1.1 Purpose of the Development Framework

This Development Framework has a number of complementary purposes: • To analysis and appraise the site • To identify factors that are constraining operation of the hospital • To promote ambitions for broadening the scope of care and specialist facilities beyond those currently provided on-site • To present a development framework and overarching development brief that will provide a structure within which more development and operational proposals can be considered. • To acknowledge commitment to a collaborative approach between NHS Trust and promoters of , and the wider Local Plan processes.

3.2 The Hospital: Opportunities

Our analysis of the site reveals considerable potential within and around the campus for future operational requirements to be met on land within the control of the hospital, while its landscape setting and ecological importance can be protected and enhanced, and circulation and parking rationalised. Part of this process will be the definition of defined and defensible boundaries to the Green Belt that reinforce the five purposes of Green Belt.

Outside of the Perimeter Hospital Street: • Land to the east of the Campus, currently accommodating extensive at-grade car parking and grassed areas, has potential for new and self-contained healthcare facilities with appropriate servicing, parking and outdoor space. • Land to the north east of the campus, north of Canada Avenue and including the site of the golf driving range has potential for new and self-contained healthcare facilities with appropriate servicing, parking and outdoor space. • The land occupied by the main car park north of the campus and north of the main road approach could be used more intensively by stacking car parking into parking buildings alongside other uses such as further healthcare, key worker housing and commercial facilities of benefit to staff and visitors

5 THE DEVELOPMENT FRAMEWORK CONCEPT

5.1.5 Future Development Parcels The master plan envisages future development on three parcels, all around the outside of the Perimeter Hospital Street, defined by the Perimeter Hospital Street and existing landscape features. 5.1.6 Other Parcels There is other land within the ownership of the Trust to the north of the campus and towards Royal Earlswood Park. At present this accommodates a nine-hole golf course. It is proposed that this should become public open space in perpetuity as a community asset and a Green Belt buffer.

This strategy concentrates public activity along the Perimeter Hospital Street, and this is where greatest attention to the quality of design should be concentrated to give a general uplift to the user experience.

Any new buildings fronting the Perimeter Hospital Street and public routes should present high quality facades to those spaces.

As opportunities arise for the redevelopment or refurbishment of existing frontages to those spaces, new designs should follow the same guidance.
