June 2016: Board approved RER Procurement Plan including: • Package 1 Enabling Works – Series of Design-Bid-Build, Build-Finance, and Design-Build-Finance contracts – Both on-corridor and off-corridor construction – Target completion by 2020 • Package 2 and 3 procurements using the AFP process (to be awarded in 2019) – Off-corridor (stations and parking) – On-corridor (track, signals, electrification, vehicles)

2 Package 1 Enabling Works

• Working with Infrastructure , thirteen large contracts are being developed – Total value of $3.4B – Four are in procurement – Remaining nine will be issued in the next fifteen months • Also a number of smaller enabling works contracts are either under construction or going into procurement

3 Stouffville Stations

• Agincourt, Milliken and Unionville station modifications which includes new second track/platform/tunnels/elevators, track enclosure or canopy, site rework (parking, kiss and ride, etc), and pedestrian connections

• Steeles Avenue grade separation (adjacent to Milliken)

• RFQ completed and in the RFP stage

4 401 Tunnel

• A second tunnel under Highway 401 to accommodate the 3rd and 4th Kitchener corridor tracks • In the RFQ stage

5 Cooksville Station

• Station improvements and 1,900 space parking structure • Coordinated with the Hurontario LRT • In the RFQ stage

Barrie • An additional track, wayside tracks and storm water management from approximately the Lansdowne area to Allandale Waterfront, plus a six- train layover in Bradford • Electrification EA is proceeding to obtain approval for electrification, noise mitigation and tree management

Lakeshore East • A new 4th track between and Scarborough GO Station • Corridor construction (grading, bridges, drainage, track)

• Scope to include three categories of work – New Stations (including Smart Track stations) – State of Good Repair – Corporate initiatives (i.e., accessibility, digital signage, self serve fare strategy) • Establishing interface coordination with Package 3 On-Corridor AFP • Validating scope in preparation for Reference Concept Design and RFP

Scope to include • Track not constructed in Package 1 • Signals to accommodate new infrastructure, electrification and enhanced train control • Communications (fibre optic network) • Electrification of core owned network • Corridor maintenance (track, signals, right of way maintenance and electrification) • Vehicles

16 Building Industry Capacity

• Investment in infrastructure is unprecedented • RER construction requires industry to prepare • Short term: Enabling works • Longer term: On and off-corridor AFPs • Design-build capacity is needed – Engineering, architecture and associated fields – Contractor growth (hiring, training and equipment investment) – Attract experienced companies to the region
