1.0 Summary

SRL was commissioned by Galliford Try Construction Ltd to do an environmental noise survey at the existing Briar Hill Primary School site. This survey was to help us establish the dominant noise sources present on the site and to assess the feasibility of various ventilation strategies for the proposed new build area of the site. Registered Name and Address: The dominant noise source around the school site is road traffic from Hunsbarrow SRL Technical Services Ltd Holbrook House Road. 3.0 Noise Breakin

The noise level on the perimeter of the proposed new building is 45-46 dB(A). BB93 specifies indoor ambient noise levels of 35 dB(A) for standard teaching rooms with BB101 allowing a 5 dB(A) relaxation for higher ventilation rates where natural ventilation systems are used. The site noise levels are low enough that open windows can be used for the new building to provide natural ventilation and maintain indoor ambient noise levels specified by BB93 and BB101.

Any thermal double glazing is capable of meeting the indoor ambient noise level requirements for the new building. Similarly it is likely that any façade and roof buildup will be capable of meeting the indoor ambient noise level requirements for the new building. The roof construction also needs to be considered in terms of rain noise. We will assess this as the design progresses.

I have assumed natural ventilation needs a façade opening equivalent to 5% of the floor area for the 8l/s/pupil ventilation rate. I have included the 5 dB(A) relaxation allowed by BB101 for natural ventilation. For 3l/s/pupil ventilation rate the openings must be limited to 1.6% of the floor area.

There are no mandatory requirements for ‘ancillary spaces’ (e.g. kitchens, offices, staff rooms, corridors, stairwells and toilets).

4.0 Mechanical Services Noise

Any noise created by services (other than that from teaching equipment such as computers and projectors) is required to meet the BB93 ambient noise levels specified for a duty of 3l/s/person. This includes break-in from external plant to teaching spaces. Mechanical services ducts must not penetrate partitions between classrooms. The ducts must run in the circulation space, with individual branches off into teaching spaces. The indoor ambient noise level requirements for standard rooms are given in Appendix E.

The noise levels from all plant must be attenuated to 45 dB(A) outside openable windows and rooflights, and to 50 dB(A) at any external teaching areas.

Before and after the survey the measurement apparatus was check calibrated to an accuracy of +0.1dB using the type 4231 Sound Level Calibrator. The Calibrator produces a sound pressure level of 94 dB re 2x10-5 Pa at a frequency of 1 kHz.

Ambient noise levels were monitored at various positions around the sites as shown in Appendix C. The measurements are tabulated in Appendix B and an explanation of acoustic terms is given in Appendix D.

LA90 - The "A" weighted sound pressure level that is exceeded for 90% of the measurement period. It is commonly used as the "Background Noise Level".

LA10 - The "A" weighted sound pressure level that is exceeded for 10% of the measurement period. This is often used for assessing traffic noise.

LA1 - The "A" weighted sound pressure level that is exceeded for 1% of the measurement period.

LAeq - The "A" weighted equivalent continuous sound pressure level. A representation of a continuous sound level containing the same amount of sound energy as the measured varying noise, over the measurement period. It can be considered as the "average" noise level.

LAmax - The maximum "A" weighted sound pressure level during the measurement period.

Drainage and External Works

Drainage

It is proposed to connect the new foul water drainage from the extension to the existing foul water drainage system serving the school.

The existing foul water drainage system serving the school will be checked for available capacity as part of the detailed design.

The existing foul water drainage system serving the school eventually discharges to the public sewerage system. A Section 106 (Water Industry Act) Agreement will be entered into, to agree the increase in flows to the public sewerage system.

Surface Water drainage from impermeable areas created by the development will be treated in line with current regulations in relation to flood risk. In this instance, surface water will discharge to a new soakaway located on the site.

Ground investigation reports from previous projects indicate low soil infiltration rates on the site. For this reason an overflow is indicated allowing surface water in extreme storms to be distributed over playing fields away from the school buildings.

An existing soakaway at the area of car parking is proposed to be enlarged to accommodate changes in the parking layout.

Parts of the existing drainage at the school will require diversion due to the proximity of the extension to the existing school building. External Works

Hard standing and car parking areas are proposed which may be accessible to vehicles. These will be designed for the expected volumes of traffic, and with pavement foundations informed by a CBR value.

DSA Drawing 11/13262/SK50 indicates a preliminary drainage strategy for the proposed development. This is based on limited archive information supplied to DSA.

The extent of new topographical survey required to complete the detailed design is indicated on the above drawing.

The extent of existing drainage recommended to be CCTV surveyed to verify its condition is indicated on the above drawing.

The location of soil infiltration rate testing to BRE Digest 365 is indicated on the above drawing. This is required to design surface water infiltration devices. The locations of CBR tests for pavement design are also indicated.

For this reason, Landmark's Site Sensitivity Datasheet places great emphasis on statutory data provided by the Environment Agency and the Scottish Environment Protection Agency; it also incorporates data from English Nature (and the Scottish and Welsh equivalents), the Environment Agency (and the Scottish equivalent) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the legend database to 1km from a single point or a site boundary provided by the client

Site Description & Activities

Briar Hill Lower School comprises of a single school building in the northeast section of the site and a mobile classroom north of the main building. The remainder of the site is hardstanding and playing fields. A site location plan and a site layout plan are presented in Appendix 1. The school is located in a predominantly residential area and is surrounded by the following properties/land uses:

Historical Development

A review of the historical development of the site is presented below with copies of selected historical map extracts presented in Appendix 2.

The Site

In 1885 the site was used as agricultural land. No significant changes in land use occurred until Briar Hill Lower School was built on the site at some time between 1968 and 1983.

Surrounding Areas

In 1889 the land surrounding the site was mainly used for agriculture. The farm buildings of Briar Hill Farm were situated 90m east of the site with associated orchards and a pump. Railway lines were present 235m to the north and 360m to the east, with associated cuttings and embankments. A large disused quarry lay 455m to the south east and there was another excavation 350m north east. There was an iron works with associated tramways 500m west of the site which remained until sometime between 1993 and 1999. There was a brick works with associated excavation 600m to the west until 1901.

By 1925 there was a wind pump 15m north of the site which remained until between 1965 and 1968. By 1927 there was a motor works 550m north east of the site. By 1965 further farm buildings had been built 45m to the east of the site. By 1968 residential housing had been built 400m east of the site which expanded until housing lay adjacent to the site on all sides by 1990. Associated with the housing were two subways located 10m south east and 40m north.

Regulatory & Environmental Information for Site and Neighbouring Areas

Information regarding potential hazards associated with environmental regulatory controls is presented in Appendix 3 and is summarised in tabular form below. Comment is given regarding the potential for any such process /activity to affect the site. The local authority (Northampton Borough Council) and the Environment Agency, were consulted with respect to environmental health, planning and waste management issues.

There are two registered waste treatment or disposal sites within 1km, both are currently operational. Discharge Consents There are 11 current and historic discharge No potential for impact on site consents to surface water within 1km of the site. One permit is currently valid and operated by Anglian Water Services Ltd for the discharge of storm sewerage/overflow to the 860m NW. Storage of Hazardous BP oil (UK) operate a Control of Major No potential for impact on site Substances Accident Hazards (COMAH) site which also holds a Planning Hazardous Substance Consent located 950m NE. The same site previously held a Notification of Installations Handling Hazardous Substances (NIHHS) Contraventions There have been no enforcement and No potential for impact on site prohibition notices or prosecutions relating to either authorised processes or controlled waters within 1km of the site.

Environmental Setting

An evaluation of the environmental setting of the site and surroundings has been determined from a study of the geological and groundwater vulnerability maps and environmental data.

Topography

The land within and around the site lies at an elevation of approximately 80 mAOD. Surrounding land falls to the north towards the River Nene.

Geology (from British Geological Survey Map 185)

The geological map for the area shows drift deposits are absent and the site is directly underlain by Northampton Sand. The Northampton Sand strata is faulted in the area of the site and lies approximately 500m north of an area of opencast ironstone extraction. The sequence of strata underlying the site is described in the table below.

Information from Landmark has indicated that up to September 1999 there had been a total of 22 pollution incidents to controlled waters within 1km of the site since 1992. All but one were classified by the EA as being minor incidents with the closest incident located approximately 270m northeast which involved unknown pollutants being released into the Grand Union Canal. One significant incident located 800m northeast involved waste oil polluting the River Nene. These incidents are assessed to have no real potential for impact on site. Information from the EA has indicated that there have been no recorded pollution incidents since June 2001 within 1km of the site.

The site is not located within any EA indicative one in one hundred year floodplain.

Site Reconnaissance & Observations

Briar Hill Lower School was built in 1980 and comprises of a single storey building in the northeast of the site. The building of is brick construction with a pitched tiled roof. There is a mobile classroom north of the main school building.

Site Utilities

The site is serviced by mains gas supply, mains electricity and is connected to the municipal domestic water supply and foul sewer. The six gas boilers are located in cupboards throughout the school. There are two surface water drainage soakaways under the hard standing surrounding the school. Further details of the site drainage are contained in a separately commissioned drainage survey report.

Hazardous Materials Storage

There are no above or below ground storage tanks on the site, or chemicals used for lessons. A nominal amount of paint and cleaning materials are stored on shelves in the locked caretaker’s storage room. Further information on the storage of flammable compounds is contained in a separately commissioned fire survey report.

Geotechnical Issues

The site slopes gently down from south to north and there are a number of embankments and engineered slopes on the playing fields, including along the western boundary. Some mature trees are present across the site and along the site boundaries.

Hardstanding and paving was observed to be in good condition with no obvious depressions or cracking. The site supervisor was not aware of any areas of the site with stability problems, drainage problems or of any structural damage to the buildings related to the ground conditions (e.g. soft ground / subsidence etc), with exception of a cracks across the wall and floor of the hall and on the external brickwork on the south facing wall. The site supervisor was not aware of any previous ground investigations completed at the site. Information from Northamptonshire County Council on any previous ground investigations is awaited.

Other Issues

Interviews with the site supervisor confirmed that there are no other known or suspected potential contamination sources, such as incinerators, septic tanks etc within the site. We understand that asbestos surveys are being undertaken separately, and from our interview with the site supervisor no information is available about any other deleterious materials in building fabric.

Information regarding any radon testing at the school is awaited, but there are two radon protection pipes fitted in the school, one with a pump.

Risk Assessment

Risks from Potentially Contaminative Land Uses

There are not considered to be any potential sources of contamination relevant to the site from historic or current land use.

Cleaning products and paints stored on site have not been considered as a potential source based on their storage in locked cupboards with appropriate flooring, and the small volumes stored.

The earthworks undertaken during the development of the school are most unlikely to have involved the importation and disposal of putrescible fill materials. The earthworks are highly likely to have involved solely the excavation, movement and replacement of natural site derived soils and rocks. On this basis these earthworks activities are not considered to be a potential source of contamination.

Based on the information obtained as part of this study and the risk assessment outlined above, the site may be assigned an overall classification of low risk in accordance with the definition presented below.

LEVEL OF RISK COMMENTS High Actual presence of significant contamination confirmed and/or Phase 1 data indicates strong probability of the presence of significant contamination, the on- going presence of which is likely to present a risk to controlled waters. Moderate Actual presence of contamination confirmed and/or Phase 1 data indicates uses which may have resulted in contamination, the on-going presence of which could present a risk to controlled waters. Low Little or no evidence of actual contamination confirmed and/or Phase 1 data indicates the likely presence of minor contamination. Little potential for risk to controlled waters.

Risks from Natural Strata

Between 3% and 10% of homes in the 5 kilometre grid square in which the site is situated are above the radon action level. As the site is underlain by the Northampton Sandstone there is the potential for a radon source. Full radon protection measures are recommended for the construction of new homes in the area. Risks from radon ingress are therefore considered to be moderate, however as a radon extraction system has been installed it is likely that these risks have been mitigated to low.

Conclusions

In our opinion, it is unlikely that the site would be classified as contaminated land by the local authority under the provision of the statutory guidance (Circular 02/2000) made under Part IIA of the Environmental Protection Act 1990 (inserted by Section 57 of the Environment Act 1995). This is due to the absence of a proven “pollutant linkage” with the potential to cause significant harm to people or the wider environment.

Recommendations

For continued use of the current buildings information on any radon testing and the design of the extractions scheme should be reviewed.

Recommendations for Development of New Buildings

If parts of the site are to be redeveloped the following actions are recommended:

 Geotechnical investigation would be required to assist in the design of foundations for any new buildings planned for the site. These investigations would need to include assessment of the composition and properties of made ground on the site from previous levelling and terracing.

 A full geological radon report should be obtained from British Geological Survey to confirm if full radon protection measures would be necessary for the construction of new houses. If so full radon protection measures would need to be incorporated into the design of new buildings.

The Briar Hill Primary School redevelopment yields an increase in hard surfaced areas within the school site. The increased stormwater run off will be attenuated within the site.

The nearest indicated floodplain is at a distance of 250m from the site and some 14m below the school’s elevation.

The school is at minimal risk from area wide flooding. The school will not increase the risk from surcharged flooding within the site. The redevelopment will not increase the flooding risk on the downstream environments.

1.0 Introduction

1.1 Jenkins & Potter have prepared this Flood Risk Assessment (FRA) in support of the planning application for the proposed extension to Briar Hill Primary School in Briar Hill in Northampton.

1.2 This report considers the topography of the site and local area, the proximity of the site to watercourses, and the existing and proposed storm water drainage systems, in the context of flooding risk for 30 year return period storms.

1.3 This report should be read in conjunction with Jenkins & Potter’s report – Report on Strategic Stormwater Management for Northampton Schools PFI.

2.1 The existing Briar Hill Primary School (currently known as Briar Hill Lower School) is located in the suburb of Briar Hill, some 2km southwest of Northampton town centre at grid reference SP 739 592.

2.2 The school comprises of a single storey brick building in the east area of the site and a mobile classroom north of the main building.

2.3 The buildings, yards and car park occupy the central and northeastern areas of the site, whilst much of the western and southern parts of the site are grassed.

2.4 The site is at an elevation of 74m to 80m AOD and covers an area of approximately 1.76 hectares, of which 5270m2 are buildings and hard standings and the remainder landscaped areas. The site is roughly rectangular in shape, and is generally flat, apart from berms to the south and west site boundaries.

2.5 The site is shown on drawing 41712-08/02 in Appendix A.

2.6 The site is surrounded on all sides by housing and is bounded by Hunsbarrow Road to the south and west.

2.7 The site is accessed from Thorn Hill Road to the northeast.

2.8 The school is situated some 750m from the River Nene to the north, with the Grand Union Canal being some 250m to the north.

3.1 The proposed school extension comprises a 90m2 extension to the original school, a 410m2 extension to the yard and a 370m2 extension to the car park.

3.2 The total proposed roof and hard standing area is 5970m2, an increase of 680m2, mainly due to the increased yard and increased car parking.

3.3 The proposed finished ground floor level is believed to be approximately 75m AOD, similar to the existing floor level.

3.4 The existing and proposed storm water drainage system are shown on drawing number 41712-08/03.

3.5 No soil data is available at present, therefore the use of soakaways to deal with storm water run-off from the extension and extended car park cannot be considered at this stage. However, a soakaway is know to exist on site and therefore, further soakaways may be suitable.

3.6 The location and size of the connection to the public storm sewer are awaiting further investigations.

3.7 The run-off from the extended car park will be attenuated by a soakaway. The run-off from the extended yard will be attenuated by oversized pipes or soakaway if suitable following further investigations.

4.1 The Briar Hill Primary School site, at an elevation of 74m to 80m AOD, is located approximately 250m from the nearest floodplain indicated on the Environment Agency 100 year floodplain maps. The nearest floodplain is on the River Nene to the north of the school, and is at an elevation of 60 to 65m AOD.

4.2 Briar Hill Primary School is a minimum of 9m above the nearest indicated 100 year floodplain and is a minimum of 250m from it. Therefore Briar Hill is not considered at risk from area-wide flooding.

4.3 The proposed development at Briar Hill Primary results in an increase in hard surfaced areas. This is likely to result in a higher storm run-off rate. This, therefore, will have to be attenuated by oversized pipes and soakaways. Therefore it is considered that the development will not adversely affect the local areas in terms of increased risk from flooding.

School Travel plan for BRIAR HILL PRIMARY SCHOOL

This plan was written after consultation with parents staff and governors. A group of parents were asked for comments upon the existing plan It was first approved by the curriculum sub committee on 18th September 2002 and by full governors on 24th September 2002.

It was reviewed in the Autumn of 2005.

Aims

This plan is written to reflect the ways in which we can reduce the risk from traffic around our school and encourage children to take a “safer route to school”. The aims of this plan will be shared with new parents at Induction meetings and will be referred to in newsletters.

We, as a school, believe that children and adults need to have healthy lifestyles and we believe an effective travel plan will encourage this.

We want to reduce the number of car journeys to our school. We want to contribute to conservation by reducing the consumption of fossil fuels and we want to raise children’s awareness of the pollution and environmental issues associated with car use. We also wish to see the adoption of a positive approach to walking to school.

This plan is written in accordance with the guidelines produced by Northamptonshire County Council and the sustrans. organisation. The plan will be reviewed annually by governors and amended where necessary.

NoR approx 300 children between the ages of 3 and 11.

Location Our school is situated in the Middle of Briar Hill Estate. The estate is a mixture of privately owned and council accommodation.

Catchment Most of our children come from the estate surrounding the school but a small group come from a more urban area nearer to the town centre. Some of this latter group have to cross roads .

Staff members Staff members come from a much wider location. Many live in town but some live in the county. Some staff live on the estate.

Non staff Governors Non staff governors live in similar locations to staff members.

Other factors Comment [b1]: Some of these are transport/travel problems so should be grouped together under the relevant The school is situated at the end of Thorn Hill and the main entrance is also at the end of a road [a dead section further on. end], therefore cars do not drive past the main entrance. There is also another entrance approached by pedestrian access only. Pedestrians have safe routes around the school on footpaths and therefore they do not need to enter the car park. Recently a pedestrian gate was relocated to give even safer pedestrian access. A new

1 pedestrian access has also been created to give maximum safety to all stakeholders entering the new nursery. The school boundary is quite unique in that in parts it contains a paved footpath, the main road of the estate and a tree lined quite secluded footpath. There are also underpasses on the estate that are used by school stakeholders and the local community to get around the estate. The estate is served by a bus route. There is a bus stop extremely near to the school.[see map] There is also a zebra crossing near to the pedestrian access [see map]. Disabled access is not an issue as there is easy access from the car park into the main building. The school car park has recently been remodelled and extended. Disabled car park spaces have been created in this car park extension. Parents are requested not to pull vehicles into the school car park unless they have been given permission to do so by the head teacher. The site supervisor spends time each morning at the main school gates monitoring safety and traffic. Visitors to the school are welcome to use the school car park. There are signs displayed in the car park directing people to the main school entrance and other areas of the school site. Signs are also visible in the car park advising people to be security conscious i.e. locking their vehicles and not leaving valuables visible. Since AMEY took over as Facilities Managers some issues will now fall to them regarding responsibility. When we fully take PFI onboard this will be an even bigger issue for external agencies making sure that all stakeholders are happy.

Involvement in the travel plan strategy:-

Children have surveyed the number of cars using the road outside the school and graphed their speeds, colour and frequency.

We have taken place in The Hands Up Survey since 1998. Trends are extremely positive. We have an extremely high number of children who walk to school each day [nearly 80%]. This is well above County Average. Results show that car sharing is now also more positive. In March 2006 a more detailed survey will be trialled giving specific details of Year Groups and numbers. This will be formally recorded and then a year on year comparison can be made.

We have regularly taken part in the Walk to School week. Letters have been sent out and rewards given to pupils who manage a full week!

Information is regularly included in newsletters to parents to cover items concerned with travelling to school.

Transport and Road Safety problems.

The school lies in the middle of the estate. Hunsbarrow Road borders the school at one point but the whole of this road now has traffic calming humps to slow down traffic.

Travel by car for some families is a seasonal activity and linked to the weather. Less car journeys occur during the summer months. A minority of families travel to school in cars due to time factors!

Parking around the school is a problem. Space is limited for parking outside school, on odd occasions this causes problems with local residents as they find themselves unable to park outside their residences.

INITATIVES / TARGETS FOR THE FUTURE

2 • Cars to be discouraged from entering or leaving school grounds at time of maximum pupil movement. The site supervisor will organise and monitor this process.

• Regular inclusion of safety information in school newsletters. This to include details of projects, Walk to school week etc.

• Inclusion of Road Safety in the PSHE programme and linked to Science and maths – through surveys of cars, traffic in the Briar Hill area, Yearly participation in Walk to School week linked to graphic information etc.

• Reference to safe parking and walking to school to become standard element in the school brochure.

• Liaison with residents about the parking situation as and when needed.

• Display posters around the school from Dept. for Transport School Travel Resource Pack to give a higher profile to Travelling to School.

Monitoring and Review.

1. This is an ongoing document and will change according to circumstances such as pupils travel needs arising from new building developments.

2. Annual review will be in the first instance the responsibility of the Projects Sub Committee, raised under Health and Safety discussions. It will then go to full governors. The next review will be in the Autumn of 2006.

3. Review of the curriculum elements will be the responsibility of the PSHE co-ordinator.

4. Safer routes to school survey and review to become part of the curriculum offer for years 5 and 6. Upper Key Stage 2 manager to supervise. This will normally take place in the Summer Term of each year.

The PSHE co-ordinator will be responsible for ensuring the curriculum elements are planned for and carried out.

1.0 Introduction

1.1 This report comprises a Transport Statement in support of a planning application for the proposed extension of Briar Hill Primary School. Briar Hill Primary School is located off Thorn Hill, Northampton.

1.2 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application.

1.3 The reports were scoped with Mr M. Tilley of Northamptonshire County Council who advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of Briar Hill Primary School. Feedback was also received from Mr R. Sim-Jones of Northamptonshire County Council, this was taken into account when writing this Transport Statement.

2.0 Site Description and Proposed School Extension

2.1 Briar Hill Primary School is located off Thorn Hill, Northampton as shown on the location plan enclosed in Appendix A. The school is located in the south east of Northampton in a predominately residential area.

2.2 Briar Hill Primary School is for pupils aged from 4 to 11 years. The school is currently expanding from a 1.5 to a 2 form entry. The school currently has capacity for 315 pupils an additional half form for the school will result in a proposed capacity of 420 pupils. The expansion at Briar Hill School will result in approximately 7 additional members of staff. The proposed development is shown on the plan enclosed in Appendix B.

3.0 Surrounding Highway Infrastructure

3.1 The surrounding highway infrastructure is shown in Appendix C. The vehicular access to the school is located off Thorn Hill. Thorn Hill is bound by footways on both sides of the carriageway and is subject to a 48kph (30mph) speed restriction.

3.2 The pedestrian accesses located on the eastern boundary are generally accessed via Ashbrow Road which is bound by footways on both sides of the carriageway. Ashbrow Road, which is subject to a 48kph (30mph) speed restriction, provides access to the two bus stops nearest the school. Ashbrow Road has a zebra crossing on a walking desire line for pedestrians approaching the school from the east.

3.3 Footways and pedestrian routes within the vicinity of the school vary in width between 1.8m and 2.0m. The pedestrian routes and footways in the vicinity of the site all benefit from having street lighting.

4.0 Site Access and Parking

4.1 The school has a single vehicular access located off Thorn Hill Road. This access is gated and not opened for parent usage at the beginning and end of the school day. The gate which remains closed at the start and end of the school day ensures that vehicles and pedestrians are segregated as much as possible.

4.2 The school has three pedestrian only accesses all of which are located off pedestrian routes. Two of the accesses are located along the eastern site boundary off a pedestrian route which connects Thorn Hill and Hunsbarrow Road, this pedestrian route also serves residential dwellings which are located off Ashbrow Road. The third pedestrian access is from a separate pedestrian route along the northern boundary which also connects Thorn Hill and Hunsbarrow Road.

4.3 The existing school has 30 parking spaces which includes 3 disabled spaces. The proposed school will provide 35 parking spaces including 4 disabled spaces.

4.4 There are no parking restrictions on the surrounding highway infrastructure within the vicinity of the school.

5.0 Vehicle Movement Observations

5.1 Vehicle movements at the school were observed on the 15th June 2011 between 08:00 and 09:00. During this time it was noted that Ashbrow Road and Thorn Hill were lightly trafficked.

5.2 From observation it would appear that there is a high level of walking to and from the school by pupils. The relatively small number of pupils who were dropped off by their parents tended to park near the gates on Thorn Hill or in the two off road parking areas located to the west of Ashbrow Road. Parents dropping pupils off in the parking areas of Ashbrow Road used the pedestrian routes through the houses to access the pedestrian accesses located on the eastern boundary of the school.

5.3 There were no observed traffic movement issues which we believe could be significantly exacerbated by the proposed extension of Briar Hill School.

6.0 Sustainable Forms of Transport

6.1 The available sustainable transport infrastructure resources, within the vicinity of the proposed extension are set out below. Details are correct at the time of writing the report. The location of sustainable transport facilities and walking / cycling distances are shown in Appendix C.

6.2 Walking

6.2.1 The surrounding local highway infrastructure is described in section 3. Walking distances, to various locations are shown on the plan enclosed in Appendix C.

6.2.2 Suggested acceptable walking distances for school journeys which were produced by Institution of Highways and Transportation (IHT) are shown in table 1 below. It can be seen on the plan enclosed in Appendix C that a large number of residential dwellings are located within the IHT acceptable walking distance of 1000m.

6.2.3 The existing pedestrian network will therefore provide adequate links for the proposed new pupils at the school.

6.2.4 The existing footway widths would also appear to be appropriate for existing and proposed pedestrian trips.

6.3 Cycling

6.3.1 The proposed extension will connect with the surrounding local highway infrastructure which provides adequate facilities for those predicted to be generated by the school extension. PPG 13 states that cycling has the potential to substitute the car for journeys less than 5km, it is shown in Appendix C that a significant number of residential dwellings are located within a 5km travel distance.

6.4 Public Buses

6.4.1 The school is served by two bus stops located on Ashbrow Road. These bus stops provide two-way access to bus routes shown on the route map enclosed in Appendix D. General bus service frequencies are set out in table 2 below. Full bus time tables for the bus routes can be found in Appendix D.

6.5 Trains

6.5.1 Northampton train station is located approximately 2.9km from Briar Hill Primary School. Northampton train station connects with Birmingham to the north and London to the south. The bus services described above could be utilised to connect with the train station.

6.6 Motorised Two Wheeled Vehicles.

6.6.1 The proposed site highway accesses and the existing surrounding highway infrastructure enables the use of motorised two wheeled vehicles as a means of transport to the site.

6.7 Disabled Access

6.7.1 The surrounding local highway network incorporates dropped kerbs at suitable locations to aid access to and from the school for disabled people. The extension will incorporate level thresholds and/or ramps to ensure that it is accessible to users with varying levels of disability and visual impairment in line with Building Regulations.

6.8 Travel Plan

6.8.1 The school has an existing Travel Plan which can inform the travel choice of staff, parents and guardians and encourage the use of more sustainable forms of transport.

6.8.2 The travel plan aims can be summarised as:  A reduction in the number of car journeys to and from the school;  Contribute to conservation by reducing the consumption of fossil fuels whilst raising pupil awareness of environmental issues associated with car use; and  Encourage healthy lifestyles through sustainable travel.

6.9 Summary

6.9.1 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car. The school has a travel plan which aims to encourage the use of more sustainable forms of transport and reduce the number of car journeys to the school.

7.0 Assessment of Vehicular Impact

7.1 This section will consider the vehicular impact of the proposed extension on the surrounding highway network.

7.2 The proposed extension will increase pupil numbers by 105 from 315 to 420. The school is located in a predominately residential area, it is therefore highly likely that the school expansion will continue to serve the local residential dwellings and that the travel pattern will remain very similar both pre and post expansion.

7.3 Vehicle trip generation rates for Primary Schools in Northampton were calculated as part of the Northampton Multi Modal Study. The vehicle trip generation rates for the AM and PM traditional peak hours are shown in table 3 below and enclosed in Appendix E.

7.4 Based on the above vehicle trip generation rates the predicted number of new vehicle trips on the local highway network for the school can be calculated based on an additional 105 pupils. The predicted number of vehicle trips for the AM and PM traditional peak hours are shown in table 4.

7.5 The school is therefore predicted to generate approximately 26 vehicle movements on the surrounding highway network as a result of the proposed extension in the morning peak hour.

7.6 From on-site observations and knowledge of the geometric standards of the surrounding highway network we do not consider the predicted 26 vehicle movements associated with proposed extension in the morning peak hour will have a significant adverse impact on the capacity of the surrounding highway network.

8.0 Existing Recorded Accident Statistics

8.1 Recorded traffic accident statistics have been obtained from Northamptonshire County Council’s Interactive Mapping for the three year period to December 2010. An extract of the mapping is enclosed in Appendix F.

8.2 From the recorded accident data there are no accidents on Thorn Hill of Ashbrow Road. A single slight injury accident was recorded at the Hunsbarrow Road / Ashbrow Road.

8.3 Based on the above recorded accident data we do not consider an increase in vehicle trips associated with the school will adversely affect the safety of the neighbouring roads.

9.0 Conclusions

9.1 It is proposed to expand Briar Hill Primary School from by 105 pupils from 315 to 420. Staff numbers at the school will also increase by approximately 7.

9.2 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car. The school has a travel plan which aims to encourage the use of more sustainable forms of transport and reduce the number of car journeys to the school.

9.3 The proposed extension is predicted to generate a small number of additional vehicles on the highway network. We do not consider that the additional vehicles which are predicted to be generated as a result of the proposed extension, will have a significant adverse impact of the surrounding highway network.

9.4 Based on the recorded accident data we do not consider the increase in vehicle trips will adversely affect the safety of the neighbouring roads or junctions.
