III.1. History of Dry Port Development in Cambodia

 In 1993 Slhanoukville port suggested the concept of Inland Clearance Depot (‘Dry Port') in the Phnom Penh area.

 3 years later in 1996, the first Dry Port was developed by Meng Sreang Express Import-Export Transportation Company.

 2 years later in 1998, the Second Dry Port (The Cambodia- CWT Dry Port, under Singaporean-Cambodian joint venture) began operations.

 Later on more and more Dry Ports have been developed.

III.1. History of Dry Port Development in Cambodia

Dry ports: - International standard, - Offices for Customs and Cam-control, - Customs Inspection and Declaration, - Customs Clearance, - Cargo consolidation service, - Warehousing and Storage Service, - Container yard, - Deliver goods to clients’ door, - Goods distribution and transfer, - Facilities, - Connect to one or more modes of Transport.

 Current situation in Cambodia: Dry Port Development and Management is under General Directorate of Customs and Excise of the Ministry of Economy and Finance.

- Institutional Arrangement for Logistics, incl. Dry Port is still unclear. => need to be reformed!

- No Logistics system and Master Plan in place, Lack of Legislations/Laws/Sub-decrees to support the Logistics. => need to be developed!
