Her Majesty’s Prison Lancaster Castle underwent considerable change over its period of use as a prison between 1788 and 2011. Whilst some of the changes have added to the character of the his- toric site, others more recently, were detrimental to its character and appearance and to its historic fabric.

Since the closure of HMP Lancaster Castle in 2011, a range of works have been carried out to re- move recent low quality buildings and structures, open the castle to the public, and provide a space for cafe and tours. Phase 1 of the major project to repair some of the worst buildings is being imple- mented in 2016.

These proposals are for the next phase of works, it is our intention to repair and bring back into use the Kitchen Yard, which suffered much intervention in the recent use as a prison.

2.1 Heritage Context 2.2 Planning Policy Overview

Lancaster Castle is located within the Lancaster Conservation Area. Previously it was contained within the 7KH1DWLRQDO3ODQQLQJ3ROLF\)UDPHZRUNKDVSODFHGHPSKDVLVRQVXVWDLQDEOHGHYHORSPHQWZKLFKLVGHÞQHG Castle Conservation Area (designated in 1988) however in May 2011 Lancaster’s City, Castle and Moor Lane under three categories; Mills Conservation Areas were merged to form Lancaster Conservation Area, also including the addition of areas previously on the periphery. 1) Economic 2) Social 3) Environmental It makes it clear that a proposal that fails to adhere to historic environment policies in the NPPF is not sustain- able development. The 12 Principles set out in para 17 include the need to “conserve heritage assets in a PDQQHUDSSURSULDWHWRWKHLUVLJQLÞFDQFHVRWKDWWKH\FDQEHHQMR\HGIRUWKHLUFRQWULEXWLRQWRWKHTXDOLW\RIOLIH of this and future generations”

A Conservation Area Appraisal was undertaken on behalf of Lancaster City Council in 2013 and subdivided the large conservation area into character areas, which includes ‘Character Area 2. The Castle’. 7KHDSSUDLVDOKLJKOLJKWVWKDWWKHFDVWOHDQGLWVHQYLURQVDUHRQHRIWKHROGHVWDQGPRVWVLJQLÞFDQWSDUWVRIWKH FLW\ZLWKDYHU\GLVWLQFWLYHFKDUDFWHU7KHFDVWOHDQGSULRU\FKXUFKDUHWKHPRVWVLJQLÞFDQWIHDWXUHVRIWKHFLW\ as a whole including their dominance on the skyline and the relationship of the castle to the peripheral eight- eenth century residential buildings. “The Castle area, dominated by Castle and Priory church, represents the historic heart of historic Lancaster. It is rich in the archaeology of the Roman and early medieval settlement and the architecture of the medieval and Georgian periods. Today the area retains important religious, civic and cultural functions, maintaining its sym- bolic role. 2.3 Site Analysis

Land uses and site context Building Condition

Lancaster Castle is a Grade I listed building and occupies part of the site of a Roman fort. This proposed Phase 2 will deal with a further tranche of envelope repairs.

Building history and Built form

Pevsner states that the precinct was initially established as a stronghold c.1100. The site has a long history RIFRXUWDQGSULVRQXVH7KHFXUUHQWFRQÞJXUDWLRQFRQVLVWVRIWKHGatehouse of c.1400 with nineteenth and twentieth century adaptations. Proceeding anti-clockwise adjacent to the gatehouse is the Governor’s House constructed in 1788 (attributed to Thomas Harrison) and beside it is the Well Tower circa thirteenth century. The Well Tower is then linked to the Kings Evidence Tower with a link block attributed to Gandy designed as cells and most recently used as storage and training. This is followed by Harrison’s Male Felons Prison  ZKLFKFRQVLVWVRIWZRVTXDUHFUHQDOODWHGÞYHVWRUH\WRZHUVZLWKFDQWHGIURQWVWRWKH\DUG7KHÞUVW UHWDLQVWKHRULJLQDOSODQRIFHOOVDQGWKHVHFRQGKDVEHHQUHFRQÞJXUHGDQGH[WHQGHGF DOVRXVHGDV cells). In between the two male felon prison towers is the kitchen area which appears to be a mirror of Gandy’s Topography and Views link block. Continuing past the extended Male Felons Prison the mid twelfth century Keep follows. Abuting the south side of the Keep and forming a U-shaped block is Harrison’s late eighteenth century Debtor Prison. The route up to the castle along Castle Parade is on a steep gradient. Once within the castle walls there is A courtyard is created to the east side of the Keep by a two storey L-shaped wing with a clock tower a complex topography involving steps to the various buildings and further varying gradients across the hard (considered to be by Gandy). Conclusion

The proposals to adapt three buildings for the café (currently operating from the Visits Building), shop/ticket RIÞFHDQG0HHWLQJ&ODVVURRPXVHVZLOOJLYHWKHFDVWOHJUHDWHUDELOLW\WRDFFRPPRGDWHDUDQJHRIYLVLWRUV and give an improved visitor experience. It will also enable additional groups to be accommodated including education tours for schools. This in turn will assist in maintaining use of the castle and will allow the continued repair of castle buildings to accommodate the expanding user groups.

Description

The single-storey Visitors’ Building originated as a cell block, erected in the 1850s in response to demand for additional prisoner accommodation. In the 1950s it was converted to provide accommodation for visitors, which involved the removal of the cells, installation of a modern steel-trussed roof and other alterations. The interior is open plan with a series of interview rooms arranged along the north and west walls. All that remains of the original building is the sandstone ashlar perimeter wall which, apart from attached buttresses, is largely blank and devoid of architectural detail. The building is located awkwardly within the prison yard, concealing the west wall of the Clock Tower Building, and obscuring the King’s Evidence Tower and the Male Felons’ Prison from view.

External Areas The levels of new stone paving in the yards will be carefully considered to provide access into the buildings being brought back into use.
