their Management / Disposal The china clay deposit of the area is associated with lateritic and alluvium soil and will be generated from the lease area as waste along with china clay. 1.0 to 1.5 meter of alluvium as top soil will be generated in the proposed plan period. It is observed that in the process of washing of crude china clay the quantity of finished product (washed china clay) to be generated is to the tune of around 45% of the total raw china clay. Out of the balance 55%, 40% of the material accounts for silica sand while 15% is lost during beneficiation. This silica sand has been proposed to be stored separately and would be sold to intending buyers. The quantum of laterite as OB, IB, Silica sand and top soil generated during the plan period is shown in the below Table No. 3.14.

Selection of dumping site: Dumpsite selected for disposal of the waste has been considered after considering the following criteria.  The dumpsite has been located outside the mineralized zone beyond ultimate pit limit.  Topography features have been taken into account, particularly in the context of water drainage. In the proposed plan period it has been proposed to dump the waste at the western side of the existing quarry-1 between the grid 716W to 760W and 20N to 100S which is beyond the ultimate pit limit. So dump has been proposed in this area. However for confirmation of barrenness of the area, boreholes have been proposed in this area in the year 2017-18. If the area is found to be mineralized, then a modification to this mining plan has to be submitted to change the location of proposed dump. Build-up of dump: in the lease area there are two existing dumps present over an area of 0.622 Ha. A total of 1,06,303 m3 of waste will be generated from the quarry in the plan period. The total quantity of generated waste will be disposed at the western side of the existing quarry over an area of 1.108 Ha with 2 nos. of terraces. The height of each terrace will be 10 meter. Hence total dump area will acquire over an area of 1.73 Ha. with 20 meter total height. The earmarked site has been shown in EMP plan. The year wise buildup of dump is given below Table No. 3.16.

The average rainfall in the area is of the order of 1100 mm. During the rainy season to arrest the wash-off of the dumps, following protective measures and precautions are to be undertaken for the proposed waste dump: i) The ultimate dump slope will be maintained at 200-220 with individual terraces slopes not exceeding 370. ii) The individual terrace heights will be maintained at 10 m. iii) Each terrace will have inward slope with catch drains at the inward side of the terrace. iv) The catch drains of the individual terrace will be connected to the garland drain outside the periphery of the dump. v) These catch drains will have half concrete open pipes followed by settling tanks to avoid wash offs. vi) Each terrace will have a provision of berm at the outer end to reduce gully formation due to rain water wash offs. vii) The retaining wall will be made to arrest the waste dump materials for consolidation. The dimension of retaining wall around the proposed dump is as follows.

x) Lemon grass/plant species will be paved in the dump slope, which will hold the materials in its fibrous and spread over roots to protect wash off in the rainy seasons. Selection of site for stacking of sub-grade materials: There will be no generation of sub-grade material in the proposed plan period. So stacking for sub-grade does not arise.

3.10 Schematic Representations of the Feasibility drawing which give information of EIA Purpose. Purpose of preparation of EIA is for prior environmental clearance required as per EIA notification dated 14th September, 2006 and amended thereafter as the lessee is going for mining of China Clay with enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. The proposed schematic representation with reference to the EIA guidance manual – Mining of Minerals prepared by Administrative Staff College of India, Hyderabad and issued by Ministry of Environment, Forest and Climate Change, Govt. of India provides information for preparation of EIA and is depicted in the following Diagram No. 3.2.

Ltd., Village: Kadadiha, Tehsil : Jashipur, Dist: Mayurbhanj, Odisha. Chapter – 4 Site Analysis 4.1 Connectivity Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd. is an ongoing mining project for exploration of China Clay occurring in the ML area over an area of 367.058 hectares spread over in the villages Kadadiha No.26, Khandabandha No. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Jashipur, in the District of Mayurbhanj, Odisha.

The area can be approached from Tangabila, a bus stop on NH -6, covering a distance of 11 Kms which includes 7 Km metallic road and 4 km un-metallic road. The nearest railway station is located at Badampahar, 34 Km away from the lease area. 4.2 Land Form, Land Use and Land Ownership The lease deed for the 1st term was executed on 04/02/1975 over an area of 405.000 ha. for a period of 20 years. The 1st lease term was expired on 03/02/1975 and the 1st renewal was granted by the Govt. of Odisha on 22/06/1998 and the said RML was executed ex post facto on 21/08/1998 over an area of 367.058 ha. of non forest fallow land for 20 years instead of 405.000 ha. which was inclusive of forest land initially. The date of expiry of the said lease was then 03/02/2015. Before the expiry of the lease, lessee applied for 2nd renewal on dated 31/01/2014. In the changed scenario, w. r. t. the clause no. 8A(5) of MMDR Amendment Act 2015 the lease is valid up to 31/03/2030.

Presently the Kadadiha mining lease area over 367.058 ha. is non forest Fallow land.

4.3 Topography The leasehold area under reference can be located in Survey of India Toposheet No. F45N13 (73 G/13) and F45O1 (73K/1). The area is bounded by eight pillars having following geographical coordinates. The lease area under reference represents almost a plain land having a variation in the gradient from 1: 21 to 1: 80. The highest and lowest altitudes in the area are noted to be at 405m and 375m respectively above MSL.

Drainage pattern: Some seasonal nalas exist within the lease area. These nalas ultimately join the perennial Nanjora Nala and ultimately meets the perennial water body called Khairi river at a distance of 2 kms due north from the lease area. Minimum and maximum depth of water table based on observations from nearby wells and water bodies. The minimum and maximum depth of water table is 35 and 40m below the general surface level as observed in the dug-wells of the locality. Minimum RL of water table of the area is 315mRL and maximum is 310 mRL as it is observed from nearby wells and water bodies.

Vegetation- The lease area is covered mainly by waste land and agricultural private lands which are to the extent of 193.168 ha and 45.163 ha respectively. The forest patches around the core zone is classified as Northern Tropical Dry Deciduous forest.

Sal is the most dominant tree with Mango, Jackfruit, Guava, Devdaru, Kusum, Litchi, Sapeta, Coconut, Jhaun, Bel, Mahul, Asun, Char, Kendu, Barkoli, Dimiri, Neem, Arjun, Harida, Bahada, Anla, etc. as common associates and are found within and around Lease area.

4.4 Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including area under CRZ)), shortest distances from the periphery of the Project to the periphery of the Forest, National Park, Wild Life Sanctuary, eco- sensitive areas, water bodies (distance from the HFL of the River), CRZ.

The Kadadiha mining lease area over 367.058 ha. is non forest Fallow land. The lease area spared over in the villages Kadadiha No.26, Khandabandha No. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Jashipur, in the District of Mayurbhanj, Odisha.

According to the land schedule, the land use pattern is given in Table No. 4.1.

4.6 Soil Classification and Geology both Regional & Local Regional geology- The lease area under reference forms a part of the vast granitic terrain flanked by Similipal range in the east and Iron ore range of Keonjhar district in the west. The region represents almost flat topography with slightly undulations resulting from the weathering of granites at places. The region is mostly covered with alluvial soil and laterites. Other lithounits/Rock types encountered in the area includes quartz vien, Dolerite dykes, Basic- utrabasics, Granite- granite gneiss, BHQ, Shale, quartzite and Amphibolites. China-clay has been formed due to prolonged weathering of feldspars in the granites. It mostly occurs as pockets and lenses within the granitic body of the area. Regional stratigraphy- The general stratigraphic sequence of the area is as follows:

Recent to sub-recent - Soil- Alluvium and laterites Younger intrusive - Quartz vein, dolerite dykes, Basic and ultra basis. Singbhum granites - Granite & granite gneiss. Iron ore series - Banded Hematite quartzites, shale quartzites and amphibolites. Local Geology- The field investigation of the area has helped in preparing the geological map and has established local stratigraphic sequence as follows: Soil-Alluvium Laterite Mixed yellow clay China clay Dolerite dyke Basal Granite Soil-Alluvium: Since the major portion of the area is coming under waste/grazing land, water bodies, Agricultural field etc, soil-alluvium exposure is found to occur within 95% of the total lease area. The surface coverage as estimated would be order of 340.921 Ha. Laterites: One patche of lateritic exposure is found to occur in the northern side of the lease area covering the surfacial coverage over 8.6 hectares and constitute around 3% of the total lease area. China clay: The china clay is secondary or residual in origin. Washed kaolin essentially consists of mineral kaolinite (Al2O3, 2SIO2, 2H2O) having theoretical composition of 39.8% AL2O3, 46.3% SIO2 AND 13.9% H2O. Except the quarry and borehole intersections, no china clay exposures are found in the lease area. Dolerite dykes: These are melanocratic medium to fine grained rocks exhibiting ophitic texture. The essential mineral observed to be plagioclase and pyroxene with secondary occurances of sphene, epidote and hornblende. Being more resistance to weathering these stand out as low ridges in the granitic country. Three numbers of dolerite dykes are observed in the M.L area. Two parallel dykes directing along NNE-SSW are found in south-eastern corner of the mining block and the third one is noted in northern part of the mining block along NNW-SSE. Granite: These are leucocratic medium grained, phanero-crystalline unfoliated rocks consisting mainly of quartz and feldspar, exhibiting hypidomorphic texture. Hornblende is the chief accessory mineral. Epidote, Zircon, apatite and biotite are found to occur in secondary quantities. Granite occurrences are noticed within the quarries as undigested blocks within china clay horizons.

4.7 Climate Data from Secondary Sources The lease area lies in tropical region where climate is characterized by very hot summer and cool winters. Summer is typically from March to June when monthly temperature ranges from a maximum of 420 C during day time to a minimum of 150 C at night. Winter is from November to February when the maximum temperature during day goes up to 370 C and minimum temperature at night becomes as low as 8 0C.

Rainfall data-The average annual rainfall recorded at IMD observatory at Baripada is 1100 mm. The south west monsoon lasts from mid June to mid September and the area gets more than 80% of the annual rainfall during this period.

4.8 Social Infrastructure Available Communication: The area can be approached from Tangabila, a bus stop on AH-46 (Old NH – 6), covering a distance of 11 Kms which includes 7 Km metallic road and 4 km un-metallic road. Water: There is no dearth of drinking water in the locality. In the adjacent villages drinking water is made available from dug wells, tube wells and open pond. Chapter –5 Planning Brief

5.1 Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning / Development Authority Classification

It is an expansion proposal. Expansion by enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. The site services play a vital role in management of mines. An office of mines manager, colony for staff and others and tenements for workers are already provided inside the lease area. Further, the following site services will be provided within Kadadiha china clay mine to facilitate mining operation.

 All statutory services like canteen, first aid center, drinking water facilities, Rest shelters will be provided in close proximity of mines being developed.

 There will be an ambulance in the mines which in case of emergency can take the patient to the nearest hospital.

 There will be water supply system for drinking water from the dug well/ tube well and distributed to camp, mining colony etc.

5.2 Population Projection There is human settlement in the Lease area. The human population occupied in the ML area is up to 6.404 ha. People of the buffer zone are mostly engaged in agriculture, business and services. The workers in the mines will be from the nearby villages so there will be no permanent increase in population. 5.3 Land Use planning (breakup along with green belt etc.). An area of 44.1148 hectares will be degraded/utilized during the proposed plan period of 5 years and an area of 59.3272 hectares will be utilized during the conceptual period for mining & allied activities. As the no part of the lease area is getting exhausted, no backfilling proposal has been proposed in this plan period. However, based on outcome of the exhausted quarry suitable planning would be made for reclamation of the quarries from the next scheme period. Conceptually,

Conceptual plan for the entire lease period of the mine Life of the mine: The mineable reserve of china clay in the lease area is 125,54,846 MT or 12.55 million Ton. In the proposed plan period 15,08,665 MT will be exploited. After this plan period 110,46,181 MT china clay will be left. Keeping in view the production of china clay @3,02,931 MT per annum, life of the mine will be 36.46 years or say 37 years. So total life of the mine will be 42 years including this plan period. However, addition of more reserve through exploration will certainly increase the life of the mine. Ultimate extent and size of the quarry: Based on the present exploration status, ultimate pit limit has been earmarked in plates. At the end of the conceptual period all the mineralized zone will be exploited. The mineralized area of quarry-1 and quarry-2 will be exploited. Balance vol. of 10,70,728 m3 waste will also be dumped. At the conceptual period, all these wastes will be utilized for backfilling of the exhausted quarries. 5.4 Assessment of Infrastructure Demand (Physical & Social) New infrastructures will be constructed to handle the proposed production. 5.5 Amenities / Facilities

6.1 Industrial Area (Processing Area) It is an expansion proposal. Expansion is by enhancement of production from 13,963 TPA to 3,02,931 TPA of Crude China Clay along with existing Beneficiation Plant. Beneficiation plant consisting of Washing Plant of Washed China Clay production capacity of 12,000 MT per month, Calcined China Clay Plant of monthly production capacity 2,700 MT and production of Silica Sand of Capacity 8,500 MT per month. The area for mining and allied activities at present or existing is 36.9037 Ha. at the end of plan period it is 44.1148 Ha. and at the end of conceptual period (life of mine) it is 59.3272 Ha. Processing of ROM and Mineral Rejects: About 95% of the total excavated clay will be beneficiated by the lessee in its own existing beneficiation plant. It is located inside the M.L area. Washed china clay to be produced will be confirming to the grade I & grade II qualities of ceramic industries and Grade III of refractory industries. It is observed that the quantity of finished product (washed china clay) is to the tune of around 45% of the total china clay beneficiated. Out of the balance 55%, 40% of the material account for silica sand while 15% is non-clayey material of waste generation during beneficiation. During the beneficiation, it is seen that to get the clear clay (which is free from sand, free iron and non clayey material), separation of sand particles through drain and drain sand catches at 200 mesh wire net is made. From the analysis report, it is observed that mostly two types of silica sand Grade-I (White sandy material without any colored particles) and Grade-II (Pinkish pale white sandy material with some grayish particles) are produced. The use of silica sand is mainly in glass industry, ceramic and steel industry. The lessee is in search of a regular market for these materials and is likely to sale the silica sand in near future, after getting necessary permission from the Govt. authorities.

Grade-I (Al2O3 -38% & Fe- 0.05%) category of silica sand after calcination used as Ultra-marine colour after mixing with feldspar in Soda, Sulphur & other paint industries. Grade-II Used in ceramic industries. Grade-III used as refractory’s called rubber grade.

6.5 Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways etc.) Kadadiha China Clay Mine of M/s Jagdish Mines & Metals Pvt. Ltd. is an ongoing mining project for exploration of China Clay occurring in the ML area over an area of 367.058 hectares spared over in the villages Kadadiha No.26, Khandabandha NO. 43, Kudarbisida No.45 and Rugudi No. 44, under Tehasil: Karanjia, in the District of Mayurbhanj, Odisha.

The area can be approached from Tangabila, a bus stop on NH -6, covering a distance of 11 Kms which includes 7 Km metallic road and 4 km un-metallic road. The nearest railway station is located at Badampahar, 34 Km away from the lease area. There is no need for further infrastructure for communication. However, the existing road to be repaired and maintained.

6.6 Water Management including Drinking Water (Source & Supply of Water) Both Surface water from rain water harvesting pond and Ground water from mine pit will be used for dust suppression and plantation. Ground water through Deep Bore well will be used for potable use only. Average water requirement at Kadadiha china clay mine for industrial and domestic use will be to the tune of 65 m3/day and 20 m3/day respectively. Peak water requirement at Kadadiha china clay for domestic and industrial use will be to the tune of 25 m3/day and 75 m3/day respectively. 6.7 Sewerage System Septic Tank with Soak Pit has been provided for mine workers. The septic tank and soak pit are designed as per BIS specification. 6.8 Industrial Waste Management There is no industrial waste except OB and mineral rejects called solid waste. A very brief outline about solid waste management is given below.

6.9 Solid Waste Management The china clay deposit of the area is associated with laterite and alluvium. These will be generated from the lease area as waste along with china clay. 1 to 1.5 meter of alluvium as top soil will be generated in the proposed plan period. It is observed that in the process of washing of crude china clay the quantity of finished product (washed china clay) to be generated is to the tune of around 45% of the total raw china clay fed to the beneficiation system. Out of the balance 55%, 40% of the material accounts for silica sand while balance 15% is non- clayey material of waste generation during beneficiation. This silica sand has been proposed to be stored separately and would be sold to intending buyers. The quantum of laterite as OB, IB, Silica sand and top soil generated during the plan period is shown in the below Table No. 6.3. And Waste to be accommodated on the proposed dump are given in Table No. 6.4.

Selection of dumping site: Dumpsite selected for disposal of the waste has been considered after considering the following criteria.  The dumpsite has been located outside the mineralized zone beyond ultimate pit limit.  Topography features have been taken into account, particularly in the context of water drainage. In the proposed plan period it has been proposed to dump the waste at the western side of the existing quarry-1 between the grid 716W to 760W and 20N to 100S which is beyond the ultimate pit limit. So dump has been proposed in this area. However for confirmation of barrenness of the area, boreholes have been proposed in this area in the first year of operation. If the area is found to be mineralized, then a modification to this mining plan has to be submitted to change the location of proposed dump. Build-up of dump: in the lease area there are two existing dumps present over an area of 0.622 Ha. A total of 1,06,303 m3 of waste will be generated from the quarry in the first five years of plan period. The total quantity of generated waste will be disposed at the western side of the existing quarry over an area of 1.108 Ha with 2 nos. of terraces. The height of each terrace will be 10 meter. Hence total dump area will acquire over an area of 1.73 Ha. with 20 meter total height. The earmarked site has been shown in EMP plan. The year wise buildup of dump is given below Table No. 6.5.

The average rainfall in the area is of the order of 1100 mm. During the rainy season to arrest the wash-off of the dumps, following protective measures and precautions are to be undertaken for the proposed waste dump: i) The ultimate dump slope will be maintained at 200-220 with individual terraces slopes not exceeding 370. ii) The individual terrace heights will be maintained at 10 m. iii) Each terrace will have inward slope with catch drains at the inward side of the terrace. iv) The catch drains of the individual terrace will be connected to the garland drain outside the periphery of the dump. v) These catch drains will have half concrete open pipes followed by settling tanks to avoid wash offs. vi) Each terrace will have a provision of berm at the outer end to reduce gully formation due to rain water wash offs. vii) The retaining wall will be made to arrest the waste dump materials for consolidation. viii) The dimension of retaining wall around the proposed dump is as follows.

Selection of site for stacking of sub-grade materials: There will be no generation of sub-grade in the proposed plan period. So stacking for sub-grade does not arise.

6.10 Power Requirement & Supply / Source

01 (One) number of 50 KVA capacity (Make: Greaves Limited) D. G Set and 01 (One) number of 82.5 KVA capacity (Make: Kirloskar) DG set will be used for running of Plants & Machineries of Beneficiation Plant during power failure. For general lightings, office and Beneficiation plan, the requirement of power is 68 KW. Presently it is sourced from NESCO, Rairangpur, Odisha. HSD/Diesel will be used and sourced from local market. .

Chapter – 8 Project Schedule & Cost Estimate

8.1 Likely date of Start of Construction and Likely Date of Completion (Time Schedule for the Project to be Given) It is an operating mine. The mine was in operation till 03/04/2012. On 03/04/2012 the operation was suspended by the instruction of the Mining Officer, Baripada due to want of Environmental Clearance. The proposed production will be started after obtaining Environmental Clearance from MoEFCC, Consent to Establish & Consent to Operate from State Pollution Control Board, Odisha.

8.2 Estimated Project Cost along with Analysis in terms of Economic Viability of the Project.

Capital Investment: The capital cost covers the expenditure incurred towards Exploration, Mine development already done and proposed, cost involved towards land, building, infrastructure, plant and machineries, statutory dues etc. The details of the break ups are furnished below in Table No. 8.1

Chapter - 9 Analysis of Proposal (Final Recommendations)

9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People including Tribal Population, if any, in the area.

As elaborated in earlier chapter, the project will bring improvements in the physical and social infrastructures in the area definitely to some extent, apart from providing direct employment, contractual employment and indirectly employment and mostly from the local community due to China clay mining operations.

9.1.1 Improvements in Physical Infrastructure

The physical infrastructure of the local areas adjoining to the mines and projects will greatly improve due to following factors.

 By sharing with other lessee in creation of blacktopped logistical routes, for China clay dispatch to the destination.

 By creation of appropriate electric illumination facilities in the villages.

 By creation of suitable strong culverts, bridges, etc in the adjacent roads.

9.1.2 Improvements in Social Infrastructure

The social infrastructure near the mining area will greatly improve due to;

 Employment opportunities.

 Improved income levels arising from the employment and trading opportunities due to the mining and,

 Improvement in facilities for education, communication, health care, etc as narrated earlier.

9.1.3 Employment Potential The total requirement of employment is 188 numbers. The employment will be from the local villages.

9.1.4 Other Tangible Benefits  Local community near the mine areas will also find good employment potential in the mines directly and in ancillary activities indirectly.  The China clay mining operations will also result in financial gains for the state and central exchangers, through collection of various taxes like royalty, welfare cess, central excise by sale of China clay.  In short, the project will greatly benefit this industrially developed region in the fields of potential employment opportunities, improved per capita income for local people, vastly improved social welfare facilities in respect of education, medical healthcare systems, communicational aspects, infrastructural build-up, etc.  Improvement of educational facilities in the surrounding area.  Increase in general awareness of the people.  Increase in competitive spirit among youths.  Improvement of the general living standard of the people in the vicinity.  Growth of allied industries in the area.  Generation of self employment through self help groups.  Outflow of local people will reduce and at the same time inflow from outside will increase.  It will reduce Public Expenditure of Government on social consumption need.
