 Section Highlights  Sponsor many national and international conferences.  To encourage the intention of member applications, IEEE Taipei Section subsidized students to take part in conferences overseas, and there are 11 students who had been benefited from 11 applications in 2018.  Taipei Section has 4 newly elevated IEEE Fellow of 2019.  Based on Section’s three-year performance, IEEE Taipei Section was recognized as “2018 Outstanding Section Membership Recruitment Performance”.  Taipei Section organized for Lifetime Achievement Award in 2018.  Taipei Section published Chapter Operation and Handover Directions in 2018.

 Any other financial activities The financial status of this Section is comfortable for supporting those planned programs. Some of the chapters have contributed a reasonable percentage of their income to this Section. This allows the Section to maintain the routine functions and to hold more conferences. We also sponsored more student activities than before. The total income of the Section in 2018 was NT$14,205,493 including NT$561,726 of 2018 rebate in June 2018. The total expenses were NT$12,794,611. The final balance at the End of 2018 is NT$15,738,099. More details are included in the 2018 Annual Geographic Unit Financial Report.

The computer vision and deep learning technology of unmanned aircraft is a very hot topic. This workshop is based on basic computer vision theory, such as image collection of multiple cameras, mobile evaluation, principles of deep learning, control technology of drones, object detection and tracking. The workshop is simple and straightforward, suitable for students, teachers and industry executives to study. The workshop will last for two days and 12 hours.

ii. Workshop on Wireless Power Transfer: From Basic Theory to Applications

Wireless charging technology is a very hot topic, from the basic circuit theory, such as coupled inductor and energy conversion to the design standards and applications of wireless charging energy conversion technology. There will be a 12-hour short workshop on “Wireless Power Transfer: From Basic Theory to Applications,” which covers many important aspects of circuit theory, power transfer specifically targeted for wireless power transfer and applications.

The VLSI Design/CAD Symposium, which plays an important role in stimulating local research, is aimed at providing an open forum for professors, industrial engineers and, most important of all, graduate students to exchange cutting-edge R&D knowledge and ideas in the fields of SoC/ASIC design and EDA research. In this event, Mr. Chen Liang-Gee, Minister of Science and Technology of Taiwan, gave a keynote with a topic of "Review IC 60 Years History and Start A New AI Innovation” on the first day. And Dr. Qi Wang, Vice President of Cadence Intellectual Property Group (IPG) and CEO at Nanjing Kai Ding Electronics Technology Co. Ltd., warmly delivered an industry keynote to address the topic of

“Machine Learning and Artificial Intelligence – Systems to Silicon: Faster and Smarter”. It was the 2nd time he gave a keynote at this symposium. Dr. Qi’s speech received positive feedback and stimulated interactions with professors about industry trends and Cadence technology.

Date: May19 – May 21, 2018 Topic: Artificial Intelligence on Consumer Electronics for Smart Future Venue: National Chung Hsing University, Taichung, Taiwan Summary: The IEEE International Conference on Consumer Electronics – Taiwan, 2018 was held from May 19th to 21th at National Chung Hsing University. As a grand venue for scholars and professional persons all around the world, ICCE- Taiwan aims to initiate profound discussions on research and discovery in electronics and relevant professional field. After the successful ICCE-Taiwan in 2014 to 2017, we sincerely hope that the 5th ICCE-Taiwan could continue its success. Furthermore, our vision is to set ICCE-Taiwan as a milestone in Consumer Electronic field and become a historic and dominant conference year by year with strong and resourceful support from the IEEE CE Society.

The abstract is given below: Abstract -- A recent trend during the past decade is to push various capabilities, such as computation, control, and storage, to the cloud. Such an over-dependence on the cloud, however, indicates that availability and fault tolerance issues in the cloud would directly impact millions of end-users. Such a cloud-centric architecture is not suitable for satisfying the demands of many delay-sensitive applications in future IoT. In viewing of these challenges, the cloud is now "descending" to the network edge and diffuses among the client devices in both mobile and wired networks. Such transition leads to the new paradigm of fog computing and networking. In this talk, we will provide an overview of fog computing and networking and will discuss some recent work related to this research area. iii. The school was held annually for benefiting the newly admitted master students. This was the 14th time that the Summer School had been held since 2005. This year we have 144 students plus 8 participants from industries attending the school. Five tutorial lectures were offered. The first lecture was given by Prof. Borching Su on August 6 giving an introduction on “5G Technologies and Advances”. The second lecture was delivered by Prof. Jinwoo Shin on August 7 giving a lecture on “Deep learning approaches for optimization, estimation and communication”. The third lecture was delivered by Prof. Krishna Narayanan offered a lecture on “The Peeling Decoder: Theory and Applications” on August 8. The fourth lecture was delivered by Prof. Sennur Ulukus offered a lecture on “Private Information Retrieval: An Information Theoretic Approach” on August 9. Following this, we also have “Students' poster session” and “Group discussion” in the same day. The last lecture was given by Prof. Elza Erkip on “An information theoretic perspective on web privacy”. In sum, the summer school not only benefits greatly the participating students for their future study and work but also provides a platform for information exchange and intercampus collaboration. The abstract is given below: Abstract -- Mobile data traffic, especially mobile video traffic, has dramatically increased in recent years with the emergence of smart phones, tablets, and various new applications. It is hence crucial to increase network capacity to accommodate these bandwidth consuming applications and services. D2D communication, which has been listed in 3GPP as a study item, is a promising concept to improve user experiences and resource utilization in cellular networks, both for licensed and unlicensed spectrum. However, design, analysis, and optimization of D2D communications & networking require multidisciplinary knowledge, such as wireless communication and networking, signal processing, artificial intelligence (e.g., for learning), decision theory, optimization, and economic theory. Therefore, this tutorial, containing the basic concepts/theories for addressing research advances that enable D2D communications in cellular networks, the state-of-the-art of research and development and the related information, will be useful in designing D2D-based wireless communications systems and services. viii. Distinguished Lecture “Industrial Internet of Things (IIoT): An Integrated Design of Secure Communications, Caching, Computing, and Control(SC4)” given by Prof. Dr. Sumei SUN.

Abstract -- Industrial internet of things (IIoT), by providing connectivity to machines, robots, and sensors, etc, enables data intelligence-assisted information technology (IT) and operation technology (OT) convergence. In IIoT, multi-disciplinary research on communications, caching, computing, control, and security (SC4), is needed, with built-in autonomous learning and adaptation capabilities. In this talk, we will start with a brief introduction to IIoT, and then share the IIoT research and design challenges. A design approach will then be proposed to overcome these challenges, under the theme of cognitive IIoT in which the device and the network will build up learning capabilities for context-aware resource, interference, and mobility management, automated fault detection and recovery, and robust connectivity; multi-modal security detection capability is incorporated into the device and network for real-time anomaly and security detection and management. The interactive and cooperative edge-cloud analytics will also be introduced to enable low-latency real-time actionable insight and robust feature engineering. Finally, the 5G’s role, especially the 5G machine-type communications (MTC), from both the massive MTC aspect, and the ultra-reliable low latency communications (uRLLC) aspect, will be discussed.

This year, it will be held in conjunction with TPCA SHOW 2018 from Oct. 24 to 26 at Taipei Nangang Exhibition Center. For grasping the latest trend, the symposium highlights the theme "IMPACT on Artificial Intelligence - Our Future" toward intelligent innovations, which fall into several areas: automobile electronics, smart application, robot, drones, autonomous vehicles, artificial intelligence, Micro LED, 5G and IoT devices. Each application has a large impact on our daily lives. IEEE Council of RFID Taipei Chapter 1st Meeting

The IEEE Council of RFID Taipei Chapter was successfully established on the 26th October 2017 by Professor Chow-Yen-Desmond Sim from Feng Chia University, Taiwan. To celebrate the founding of this Chapter with 68 members at the moment, a call for 1st meeting was planned by the founding Chapter Chair Prof. Sim, and it was held on the 26th Jan 2018 in Feng Chia University, Taichung, Taiwan. A total of 29 persons have attended this meeting, including 15 members of the IEEE CRFID and 4 persons from the RFID industry. During this meeting, the Director (Mr. Jiang) of Securitag Assembly Group (SAG), which is one of the largest RFID Tag manufacturers in Taiwan, was first invited to give a short opening speech on the future prospect in RFID Tag industrial applications, follow by Mr. Stanley Chen (marketing specialist of SAG) that gave a 30-minutes talk on Metal Tag Antenna designed by SAG. The of this meeting was the distinguished lecturer presentation by Prof. Zhining Chen from National University of Singapore, and the topic of this one-hour presentation was “Advanced Antennas for RFID Tags and Readers”. After the presentation, a picture of attending delegates and members of CRFID Taipei Chapter was taken during the closing ceremony

Jun 01, 2018 (Attendance: Members 35, Guests 150), Venue: National Taiwan University RFID System Design and Applications Technical Conference Various Speakers were invited to present their recent work in RFID system design or antenna design. Invited speakers were from the industry as well as from academic. Prof. Desmond Sim (CRFID Chair) was one of the speakers.

10. Chapter Name: Control Systems Society Taipei Chapter (CS23)

i. 2018 International Automatic Control Conference (CACS 2018)

The 2018 International Automatic Control Conference (CACS 2018) is an international conference hosted by the Chinese Automatic Control Society (CACS) and National Central University, Taiwan, and is technically sponsored by IEEE CSS Taipei Chapter. This four-day conference took place in South Garden Hotels and Resorts, Taoyuan, Taiwan, over Nov. 4 ~ 7, 2018. This event provided a great opportunity for scientists, engineers, and practitioners to present the latest design concepts, research results, developments, and applications, as well as to facilitate interactions between scholars and practitioners. There are more than 130 papers presented in the conference. More than 300 industries, government and science experts, and scholars participated this great event. ii. The 26th National Conference on Fuzzy Theory and Its Applications

This Conference was also held in South Garden Hotels and Resorts, Taoyuan, Taiwan, over Nov. 5 ~ 6, 2018, which was organized by Taiwan Fuzzy Systems Association (TFSA). This conference is soliciting novel research results on fuzzy theory and its applications on related topics. It provides a very good opportunity for research scientists, investigators, industrial practitioners and government representatives to present their results and to exchange their ideas. There are more than 100 papers presented in the conference. More than 200 industries, government and science experts, and scholars participated this great event. The conference shares the same keynote speeches with the CACS 2018.

11. Chapter Name: Education Society Taipei Chapter (E25)

i. International Micromouse and Robotrace contests (9/16/2018) Attendance: 30 The international contest supported by the Ministry of Education has two important aspects:  The vocational and technical university students in Taiwan had a chance to meet international contestants from USA, UK, Japan, Singapore, and China, and to share experiences with each other.  The contest improved gradually the implementation skills of mobile robots of the vocational and technical university students in Taiwan.

ii. Experiences sharing- autonomous mobile home robot contest (7/1/2018) Attendance: 14 This meeting focused on how robot operating system (ROS) is applied to direct a mobile robot to search an unknown environment for the goal area. It is quite like a micromouse contest, although the maze is much like a home. Simultaneous localization and mapping (SLAM), navigation, and planning algorithms are main topics for the application of ROS. The communication between ROS and the mobile robot, and what data the mobile robot should prepare for ROS are also introduced in the technical workshop.

i. fMRI Educational Training I 2018

Functional MRI Educational Training I 2018, which was sponsored by the Ministry of Science and Technology, organized by the Department of Electrical Engineering, Department of Psychology and Neurobiology and Cognitive Science Center of National Taiwan University was held on Jan 16th, 2018. There were 26 participants joining the event. The event aimed at promoting fMRI techniques to Humanities researchers, engineers, and psychologists, and educating students the interdisciplinary Science and Social Science. ii. MEG Educational Training I 2018

2017 MEG Educational Training I, organized by the Ministry of Science and Technology and National Taiwan University, was held in National Taiwan University on Jan 17th. There were 25 participants joined in the training course. The course aimed at providing in-depth courses in experimental design, data collection, data analysis, and result interpretation to researchers interested in using magnetoencephalography (MEG) to study brain function and its correlation with social sciences. iii. Biomedical Electronics and Bioinformatics Camp, 2018

The 2018 National Taiwan University Biomedical Electronics and Bioinformatics Camp was held from Jul 12th to Jul 14th at NTU Barry Lam Hall. We hoped to give our participants a broad introduction to emerging and innovative technologies with the theme, “Cancer Medical Innovation Breakthrough and Rise: Detection, Treatment and Care”. We invited eight speakers with academic or industry background to discuss about this topic from different aspects such as biology, software, hardware, etc. Meanwhile, combining interdisciplinary expertise, grasping opportunities for effective cross communication, and preparing for upcoming biomedical applications are all challenging tasks that need further exploration by researchers. A total of 48 participants joined the event, including high school students, college students, graduated students and members of the community. Apart from biomedical and engineering professionals, there were also people with financial and management backgrounds. According to our questionnaires, all participants were quite satisfied with the program and were willing to participate again. At the same time, they gave high ratings to speaker presentations. Next year, we will foster new talent from academics and the industry and continue to hold the Biomedical Electronics and Bioinformatics Camp. iv. MEG Workshop 2018

MEG Workshop was held in National Taiwan University from July 23th to Aug 3rd. There were 36 participants joining the ten-day training course. The program provided 24

courses about MEG data collection and data analysis. An MEG analysis of the graphic thinking and creativity in landscape design was also included.

Date: Feb. 23, 2018 IEEE EMC-S Taipei chapter hosted a technical presentation at the National Taiwan University. The presentation "Advanced Topics on Signal Integrity and Power Integrity" was delivered by Dr. Zhiping Yang, IEEE EMC Society Distinguished Lecturer. He is currently a senior hardware manager in Google Consumer Hardware Group. His research interests include signal integrity and power integrity methodology development for die/package/board co-design, high-speed optical module, various high-speed cabling solution, high-speed DRAM/storage technology, high-speed serial signaling technology, RF interference. This presentation provided the advanced topics related to power integrity and signal integrity. The topics include ground concept, S-parameter, IBIS model, PCB material, etc. ii. 2018 Bridge-to-the-future Electromagnetics Workshop

Date: Jan. 29-31, 2018 IEEE EMC-S Taipei Chapter is one of the organizers of the 2018 Bridge-to-the- future Electromagnetics Workshop, which is a three-day program offering several presentations, workshops, and exhibitions. More than 200 people enrolled in this event. In addition to the presenters (scholars, PhD candidates, post doctors, and industrial practitioners), the attendees include juniors, seniors, graduate students, and professors from many universities in Taiwan. Especially, five keynote lectures were delivered by the scholars listed below. (1) "Technology Development and Innovative Application of Microwave Sensors" by Prof. Qing-Long Yang, the Department of Electrical Engineering, National Cheng Kung University.

(2) "Signal Integrity of High-Speed Digital Circuits" by Prof. Guang-Hua Xue, the Department of Electrical Engineering, Chung Yuan Christian University.

Date: July 4, 2018 IEEE EMC-S Taipei Chapter, in corporation with Auden Techno. Corp., organized a full-day workshop on “Next Generation Smart Life with Bio-electromagnetics and Advanced Telecommunication Technology,” held at Evergreen International Convention Center of Chang Yung-Fa Charity Foundation. This is the third consecutive year that both organizations to host this event together. The workshop widely covers the topics of fifth-generation (5G) wireless technology and bio- electromagnetics. The total number of attendees is over 300. Their enthusiasm and support have made workshop a great success. The morning sessions with keynote speeches covering several main themes of 5G millimeter-wave technology and bio-electromagnetics. There are three parallel tracks and total 15 discussed topics in the afternoon sessions. In the 5G Communication Track, the moderator Jian Jang Huang, professor of Yuan Ze University, introduces speakers to give speech covering topics of 5G roadmaps, technology and antenna applications. The Biomedical Application and Electromagnetic Track was hosted by Professor Ding-Bing Lin who invites speakers to address topics of application and safety test of electrical stimulator, aesthetic medicine for cancer treatment, and simulation platform and validated hardware solutions for active implant MRI safety assessment. The Measurement Track hosted by Professor Cheng-Nan Chiu, Yuan Ze University, many speakers give speeches covering topics of 5G technology millimeter-wave measurement methods, instruments and facilities. iv. 5G Antenna and RF Front-end Key Technical Challenges and Trends

A full-day workshop on “5G antenna and RF front-end key technical challenges and trends” was held at the Barry Lam Hall, National Taiwan University, Taipei, Taiwan. The workshop was organized by Taiwan Electromagnetic Industry-Academia Consortium (TEMIAC), IEEE EMC-S Taipei Chapter, and many academic organizations in Taiwan. At the opening, Professor Ruey-Beei Wu from National Taiwan University, chairman of TEMIAC, shared many exciting news about the 5G communication to the participants. Especially, he said that the Executive Yuan of Taiwan will complete the first phase of 5G spectrum marketing in 2020. In this event, many leaders in academia and industry are invited to share their research and experience in the development of the 5G technologies. They are: Professor Hsi-Tseng Chou, Professor Hsuan-Jung Su and Professor Tzong-Lin Wu from National Taiwan University, Professor Jenn-Hawn Tarng from National Ciao Tung University, Manager Yi-Kang Fu from MediaTek, Technical Director Rui- Hong Zhou from Auden Technology. They discussed broadly from the views of massive MIMO antennas, millimeter-wave circuits, 5G communication systems, and even from the whole industry. Through the discussing on current situation and future prospects, they concluded that the millimeter-wave technology appears to be everywhere in our daily life and Taiwan shall hold the great opportunity. v. Array Antennas Workshop

Date: October 2 The workshop in the area of array antennas, co-hosted by Prof. Hsi-Tseng Chou, National Taiwan University and Prof. Ding-Bing Lin, National Taiwan University of Science and Technology, was held in Barry Lam Hall room 101 on Monday, October 2. The objective was to deliver the knowledge about recent advance and future trends in array antennas to industries and students. It was co-sponsored and co-organized by Taiwan Electromagnetic Industry- Academic Consortium (TEMIAC) and Educational Ally of RF Circuit Design in Mobile Communication supported by the Ministry of Education, in cooperation with High-Speed RF and mm-wave Technology Center, National Taiwan University, Graduate Institution of Communication Engineering, National Taiwan University, Oriental Institute of Technology Department of Communication Engineering, IEEE EMC-S Taipei Chapter, Institute for Information Industry, Industrial Technology Research Institute. Many applications require radiation characteristics that may not be achievable by a single element. However, it may be possible that an aggregation of radiating elements in an electrical and geometrical arrangement (an array) will result in the desired radiation characteristics. Array antenna was first utilized in military field, such as Radar. Nowadays, it has been applied in various areas of communications including MIMO (Multiple Input Multiple Output), Massive MIMO, and so on. With the development in technologies like fifth-generation mobile network, internet of Thing (IoT) etc., the design considerations for the antennas become more diverse and complicated. Larger bandwidth, beam shaping, short range device to device

communications, operation in wider range of frequencies etc. are some of the key requirements, and array antennas are expected to play an important role in achieving these requirements. The workshop has invited several key experts and professors in the field including CEO, Yao-Ming Tsai, from Training Research Co., LTD, TRC, Prof. Paolo Nepa from University of Pisa, Pisa, Italy, Prof. Yu-Jiu Wang from National Chiao Tung University, Doctor Rui Guoli from WHA YU Industrial Co., Ltd., engineer, Jian-Jia Chen from National Instruments. The speakers shared experience and knowledge about their researches which provided a deeper understanding on recent developments and the future of array antenna to the attendees. Student attendees had the opportunity to learn the industrial aspects of technologies in need for industrial applications. These will help students to develop better skills and abilities, and we wish them to make ground-breaking contributions to the field of array antennas in their coming career.

The IEEE GRSS Taipei Chapter Best Thesis Award has been established to recognize both college and graduate students who are excellent in the field of geoscience and remote sensing. The Best Thesis Award is granted on an annual basis to full-time students who excel in the academic pursuits during their studies. Each geoscience and remote sensing related academic department is allowed to nominate some candidates, who have to compete with other top students in the same faculty for the Award. In selecting the individuals, the factors considered are significance of both academic and educational contributions in terms of innovation and the extent of its overall impacts. In 2018, i-ONE celebrated its 10th anniversary and has attracted the most amount of participants than ever - nearly 120 students from Taiwan and other Asian countries to attend. 17 proposals from two groups (8 youth groups and 9 amateur groups) were selected to the final competition and presented their ideas on October 6, 2018. All the participants had showed the impressive designs and amazed the committee. The funder of i-ONE competition, Professor Din-Ping Tsai, Director of the Research Center for Applied Sciences of Academia Sinica, had been invited to attend the award ceremony. Professor Tsai encouraged all the participants to practice what they’ve acquired and do not fear to make mistakes. Each of the participants has been inspired a lot and had interacted with all the committee professors during the award banquet. The awards and their prizes (NTD $350,000 in total) were presented at the award ceremony right after the competition.

The major activities of the IEEE Information Theory Society Taipei Chapter in 2018 are as follows.

i. 2018 Spring Information Theory and Communications Workshop was held in conjunction with The 2018 National Telecommunication Symposium at Tamsui, New Taipei City, from Jan. 25 to Jan. 27. ii. 2018 IEEE East Asian School of Information Theory & Communication (EASITC) was help at National Taiwan University, Taipei City, Taiwan 35

This is the first time such an international summer school is organized in East Asia, following the tradition of the IEEE European School of Information Theory (ESIT), IEEE North American School of Information Theory (NASIT), IEEE Australian Information Theory School (AusITS) and similar events organized by the IEEE Information Theory Society and the IEEE Communication Theory society. ESIT is the spiritual son of the Croucher Summer Course in Information Theory, organized by Prof. Sidharth Jaggi in Hong Kong, and the Summer School on Information & Communication Theory, organized in Taiwan by the local chapter of the IEEE Communications Society and Information Theory Society. In order to foster student interest, this EASITC experiments with a 2-day tutorial part and a 3-days advanced topics part. Student activities include a round- table discussion with representatives of academia and industry as well as a poster session. Social events will take place throughout the school. We wish to especially thank the five invited speakers: Prof. Borching Su (NTU), Prof. Jinwoo Shin (KAIST, Korea), Prof. Krishna Narayanan (TAMU, USA), Prof. Sennur Ulukus (UMD, USA), and Prof. Elza Erkip (NYU, USA). Much in-depth discussion concerning with how advanced robotics and intelligent systems should be further developed were found at the conference. The conference comprised not only traditional paper presentations, but also video presentations, demonstrating itself as an effective and efficient way for research synergy of potential research topics. The conference particularly invited four plenary speakers, Dr. Edward Tunstel, Prof. Ren C. Luo, Prof. Tzuu-Hseng S. Li, and Prof. Ching-Chih Tsai to give their outstanding speeches with insight inspiration to all the attendees. As a whole, the conference has achieved the objectives of advocating the theory and applications of advanced robotics and intelligent systems. ii. 2018 National Symposium on System Science and Engineering (NSSSE2018)

Date: 2018.06.28~2018.06.30, Taipei, Taiwan Location: National Taipei University Attendance : 123 Activity : 2018 National Symposium on System Science and Engineering (NSSSE) was held on June 28th – 30th in National Taipei University, where more than 200 researches and students from well-known universities around Taiwan participated this symposium. There are a total of 123 papers being published, and those papers cover topics including Applications and Design of Intelligent Systems, Robotic Systems, System Applications in Business and Industry, Modeling and Simulation, as well as Decision and Control Systems. On the first day of the Symposium, two well- known scholars were invited to give key-note speeches. The first speech, “Novel Generative and Discriminative Learning Algorithms”, was provided by Prof. C. L. Philip Chen from the Faculty of Science and Technology University of Macau, Macau, China. The second one, “Internet of Anything as a Pillar of Intelligent System of Systems”, was given by Prof. Imre J. Rudas from the Óbuda University, Budapest, Hungary. The second day of the Symposium, the third speech, “You and Your Career”, was provided by Prof. Ljiljana Trajkovic from the School of Engineering Science, Simon Fraser University, Canada. The forth speech, “New Opportunities in the Era of Artificial Intelligence”, was provided by Dr. San-Cheng Chang from the Former Premier, Rep. of China (Taiwan)”. Four speeches were responded overwhelmingly by many professors and students. To encourage students’ contributions, best student paper awards were provided in the Symposium. Among 11 papers, the top three and two honorable mentions were awarded according to intense discussions from the reviewers. Moreover, CenMing Limited Liability Company, TeraSoft Corporation, and PinSyun Technologies

City: Hsinchu Country: Taiwan Attendance: 53 Event Description: Sensor device miniaturization and breakthroughs in novel materials are allowing for the placement of technology increasingly close to our physical bodies. However, unlike all other technological media, the human body is not simply another surface for enhancement—it is the substance of life, one that encompasses the complexity of individual and social identity. Yet, technologies for placement on the body have often been developed separately from these considerations, with a dominant emphasis on engineering breakthroughs. Her research involves opportunities for cultural interventions in the development of technologies that move beyond clothing and textiles, and that are purposefully designed to be placed directly on the body. In her research, body craft is defined as existing cultural, historical, and fashion- driven practices and rituals associated with body decoration, ornamentation, and modification. As its name implies, hybrid body craft (HBC) is an attempt to hybridize technology with body craft materials, form factors, and application rituals, with the intention of integrating new technological functions with no prior relationships with the human body with existing cultural practices. With this grounding, HBC can 48

support the generation of future techno customs in which technology is integrated into culturally meaningful body adornments. In this talk, she introduced three artifacts generated from the HBC framework and engineering approach: (1) DuoSkin, an on-skin interface fabrication process grounded in metallic temporary tattoo practices, (2) NailO, a fingernail mounted track-pad that doubles as a nail art sticker, and (3) Kino, on-body robots which are serve as jewelry pieces. Hybrid in design, these artifacts concomitantly serve as technological devices and body art. While they encompass the functionality of on- body technologies, they can be applied, worn, and experienced as body crafts. By incorporating cultural considerations into the design of on-body technologies, she explored opportunities for extending their lifetimes and purposes beyond mere novelty and into the realms of cultural customs and traditions. The technology of today is soon obsolete, yet cultural customs are passed on, and carried on, throughout generations. ii. Technical speech given by Dr. Victor C.M. Time: 24/01/2018; 10:15 a.m.-11:45 a.m. City: Hsinchu Country: Taiwan Attendance: 51 Event Description: The Internet of Things (IoT) extends the Internet to connect not only computers and smart devices carried by people, but “things” with embedded sensors, actuators, and networking capabilities. IoT will enable many new services and applications such as smart grids, intelligent transportation, e-health, smart homes/buildings/offices/factories, which will be an integral part of the future smart cities. However, widespread deployment of IoT in society, especially in the context of smart cities, is challenged by a number of issues, most notably the utility, efficiency and security of IoT solutions. In this presentation, we shall focus on the first two of these issues. Conventionally IoT applications have been provisioned with dedicated protocol stacks that are fine tuned for the specific applications, which limit the utility of such systems to other possibly new applications that were not considered when these “application silos” were designed and implemented. Following the trend of network functions virtualization, software-defined networking, and virtualized cloud computing services, we present a framework for wireless sensors as a service, aided by sensor-cloud integration. Due to the distributed and heterogeneous nature of this framework and the fact that computations are increasingly migrated to the network edge, programming such a system, especially coordinating the multitude of software components that are deployed on the edge computing devices, is challenging. We present some results on programming model and process coordination mechanisms to address this challenge. Energy efficiency is another important issue in the design of IoT systems, due to the potentially

widespread deployment of IoT devices and the fact that many such devices are battery operated and deployed in situations where battery replacement is awkward if not impossible. We address this issue from the sensor-cloud perspective by developing a sensor sleep scheduling scheme driven by the needs of sensor data by applications. On the other hand, we are developing embedded radio and enabling protocol for IoT devices that incorporate energy harvesting and message-driven wake-up capabilities. The domination of IP packets in cellular data communications has made header compression a vital process in wireless networks because of its important role in substantially improving spectrum efficiency by increasing packet payload. As competition intensifies for the limited bandwidth resource among a growing number of wireless applications, services, and users, it no longer suffices to only focus on PHY/MAC layers for spectral efficiency improvement. In this work, we present an innovative, ``trans-layer'' approach to integratively improve overall network efficiency. We propose an innovative approach by modeling header control as a partially observable Markov decision process (POMDP) in order to maximize the success rate and hence the efficiency of ROHC decompression. Unlike the ``cross-layer'' concept, our POMDP framework for ROHC relies on ``trans-layer'' informations observed through multiple interactive network layers, for optimized header compression design and control decisions. In this talk, the speaker will discuss various related problems and challenges in a connected world and then present a novel collaborative network architecture to enabling connected things to effectively harvest in-network capability (spectrum, energy, storage, and computing power) in a cognitive fashion and intelligently manage the spectrum efficiency, energy efficiency, and yes, security! By pushing in-network capability in communications, computing, and storage to the edge, this network architecture provides an effective and robust approach to IoT.

Then, aiming for massive connectivity or/and overhead ratio reduction, the problems and technical solutions for both granted and grant-free massive access are explored based on our recent research. B.5 Affinity Group Activities • Young Professionals Group  2018 IEEE Taipei Section Young Professionals Talk IEEE Young Professionals of Taipei Section conducted a seminar on 29th November, 2018 at National Ilan University, Taiwan, from 9:10 a.m. to 12 noon, followed by a lunch party with the speaker and members. The speaker was Mr. Jay Jan. His research focus is on could systems.

 2018 IEEE International Conference on Consumer Electronics- Taiwan The 2018 IEEE International Conference on Consumer Electronics– Taiwan was held from May 19-21 at National Chung Hsing University, Taichung City, Taiwan. As a grand venue for scholars and professional persons all around the world, IEEE ICCE- Taiwan aims to initiate profound discussions on research and discovery in electronics and relevant professional field. Furthermore, the vision is to set IEEE ICCE-Taiwan as a milestone in consumer electronic field and become a historic and dominant conference year by year with strong and resourceful support from the IEEE Taipei Section. In this year in total we have 250 participants from 14 various countries. In particular, the Young Professionals event was held in conjunction with the reception as follows: Speaker: AKIHIKO KEN SUGIYAMA, Research Fellow, NEC Data Science Research Laboratories, IEEE Fellow and Distinguished Lecture, IEICE Fellow Title: Easy and lazy technical writing for engineers and scientists Abstract: This lecture presents an easy and lazy way to prepare technical papers targeting at novices such as entry-level engineers and students. A good logic is a key to good technical writing, however, it is not easy for unexperienced authors to establish. As a solution, “Slides First” is proposed and explained in details with examples. Then, elements of a paper are explained one after another using examples and templates which can be applied in the actual drafting process. One of the most useful templates is a "Three-Sentence Introduction" which is a useful tool for writing an Introduction of a short paper such as a single-page paper. Some typical traps are

introduced to call attention to a fact that practice is more important than lectures. Finally, to complement this talk, tips for slide preparation are presented.

 Women In Engineering (WIE) A WIE promoting workshop was organized. (on 05/11/2018) Most of the attendees were students and two of the attendees are professors who are also IEEE members. In the workshop Professor Chen first introduced the missions and visions of IEEE to the attendees. Then she introduced IEEE WIE to the attendees and presented some past events and activities. And then a technical event was also organized after the promoting workshop. Professor Chen gave a speech on the topic of a microwave heating chip system. The photos of the events are shown below.

C.1 Special Events

 Taipei Section issued the E-NEWS: Issue first issue electronic newspaper since May 26 of 2009, and we keep taking place publication.  Handles to members and recruits the meeting of proving: Run members to recruit to the academic meeting, research unit, participate. The materials recruiting members and offering the affiliation to handle live are filled in, offer and help outside simply and conveniently, also offer member's consultation service live.  Prof. Vincenzo Piuri, FIEEE, Department of computer Science,Università degli Studi di Milano, Italy, visit NCTU on 21 May 2018.

C.2 Relationship with National and International Societies and Non- Government Organizations (NGO)

 Sister Society: TAMT (Taiwan Association of Magnetic Technology)

 We held 2018 Taiwan Association Magnetic Technology Annual Meeting for magnetism and summer school for on July 9th-11th, 2018. The goals of the meeting are to let researchers and students to understand different research aspects from different groups and then can create more ideas for their research. And arranged for dinner with the IEEE members of the Taiwan region and exchange talks. We invited several IEEE fellow as our invited speakers in the meeting. The invited speakers are as fallow: (1) Kang L. TDK  We held two IEEE Distinguished Lectures, last year (2018). In these two lectures, we invited Professor Mitsuteru Inoue and Professor Can-Ming Hu to give the talks. During the lectures, many IEEE members from the relative fields came. The lectures gave the participants a wonderful chance to communicate with each other.  This year we will host two activities. (1) The first one is 2019 Taiwan Association Magnetic Technology Annual Meeting. The activity will be held in Pingtung, Taiwan from July 05 to 07, 2019. We will also invite some IEEE fellows or DLs to come. (2) The second one is IEEE Distinguished Lecture 2019. We will invite 2019 IEEE Distinguished Lecturer to give the talks.

 Section support can promote joint activities of education and other summer camps. For academic conferences, setting up a booth for membership services and providing membership promotion in academic conferences are good ways to attractive new members. In Taiwan, university professors are allowed to pay membership fees for M.S. and Ph.D. students using their research funding from the Ministry of Science and Technology. This shows positive effects for recruiting student members.

C.6 Problems anticipated and suggestions for solutions, if any

 Because of economic crisis, most industry members have no budget that supported from company to join industry activity. It introduces risk in membership development and billable activity.  Due to the decline in the number of PhD students, the size of our membership decreases.

. Rendering Awards We present best Outstanding Chapter Award and Outstanding Student Branch/Chapter Award for stimulating chapter student members’ effort on their annual reports. We group a selection committee to choose the superior from the reports submitted by all the chapters and student branches. The winners can get rewards and be praised on Taipei Section’s website.

. Membership Development

We will plan out Membership Promotion Award for encouraging Chapter which has devoted most effort in increasing their membership. 1. Academic membership development: i. Recruit new members in the related fields of researchers and professors through nation-wide conferences or workshop; ii. Promote senior members from the qualified IEEE members through the major universities in Taiwan. 2. Industrial membership development: Recruit new members in the related fields of engineers in industry through nation-wide conferences or workshop. 3. Student membership development: i. Recruit new members in the related fields of Ph.D./master students through the IEEE Student Branches in Taiwan. ii. Try to enhance the add-on value of IEEE student membership for membership development.

. We will be continuously conducting activities for the young professionals to highlight the benefits of joining the IEEE and its societies. The YP affinity group of IEEE Taipei Session will support students and recent graduates and women to become members by participating at 2019 IEEE International Conference on Consumer Electronics- Taiwan, meaning CE Chapter of the Taipei Session will cover the member fee for the participants. One of the goals of the IEEE Taipei Section YP Group for 2019 will be to retain her existing members and increase membership by recruiting new members. In addition, we will continuously look into ways to enhance the participation of members in all IEEE activities by organizing fun gatherings. Among these, the Young Professionals Event will be held in conjunction to the reception of 2019 IEEE International Conference on Consumer Electronics-Taiwan.

The ED Taipei chapter is in the promotion of helping the ED student branch chapters to recruit more new student members. Also, several members were promoted to senior members in 2018. Several members have been promoted to the senior member through the assistance of the chapter chair. . In 2018, more than 20 new student members were recruited with the assistance from our professor members. . Need to work more on the promotion of IEEE senior members.  Chapter Name: Antennas and Propagation Society Taipei Chapter (AP03)

. One of my major objectives is to increase the number of AP-S membership by visiting a few universities in Taiwan that have active AP research team/group. . I will continue to maintain the AP-S Taipei Chapter website that has been developed by my pre-successor. . Me and my AP-S officers will separately be attending some of the major AP related conferences, such as APS-URSI 2019, APCAP 2019, and ISAP 2019, as it is a good way to meet up with most of the AP-S members from Taipei Chapter and their post-graduate students. . ISAP 2021, a major AP related conference in region 10, to be held by us in Taipei was proved in November 2018. We will start to plan the details and prepare for that.

. Cooperate with the “IEEE International Elite School” through joint activities. Funded by the Taipei Tech, ministry of science and technology and ministry of education, the center promotes digital convergence curriculum and course materials development. This kind of lectures further helps the chapter working together with the IEEE CAS as well. The topics may include challenges and opportunities of circuits

and systems on Internet of Things, perpetual wireless video camera for Internet of Things, and so on. . We plan to organize workshops for high school and university students, for example, High School Students Meeting with Experts, Summer School on IC Design, Workshop on Circuits, Systems and Signal Processing, and so on. These workshops aim to encourage more students to know more about engraining and IC Design, especially those in high school. For university and graduate students, we expect to promote their academic abilities through offering them opportunities to meet with experts and distinguished researchers from different universities and institutions all over the world. . We hope to apply for finical support from the IEEE CAS and the Taipei Section to invite speakers and facilitate these lectures and workshops successfully.

. The goals of IEEE CEDA Taipei Chapter include the continuation of serving EDA faculty, students, and professionals in Taiwan for more effective discussions and explorations of new ideas. Tentative activities include 10 seminars, 3 workshops/short course and 2 member meetings. The targeted talent incubation activity will include Taiwan EDA summer camp 2019. In 2019, we will also try to collaborate with Chapters in Region 10 to promote EDA together.

 Chapter Name: Communications Society Taipei Chapter (COM19)

. 2019 Taiwan Telecommunications Annual Meeting will be held from January 16 to 18, 2019 around the Tainan area, Taiwan. . 2019 Fall Workshop on Information Theory and Communications will be hosted by National Chung Cheng University in Chia-Yi, Taiwan from August 22-23, 2019.. . 2019 IEEE East Asian School of Information Theory & Communication will be held around August in Taipei, Taiwan. . 2019 Information Theory Society Taipei Chapter and Communications Society Taipei/Tainan Chapter Young Research Best Paper Award will be called in February and the winners will be announced in June. . Currently planned Distinguished Lecture by Tony Quek in March 2019.

 Chapter Name: Council of RFID Taipei Chapter (CRFID741)

Our main goal in year 2019 is to promote and recruit more faculty and students to join the CRFID741. Several events will be hosted, such as RFID industrial tour, meetings and lectures based on RFID related topics (such as transponder and tag design). We will also seek further opportunity to host or join local conferences or events that may promote our visibility to the public, as well as the industry in Taiwan.

 Chapter Name: Control Systems Society Taipei Chapter (CS23)

Our goal is to promote the society visibility and recruit more faculty and students to join CS23. To this end, we will continue to help host several control-oriented international conferences and invite distinguished scholars to have a talk in Taiwan.

 Chapter Name: Education Society Taipei Chapter (E25)

To promote local practice oriented courseware design and teaching: . The chapter chair will join the board of directors of the Taiwan Embedded Microcontroller Development Institute. The society will try to cooperate with the Institute to hold several technical meetings for technical and vocational students and teachers in Taiwan. To promote local colleagues to submit papers to engineering education oriented international conference and journals: . The chapter chair was promoted as a Professor by using representative papers published in engineering education oriented international journals. We hope to encourage local colleagues who are not working in research oriented universities to do research works for engineer education, and to benefit those not so smart students in Taiwan.

 Chapter Name: Electron Devices Society Taipei Chapter (ED15)

The ED Taipei chapter has been very active in its activities. In the year 2019, several major tasks have been planned as below.  Help of the local society to seek for IEEE EDS Co-sponsorship in conferences.  The chapter chair and other members will be actively participated in serving TPC for various IEEE conferences.  In the past 8 years, an international symposium, eMDC, via the help of the chapter has acquired the EDS technical co-sponsorship. Special assistance will be provided in 2019.  The chapter will regularly invite at least 6-8 invited speakers from overseas in stimulating the academic research, encouraging DL from overseas. These talks are open to university students and engineers in northern Taiwan.  The chapter will help to solicit more members to become DL (Distinguished Lecturers) and become the TPC members in worldwide conferences.  Promoting of senior members – a target of 5-10 senior members will be filed and approved in 2019.

. The goals of EMC-S Taipei Chapter are to advance the Taiwan EMC industry technology, enrich information exchange in the Taiwan EMC society, and foster the links between the society and the world. For these goals, the Executive Committee was founded and is running well. The Committee members will aggressively participate in accomplishing the activities stated in D.1 to achieve the Chapter goals.

 Chapter Name: Geoscience and Remote Sensing Society Taipei Chapter (GRS29)

. Taipei Chapter of GRS29 will plan to host 2019 IEEE GRSS Taipei Chapter Best Thesis Award in conjunction with IEEE GRSS Regional Distinguished Lecturer Programs across the Asia region. This plan will increase the number of IEEE GRSS memberships, develop the professional and educational activities, and enhance the engagement and commitment of the local scientific and commercial communities in the Asian areas (Taiwan, Japan and Malaysia). GRS29 will also continue host the IEEE GRSS Taipei Chapter Best Thesis Award each year.

The goal of IE13 society is to promote the society visibility and recruit more faculty and students to join IE13. IE13 will continue to sponsor several industrial electronics-oriented international conferences, seminars and forums, and invite distinguished lectures to give a talk in Taiwan.

 Chapter Name: Instrumentation and Measurement Society Taipei Chapter (IM09)

Since 2009, the I&M Society Taipei Section Chapter has continuously followed the steps and reached the goals that we set up. In 2018, we successfully achieved one of the significant goals to obtain the right to host the significant event – one of the special session in IEEE IMS 92

flagship international conference in the USA. Its topic was “Measurement in Industrial Applications – Intelligent Manufacturing System (IMS) using smart sensors, smart machinery and industrial internet of things”. In the past year, the local working group has dedicated to organize and prepare for this important event. Marching to our ninth year of establishment, we are not satisfied with what we have made, but need to be much stronger and have made the following goals and plans, . To continue adding value to existing members and explore the growth of new members. . To continuously provide local academia and research circles the access to the world’s largest research community, and vice versa help to disseminate the research results to the world. . To enhance the influence of the chapter in relevant research community. . To participate in relevant international and domestic activities such as conferences and exhibitions to absorb the latest research development, to build up chapter publicity, and to recruit more members joining the chapter. .  Chapter Name: Microwave Theory and Techniques Society Taipei Chapter (MTT17)

. MTT-S Taipei Chapter will invite and host Distinguished Microwave Lecturers to Taipei to give lectures on the latest technology. . The MTT-S Taipei Chapter members will help organize the session of RF/mm-Wave Circuits and Wireless Transceiver for 2019 VLSI/CAD symposium. The conference is the premium national technical meeting in the area of integrated-circuit design, testing, computer-added- design. The technical session includes oral presentation and invited paper presentation.

 Chapter Name: Photonics Society Taipei Chapter (PHOT36)

. Goals for 2018, member of the IPS Taipei Chapter is primarily on participation several international conferences and workshops which will be held in Taiwan. We can broadcast and stimulate the inter-activity and discussion among students, researchers, and industrial people. We could recruit IPS regular members and student’s members. . Touch Taiwan 2019 will be held in Taipei on August 28-30. As a major event of display industry, IPS PHO36 members will serve as committee members and also participate the conference. . 2019 Optics and Photonics will be held during Dec., 2019 and be hosted by National Chung- Hsing University. IPS Taipei Chapter will technically sponsor OPTIC 2019 and a chapter meeting will also be held then. . IEEE VLSI-TSA Symposium will be held in Hsinchu on April 22-25, 2019. IPS members are encouraged to participate this event.

 Chapter Name: Robotics and Automation Society Taipei Chapter (RA24)

. It is found that some of our RA student members have moved to US, Europe and other counties to pursue PhD or master degrees due to the recent boom of robotics industry such as drone, self-driving cars and automated driving. Our student member number decreases accordingly. We have promoted our society by holding more invited lectures, keynote speeches, and seminars and encourage industry partners to join RA24.

 Chapter Name: Reliability Society Taipei Chapter (RL07)

. In order to promote IEEE Reliability Society in Taiwan, IEEE Taipei Section (RL07) will continue to serve its members next year by holding invited lectures, keynote speeches, and seminars.

 Chapter Name: Sensors Council Taipei Chapter (SEN39)

. Goal of SEN39 is to promote and to enhance cross-disciplinary collaboration on sensor-related technologies and sponsor activities on new sensor research. In the future, we will DLs to give talks for undergraduate and graduate students to really sensor IC design and to measure read- out sensor signals by using EDA tool such as HSPICE. We hope to stimulate students’ motivation by the “experimental project”.

. We plan to work on membership promotion and encourage more potential researchers to be VTS members in 2019. .
